Sustainable food transition in Portugal: Assessing the Footprint of dietary choices and gaps in national and local food policies

The food system is increasingly acknowledged as the single largest reason for humans' transgression of key planetary limits and it is gaining centrality in our societal run-up towards a sustainable future, especially at city level. In Portugal, a country characterized by high meat and fish consumption, noticeable food wastage, and high urbanization level, fully understanding and then transforming the food system is of priority. Here we investigate the significance of food in comparison to other daily anthropogenic demands and the current sourcing and resource intensities profiles of dietary patterns at Portuguese national and city level through Ecological Footprint Accounting. A critical assessment of gaps in national and local food policies to trigger a major transformation in the Portuguese food system is also conducted on the basis of a newly proposed analytical framework. Results show that food consumption in Portugal is the single largest reason (≈30%) for transgressing the carrying capacity of Earth ecosystems but, despite the urgent need for changes in Portuguese food systems, major deficiencies in local policy implementation exist with weak policy commitment, coordination, and lacking institutional capacity as food policies - especially at the local level - are still not prioritized. Similarities with other countries within Europe and their implications are also discussed.

From individual behaviour strategies to sustainable food systems: Countering the obesity and non communicable diseases epidemic in New Zealand

New Zealand is currently facing an obesity and non communicable diseases (NCDs) epidemic. Recent studies have largely attributed these health issues to insufficient food and low-quality diets that cause micronutrient deficiencies. Improving healthy diets requires broader thinking and collaboration, particularly around maintaining sustainable food systems, which signifies a shift from individualistic/behavioural approaches in health promotion. This paper aims to extend solutions addressing increasing rates of obesity and diet-related NCDs in New Zealand while considering diet and human health in concurrence with sustainability. In particular, the three pillars of sustainability-economic, environmental, and social-will be considered, alongside application of a food systems approach to analysing the epidemic and policy developments in New Zealand. Given its proximity to smaller Pacific islands in the region, New Zealand is in a unique position to work multisectorally and be a leader in considering food system approaches to tackling obesity and NCDs in the Pacific.

Integration of various dimensions in food-based dietary guidelines via mathematical approaches: report of a DGE/FENS Workshop in Bonn, Germany, 23-24 September 2019

In the past, food-based dietary guidelines (FBDGs) were derived nearly exclusively by using systematic reviews on diet-health relationships and translating dietary reference values for nutrient intake into foods. This approach neglects many other implications that dietary recommendations have on society, the economy and environment. In view of pressing challenges, such as climate change and the rising burden of diet-related diseases, the simultaneous integration of evidence-based findings from different dimensions into FBDGs is required. Consequently, mathematical methods and data processing are evolving as powerful tools in nutritional sciences. The possibilities and reasons for the derivation of FBDGs via mathematical approaches were the subject of a joint workshop hosted by the German Nutrition Society (DGE) and the Federation of European Nutrition Societies (FENS) in September 2019 in Bonn, Germany. European scientists were invited to discuss and exchange on the topics of mathematical optimisation for the development of FBDGs and different approaches to integrate various dimensions into FBDGs. We concluded that mathematical optimisation is a suitable tool to formulate FBDGs finding trade-offs between conflicting goals and taking several dimensions into account. We identified a lack of evidence for the extent to which constraints and weights for different dimensions are set and the challenge to compile diverse data that suit the demands of optimisation models. We also found that individualisation via mathematical optimisation is one perspective of FBDGs to increase consumer acceptance, but the application of mathematical optimisation for population-based and individual FBDGs requires more experience and evaluation for further improvements.

Equity as both a means and an end: Lessons for resilient food systems from COVID-19

Food systems are important sites of economic stress, political response and adaptation. Access to food is also an important marker of how well a society distributes its wealth, reflecting the state of political accountability, economic redistribution, and the society's level of commitment to uphold the right to food. The COVID-19 pandemic has exposed the interconnected weaknesses of our food, social and economic systems and offers lessons for building more just and resilient food systems. We focus on three lessons learned anew in the pandemic: (1) food insecurity both reflects and reinforces inequity, (2) food workers are essential yet treated as sacrificial, and (3) racialized migrant food workers face unique forms of inequity. These lessons - chosen for their ethical salience, global relevance, and political urgency - show how interconnected inequities revealed by the pandemic are undermining resilience. We conclude with specific policy recommendations for redress, both within and beyond food systems. This will not be the final global pandemic, nor is it the only shock that regions are currently experiencing. COVID-19 is an opening to think about how societies might center justice and equity in efforts to build back better. Governments should take this opportunity to invest in structural changes to reduce persistent inequities in food access due to poverty, health outcomes, decent work and overall wellbeing, especially for racialized communities and migrants.

