Resilience of local food systems and links to food security - A review of some important concepts in the context of COVID-19 and other shocks

The objective of this review is to explore and discuss the concept of local food system resilience in light of the disruptions brought to those systems by the 2020 COVID-19 pandemic. The discussion, which focuses on low and middle income countries, considers also the other shocks and stressors that generally affect local food systems and their actors in those countries (weather-related, economic, political or social disturbances). The review of existing (mainly grey or media-based) accounts on COVID-19 suggests that, with the exception of those who lost members of their family to the virus, as per June 2020 the main impact of the pandemic derives mainly from the lockdown and mobility restrictions imposed by national/local governments, and the consequence that the subsequent loss of income and purchasing power has on people's food security, in particular the poor. The paper then uses the most prominent advances made recently in the literature on household resilience in the context of food security and humanitarian crises to identify a series of lessons that can be used to improve our understanding of food system resilience and its link to food security in the context of the COVID-19 crisis and other shocks. Those lessons include principles about the measurement of food system resilience and suggestions about the types of interventions that could potentially strengthen the abilities of actors (including policy makers) to respond more appropriately to adverse events affecting food systems in the future.

Pandemics and food systems - towards a proactive food safety approach to disease prevention & management

Recent large-scale pandemics such as the covid19, H1N1, Swine flu, Ebola and the Nipah virus, which impacted human health and livelihoods, have come about due to inadequate food systems safeguards to detect, trace and eliminate threats arising from zoonotic diseases. Such diseases are transmitted to humans through their interaction with animals in the food value chain including through the consumption of bush meat. Climate change has also facilitated the emergence of new zoonotic diseases. The lack of adequately enforced food-safety standards in managed agricultural production systems creates the necessary conditions for diseases to mutate into highly contagious strains. The lack of food safety measures in handling, packaging and sales of food increases risks of cross-species contamination. Finally, increasing anti-microbial resistance, combined with rapid urbanization and global interconnectedness allows diseases to spread rapidly among humans. Thus, part of the reconstruction efforts, post covid19, should include prioritizing proactive investments in food safety. The key to stave off another such pandemic lies in integrating one-health knowledge on zoonotic diseases along with food safety measures along the food value chain. Refocusing policy priorities from disease control to prevention will improve international coordination efforts in pandemic prevention. Implementing such proactive actions will cost a very small fraction of the reconstruction budgets. However, the expected benefits of the food-safety approach will include preventing global economic losses due to pandemics.

Addressing the triple burden of malnutrition in the time of COVID-19 and climate change in Small Island Developing States: what role for improved local food production?

The impacts of the COVID-19 pandemic on food and nutrition insecurity are likely to be significant for Small Island Developing States due to their high dependence on foreign tourism, reliance on imported foods and underdeveloped local food production systems. SIDS are already experiencing high rates of nutrition-related death and disability, including double and triple burdens of malnutrition due to unhealthy diets. We consider the potential role for improved local food production to offset the severity of food system shocks in SIDS and identify the need for localized approaches to embrace systems thinking in order to facilitate communication, coordination and build resilience.

"Informal" food traders and food security: experiences from the Covid-19 response in South Africa

This opinion piece looks at the substantial role of informal traders in ensuring food security, and other economic and social goods in South Africa and how they have been impacted by Covid-19 and responses to it. The state responses have reflected a continued undervaluing and undermining of this sector to the detriment of the traders themselves, their suppliers, and their customers. There is a need for a new valuing of the sector that would recognise and build on its mode of ordering and key contributions to society. This needs to include: shifting the narrative about the actors involved and challenging the concept of "informal"; planning and regulating to ensure more space for owner-operated small-scale food retailers; and putting in place a social-safety net to support them in times of crisis.

Animal-based food systems are unsafe: severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) fosters the debate on meat consumption

Objective:

The current pandemic restarts a debate on permanently banning wildlife consumption in an effort to prevent further public health threats. In this commentary, we offer two ideas to enhance the discussion on foodborne zoonotic diseases in food systems.

Design:

First, we focus on the probable consequences that the loss of access to wildlife could cause to the status of food and nutrition security of many people in developing countries that rely on bushmeat to subsist. Second, we argue that all animal-based food systems, especially the ones based on intensive husbandry, present food safety threats.

