Applying and Assessing Participatory Approaches in an Environmental Flows Case Study

Environmental flows (e-flows) management takes place within a complex social-ecological system, necessitating the involvement of diverse stakeholders and an appreciation of a range of perspectives and knowledge types. It is widely accepted that incorporating participatory methods into environmental flows decision-making will allow stakeholders to become meaningfully involved, improving potential solutions, and fostering social legitimacy. However, due to substantial structural barriers, implementing participatory approaches can be difficult for water managers. This paper assesses the effectiveness of an e-flows methodology that combines elements of structured decision-making and participatory modeling, whilst constrained by project resources. Three process-based objectives were identified by the group at the start of the process: improving transparency, knowledge exchange, and community ownership. We evaluated the success of the approach according to those objectives using semi-structured interviews and thematic analysis. In evaluating how well the participatory approach achieved the process objectives, we found that at least 80% of respondents expressed positive sentiment in every category (n = 15). We demonstrate that the values-based process objectives defined by the participant group are an effective tool for evaluating participatory success. This paper highlights that participatory approaches can be effective even in resource-constrained environments when the process is adapted to fit the decision-making context.

A new approach to horse welfare based on systems thinking

Globally, calls for change in the horse industry to prioritise the health and well-being of domestic horses (Equus caballus) are reaching a critical threshold. Horse behaviour deemed undesirable or inconvenient by owners (henceforth referred to as undesirable behaviour) is reported across all aspects of a horse's life and may indicate a welfare issue. This study proposes a reconceptualisation of undesirable horse behaviour as a complex challenge based on systems thinking. Emerging from the natural sciences, systems thinking is an interdisciplinary approach to complex challenges (such as undesirable behaviour) as dynamic, highly interconnected networks of components and feedback relationships. This critical literature review examined the undesirable behaviours studied, the disciplines conducting research and their underpinning assumptions to identify opportunities for approaching research differently. Four themes emerged from the literature: undesirable behaviour is typically studied with unarticulated assumptions and in individual disciplines; behaviours are typically studied in isolation with the complexity of horse-human interactions generally not considered; management of behaviour typically has an anthropocentric linear 'cause and effect' focus; and solutions to undesirable behaviour are often short-term 'fixes' resulting in poor horse outcomes. From these, we outline the opportunities that each provide the next generation of horse research in terms of interdisciplinarity, systems thinking and management. Undesirable horse behaviour in a horse-human system is conceptually mapped in terms of factors associated with the behaviour (eg housing, stress, diet), and the relationships between them. Systems thinking offers a way to integrate multiple disciplines and identify and navigate new solutions to promote horse welfare.

Framing Two Environmental Flow Trials in the Murray-Darling Basin, South-Eastern Australia

We make sense of the world around us through mental knowledge structures called ‘frames’. Frames, and the metaphors that help to form and maintain them, can be studied through examining discourse. In this paper, we aim to understand the framing of two trials with environmental water by analysing interview-derived discourse. Two separate flow trials, involving changes to river operating rules and practices, were undertaken in the Edward/Kolety-Wakool river system in Australia’s Murray-Darling Basin in 2017 and 2018, as part of the adaptive delivery of water for the environment. Semi-structured interviews with 18 actors in the Edward/Kolety-Wakool river system were undertaken in 2019, in which they reflected on the trials and the use of environmental water in the area. Analysis of the interviews suggest four framings of environmental water, which we have labelled business, engineering, science and medical. Each frame privileges expert practice, potentially marginalising other ways of experiencing and knowing the river system. ‘Participants’ in the social learning/adaptive management occurring in this situation, especially those with authority or influence, should be open to exploring alternate framings of situations. We present this small research project as a practical example of how a focus on revealing and considering discourse can provide interested actors with avenues for co-creation of new understandings and practice.