Nutrition Transition and Climate Risks in Nigeria: Moving Towards Food Systems Policy Coherence

PURPOSE OF REVIEW

The purpose of this review is to describe the combined impacts of the nutrition transition and climate change in Nigeria and analyze the country's national food-related policy options that could support human and planetary health outcomes.

RECENT FINDINGS

This paper uses a food systems framework to analyze how the nutrition transition and climate change interact in Nigeria affecting both diets and the double burden of malnutrition, resulting in what has been termed the syndemic. Interactions between climate change and the nutrition transition in Nigeria are exacerbating diet-related inequities and will continue to do so if food systems continue on their current trajectory and without significant transformation. Siloed policy actions that attempt to mitigate one aspect of food system risk can create a negative feedback loop in another aspect of the food system. Our analysis finds that Nigeria has five national policies that include actionable steps to address food system insufficiencies; however, each of these policies is constrained by the boundaries of singular nutrition, climate change, and agricultural objectives. The country should consider a coherent policy environment that explicitly identifies and links underlying systemic and institutional drivers between climate change and malnutrition that simultaneously and comprehensively address both human and planetary health outcomes of food systems. The systemic and institutional outcomes of this emerging syndemic-undernutrition, obesity, and climate change-are inexorably linked. Nigeria lacks a coherent policy environment taking on this challenging syndemic landscape. The analysis in this paper highlights the need for Nigeria to prioritize their national nutrition and agricultural and climate policies that uncouple feedback loops within food systems to address climate change and malnutrition in all its forms.

Planning for change: Transformation labs for an alternative food system in Cape Town, South Africa

There has been a call for more participatory processes to feed into urban planning for more resilient food systems. This paper describes a process of knowledge co-production for transforming towards an alternative food system in Cape Town, South Africa. A 'transformative space' was created though a T-Lab process involving change-agents advocating for an alternative food system, and was designed to discuss challenges in the local food system from a range of perspectives, in order to co-develop potentially transformative innovations that could feed into government planning. In this paper, we describe and reflect on the T-lab in order to consider whether its design was able to meet its objective: to initiate an experimental phase of coalition-building by diverse actors that could feed into the provincial government's strategic focus on food and nutrition security. Our findings indicate that T-labs have the potential to be important mechanisms for initiating and sustaining transformative change. They can be complementary to urban planning processes seeking to transform complex social-ecological systems onto more sustainable development pathways. However, as with all experimental co-production processes, there is significant learning and refinement that is necessary to ensure the process can reach its full potential. A key challenge we encountered was how to foster diversity and difference in opinions in the context of significant historical legacies of inequality, whilst simultaneously acting for 'the common good' and seeking ways to scale impact across different contexts. The paper concludes with deliberations on the nature of planning and navigating towards systemic transformative change.

Cellulose and cellulose derivatives: Different colloidal states and food-related applications

Development of new sources and isolation processes has recently enhanced the production of cellulose in many different colloidal states. Even though cellulose is widely used as a functional ingredient in the food industry, the relationship between the colloidal states of cellulose and its applications is mostly unknown. This review covers the recent progress on illustrating various colloidal states of cellulose and the influencing factors with special emphasis on the correlation between the colloidal states of cellulose and its applications in food industry. The associated unique colloidal states of cellulose like high aspect ratio, crystalline structure, surface charge, and wettability not only promote the stability of colloidal systems, but also help improve the nutritional aspects of cellulose by facilitating its interactions with digestive system. Further studies are required for the rational control and improvement of the colloidal states of cellulose and producing food systems with enhanced functional and nutritional properties.

