Abstract
BACKGROUND The COVID-19 pandemic policy response dramatically changed local transportation patterns. This project investigated the impact of COVID-19 policies on motor vehicle collision (MVC)-related emergency department (ED) visits and hospitalisations in Ontario. METHODS Data were collected on MVC-related ED visits and hospitalisations in Ontario between March 2016 and December 2022. Using an interrupted time series design, negative binomial regression models were fitted to the pre-pandemic data, including monthly indicator variables for seasonality and accounting for autocorrelation. Extrapolations simulated expected outcome trajectories during the pandemic, which were compared with actual observed outcome counts using the overall per cent change and mean monthly difference. Data were modelled separately for vehicle occupants, pedestrians and cyclists (MVC and non-MVC injuries). RESULTS There was a 31.5% decrease in observed ED visits (95% CI -35.4 to -27.3) and a 6.0% decrease in hospitalisations (95% CI -13.2 to 1.6) among vehicle occupants, relative to expected counts during the pandemic. Results were similar for pedestrians. Among cyclist MVCs, there was an increase in ED visits (12.8%, 95% CI -8.2 to 39.4) and hospitalisations (46.0%, 95% CI 11.6 to 93.6). Among non-MVC cyclists, there was also an increase in ED visits (47.0%, 95% CI 12.5 to 86.8) and hospitalisations (50.1%, 95% CI 8.2 to 101.2). CONCLUSIONS We observed fewer vehicle occupant and pedestrian collision injuries than expected during the pandemic. By contrast, we observed more cycling injuries than expected, especially in cycling injuries not involving motor vehicles. These observations may be attributable to changes in transportation patterns during the pandemic and increased uptake of recreational cycling.

Abstract
Traffic fatalities, with and from increased risky behaviors (reduced seat belt use, increased impairment from licit and illicit substances), have been increasing, especially during the COVID-19 pandemic. Death certificates are a major source of epidemiologic data in the United States, but have known underreporting of drug and alcohol presence. The Fatality Analysis Reporting System (FARS) is one major source of data on fatal crashes with intoxication. This study links FARS data for three counties in Oregon (2019-2021) with local medical examiner and death certificate data (FARS source data) and compares their concordance with blood alcohol concentration and toxicology for three major drug classes by year. For drivers only, our study finds good concordance between FARS and its source data in 2019 but poor concordance in 2020. This discordance may impact future analysis of impaired crash deaths, and we list some suggestions for amelioration.

Abstract
Taiwan is one of the countries with the highest motorcycle per capita globally, and motorcycle crashes are predominant among traffic crashes. This study examines the impact of coronavirus disease 2019 restrictions on motorcycle crashes. We analyzed the trend of motorcycle crashes in Taipei City from 2019 to 2020 using the dataset provided by the Department of Transportation, Taipei City Government, Taiwan. We found 47,108 and 51,441 motorcycle crashes in 2019 and 2020, involving 61,141 and 67,093 motorcycles, respectively. Mopeds had the highest risk in 2020, followed by heavy motorcycles [≥550 cubic capacity (cc)] and scooters compared to 2019. Food delivery motorcycle crashes increased for scooters (0.93% in 2019 to 3.45% in 2020, P < .0001) and heavy motorcycles (250 < cc < 550) (0.90% in 2019 to 3.38% in 2020, P < .0001). While fatalities remained under 1%, 30% to 51% of motorcyclists sustained injuries. Food delivery with scooters or heavy motorcycles (250 < cc < 550) was significantly associated with motorcyclist injuries and deaths. Compared with 2019, the adjusted odds ratios of motorcyclist injuries and deaths in 2020 were 1.43 (95% confidence interval = 1.05-1.94) for heavy motorcycles (≥550 cc) and 1.07 (95% confidence interval = 1.04-1.09) for scooters. This study shows that coronavirus disease 2019 restrictions was associated with elevated risks of crashes, injuries, and deaths among motorcyclists, reflecting the general preference for private transport over public transport. The popularity of food delivery services also contributed to increased motorcycle crashes.

Abstract
The current work presented a comparative analysis of traffic demand and safety skills before and after control measures during the COVID-19 epidemic, acquired time-series change data curves, and constructed a prediction model after determining the trend of traffic demand over time. From a data analysis perspective, the paper draws some interesting conclusions about long span, coarse sampling studies. In terms of the study population, the paper did focus on the specificity of the global epidemic. Kuwait was selected as a case study. Traffic demand analysis was conducted using a Structural Equation Model (SEM), Auto-Regressive Integrated Moving Average (ARIMA), and safety skills questionnaire along with flow charts and demographic variables. These methods were utilized to study the impact of COVID-19 on traffic congestion and safety skills as well as to forecast the future traffic volumes. Results showed that traffic congestion had a significant reduction during COVID-19 as a result of the preventive safety measures taken to control the spread of the virus. Such reduced traffic volume was associated with a decrease in traffic violations and an increase in the safety skills and PM skills of drivers.

Abstract
The coronavirus disease 2019 (COVID-19) pandemic led to rapid and unexpected changes across the world, particularly in road safety. Thus, this work assesses the impact of COVID-19 accompanied by government preventive policies on road safety in Saudi Arabia by investigating the crash frequency and crash rates. A 4-year crash dataset relating to 2018-2021 was collected, covering about 71,000 km in total road length. It covers all intercity roads and some of the major intercity roads in Saudi Arabia with over 40,000 data logs of involved crashes. We considered three different time phases to observe road safety. These time phases were identified by the duration of government curfew measures against COVID-19 (before, during, and after). The crash frequency analysis showed that the curfew during COVID-19 significantly impacted the crash reduction. At a national level, the crash frequency decreased during 2020 and reached a 33.2% reduction compared to 2019 (the previous year), and it surprisingly continued decreasing in 2021 (the consequent year) to another 37.7% reduction although the government measures were lifted. Moreover, considering the traffic volume and road geometry, we analyzed crash rates for 36 selected segments, and the results showed a significant reduction in the crash rate before and after the COVID-19 pandemic. Additionally, a random effect negative binomial model was developed to quantify the impact of the COVID-19 pandemic. The results showed that the reduction in crashes was significant during and after COVID-19. Also, single roads (two-lane, two-way) were found to be more dangerous than other types of roads.