Conclusion:

To ban the access to bushmeat without a rational analysis of all human meat production and consumption in the global animal-based food system will not help us to prevent future outbreaks.

Eating our way through the Anthropocene

This paper examines the complex interactions between food systems, diets, and the environment. We discuss the challenges facing the food system as a result of environmental degradation and climate change. We review the state of current diets and their effects on human health outcomes. As we consider paths forward, we examine holistic solutions that align nutrition, health, and environmental goals. Finally, we identify ethical questions relevant to the changing global food system. We consider our moral obligations to other people - both now and in the future - and the planet, and we posit that eating is an ethical act requiring reflection at all scales.

Five pillars for stakeholder analyses in sustainability transformations: The global case of phosphorus

Phosphorus is a critical agricultural nutrient and a major pollutant in waterbodies due to inefficient use. In the form of rock phosphate it is a finite global commodity vulnerable to price shocks and sourcing challenges. Transforming toward sustainable phosphorus management involves local to global stakeholders. Conventional readings of stakeholders may not reflect system complexity leaving it difficult to see stakeholder roles in transformations. We attempt to remedy this issue with a novel stakeholder analysis method based on five qualitative pillars: stakeholder agency, system roles, power and influence, alignment to the problem, and transformational potential. We argue that our approach suits case studies of individual stakeholders, stakeholder groups, and organisations with relationships to sustainability challenges.

What underlies inadequate and unequal fruit and vegetable consumption in India? An exploratory analysis

Adequate consumption of fruit and vegetables is key to improved diet-related health in India. We analyse fruit and vegetable consumption in the Indian population using National Sample Survey data. A series of regressions is estimated to characterise the distribution of household fruit and vegetable consumption and explore key socio-economic and food system drivers of consumption. Household income and price are important correlates, but consumption is also higher where households are headed by females, are rural, or involve agricultural livelihoods. Caste is an important source of inequality, particularly amongst those with low consumption, with Scheduled Tribes consuming less F&V than others. We also find preliminary evidence that formal agricultural market infrastructure is positively associated with fruit and vegetable consumption in India.

Healthy low nitrogen footprint diets

Shifting towards more plant-based diets can reduce the environmental burden of the food system including its impact on the nitrogen cycle. However, such changes need to be compatible with healthy nutrition. To discuss the health aspects of plant-based dietary patterns, this literature review analyses vegetarian and vegan diets and concludes that well-planned, balanced vegetarian diets are nutritious and healthy. Food-based dietary guidelines (FBDGs) that include environmental aspects and practical advice to individuals and society are needed as crucial instruments to further promote public health within the planetary boundaries. FBDGs need to be better exploited to serve as a basis to policies that promote diets supporting the UN sustainable development goals.

Global Implementation of Obesity Prevention Policies: a Review of Progress, Politics, and the Path Forward

PURPOSE OF REVIEW

This review describes policy and regulatory strategies to prevent obesity and summarizes worldwide progress and impediments to scaling up strategies globally.

RECENT FINDINGS

While there is considerable variation in the breadth and depth of uptake of recommended strategies, the adoption of effective obesity prevention policies has been slow and inconsistent. There is broad consensus that strong government, corporate, and consumer actions, including regulatory measures, are needed to advance obesity prevention policies. Governments have lacked sufficient will to take necessary action, the food industry has actively worked to thwart policies to protect its commercial interests, and consumers have not exerted sufficient influence or demand to produce change. Advancing obesity prevention will require the use of effective strategies to shape and influence the information environments and political environments towards messages and actions to support public health. Greater emphasis is needed on reducing the influence of commercial interests, mobilizing civil society, and targeting vulnerable populations through equity-focused frameworks.