Is there enough water? How bearish and bullish outlooks are linked to decision maker perspectives on environmental flows

Policies that mandate environmental flows (e-flows) can be powerful tools for freshwater conservation, but implementation of these policies faces many hurdles. To better understand these challenges, we explored two key questions: (1) What additional data are needed to implement e-flows? and (2) What are the major socio-political barriers to implementing e-flows? We surveyed water and natural resource decision makers in the semi-arid Red River basin, Texas-Oklahoma, USA, and used social network analysis to analyze their communication patterns. Most respondents agreed that e-flows can provide important benefits and identified the same data needs. However, respondents sharply in their beliefs on other issues, and a clustering analysis revealed two distinct groups of decision makers. One cluster of decision makers tended to be bearish, or pessimistic, and believed that: current flow conditions are not adequate, there are many serious socio-political barriers to implementation, water conflicts will likely increase in the future, and climate change is likely to exacerbate these issues. The other cluster of respondents was bullish, or optimistic: they foresaw fewer future water conflicts and fewer socio-political barriers to implementation. Despite these differences, both clusters largely identified the same data needs and barriers to e-flows implementation. Our social network analysis revealed that the frequency of communication between clusters was not significantly different than the frequency of communication within clusters. Overall, our results suggest that the different perspectives of decision-makers could complicate efforts to implement e-flows and proactively plan for climate change. However, there are opportunities for collaboration on addressing common data needs and barriers to implementation. Overall, our study provides a key socio-environmental perspective on e-flows implementation from a semi-arid and socio-politically complex river basin and contextualizes the many challenges facing e-flows implementation in river basins globally.

Mapping ecological space quality changes for ecological management: A case study in the Pearl River Delta urban agglomeration, China

Compiling information concerning changes in ecological space quality (ESQ) is imperative for urban management and restoration, as proper management promotes sustainable development. Most previous studies have lacked a comprehensive model for evaluating ESQ and are thus unable to provide effective support for decision-makers. Based on the purpose of policy and needs of the public, this paper constructs a comprehensive adaptive evaluation model for mapping ESQ using the Pearl River Delta (PRD) urban agglomeration as an example, and the analysis uncovers the driving forces of urbanization indicators of ESQ change. From 2000 to 2017, the overall ESQ was considered as good, but the overall value decreased slightly, from 52.8 to 51.5. ESQ in the central PRD exhibited a notable downward trend, while coastal cities exhibited an upward trend. There was an approximate negative correlation between ESQ and the urbanization indexes, except for education level and the proportion of primary industry. In the PRD, rural population density, the proportion of primary industry, and education level were the important drivers of magnitude and direction in most cities, but their impacts differed across cities. The ecological management lacked control of in areas good and moderate ESQ, and this was the main factor resulting in the decline of regional ESQ. By quantifying ESQ and the spatially explicit urbanization drivers, the potential for ecological management in the urban agglomeration is also discussed.

Coupled reservoir-river systems: Lessons from an integrated aquatic ecosystem assessment

Sustainable reservoir-river management requires balancing complex trade-offs and decision-making to support both human water demands and ecological function. Current numerical simulation and optimization algorithms can guide reservoir-river operations for optimal hydropower production, irrigation, nutrient management, and municipal consumption, yet much less is known about optimization of associated ecosystems. This ten-year study demonstrates an ecosystem assessment approach that links the environmental processes to an ecosystem response in order to evaluate the impact of climatic forcing and reservoir operations on the aquatic ecosystems of a coupled headwater reservoir-river system. The approach uses a series of numerical, statistical, and empirical models to explore reservoir operational flexibility aimed at improving the environmental processes that support aquatic ecosystem function. The results illustrate that understanding the seasonal biogeochemical changes in reservoirs is critical for determining environmental flow releases and the ecological trajectory of both the reservoir and river systems. The coupled models show that reservoir management can improve the ecological function of complex aquatic ecosystems under certain climatic conditions. During dry hydrologic years, the high post-irrigation release can increase the downstream primary and macroinvertebrate production by 99% and 45% respectively. However, this flow release would reduce total fish biomass in the reservoir by 16%, providing management tradeoffs to the different ecosystems. Additionally, low post-irrigation flows during the winter season supports water temperature that can maintain ice cover in the downstream river for improved ecosystem function. The ecosystem assessment approach provides operational flexibility for large infrastructure, supports transparent decision-making by management agencies, and facilitates framing of environmental legislation.