Abstract
Major concerns have been raised about road safety during the COVID-19 pandemic in the US, as the crash fatalities have increased, despite the substantial reduction in traffic. However, a comprehensive analysis of safety-critical events on roadways based on a broader set of traffic safety metrics and their correlates is needed. In addition to fatalities, this study uses changes in total crashes and total monetary harm as additional measures of safety. A comprehensive and unique time-series database of crashes and socio-economic variables is created at the county level in Tennessee. Statistics show that while fatal crashes increase by 8.2%, total crashes decrease by 15.3%, and the total harm cost is lower by about $1.76 billion during COVID-19 (2020) compared with pre-COVID-19 conditions (2019). Several models, including generalized least squares linear, Poisson, and geographically weighted regression models using the differences between 2020 and 2019 values, are estimated to rigorously quantify the correlates of fatalities, crashes, and crash harm. The results indicate that compared to the pre-pandemic periods, fatal crashes that occurred during the pandemic are associated with more speeding & reckless behaviors and varied across jurisdictions. Fatal crashes are more likely to happen on interstates and dark-not-lighted roads and involve commercial trucks. These same factors largely contribute to crash harm. In addition, a greater number of long trips per person not staying home during COVID-19 is found to be associated with more crashes and crash harm. These results can inform policymaking to strengthen traffic law enforcement through appropriate countermeasures, such as the placement of warning signs and the reduction of the speed limit in hotspots.

Abstract
To prevent the pandemic spread of human-to-human transmitted diseases such as COVID-19, governments commonly resort to countrywide or regional lockdown strategies. Such lockdowns, whenever and wherever implemented, curtail the movement of persons and vehicles, and drastically alter traffic conditions. This study focuses on the effect of drastic and sudden changes in the traffic conditions, during the COVID-19 lockdown in the State of Maharashtra in India, in March-June 2020, on the numbers of motor vehicle accidents (MVAs), and the resultant fatalities and injuries. Content analysis of police-reported first information reports (FIRs) of MVAs is performed, and these lockdown trends are compared with archival data from corresponding previous (normal) periods. The statistical analysis shows that, during the lockdown, while the total number of MVAs fall drastically, they are more severe and have a much higher fatality rate per MVA. Also, the pattern of vehicles involved in MVAs, and resultant pattern of fatalities, also changes during lockdowns. The paper explores the reasons for these changed patterns and provides suggestions to reduce these negative externalities of pandemic related lockdowns.

Abstract
With the onset of the COVID-19 outbreak, it was stipulated that patients with obstructive sleep apnea (OSA) may have a greater risk of morbidity and mortality and may even experience changes in their mental health. The aim of the current study is to evaluate how patients managed their disease (sleep apnea) during the COVID-19 pandemic, to determine if continuous positive airway pressure (CPAP) usage changed after the beginning of the pandemic, to compare the stress level with the baseline, and to observe if any modifications are related to their individual characteristics. The present studies highlight the level of anxiety, which was high among patients with OSA during the COVID-19 pandemic (p < 0.05), with its influence on weight control (62.5% of patients with high levels of stress gained weight) and sleep schedule (82.6% reported a change in sleep schedule). Patients with severe OSA and high levels of stress increased their CPAP usage (354.5 min/night vs. 399.5 min/night during the pandemic, p < 0.05). To conclude, in OSA patients, the presence of the pandemic led to a greater level of anxiety, changes in sleep schedule and weight gain because of job loss, isolation, and emotional changes, influencing mental health. A possible solution, telemedicine, could become a cornerstone in the management of these patients.

Abstract
INTRODUCTION In the unprecedented year of 2020, the rapid spread of COVID-19 disrupted everyday activities worldwide, leading the majority of countries to impose lockdowns and confine citizens in order to minimize the exponential increase in cases and casualties. To date, very few studies have been concerned with the effect of the pandemic on driving behavior and road safety, and usually explore data from a limited time span. METHOD This study presents a descriptive overview of several driving behavior indicators as well as road crash data in correlation with the strictness of response measures in Greece and the Kingdom of Saudi Arabia (KSA). A k-means clustering approach was also employed to detect meaningful patterns. RESULTS Results indicated that during the lockdown periods, speeds were increased by up to 6%, while harsh events were increased by about 35% in the two countries, compared to the period after the confinement. However, the imposition of another lockdown did not cause radical changes in Greek driving behavior during the late months of 2020. Finally, the clustering algorithm identified a "baseline," a "restrictions," and a "lockdown" driving behavior cluster, and it was shown that harsh braking frequency was the most distinctive factor. POLICY RECOMMENDATIONS Based on these findings, policymakers should focus on the reduction and enforcement of speed limits, especially within urban areas, as well as the incorporation of active travelers in the current transport infrastructure.