Strengthening adolescents' connection to their traditional food system improves diet quality in remote Alaska Native communities: results from the Neqa Elicarvigmun Pilot Study

In remote Alaska Native communities, traditional foods are inextricably linked to health and food security. Degradation of the traditional food system over the past several decades has resulted in a shift in dietary patterns that have contributed to increased rates of chronic diseases and food insecurity among Alaska Native People. Interventions are needed to address this. Our objectives were to evaluate the preliminary efficacy of a school-based intervention-Neqa Elicarvigmun or the Fish-to-School Program-on diet quality, fish intake, and attitudes and beliefs around traditional foods (specifically fish) using a pre-post comparison group design with data collection occurring at three time points. Study participants were 76 middle and high school students in two remote Alaska Native communities (population <900) in southwestern Alaska. We used a participatory approach to design the school-based, multilevel intervention that included activities in the cafeteria, classroom, and community. Multilevel analyses showed that students in the experimental community showed significant improvements in diet quality compared to the comparison community (Beta = 4.57; p < .05). Fish intake, measured using the stable nitrogen isotope ratio of hair, a validated biomarker, also increased significantly in the experimental community (Beta = 0.16; p < .05). Leveraging the cultural and physical resources of the traditional food system for the Neqa Elicarvigmun program represents a strength-based approach that improves diet quality, increases adolescents' connection to their traditional culture, and by promoting the local food system supports food security. Embedding the program into the local culture may result in faster adoption and greater sustainability of the program.

Integrating anaerobic co-digestion of dairy manure and food waste with cultivation of edible mushrooms for nutrient recovery

State-level policies in the New England region of the United States require diversion of organic materials away from landfills. One management option for food waste is anaerobic co-digestion with dairy manure. In addition to biogas, anaerobic digestion produces separated solid and liquid digestates. Solid digestates in the region are typically recycled as animal bedding before returning to the digester and liquids are used to fertilize local soils. Repeated land application of nutrients can contribute to eutrophication risk over time and alternative models are needed to convert digestates into valuable export products. We tested solid digestates derived from dairy manure and food waste as substrate ingredients in the cultivation of Pleurotus ostreatus. We show these materials can be used to offset non-local substrate ingredients while achieving mushroom yields comparable to commercial recipes. This strategy could help divert nutrients away from land adjacent to digesters and into safe, protein-rich food, while producing useful spent mushroom substrate.

A multi-scale analysis of interregional sustainability: Applied to Israel's food supply

Promoting sustainability in today's world requires an understanding of the environmental burdens and social impacts of one region's consumption on other regions, both adjacent and remote. In recent years a growing body of research has quantified interregional flows of primary food crops and of embodied resources. However, most studies to date are limited to the national resolution, and mostly overlook sub- and supra-national divisions of space that emphasize varied socio-ecological circumstances. Very few recent studies have acknowledged the need to advance such interspatial analysis, and explore other relevant spatial scales, but they tend to focus on a single scale. Acknowledging the advantages and opportunities inherent in multiple scale analysis of the interactions between and within human and natural systems; this article proposes a method for a multi spatial scale analysis of the sustainability of interregional food systems, which unlike other currently available methods, enables a global and relatively complete analysis of an interregional food system. It then applies it to a case study of flows of crops and related croplands to Israel from different parts of the world, analyzed using multiple scales, such as: national, biome, ecoregion, river basin, and sub national administrative units. The findings are discussed with regards to Israel's remote environmental impact and dependency. They demonstrate how this approach can be used to provide an overview of a food system's interregional environmental interactions, identify otherwise hidden hotspots of environmental impact, and recognize interregional shared interests and trade-offs. These advantages make the method useful for national assessments of different countries' food security and food system sustainability.

Modeling sustainability visions: A case study of multi-scale food systems in Southwestern Ontario

The process of systematically developing a sustainability vision is an important element of effective environmental management. Sustainability visions can, however, include contradictions and counterintuitive effects due to complex system behavior (e.g., feedback loops, multi-causality) and ambiguous system boundaries (e.g., choice of a scale, such as a regional or national scale). This paper proposes an innovative methodological framework for vision design and assessment (VDA) to analyze the sustainability of future visions on multiple scales with consideration of ecosystem services, and to test their plausibility based upon expert and local knowledge. First, requirements and functions of visionary system designs are identified. Second, a functional organizational analysis defines structures and processes that generate functions. Third, a literature review and participatory modeling process are conducted to analyze the system structures of visionary system designs using causal loop diagrams. Fourth, fuzzy cognitive mapping is used to assess visions based upon sustainability indicators. A case study on sustainable food systems in Southwestern Ontario, Canada, is provided to demonstrate the application of the methodology. Three designs of a sustainable food system were analyzed and tested: urban organic gardening, a local diversified organic food system and a globalized commodity-based organic food system. The results show the advantages and disadvantages of each system design and underline the sustainability benefits of a multi-scale food system based upon a combination of system designs.