Urban gardening and neglected and underutilized species in Salvador, Bahia, Brazil

BACKGROUND

Urban agriculture has been evidenced as a food production and environmental sustainability strategy, although it faces many obstacles in Latin American countries. Additionally, in urban areas, low consumption of fruit and greenery is noticeable, along with loss in food diversity, including the neglected and underutilized species (NUS), which involve potential to strengthen local food systems. For this reason, this work has sought to map urban gardens in the city of Salvador, Bahia, Brazil, characterizing their gardeners, and to systematize information regarding food produced and the use of NUS.

METHODS

The municipality's urban gardens were mapped and data was collected from the gardeners. The study included two steps: (i) garden localization; (ii) on-site visits for interviews with gardeners and verification of cultivated food, destination of production, availability, and use of NUS.

RESULTS

Eighteen active food gardens were located, seventeen of which participated in the study: eight (8) communal (UCG) and nine (9) private (UPG). Respondents were on average 55.76 years old, mostly (52.9%) male, working at UPG (88.9%). Women predominated in the UCG (87.5%), with higher levels of education. For 52.9% of the interviewees, the garden was their main source of income. Food produced at the urban gardens was consumed by 82.4% of the gardeners and their families. In 70.6% of the gardens, production was also sold, while 47.1% donated. During the survey, 59 NUS were found and 76.5% of respondents reported consuming 19 of the species. NUS leaves, fruits, and seeds were found to be eaten raw, boiled, or sautéed in various preparations, especially Coleus amboinicus Lour. (76.5%), Eryngium foetidum L. (35.3%), Talinum fruticosum (L.) Juss., and Pereskia aculeata Mill (both 29.4%). Occurrence and utilization of NUS did not present significant associations with the gardens or gardeners (p > 0.05).

CONCLUSIONS

Salvador urban gardens, even in small numbers and without government support, have produced affordable food for the local population, preserved food diversity, and the tradition of NUS cultivation and use. Thus, urban gardens are reaffirmed as relevant spaces that should be included in public policies in order to promote food and nutritional security, biodiversity, and urban environmental sustainability.

A multiscale integrated analysis of the factors characterizing the sustainability of food systems in Europe

Considering the existing world population, set of environmental impacts, and predicted changes in dietary trends, one can expect that, in the coming decades, food security will remain high on the list of sustainability concerns. In relation to this challenge, Europe's Common Agricultural Policy (CAP) must address a diverse set of goals: (i) guarantee a stable and affordable food supply; (ii) preserve the socioeconomic stability of farmers by guaranteeing their economic viability; (iii) protect the environment by reducing pressures on agroecosystems; and (iv) improve food security by reducing import dependence. Policies related to these diverse goals are likely to generate adverse side-effects. A particularly uncomfortable concern is Europe's massive reliance on imported feed commodities. The European Union (EU) is unlikely to be capable of domestically producing currently imported agricultural commodities and a significant move to internalize imports would dramatically increase pressures on local ecosystems. Faced with that potential predicament, it is essential to have a robust information system capable of simultaneously addressing a variety of policy concerns. In response, this paper presents a novel accounting framework-Multi-Scale Integrated Analysis of Societal and Ecosystem Metabolism (MuSIASEM)-capable of generating an integrated set of indicators entangled across different scales and dimensions of analysis. Our versatile approach establishes a set of quantitative relations between: (i) the dietary intake of the society (desirability of the food supply); (ii) processes under human control (viability of the food system); (iii) processes outside of human control and associated with external biophysical limits determined by embedding ecosystems (feasibility of the food system); and (iv) the dependence on imported products (food security). The analysis of such relations can be tailored to the legitimate perceptions of different social actors affected by policies, anticipating potential conflicts and providing useful information for deliberation and negotiation. Our approach is illustrated with an analysis of the European agricultural system, covering the EU-27 plus the UK and Norway.

Sustainable food systems for healthy diets in Europe and Central Asia: Introduction to the special issue

This Special Issue highlights various good practices and food policy discussion in relation to the transformation of current food systems toward their social, environmental and economical sustainability. The papers describe policies, programmes and initiatives in developing and advanced economies of Europe and Central Asia that refer to the core elements of food systems, such as food supply, food environments, and consumers. The shared opinions, analyses, studies and approaches, experiences and insights contribute to a better understanding of regional specificities and support the efforts to guide the complex food systems' transformation for their improved capacity to deliver healthy diets.