BACKGROUND The SARS-CoV-2 lockdown resulted in deep changes of lifestyles, promoting in many people the onset of psychological symptoms generally associated with drug and alcohol abuse. The aim of this study was to assess the variation of alcohol drinking habits in a sample of Italian citizens during lockdown and to identify the psychosocial factors surrounding it. METHODS An online anonymous questionnaire was created and submitted from April 9 to April 28, 2020. Questions were related to personal psychosocial details and alcohol drinking habits during the lockdown, including Alcohol Use Disorders Identification Test (AUDIT C) questions. RESULTS On a total of 1234 surveys the increase of both anxiety and fear was largely detected (63% and 61% respectively). The 18% increased alcohol consumption during the lockdown and it showed a significant correlation with anxiety and fear experienced (both P<0.001). The relative risk for 7 to 9 and more than 10 drinks per day consumption were directly linked to these symptoms (P<0.001). The most involved categories of participants showed this harmful association were self-employed workers and participants who live alone, subject aged 30-50 with high level of instruction or students, and not occupied people in the age range 18-19 (all P<0.001). Additionally, the subset of the study population that showed low alcohol consumption before the lockdown has demonstrated the worsening of alcohol assumption during the quarantine (P<0.0001). CONCLUSIONS Several psychosocial factors are involved in determining the increase of alcohol consumption during lockdown and need the healthcare support to avoid awful impact on human life.

Abstract
OBJECTIVE We investigated changes in the prevalence of speeding during March-June 2020, the beginning of the COVID-19 pandemic, in Virginia. METHODS Vehicle speed data from 506 permanent speed counter stations around the state collected during March-June 2019 and March-June 2020 were analyzed. RESULTS Increases in the proportion of vehicles traveling at least 5 mph and 10 mph above the speed limit were greatest on urban interstates and other freeways, during early morning (6:00-8:59 a.m.) and afternoon commuting hours (3:00-5:59 p.m.) on weekdays, and during afternoons (12:00-5:59 p.m.) on weekends. Logistic regression revealed that the risk of speeding by at least 5 mph increased in 2020 by 22% and by at least 10 mph increased 51% after accounting for road type, time of day, day of week, and traffic volume, relative to 2019. DISCUSSION Future research should continue to identify where and when speeding problems are most severe, and countermeasures should be directed to the roads and time periods with the largest speeding problems.

Abstract
The COVID-19 epidemic caused global roads and highway networks to be disrupted to historic proportions. While the world is focused on combating COVID-19 pandemic, people are still dying and being injured as a result of traffic collisions on the highways owing to movement restrictions. Although the impact of shutdown mechanisms on traffic safety is still being studied, initial studies reveal a decrease in traffic flow and a rise in risky driving behaviors. On the other hand, it is important to investigate how the epidemic has influenced travel behavioral characteristics in order to design mobility regulations for the post-COVID-19 future. Considering numerous investigations, the present study attempts to provide an overview of the influence of the COVID-19 pandemic on road traffic crashes, deaths, and injuries, as well as road travel behavior. The magnitude of COVID-19 was found to result in fewer crashes and injuries, as well as a reduction in road safety performance, but substantially greater serious accidents. According to a study of many papers, Travel objective, method of transportation, mileage traveled, and numbers of trips for principal travel were considerably different before and during the epidemic. The result of this study have significant legislative ramifications and also can help to guide how further lockdowns are managed in terms of traffic safety and travel behavior.

Abstract
Aggressive driving is a significant road safety problem and is likely to get worse as the situations that provoke aggression become more prevalent in the road network (e.g. as traffic volumes and density increase and the grey fleet expands). In addition, driver frustration and stress, also recognised as triggers for aggression, are likely to stay high because of the COVID-19 pandemic and associated burdens, leading to increased aggression. However, although drivers report that other drivers are becoming more aggressive, self-report data suggests that the prevalence of aggression has not changed over time. This may be due to the methods used to define and measure aggression. This study sought to clarify whether self-reported aggression has increased over a five-year period and across three different types of aggression: verbal aggression, aggressive use of the vehicle and personal physical aggression. The influence of COVID-19 lockdowns on own and others’ driving styles was also investigated. A total of 774 drivers (males = 66.5%, mean age = 48.7; SD = 13.9) who had been licensed for at least five years (M = 30.6, SD = 14.3), responded to an online survey and provided retrospective frequencies for their current aggression (considered pre-COVID-19 lockdowns) and five years prior. Two open ended questions were included to understand perceived changes in driving styles (own and others) during the COVID-19 pandemic. One third (33%) of drivers believed they were more aggressive now than five years ago but 61% of the sample believed other drivers were more aggressive now than five years ago. Logistic regression analyses on changes in self-reported aggression (same or decreased vs increased) showed the main factor associated with increases in aggressive driving was the perception that other drivers’ aggression had increased. Further, almost half the sample (47%) reported that other drivers had become riskier and more dangerous during, and soon after, the COVID-19 lockdowns. These results show that the driving environment is seen as becoming more aggressive, both gradually and as a direct result of COVID-19 lockdowns. The data indicate that this perceived increase in aggression is likely to provoke higher levels of aggression in some drivers. Campaigns to reduce aggression on the roads need to focus on changing road culture and improving interactions, or perceived interactions, among road users.