Shifting Food Systems: Increasing Well-Being Through Plant-Based Approaches

Growing evidence reveals food production systems and consumption practices contradict goals for environmental well-being and population health. This interdisciplinary paper reviews research for impacts from diets on non-communicable human diseases, climate change, and animal well-being. With increasing pressures to innovate and reduce economic as well as emotional costs associated with ill-health, our recommendations could positively impact policy.

Food systems for sustainable development: proposals for a profound four-part transformation

Evidence shows the importance of food systems for sustainable development: they are at the nexus that links food security, nutrition, and human health, the viability of ecosystems, climate change, and social justice. However, agricultural policies tend to focus on food supply, and sometimes, on mechanisms to address negative externalities. We propose an alternative. Our starting point is that agriculture and food systems' policies should be aligned to the 2030 Agenda for Sustainable Development. This calls for deep changes in comparison with the paradigms that prevailed when steering the agricultural change in the XXth century. We identify the comprehensive food systems transformation that is needed. It has four parts: first, food systems should enable all people to benefit from nutritious and healthy food. Second, they should reflect sustainable agricultural production and food value chains. Third, they should mitigate climate change and build resilience. Fourth, they should encourage a renaissance of rural territories. The implementation of the transformation relies on (i) suitable metrics to aid decision-making, (ii) synergy of policies through convergence of local and global priorities, and (iii) enhancement of development approaches that focus on territories. We build on the work of the "Milano Group," an informal group of experts convened by the UN Secretary General in Milan in 2015. Backed by a literature review, what emerges is a strategic narrative linking climate, agriculture and food, and calling for a deep transformation of food systems at scale. This is critical for achieving the Sustainable Development Goals and the Paris Agreement. The narrative highlights the needed consistency between global actions for sustainable development and numerous local-level innovations. It emphasizes the challenge of designing differentiated paths for food systems transformation responding to local and national expectations. Scientific and operational challenges are associated with the alignment and arbitration of local action within the context of global priorities.

Assessing food system vulnerabilities: a fault tree modeling approach

BACKGROUND

Food system function is vulnerable to disruption from a variety of sources. Disruption of the processes required for food provision may result in decreases in food security in affected communities. Currently, there are few tools that quantitatively predict or analyze food system vulnerabilities to contribute to food system resilience analysis. This work presents a prototype version of one such tool, a fault tree, which can be used conceptually and for future modeling work. Fault tree analysis is an engineering tool used to illustrate basic and intermediate factors that can cause overall system failures.

METHODS

The fault tree defines food system functioning as food security at the community level and maps the components of the food system onto three main tenets of food security - accessibility, availability, and acceptability. Subtrees were populated using a top down approach guided by expertise, extant literature, and 36 stakeholder interviews.

RESULTS

The food system is complex, requiring 12 subtrees to elaborate potential failures. Subtrees comprising accessibility include physical accessibility of the vending point and economic accessibility among community members. Food availability depends on the functioning of the food supply chain, or, in the case of individuals who rely on donated food, the food donation system. The food supply chain includes processing, wholesale operations, distribution systems, and retail center subtrees. Elements of acceptability include the medical appropriateness, nutritional adequacy, and cultural acceptability of food. Case studies of the effects of Winter Storm Jonas of 2016 and the 2013-2017 California drought in Baltimore City illustrate the utility of the fault tree model.

CONCLUSION

FTA of potential routes to food system failure provides a tool that allows for consideration of the entirety of the food system; has potential to provide a quantitative assessment of food system failure and recovery; and is able to capture short-term and long-term hazards in a single framework. This systems modeling approach highlights an extensive list of vulnerability points throughout the food system, and underscores the message that reducing food system vulnerabilities requires action at all levels to protect communities from the risks of short-term and long-term threats to food security.

Why Food System Transformation Is Essential and How Nutrition Scientists Can Contribute

BACKGROUND

The International Union of Nutritional Sciences held its 21st International Congress of Nutrition in October 2017 in Buenos Aires, Argentina under the theme - From Sciences to Nutrition Security. In addition to multiple sessions on food systems and their links to diet, nutrition and health, the Congress closing lecture focused on the need to transform food systems so as to increase their capacity to provide healthy diets, making a call for greater involvement of nutrition scientists.