Food systems in a zero-deforestation world: Dietary change is more important than intensification for climate targets in 2050

Global food systems contribute to climate change, the transgression of planetary boundaries and deforestation. An improved understanding of the environmental impacts of different food system futures is crucial for forging strategies to sustainably nourish a growing world population. We here quantify the greenhouse gas (GHG) emissions of global food system scenarios within a biophysically feasible "option space" in 2050 comprising all scenarios in which biomass supply - calculated as function of agricultural area and yields - is sufficient to cover biomass demand - derived from human diets and the feed demand of livestock. We assessed the biophysical feasibility of 520 scenarios in a hypothetical no-deforestation world. For all feasible scenarios, we calculate (in) direct GHG emissions related to agriculture. We also include (possibly negative) GHG emissions from land-use change, including changes in soil organic carbon (SOC) and carbon sinks from vegetation regrowth on land spared from food production. We identify 313 of 520 scenarios as feasible. Agricultural GHG emissions (excluding land use change) of feasible scenarios range from 1.7 to 12.5 Gt CO₂e yr^-1. When including changes in SOC and vegetation regrowth on spare land, the range is between -10.7 and 12.5 Gt CO₂e yr^-1. Our results show that diets are the main determinant of GHG emissions, with highest GHG emissions found for scenarios including high meat demand, especially if focused on ruminant meat and milk, and lowest emissions for scenarios with vegan diets. Contrary to frequent claims, our results indicate that diets and the composition and quantity of livestock feed, not crop yields, are the strongest determinants of GHG emissions from food-systems when existing forests are to be protected.

A scoping review of policies promoting and supporting sustainable food systems in the university setting

BACKGROUND

Transitioning towards sustainable food systems for the health of the population and planet will require governments and institutions to develop effective governance to support the adoption of sustainable food practices. The aim of the paper is to describe current governance within Australian and New Zealand universities designed to support sustainable food systems.

METHODS

A systematic search of governance documents to support sustainable food systems within Australian and New Zealand universities was conducted. Data were obtained from 1) targeted websites 2) internet search engines and 3) expert consultations. Inclusion criteria consisted of university governance documents including by-laws, policies, guidelines, frameworks, and procedures that support sustainable food systems.

RESULTS

Twenty-nine governance documents across nineteen Australian and New Zealand universities were included for synthesis, including waste management policies (n = 3), fair-trade/procurement policies (n = 6), catering and or event guidelines (n = 7) and catering policies (n = 2), and environmental management plans (n = 11). The main strategies adopted by universities were sustainable waste management and prevention (e.g. reducing landfill, reducing wasted food, (27%)), ethical procurement practices (i.e. fair-trade (27%)) and environmentally sustainable food consumption (e.g. local, seasonal, organic, vegetarian food supply (14.5%)). Only 12.5% of universities addressed all three of the main strategies identified.

CONCLUSIONS

This study indicates that while sustainable food systems are considered in some university governance documents, efforts are predominantly focused on aspects such as waste management or procurement of fair-trade items which as stand-alone practices are likely to have minimal impact. This review highlights the scope of universities to provide strong leadership in promoting and supporting sustainable food systems through holistic institutional policies and governance mechanisms.

A research vision for food systems in the 2020s: Defying the status quo

Choosing awareness over fear: Risk analysis and free trade support global food security

Livestock production and global trade are key components to achieving food security, but are bedfellows with the risk for emergence and spread of infectious diseases. The World Trade Organization's Agreement on the Application of Sanitary and Phytosanitary Measures outlines provisions for member countries to protect animal, plant, and public health while promoting free trade. The capacity for risk analysis equips countries to increase access to export markets, improve local animal health and food safety regarding known hazards, and build the institutional capacity to respond to unexpected events. The COVID-19 pandemic has highlighted the need to detect, report, and implement effective response measures to emerging challenges on a local and global scale, and it is crucial that these measures are implemented in a way that supports food production and trade. The use of risk analysis coupled with sound understanding of underlying system dynamics will contribute to resilient and enduring food systems.