Understanding the Factors Associated with the Temporal Variability in Crash Severity before, during, and after the COVID-19 Shelter-in-Place Order. SAFETY 2022. Abstract
The COVID-19 travel restriction orders have significantly reduced travel and generally lowered the risk of road traffic collisions, but many accounts suggest an increase in risky driving behaviors and consequent fatal crashes during the shelter-in-place period. Risky driving behaviors including failure to wear a seatbelt, speeding, and drunk driving were observed to be the leading contributing factors of the fatalities. Whereas the fatal crashes that characterized the shelter-in-place period has become a topical issue, the high number of crashes that occurred as a result of the panic shopping and increased travel activities in the weeks before the shelter-in-place order have not received much attention. In this study, we investigated the differences and similarities in the effects of the factors that were associated with crash injury severity before, during, and after the shelter-in-place order. The study used crash data from the state of Alabama for the 2020 calendar year. Preliminary data analysis revealed interesting variations in crash trends across the three periods. It was found that the highest weekly crash frequency occurred in the immediate week before the shelter-in-place order, and a higher proportion of crashes that occurred between 6 p.m. and 6 a.m. and those that occurred in residential areas happened during the shelter-in-place period while shopping area crashes, manufacturing/industrial area crashes, rear-end collisions, and crashes involving female drivers occurred mostly before the shelter-in-place period. Three injury severity models were developed using random parameters logit with heterogeneity in means and variances approach. The results showed that major injury crashes occurred mainly in rural areas and occurred due to speeding, fatigue driving, and failure to use a seatbelt. The effects of these factors on crash outcome did not vary across the year, indicating that the shelter-in-place order did not impact the driving behaviors of the driver population that got into major injury crashes. The results further revealed that the effects of some crash factors, such as road type and manner of collision, varied across the periods. The findings of the study provide a deeper, data-driven understanding of how driving behaviors and associated crash outcomes may be affected by extreme events such as the COVID-19 shelter-in-place.

Abstract
Since 2020, the outbreak of the COVID-19 crisis has caused a great deal of social and economic damages to micro and small-scale enterprises (MSEs). This research examined the most common damages of this crisis in active and inactive rural MSEs and also assessed different kind of responses the managers and owners of theses MSEs have received dealing with these damages. The sample population of this study consisted of all managers of 72 active and 38 closed rural MSEs in the Dastjerd village, Hamedan, Iran. These MSEs were mainly garment small factories. This research utilized a mixed approach (quantitative-qualitative) to study the research objectives in depth. First, in qualitative part, semi-constructed interviews and field visits were done. Then, using quantitative, results of the qualitative section, previous studies and the existing literature, a researcher-made questionnaire was created. Based on qualitative part information through interviews, damages of rural MSEs during COVID-19 pandemic were categorized into three classes, including damages related to production, and financial and marketing issues. Also, two categories of managers' responses that could be labeled as passive and adaptive behavior were identified. Findings showed that active rural MSEs have taken more adaptive measures and tried to find appropriate ways to reduce or overcome damages. Active MSEs were mainly owned and managed collaboratively by more literate and experienced managers. Also results revealed that rural MSEs' managers reacted to different kinds of damages based on their ability, knowledge, and experience. Based on research results, managers' knowledge and skills can help them find more adaptive solutions to keep the firms stable and overcome damages. It can be concluded that COVID-19 pandemic has a great impact on rural MSEs and they need more financial support and managerial advice to overcome this kind of crisis situation.

Abstract
The interrelations between human activity and animal populations are of increasing interest due to the emergence of the novel COVID-19 and the consequent pandemic across the world. Anthropogenic impacts of the pandemic on animals in urban-suburban environments are largely unknown. In this study, the temporal and spatial patterns of urban animal response to the COVID-19 lockdown were assessed using animal-vehicle collisions (AVC) data. We collected AVC data over two 6-month periods in 2019 and 2020 (January to June) from the largest metropolis in southern Poland, which included lockdown months. Furthermore, we used traffic data to understand the impact of lockdown on AVC in the urban area. Our analysis of 1063 AVC incidents revealed that COVID-19 related lockdown decreased AVC rates in suburban areas. However, in the urban area, even though traffic volume had significantly reduced, AVC did not decrease significantly, suggesting that lockdown did not influence the collision rates in the urban area. Our results suggest that there is a need to focus on understanding the effects of changes in traffic volume on both human behaviour and wildlife space use on the resulting impacts on AVC in the urban area.

Abstract
The COVID-19 pandemic has had a global impact, disrupting the normal trends of our everyday life. More specifically, the effects of COVID-19 on road safety are still largely unexplored. Hence, this study aims to investigate the change in road safety trends due to COVID-19 using real-time traffic parameters. Results from the extensive analyses of the 2017 to 2020 data of Interstate-4 show that traffic volume decreased by 13.6% in 2020 compared to the average of 2017–2019’s volume, whereas there is a decreasing number of crashes at the higher volume. Average speed increased by 11.3% during the COVID-19 period; however, the increase in average speed during the COVID-19 period has an insignificant relationship with crash severities. Fatal crashes increased, while total crashes decreased, during the COVID-19 period; severe crashes decreased with the total crashes. Alcohol-related crashes decreased by 22% from 2019 to 2020. Thus, the road-safety trend due to the impact of COVID-19 has evidently changed and presents a unique trend. The findings of the study suggest a larger need for a more in-depth study to analyze the impact of COVID-19 on road safety, to minimize fatalities on roads through appropriate policy measures.

Abstract
Little is known about the effect of the COVID-19 on road safety indicators (RSIs) in developing countries, and conducted studies provide limited information regarding this impact. These prompted the author to evaluate the impact of COVID-19 on RSIs in Turkey. RSIs and related indices of Turkey between 2016 and 2020 were collected. For evaluating the impact, RSIs whose 2020 measures differed significantly from the pre-COVID era were identified using the outlier detection technique and Regression analysis. K-means clustering was used to group RSIs according to their variation patterns in the study period. Results show that COVID-19 led to significant decreases in 26 RSIs, especially ones related to non-fatal road traffic injuries. COVID-19 resulted in a significant drop in road traffic crashes and related indices. Also, considerable changes in monthly and daily fatalities and injuries in 2020 were observed. Clustering results revealed that COVID-19 significantly impacts variation patterns of studied RSIs, especially ones related to non-fatal injuries. Clustering aided in identifying affected RSIs by COVID-19, which other used methods were unable to detect. COVID-19 led to significant changes in road safety indices in Turkey. Road authorities and researchers should be aware of these significant fluctuations in road safety data.