A Comment on Chinese Policies to Avoid Negative Impacts on River Ecosystems by Hydropower Projects

The rapid economic development of river basins depends on the excessive use of water resources. China experienced a rapid development of hydropower projects in the last two decades and thus faces many ecological and environmental issues, especially in ecologically sensitive areas. Environmental flow is an important management tool that requires attention in the environmental impact assessment of hydropower projects. Environmental flows are of great significance for maintaining river structures and protecting the health of both aquatic ecosystems and human sustainable livelihoods. Although the government authorities have done much work in this area and attempted to consider technical requirements to address the negative externalities of hydropower projects, there are still defects in the basic procedures, calculation methods, and ultimately implementation process from policy to operationalization in terms of environmental flows. The official standards for environmental flows assessment mainly appear in two documents: 1. specification for calculation of environmental flow in rivers and lakes; and 2. code for calculation ecological flow of hydropower projects. This paper reviewed the overarching framework of the two documents and then summarized their fitness in terms of environmental flows implementation in hydropower projects. The research status of environmental flows and future directions for China were also proposed in this paper.

Land-Use and Legislation-Based Methodology for the Implementation of Sustainable Drainage Systems in the Semi-Arid Region of Brazil

In developing countries, the urbanisation process occurs with empirical urban management, a high increase of impermeable areas, and a lack of connection between water resource management and planning. In Brazil, concentrated rainfall and ineffective urban drainage systems add to this context and may impact the population with flash floods. Although sustainable drainage systems (SuDS) are widely used for flood mitigation, it is still not very well known how those strategies behave in semi-arid regions, where most of the time the weather is very dry. In Brazil, flood mitigation still mostly involves structural measures such as larger pipes or channels, with limited guidance for SuDS use due to the great resistance to change by citizens and managers. This study sought to analyse the efficacy of SuDS in Campina Grande, a semi-arid region of Brazil. A land-use and legislation-based methodology was developed with physical, climate, hydrological and governance data for three catchments and 312 sub-catchments in 30 applications and simulations. Simulations suggest that these strategies would be appropriate for semi-arid regions, with reductions in the flooded area, flooding volume, and impacts. This study is of relevance for cities with a similar climate to reach a sustainable level of urban drainage services, supporting the integration of urban planning and water resources management.

Assessing the Establishment and Implementation of Environmental Flows in Spain

The alteration of natural flows due to water withdrawals and the presence of hydraulic infrastructure poses significant threats to the integrity of riverine ecosystems. The establishment of environmental flows (EF) has been conceived as a water management tool to mitigate the impact of in-stream flows alteration. To date, a large body of literature has focused on methods to define EF, but less attention has been paid to documenting and assessing their actual implementation on the ground. This article provides a framework to describe and assess the process of design, application, and monitoring of EF at a river basin level. The framework is applied to Spain, where significant efforts have been made during the past decade to define and implement EF across the country. The goal of the paper is to identify strengths and opportunities for improving the implementation of EF at country level. The Spanish legislation establishes that EF should contribute to the achievement of the good ecological status of surface water bodies as required by the European Union Water Framework Directive. Several pitfalls in the design, application, and monitoring of this important river management measure constrain the ability of the existing EF to deliver that fundamental outcome.

Challenges to Implementing an Environmental Flow Regime in the Luvuvhu River Catchment, South Africa

Rivers are now facing increasing pressure and demand to provide water directly for drinking, farming and supporting industries as a result of rapidly growing global human population. Globally, the most common practice for catchment managers is to limit water abstraction and changes to stream flow by setting environmental flow standards that guard and maintain the natural ecosystem characteristics. Since the development of the environmental flow concept and methods in South Africa, very few studies have assessed the institutional constraints towards environmental flow implementation. This study determined stream flow trends over time by fitting simple linear regression model to mean daily stream flow data at three selected stations in the Luvuvhu River Catchment (LRC). We also conducted a literature search to review, firstly the response of aquatic organisms (fish and macroinvertebrate) to changes in habitat conditions and secondly on local challenges affecting the sustainable implementation of environmental flow regime and related water resources management strategies. All the three stream flow stations show decreasing stream flow volume of 1 and 2 orders of magnitude faster in some stations with the possibility that flow will cease in the near future. Qualitative analyses from both local and international literature search found that the main challenges facing the implementation of sustainable flow strategies and management are absence of catchment management agency, lack of understanding of environmental flow benefits, limited financial budget, lack of capacity and conflict of interest. Rivers with changing stream flows tend to lose sensitive species. The development of scientifically credible catchment-wide environmental flow and abstraction thresholds for rivers within the LRC would make a major contribution in minimizing the declining stream flow volumes. Monitoring and reporting should be prioritized to give regular accounts of the state of our rivers.