Moving health to the heart of agri-food policies; mitigating risk from our food systems

Our food systems are progressively more industrialized and consolidated with many modern food value chains involving multiple countries and continents, and as such being associated with changes in risk profile and impacts of emerging and re-emerging diseases. Disease outbreaks that sweep through a single region can have massive impacts on food supply, while severe outbreaks of human pathogens can disrupt agricultural labor supply or demand for products perceived as 'unsafe'. Market pressures have generally rewarded production of cash crops for fuel and energy dense, low nutrient processed foods over production of fruits and vegetables for local consumption. Climbing rates of food-related NCDs and pre-existing conditions leave the population increasingly susceptible to infectious diseases that are often driven by or arise from the food system. Therefore disease and diet from our food systems cause impacts on human health, and human health issues can impact on the functioning of the food system. The COVID-19 outbreak is the most recent example of food system driven disease emergence and of massive supply and demand shocks in the food system, experienced as a direct and indirect result of this disease. The effects of the food system on disease spread (and vice versa) must be addressed in future plans to prevent and mitigate large scale outbreaks. Health policies must acknowledge the food system as the base of our health system, as must agri-food policy recognize the pre-eminence of human health (directly and indirectly) in decision making.

The first Programmefood and nutrition security, impact, resilience, sustainability and transformation: Review and future directions

The FIRST Program - Food and Nutrition Security Impact, Resilience, Sustainability and Transformation, is a partnership between the European Union and FAO. The EU and FAO launched a stocktaking exercise to assess progress in improving food security and nutrition in 24 FIRST priority countries. This paper presents the results of a quantitative analyses, literature review, country reports and a May 2019 consensus workshop that were the basis of identifying issues that must be addressed for FIRST countries going forward. Seven thematic areas were emphasized as essential for meeting the targets in SDG2 - zero hunger. These factors include reinventing agriculture; unleashing the private sector; gender equity; decentralization of programs; multi sector concepts within a sector approach; prioritization; data, and political process and governance.

Organizing for thoughtful food: a meshwork approach

This paper provides an alternative narrative for organizing food systems. It introduces meshwork as a novel theoretical lens to examine the ontological assumptions underlying the shadow and informal dynamics of organizing food. Through a longitudinal qualitative case study, we place relationality and becoming at the centre of organizing food and food systems, demonstrating how entangled relationships can create a complex ontology through the meshwork knots, threads and weave. We show how issues of collective concern come together to form dynamic knots of interactions, how the threads within the meshwork indicate processes of movement, and how the weave suggests degrees of food system resilience-but always in flow. This theoretical approach thus provides a platform for addressing thoughtful concerns about "food matters" including the integrity of our global food system, the negative health and environmental impacts of industrialized food production, and food safety issues.

How to protect both health and food system sustainability? A holistic 'global health'-based approach via the 3V rule proposal

OBJECTIVE

To define a generic diet to protect human health and food system sustainability based on three dimensions: animal:plant ratio, degree of food processing and food diversity.

DESIGN/SETTING

The percentages of maximum animal and ultra-processed energy content were evaluated from scientific papers (Web of Science database) and reports from international scientific institutions. Then, a weekly French standard diet, including these percentages and food diversity (≥42 different foods), was designed to calculate adequacy to nutritional needs.

RESULTS

Based on traditional and scientifically based healthy diets, and on foresight scenarios for sustainable diets at horizon 2050, a median daily animal energy content intake of 15 % was found to be protective towards both human health and environment. Based on epidemiological studies associating ultra-processed energy consumption with increased overweight/obesity risk, a precautionary threshold of approximately 15 % ultra-processed energy content was observed. The French diet allows addressing all nutritional needs and other nutritional indicators such as maximum salt and simple sugar consumption, α-linolenic acid:linoleic acid ratio and essential amino acids. This diet was named the '3V rule' for Végétal (plant), Vrai (real) and Varié (varied, if possible organic, local and seasonal). This generic diet can be adapted according to regional traditions and environmental characteristics. Excluding only one dimension of it would threaten both health and food system sustainability.

CONCLUSIONS

Tending towards a 3V-based diet, while respecting local constraints, should allow preserving human health, environment (greenhouse gas emissions, pollution, deforestation, etc.), small farmers, animal welfare and biodiversity, culinary traditions and socioeconomics (including an alleviation of public health cost).