Abstract
Background: Various factors are involved in the occurrence and prediction of road traffic crashes (RTCs). The most important of these are human factors that can be influenced by the sociocultural characteristics of the drivers. This research aimed at identifying the socio-cultural factors (SCFs) in car drivers affecting the RTCs. Methods: In the present study, Web of Science, PubMed, Scopus, ProQuest, Google Scholar, Cochran Library, Magiran, Irandoc, Noor magas, Islamic World Science Citation Center, and Scientific Information Database were searched from 1990 to August 20th, 2021; key journals, the reference lists of the included studies, gray literature, websites of relevant organizations were manually reviewed. Studies that reviewed the effect of SCFs related to car drivers in the incidence or prediction of road traffic crashes were included and analyzed using thematic content analysis. Results were expressed based on the PRISMA guideline. The quality of the included studies was assessed using related checklists. Results: Eighty-four eligible studies were determined from a systematic search and entered into the analysis process. Studies are presented that SCFs affecting the occurrence of RTCs fall into four categories, including (1) sociodemographic characteristics, (2) personality traits, (3) driver behavior (driving style), (4) driver performance (driving skills). Conclusion: In most studies, SCFs have been examined in frames of social-demographic characteristics and risky driving behaviors. While, the impact of personality traits and driver performance, which are very important factors on RTCs, has not been addressed. Therefore, investigating the impact of these factors in occurring RTCs is crucial.

Abstract
The surveyof traffic intensity is used to obtain information on the number of vehicles on roads during the day. Subsequently, it is possible to derive from this the daily, weekly, and other road traffic intensity information. This survey represents the basis for the calculation of the annual average daily traffic volume and the basic characteristics of traffic flow. The COVID-19 pandemic has caused extensive economic and social damage around the world. These damages have also affected traffic. Changes in traffic behavior have mainly affected the reduction in traffic intensity on road networks. Thanks to the reduction in the demand for transport, there has also been a significant reduction in traffic delays, fuel consumption and emissions. An examination of changes in traffic intensity took place at a selected intersection in 2019, 2020 and 2021. This paper describes the effects of reducing the traffic intensity, fuel consumption and emissions obtained by microsimulation. The results obtained confirmed the reduction in traffic, which also contributed to a significant reduction in vehicle delays.

Abstract
Since the COVID-19 outbreak, travel-restriction policies widely adopted by cities across the world played a profound role in reshaping urban travel patterns. At the same time, there has been an increase in both cycling trips and traffic accidents involving cyclists. This paper aims to provide new insights and policy guidance regarding the effect of COVID-19 related travel-restriction policies on the road traffic accident patterns, with an emphasis on cyclists' safety. Specifically, by analysing the accidents data in the New York City and estimating three fixed effects logit models on the occurrence of different types of accidents in a given zip code area and time interval, we derived the following findings. First, while the overall number of road traffic accidents plummeted in the NYC after the stay-at-home policy was implemented, the average severity increased. The average number of cyclists killed or injured per accidents more than tripled relative to levels in similar times in previous years. Second, the declaration of the New York State stay-at-home order was significantly associated with a higher risk of accidents resulting in casualties. The number of Citi Bike trips in the area at the time overwhelmingly predicted severe risk for cyclists. Last, we applied the models to detect hot zones for cyclists' severe accidents. We found that these hot zones tend to be spatially and temporally concentrated, making it possible to devise targeted safety measures. This paper contributes to the understanding of the impact of COVID-19 travel-restriction policies on accidents involving cyclists, reveals higher risks for cyclists as an unintended consequence of travel-restriction policies, and provides an analytical tool for road safety impact evaluation should future travel restrictions be considered.

Abstract
BACKGROUND The COVID-19 pandemic has reshaped our cities in many ways. The number of motor vehicles on the road has plummeted during lockdowns, and an increasing number of people are turning to walking and biking. From a road safety perspective, the overall question is what effects the human behavior shift brings on the crash occurrence and, more importantly, how to support decision-makers on safer mobility policies? METHOD Based on anonymous mobile phone location and crash report data in New York City, this study attempts to provide some new insights by using survival analysis (the hazard function approach) to explore the effects of human mobility changes due to the pandemic on crashes that involve injuries and fatalities (of pedestrian, cyclist or motorist). RESULTS (1) the increased percentage of people staying at home improves pedestrian and cyclist safety, which adds evidence for making walking and cycling more appealing; (2) the increased percentage of people staying at home raises the likelihood of injuries for motor vehicle drivers, suggesting that it will be critical to monitor the driving behavior and establish new speed limits during the future pandemic waves and in the post-pandemic era as well; (3) non-work trips (e.g., shopping, recreation, personal business, etc.) are positively associated with crash injuries for motor vehicle drivers as well as pedestrian and cyclist; (4) human mobility factors were found not related to crash fatalities; (5) control NPIs implemented increased the motor vehicle drivers' crash risk.