SUMMARY

This article presents the main messages of that lecture, providing (i) an overview of global nutrition trends and their links to diets, food environments and food systems, (ii) a synopsis of the current global momentum for food system transformation and (iii) the need for nutrition scientists to leverage this momentum in terms of increased evidence generation and policy advocacy. Key Messages: Poor quality diets are increasingly leading to the compromising of human health as never before; the prevalence of undernutrition persists and remains acute in vulnerable regions, and hunger is increasing concomitantly with an unprecedented rise in overweight, obesity and nutrition-related non-communicable diseases. Increasing access to healthy diets through faster, stronger implementation of supply and demand-side strategies that address the underlying drivers of today's faulty food systems is imperative to solve these problems, as well as to address related environmental and economic costs. The global momentum for such action is increasing, but the evidence base needed to galvanize governments and hold stakeholders accountable remains yet a fledgling. To date, inputs from nutrition scientists to this reform agenda have been weak, especially given the unique contributions the field can make in terms of rigorous analysis and technical advice. Strengthened participation will require innovations in metrics and methodologies, combined with new thinking on what constitutes viable evidence and a greater willingness to engage with private sector agri-food actors.

Education, practical training and professional development for public health practitioners: a scoping review of the literature and insights for sustainable food system capacity-building

OBJECTIVE

Noting the upstream positioning of sustainable food systems (SFS) to multiple global crises, the present review described examples of emerging and promising practices to support SFS-oriented education, practical training (PT) and continuing professional development (CPD) among trainees and public health practitioners (PHP). A secondary objective was to compile the evidence into practical considerations for educators, supervising practitioners and professional associations.

DESIGN

A scoping review of the literature published between 2007 and 2017 was conducted in May 2017 using four databases: CINAHL, MEDLINE, Scopus and HSSA, along with bibliography hand-searching and expert consultation. Articles were screened for relevance and specificity by independent raters.

RESULTS

Nineteen articles were included for analysis. Two-thirds of the articles related to dietitians and public health nutritionists. Emerging practices included curriculum-based considerations, incorporation of 'sustainability' within professional competencies and self-reflection related to SFS. Descriptions of SFS-related education, PT and CPD practices appeared largely in the literature from developed countries. Articles converged on the need for ecosystems, food systems and sustainability considerations within and across practice to support current and future practitioners.

CONCLUSIONS

There is growing interest in SFS but guidance to support educators and preceptors is lacking. Updates to dietary guidelines to reflect issues of sustainability are a timely prompt to examine the education, training and development needs of trainees and PHP. Practical examples of emerging practices can empower PHP to promote SFS in all areas of practice. More research is needed to address identified gaps in the literature and to improve SFS-specific education, PT and CPD.

Fostering biocultural diversity in landscapes through place-based food networks: a "solution scan" of European and Japanese models

Many Japanese and European landscapes harbor biocultural diversity that has been shaped by human agency over centuries. However, these landscapes are threatened by widespread land abandonment, land-use changes, and urbanization. The aim of this study is to use a "solution scanning" method to identify place-based food networks in Europe and Japan that reinforce linkages between biological and cultural diversity in landscapes. In our analysis of 26 European and 13 Japanese cases, we find that place-based food networks are typically located in heterogeneous landscapes, are driven by civil society (and less by markets), and act at a local scale. Regional identity is the most frequently addressed societal issue. Scenery, rural tourism, and nature conservation are more important motivations in Europe, and physical well-being and revitalization of local economies are more relevant in Japan. European models are typically associated with achieving biodiversity conservation and socio-cultural tradition outcomes, and Japanese models more with public health and nutrition outcomes. We discuss the potential for transfer of approaches from Japan to Europe (e.g., models that tackle the aging of rural societies), and from Europe to Japan (e.g., models that build explicit connections between food production and biodiversity conservation). We conclude with a list of recommended policy measures, e.g., the creation of a flexible legal framework that protects the interests of and reduces political constraints for collaborative efforts to biocultural diversity in landscapes.