Introducing nano/microencapsulated bioactive ingredients for extending the shelf-life of food products

The shelf-life of foods is affected by several aspects, mainly chemical and microbial events, resulting in a considerable decline in consumer's acceptance. There is an increasing interest to substitute synthetic preservatives with the plant-based bioactive ingredients which are safe and natural. However, full implementation of this replacement is postponed by some challenges associated with bioactive ingredients, including their low chemical stability, off-flavor, low solubility, and short-term effectiveness. Encapsulation could overcome these limitations. The present review explains current trends in applying natural encapsulated ingredients for food preservation based on a classified description including essential oils, plant extracts, phenolics, carotenoids, etc. and their application for extending food shelf-life mostly dealing with antimicrobial, ant-browning and antioxidant properties. Encapsulation techniques, especially nanoencapsulation, is a promising strategy to overcome their limitations. Moreover, better results are obtained using a combination of proteins and polysaccharides as wall materials than single polymers. The encapsulation method and type of encapsulants highly influences the releasing mechanism and physicochemical properties of bioactive ingredients. These factors together with optimizing the conditions of encapsulation process leads to a cost-effective and well encapsulated ingredient which is more efficient than its free form in shelf-life improvement. It has been shown that the well-designed encapsulation systems, finally, boost the shelf-life-promoting functions of the bioactive ingredients, mostly due to enhancing their solubility, homogeneity in food matrices and contact surface with deteriorative agents, and providing their prolonged presence over food storage and processing via increasing the thermal and processing stability of bioactive compounds, as well as controlling their release on food surfaces, or/and within food packages. To this end and given the numerous wall and bioactive core substances available, further studies are needed to evaluate the efficiency of many encapsulated forms of both conventional and novel bioactive ingredients in food shelf-life extending since the interactions and anti-spoiling behaviors of the ingredients in various encapsulation systems and foodstuffs are highly variable that should be optimized and characterized before any industrial application.

Disrupted food systems in the WHO European region - a threat or opportunity for healthy and sustainable food and nutrition?

Dietary health and sustainability are inextricably linked. Food systems that are not sustainable often fail to provide the amount or types of food needed to ensure population health. The ongoing pandemic threatens to exacerbate malnutrition, and noncommunicable diseases (NCDs). This paper discusses threats and opportunities for food environments and health status across the WHO European Region in the current context . These opportunities and threats are focused around four key areas: NCDs and health systems; dietary behaviour; food insecurity and vulnerable groups; and food supply mechanisms. Food systems were already under great stress. Now with the pandemic, the challenges to food systems in the WHO European Region have been exacerbated, demanding from all levels of government swift adaptations to manage healthiness, availability, accessibility and affordability of food. Cities and governments in the Region should capitalize on this unique opportunity to ‘build back better’ and make bold and lasting changes to the food system and consequently to the health and wellbeing of people and sustainability of the planet.

COVID-19 and Pacific food system resilience: opportunities to build a robust response

The unfolding COVID-19 pandemic has exposed the vulnerability of the Pacific food system to externalities and has had far-reaching impacts, despite the small number of COVID-19 cases recorded thus far. Measures adopted to mitigate risk from the pandemic have had severe impacts on tourism, remittances, and international trade, among other aspects of the political economy of the region, and are thus impacting on food systems, food security and livelihoods. Of particular concern will be the interplay between loss of incomes and the availability and affordability of local and imported foods. In this paper, we examine some of the key pathways of impact on food systems, and identify opportunities to strengthen Pacific food systems during these challenging times. The great diversity among Pacific Island Countries and Territories in their economies, societies, and agricultural potential will be an important guide to planning interventions and developing scenarios of alternative futures. Bolstering regional production and intraregional trade in a currently import-dependent region could strengthen the regional economy, and provide the health benefits of consuming locally produced and harvested fresh foods - as well as decreasing reliance on global supply chains. However, significant production, processing, and storage challenges remain and would need to be consistently overcome to influence a move away from shelf-stable foods, particularly during periods when human movement is restricted and during post-disaster recovery.