Did the COVID-19 pandemic influence traffic fatalities in 2020? A presentation of first findings. IATSS RESEARCH 2021; 45:469-484. Abstract
The year 2020 was an extraordinary year due to the COVID-19 pandemic. This pandemic resulted in lockdowns and confinements globally and emptier streets and roads. Traffic patterns and traffic composition (modal split) changed considerably during the pandemic and as a consequence the number of people killed and injured in road crashes. The aim of this research is to present the number of road fatalities and the fatality rates (fatalities per kilometer driven) in 2020 and to compare these numbers and rates with the previous period (2017–2019), a baseline. An online questionnaire was distributed among the forty countries that are members of the International Safety Data and Analysis Group (IRTAD) in the International Transport Forum and 24 were in a position to submit the requested information before the 1st of June 2021. The questionnaire requested information on the monthly number of fatalities on a national level for four years, (2017–2020) and on kilometres driven. The number of fatalities in 2020 was 17.3% lower in the 24 participating countries compared with the baseline period and the reduction is almost seven times higher than annually in these countries in the period 2010–2019. The reduction took place in spring 2020 and not so much in the remainder of the year. The highest reduction were measured among young (0–17) and elderly people (75 and older), with public transport and on motorways. With the exception of one country, reductions in fatalities have been measured in all countries, however we observe major differences between countries. Regarding fatality rates (fatalities per vehicle kilometer travelled), we also observe major differences between countries and not a stable pattern over 2020 and a remarkable increase in April 2020, the month with the largest fatality reduction. Countries with severe COVID-19 restrictions do not necessarily demonstrate the greatest reductions in road fatalities. It is recommended to carry our further analysis to find explanations for the results and for the differences between the countries.

Abstract
With the rising number of cases and deaths from the COVID-19 pandemic, nations and local governments, including many across the U.S., imposed travel restrictions on their citizens. This travel restriction order led to a significant reduction in traffic volumes and a generally lower exposure to crashes. However, recent preliminary statistics in the US suggest an increase in fatal crashes over the period of lockdown in comparison to the same period in previous years. This study sought to investigate how the pandemic affected road crashes and crash outcomes in Alabama. Daily vehicle miles traveled and crashes were obtained and explored. To understand the factors associated with crash outcomes, four crash-severity models were developed: (1) Single-vehicle (SV) crashes prior to lockdown order (Normal times SV); (2) multi-vehicle (MV) crashes prior to lockdown order (Normal times MV); (3) Single-vehicle crashes after lockdown order (COVID times SV); and (4) Multi-vehicle crashes after lockdown order (COVID times MV). The models were developed using the first 28 weeks of crashes recorded in 2020. The findings of the study reveal that although traffic volumes and vehicle miles traveled had significantly dropped during the lockdown, there was an increase in the total number of crashes and major injury crashes compared to the period prior to the lockdown order, with speeding, DUI, and weekends accounting for a significant proportion of these crashes. These observations provide useful lessons for road safety improvements during extreme events that may require statewide lockdown, as has been done with the COVID-19 pandemic. Traffic management around shopping areas and other areas that may experience increased traffic volumes provide opportunities for road safety stakeholders to reduce the occurrence of crashes in the weeks leading to an announcement of any future statewide or local lockdowns. Additionally, increased law enforcement efforts can help to reduce risky driving activities as traffic volumes decrease.

Abstract
INTRODUCTION One of the most consequential effects of the COVID-19 lockdowns was a dramatic reduction in travel during peak hours. Transportation modes also shifted-in particular, travel by car became more rare while bicycling saw a resurgence. Given that a typical year sees the most severe bicycle crashes in peak commuter traffic, the shift toward bicycle travel that occurred in 2020 will likely have been accompanied by unique changes in rider behavior (e.g., where and when they choose to ride) as well as the frequency and severity of vehicle-bicycle crashes. METHODS The current study compared weekday bicycle traffic and crashes in Arlington, VA from March-December 2020 with the same period from years prior, 2013-2019. Bicycle traffic data were obtained from 16 embedded counters placed throughout the study area, in both off-road trails and on-road bike lanes. RESULTS We found that 2020 midday traffic nearly doubled compared to the year before, increasing from an average of 68 riders per hour to 120 (+76%). By contrast, morning traffic fell from an average of 87 riders per hour to just 45 (-49%). Change in evening traffic depended on the location of the counters: more evening bicycles were counted on off-road, multi-use trails (+6%) but fewer on on-road lanes (-27%). The changes to 2020 bicycle traffic patterns were also associated with a 28% reduction in bicycle injury crash rate per counted cyclist. CONCLUSION The reduced crash risk observed in 2020 was likely due in part to the reduction of morning, on-road bicycle travel, which past research has found to be particularly dangerous for riders. Conversely, the availability of multi-use off-road trails seems to have been a protective factor against bicycle-motor vehicle crash risk in the face of greater bicycle travel volume.

Abstract
Introduction Injuries cause significant burdens in sub-Saharan Africa. In Rwanda, national regulations to reduce COVID-19 altered population mobility and resource allocations. This study evaluated epidemiological trends and care among injured patients preceding and during the COVID-19 pandemic at the Centre Hospitalier Universitaire de Kigali (CHUK) in Kigali, Rwanda. Methods This prospective interrupted cross-sectional study enrolled injured adult patients (≥15 years) presenting to the CHUK emergency department (ED) from January 27th-March 21st (pre-COVID-19 period) and June 1st-28th (intra-COVID-19 period). Trained study personnel continuously collected standardized data on enrolled participants through the first six-hours of ED care. The Kampala Trauma Score (KTS) was calculated as a metric of injury severity. Case characteristics prior to and during the pandemic were compared, statistical differences were assessed using χ2 or Fisher's exact tests. Results Data were collected from 409 pre-COVID-19 and 194 intra-COVID-19 cases. Median age was 32, with a male predominance (74.3%). Road traffic injuries (RTI) were the most common injury mechanism pre-COVID-19 (47.8%) and intra-COVID-19 (53.6%) (p = 0.27). There was a significant increase in the number of transfer cases during the intra-COVID-19 period (52.1%) versus pre-COVID-19 (41.3%) (p = 0.01). KTS was significantly lower among intra-COVID-19 patients (p = 0.04), indicating higher severity of presentation. In the intra-COVID-19 period, there was a significant increase in the number of surgery consultations (40.7%) versus pre-COVID-19 (26.7%) (p < 0.001). The number of hospital admissions increased from 35.5% pre-COVID-19 to 46.4% intra-COVID-19 (p = 0.01). There was no significant mortality difference pre-COVID-19 as compared to the intra-COVID-19 period among injured patients (p = 0.76). Conclusion Emergency injury care showed increased injury burden, inpatient admission and resource requirements during the pandemic period. This suggests the spectrum of disease may be more severe and that greater resources for injury management may continue to be needed during the ongoing COVID-19 pandemic in Rwanda and other similar settings.