What drives diversification of national food supplies? A cross-country analysis

Little previous research has explored what drives the diversification of national food supplies (DFS) across countries and regions. We construct and analyse a cross-country dataset linking a simple DFS indicator - the share of calories supplied by nonstaple foods - with structural transformation and agroecological indicators. Panel econometric models show that several indicators of structural transformation (economic growth, urbanization and demographic change) are strong predictors of diversification within countries, yet time-invariant agroecological factors are also significantly associated with diversification, which appears to explain why some countries have exceptionally low or high DFS relative to their level of economic development. We discuss the implications of these findings for food and nutrition strategies.

Physicochemical study of mixed systems composed by bovine caseinate and the galactomannan from Gleditsia amorphoides

Model systems formed by sodium caseinate (NaCAS) and espina corona gum (ECG) were studied. There was no evidence of attractive interactions between NaCAS and ECG macromolecules. Aqueous mixtures of NaCAS and ECG phase-separate segregatively over a wide range of concentrations. According to the images obtained by confocal laser scanning microscopy, NaCAS particles form larger protein aggregates when ECG is present in the system. An increase in the hydrodynamic diameter of NaCAS particles, as a result of ECG addition, was also observed by light scattering in diluted systems. A depletion-flocculation phenomenon, in which ECG is excluded from NaCAS surface, is proposed to occur in the concentrated mixed systems, resulting in NaCAS aggregation. ECG raises the viscosity of NaCAS dispersions without affecting the Newtonian flow behaviour of NaCAS. These results contribute to improve the knowledge of a barely-studied hydrocolloid which may be useful in the development of innovative food systems.

Essential Nutrition and Food Systems Components for School Curricula: Views from Experts in Iran

BACKGROUND

This study aimed to investigate food experts' views on important nutrition and food systems knowledge issues for education purposes at schools in Iran.

METHODS

In 2012, semi-structured, face-to-face or telephone interviews were conducted with twenty-eight acknowledged Iranian experts in food and nutrition fields. Participants were selected from four major provinces in Iran (Tehran, Isfahan, Fars and Gilan). Open-ended interview questions were used to identify nutrition and food systems knowledge issues, which experts considered as important to be included in school education programs. Qualitative interviews were analyzed thematically using NVivo.

RESULTS

A framework of knowledge that would assist Iranian students and school-leavers to make informed decisions in food-related areas was developed, comprising five major clusters and several sub-clusters. Major knowledge clusters included nutrition basics; food production; every day food-related practices; prevalent nutritional health problems in Iran and improvement of students' ethical attitudes in the food domain.

CONCLUSION

These findings provide a guide to curriculum developers and policy makers to assess current education curricula in order to optimize students' knowledge of nutrition and food systems.

Keystones affecting sub-Saharan Africa's prospects for achieving food security through balanced diets

Socio-economic dynamics determine the transition from diets characterized by the risk of famine, to those characterized by the risk of diet-related non-communicable disease (DR-NCD). This transition is of particular concern in Sub-Saharan Africa (SSA) in which key socio-economic interactions that influence diet include economic growth and rapid urbanization; inequality and a growing middle class; and obesogenic food environments and an increasing prevalence of DR-NCD. In each case, countries in SSA are among those experiencing the most rapid change in the world. These interactions, styled as 'keystones', affect the functioning of other components of the food system and the diets that result. Data from the wealthiest quartile of countries in SSA suggest that these keystones may be increasing the risk of DR-NCD, widening inequalities in health outcomes due to unbalanced diets. To address this, new consumer and government capabilities that address these keystones are required. Food sensitive urban planning, supporting food literacy and fiscal management of consumption are examples.

Sustainable food systems for optimal planetary health

Sustainable food systems are an important component of a planetary health strategy to reduce the threat of infectious disease, minimize environmental footprint and promote nutrition. Human population trends and dietary transition have led to growing demand for food and increasing production and consumption of meat, amid declining availability of arable land and water. The intensification of livestock production has serious environmental and infectious disease impacts. Land clearing for agriculture alters ecosystems, increases human-wildlife interactions and leads to disease proliferation. Context-specific interventions should be evaluated towards optimizing nutrition resilience, minimizing environmental footprint and reducing animal and human disease risk.