Rapid tool based on a food environment typology framework for evaluating effects of the COVID-19 pandemic on food system resilience

The coronavirus disease 2019 (COVID-19) and associated mitigation measures are highlighting resiliency and vulnerability of food systems with consequences for diets, food security, and health outcomes. Frameworks and tools are called for to evaluate impacts of the COVID-19 pandemic as well as identify entry points for implementing preparedness efforts. We support it is critical to adopt a food environment typology framework based on the different types of food environments that people have access to in order to examine how their relationship with food environments shift with disruptions such as COVID-19 and, ultimately impact diets and food security. Here, we provide an overview of applying a food environment typology framework for developing and implementing a rapid tool to evaluate the effects of COVID-19 on interactions people have with their food environments. This tool was developed on the basis of a preliminary case study with smallholder farmers in China that generated a set of key hypotheses. We modified the tool in order to be applicable to diverse contexts in low-, middle-, and high-income countries. Other researchers can implement the rapid tool presented here during times of COVID-19 as well as other disruptions towards identifying barriers and opportunities for enhancing food system resilience.

Conceptualising COVID-19's impacts on household food security

COVID-19 undermines food security both directly, by disrupting food systems, and indirectly, through the impacts of lockdowns on household incomes and physical access to food. COVID-19 and responses to the pandemic could undermine food production, processing and marketing, but the most concerning impacts are on the demand-side – economic and physical access to food. This paper identifies three complementary frameworks that can contribute to understanding these effects, which are expected to persist into the post-pandemic phase, after lockdowns are lifted. FAO’s ‘four pillars’– availability, access, stability and utilisation – and the ‘food systems’ approach both provide holistic frameworks for analysing food security. Sen’s ‘entitlement’ approach is useful for disaggregating demand-side effects on household production-, labour-, trade- and transfer-based entitlements to food. Drawing on the strengths of each of these frameworks can enhance the understanding of the pandemic’s impacts on food security, while also pinpointing areas for governments and other actors to intervene in the food system, to protect the food security of households left vulnerable by COVID-19 and public responses.

COVID-19 and the food system: setback or opportunity for gender equality?

Agriculture and the food sector are critical to food and nutrition security because they not only produce food but also contribute to economic empowerment by employing a large share of female and male workers, especially in developing countries. Food systems at all levels―globally, domestically, locally, and in the home― are expected to be highly affected by the COVID-19 crisis. Women and men work as food producers, processors, and traders and will likely be impacted differently. Shocks or crises can exacerbate or reduce gender gaps, and so can policy responses to mitigate the impact of these crises or shocks. We offer some perspectives and available country examples on how the COVID-19 crisis and responses to the crisis could be a setback or offer opportunities for gender equality in the food system.

Food system disruption: initial livelihood and dietary effects of COVID-19 on vegetable producers in India

Disruption to food systems and impacts on livelihoods and diets have been brought into sharp focus by the COVID-19 pandemic. We aimed to investigate effects of this multi-layered shock on production, sales, prices, incomes and diets for vegetable farmers in India as both producers and consumers of nutrient-dense foods. We undertook a rapid telephone survey with 448 farmers in 4 states, in one of the first studies to document the early impacts of the pandemic and policy responses on farming households.

We find that a majority of farmers report negative impacts on production, sales, prices and incomes. Over 80% of farms reported some decline in sales, and over 20% of farms reported devastating declines (sold almost nothing). Price reductions were reported by over 80% of farmers, and reductions by more than half for 50% of farmers. Similarly, farm income reportedly dropped for 90% of farms, and by more than half for 60%.

Of surveyed households, 62% reported disruptions to their diets. A majority of farm households reported reduced ability to access the most nutrient-dense foods. Around 80% of households reported ability to protect their staple food consumption, and the largest falls in consumption were in fruit and animal source foods other than dairy, in around half of households. Reported vegetable consumption fell in almost 30% of households, but vegetables were also the only food group where consumption increased for some, in around 15% of households.

Our data suggest higher vulnerability of female farmers in terms of both livelihoods and diet, and differential effects on smaller and larger farms, meaning different farms may require different types of support in order to continue to function. Farms reported diverse coping strategies to maintain sales, though often with negative implications for reported incomes. The ability to consume one’s own produce may be somewhat protective of diets when other routes to food access fail.

The impacts of COVID-19 and subsequent policy responses on both livelihoods and diets in horticultural households risk rolling back the impressive economic and nutrition gains India has seen over the past decade. Food systems, and particularly those making available the most nutrient-dense foods, must be considered in ongoing and future government responses.