Abstract
PURPOSE The COVID-19 pandemic significantly altered people's daily lives, including driving. However, how state Divisions of Motor Vehicles (DMV) adapted their operation policies in response to COVID-19 remains unknown. This study analyzed adaptations to the content of state DMV operation policies during the COVID-19 pandemic across 50 US states and assessed the relationships between these policy adoptions and their state-level COVID-19 restriction orders. METHODS We merged data on policy adaptations due to COVID-19 obtained from DMV websites for all 50 states with data on state-level restrictions obtained from the National Academy for State Health Policy (NASHP). We created a codebook and analyzed the DMV policy adaptations in the following three areas: (1) road testing, (2) licensure extension and renewals, and (3) facility reopening. Two trained coders independently reviewed and coded the adaptations of policy content related to precaution to spread of COVID-19 and ease of obtaining licensure. We calculated summary scores for policy adaptations and ease of licensure and compared these scores across three categories of state-level COVID-19 restrictions using ANOVA. RESULTS DMVs in all 50 states adapted their policies to slow the spread of COVID-19. The ease of licensure summary scores increased in some states but decreased in others. Extensions for licensure renewals was the most common change. Adoption of COVID-19 precautions during the road test was the most common road test adaptation, while road test waivers were the most controversial. Requiring appointments, social distancing, and/or face coverings/personal protective equipment [PPE] were common adaptations during facility reopening. However, variations in level of policy adaptations and ease of licensure were not associated with the state's COVID-19 restrictions. CONCLUSIONS Our findings provide insight into policy adaptations made by state DMVs to reduce the spread of COVID-19 and may inform future policy adaptations in DMVs and other government agencies during public health emergencies.

Abstract
OBJECTIVE In response to the COVID-19 pandemic, restrictions were implemented, however, data indicates road crash rates have not decreased proportionately to the decline in traffic density. This study explored how speeding and phone use while driving (road behaviors associated with a high crash risk) changed as a result of COVID-19 restrictions in Queensland. METHODS Two cross-sectional studies were conducted in Queensland, Australia to examine self-reported changes in speeding and phone use while driving before, during and after the easing of restrictions (while also considering exposure to the road and driving location). Study 1 (n = 351) was conducted between 12 May and 12 June 2020, when the majority of COVID-19 restrictions were enforced. Study 2 (n = 427) was conducted between 24 June and 12 August 2020, when restrictions were easing. RESULTS The findings indicated, overall, self-reported speeding and phone use significantly decreased during restrictions (likely due to reduced travel), but not for those who continued to drive regularly. There was an additional, significant self-reported decrease in phone use while driving after restrictions were eased when compared to engagement during restrictions, which may (in part) be due to the simultaneous introduction of roadside mobile phone detection cameras. CONCLUSION These findings highlight the importance of visible deterrence and provide a glimpse of possible consequences if there is a more sustained reduction in policing presence on roads.

Abstract
Wildlife-vehicle collisions threaten both humans and wildlife, but we still lack information about the relationship between traffic volume and wildlife-vehicle collisions. The COVID-19 pandemic allowed us to investigate the effects of traffic volume on wildlife-vehicle collisions in the United States. We observed decreased traffic nationwide, particularly in densely populated states with low or high disease burdens. Despite reduced traffic, total collisions were unchanged; wildlife-vehicle collisions did decline at the start of the pandemic, but increased as the pandemic progressed, ultimately exceeding collisions in the previous year. As a result, nationwide collision rates were higher during the pandemic. We suggest that increased wildlife road use offsets the effects of decreased traffic volume on wildlife-vehicle collisions. Thus, decreased traffic volume will not always reduce wildlife-vehicle collisions.

Abstract
BACKGROUND Various strategies to reduce the spread of COVID-19 including lockdown and stay-at-home order are expected to reduce road traffic characteristics and consequently road traffic collisions (RTCs). We aimed to review the effects of the COVID-19 pandemic on the incidence, patterns, and severity of the injury, management, and outcomes of RTCs and give recommendations on improving road safety during this pandemic. METHODS We conducted a narrative review on the effects of COVID-19 pandemic on RTCs published in English language using PubMed, Scopus, and Google Scholar with no date restriction. Google search engine and websites were also used to retrieve relevant published literature, including discussion papers, reports, and media news. Papers were critically read and data were summarized and combined. RESULTS Traffic volume dropped sharply during the COVID-19 pandemic which was associated with significant drop in RTCs globally and a reduction of road deaths in 32 out of 36 countries in April 2020 compared with April 2019, with a decrease of 50% or more in 12 countries, 25 to 49% in 14 countries, and by less than 25% in six countries. Similarly, there was a decrease in annual road death in 33 out of 42 countries in 2020 compared with 2019, with a reduction of 25% or more in 5 countries, 15-24% in 13 countries, and by less than 15% in 15 countries. In contrast, the opposite occurred in four and nine countries during the periods, respectively. There was also a drop in the number of admitted patients in trauma centers related to RTCs during both periods. This has been attributed to an increase in speeding, emptier traffic lanes, reduced law enforcement, not wearing seat belts, and alcohol and drug abuse. CONCLUSIONS The COVID-19 pandemic has generally reduced the overall absolute numbers of RTCs, and their deaths and injuries despite the relative increase of severity of injury and death. The most important factors that affected the RTCs are decreased mobility with empty lines, reduced crowding, and increased speeding. Our findings serve as a baseline for injury prevention in the current and future pandemics.