Using Strategic Adaptive Management to Facilitate Implementation of Environmental Flow Programs in Complex Social-Ecological Systems

Freshwater resource management is becoming increasingly complex as human pressure increases on available water resources, and as more participatory transparent decision-making frameworks are being advocated within water management. Complexity is further increased when environmental flow programs are integrated into existing water management programs. Adaptive management frameworks present an obvious choice for integration and implementation of environmental flows, but have so far failed to become the dominant framework. The research presented here highlights the ability of a strategic adaptive management (SAM) approach within an environmental flow program in the Murray Darling Basin of Australia to facilitate planning and implementation of environmental flows. The SAM approach did show that adaptive management can deal with the complexities of designing and implementing environmental flows within complex social-ecological systems, but can have limitations in the long-term. The approach highlighted the importance of social processes within adaptive management, emphasizing that a focus on inclusiveness, commitment, and transparency aimed at building understanding, trust, and ownership are key processes for implementation. In this specific case study, successful implementation was achieved through structured co-design of initial programs and participatory decision-making throughout. However, the SAM approach also showed that adaptive management is vulnerable to challenges in the long-term when resources and expertize change.

Assessing the Hydrogeomorphic Effects of Environmental Flows using Hydrodynamic Modeling

Water managers are increasingly using environmental flows (e-flows) as a tool to improve ecological conditions downstream from impoundments. Recent studies have called for e-flow approaches that explicitly consider impacts on hydrogeomorphic processes when developing management alternatives. Process-based approaches are particularly relevant in river systems that have been highly modified and where water supplies are over allocated. One-dimensional (1D) and two-dimensional (2D) hydrodynamic models can be used to resolve hydrogeomorphic processes at different spatial and temporal scales to support the development, testing, and refinement of e-flow hypotheses. Thus, the objective of this paper is to demonstrate the use of hydrodynamic models as a tool for assisting stakeholders in targeting and assessing environmental flows within a decision-making framework. We present a case study of e-flows on the Rio Chama in northern New Mexico, USA, where 1D and 2D hydrodynamic modeling was used within a collaborative process to implement an e-flow experiment. A specific goal of the e-flow process was to improve spawning habitat for brown trout by flushing fine sediments from gravel features. The results revealed that the 2D hydrodynamic model provided much greater insight with respect to hydrodynamic and sediment transport processes, which led to a reduction in the recommended e-flow discharge. The results suggest that 2D hydrodynamic models can be useful tools for improving process understanding, developing e-flow recommendations, and supporting adaptive management even when limited or no data are available for model calibration and validation.

Stakeholder Participation in Freshwater Monitoring and Evaluation Programs: Applying Thresholds of Potential Concern within Environmental Flows

The complex nature of freshwater systems provides challenges for incorporating evidence-based techniques into management. This paper investigates the potential of participatory evidence-based techniques to involve local stakeholders and make decisions based on different "knowledge" sources within adaptive management programs. It focuses on the application of thresholds of potential concern (TPC) within strategic adaptive management (SAM) for facilitating inclusive decision-making. The study is based on the case of the Edward-Wakool (E-W) "Fish and Flows" SAM project in the Murray-Darling River Basin, Australia. We demonstrate the application of TPCs for improving collaborative decision-making within the E-W, associated with environmental watering requirements, and other natural resource management programs such as fish stocking. The development of TPCs in the E-W fish and flows SAM project helped improve stakeholder involvement and understanding of the system, and also the effectiveness of the implemented management interventions. TPCs ultimately helped inform environmental flow management activities. The TPC process complemented monitoring that was already occurring in the system and provided a mechanism for linking formal and informal knowledge to form explicit and measurable endpoints from objectives. The TPC process faced challenges due to the perceived reduction in scientific rigor within initial TPC development and use. However, TPCs must remain tangible to managers and other stakeholders, in order to aid in the implementation of adaptive management. Once accepted by stakeholders, over time TPCs should be reviewed and refined in order to increase their scientific rigor, as new information is generated.