Abstract
INTRODUCTION COVID-19 has disrupted daily life and societal flow globally since December 2019; it introduced measures such as lockdown and suspension of all non-essential movements. As a result, driving activity was also significantly affected. Still, to-date, a quantitative assessment of the effect of COVID-19 on driving behavior during the lockdown is yet to be provided. This gap forms the motivation for this paper, which aims at comparing observed values concerning three indicators (average speed, speeding, and harsh braking), with forecasts based on their corresponding observations before the lockdown in Greece. METHOD Time series of the three indicators were extracted using a specially developed smartphone application and transmitted to a back-end platform between 01/01/2020 and 09/05/2020, a time period containing normal operations, COVID-19 spreading, and the full lockdown period in Greece. Based on the collected data, XGBoost was employed to identify the most influential COVID-19 indicators, and Seasonal AutoRegressive Integrated Moving Average (SARIMA) models were developed for obtaining forecasts on driving behavior. RESULTS Results revealed the intensity of the impact of COVID-19 on driving, especially on average speed, speeding, and harsh braking per 100 km. More specifically, speeds were found to increase by 2.27 km/h on average compared to the forecasted evolution, while harsh braking/100 km increased to almost 1.51 on average. On the bright side, road crashes in Greece were reduced by 49% during the months of COVID-19 compared to the non-COVID-19 period.

Abstract
The COVID-19 pandemic has led to the implementation of unprecedented public health measures. The effect of these lockdown measures on road safety remain to be fully understood, however preliminary data shows reductions in traffic volume and increases in risky driving behaviors. The objective of the present study is to compare self-reported risky driving behaviors (speeding, distracted driving, drinking and driving, and drugged driving) during the pandemic in Canada and the U.S. to determine what differences exist between these two countries. Data was collected using the Road Safety Monitor (RSM), an annual online public opinion survey that investigates key road safety issues, administered to a representative sample of N = 1,500 Canadian drivers and N = 1,501 U.S. drivers. Respondents were asked about the likelihood of engaging in risky driving during the pandemic as compared to before COVID-19. Results show the majority of respondents indicated their behavior did not change, and most positively, a small proportion reported they were less likely to engage in these risky driving behaviors. However, notable proportions indicated they were more likely to engage in risky driving behaviors during the pandemic, as compared to before COVID-19. Of those who indicated this, U.S. drivers had significantly higher percentages compared to their Canadian counterparts. Behaviors most often reported by this sub-section of drivers who admit to being more likely to engage in risky driving during the pandemic were speeding (7.6%) and drinking and driving (7.6%) in the U.S., and speeding (5.5%) and distracted driving (4.2%) in Canada. Logistic regression results confirm that country was a significant factor, as U.S. drivers had greater odds of reporting they were more likely to engage in these risky driving behaviors, with the exception of speeding. Age also had a significant effect, as increasing age was associated with lower odds of reporting that these risky driving behaviors were more likely during the pandemic. Conversely, sex did not have a significant effect. Overall, the current findings suggest that a small proportion of drivers reported being more likely to engage in risky driving behaviors and the pandemic may have led to changes in the profiles of those drivers engaging in risky driving behaviors during lockdown measures. These results have important implications for policies and can inform how to manage road safety during future lockdowns.

Abstract
The impacts of COVID-19 on travel demand, traffic congestion, and traffic safety are attracting heated attention. However, the influence of the pandemic on electric bike (e-bike) safety has not been investigated. This paper fills the research gap by analyzing how COVID-19 affects China's e-bike safety based on a province-level dataset containing e-bike safety metrics, socioeconomic information, and COVID-19 cases from 2017 to 2020. Multi-output regression models are adopted to investigate the overall impact of COVID-19 on e-bike safety in China. Clustering-based regression models are used to examine the heterogeneous effects of COVID-19 and the other explanatory variables in different provinces/municipalities. This paper confirms the high relevance between COVID-19 and the e-bike safety condition in China. The number of COVID-19 cases has a significant negative effect on the number of e-bike fatalities/injuries at the country level. Moreover, two clusters of provinces/municipalities are identified: one (cluster 1) with lower and the other (cluster 2 that includes Hubei province) higher number of e-bike fatalities/injuries. In the clustering-based regressions, the absolute coefficients of the COVID-19 feature for cluster 2 are much larger than those for cluster 1, indicating that the pandemic could significantly reduce e-bike safety issues in provinces with more e-bike fatalities/injuries.

Abstract
The main objective of this study is to investigate the status of traffic safety and the public perception of traffic safety during the during COVID-19 pandemic. Three different data sets are used in this study: road crash and traffic violation data from Qatar, and two separate questionnaire surveys (from general public and road safety experts). Results showed that during COVID-19 period, the total number of crashes in Qatar significantly reduced during the pandemic compared with the previous 5 years. However, the rates of serious and fatal injuries significantly increased. Regarding the general public perceptions, more than 80% reported that roads became safer while driving behaviours improved during the pandemic. On the other hand, more than 50% of the experts disagreed that roads became safer, 55% disagreed that driving behaviours improved and 70% agreed that less attention from governments was directed toward road safety during the pandemic. The findings from this study could help policy makers to understand the road safety status during the pandemic to make appropriate adjustments in the traffic laws and regulations on a temporary basis. This could help in reducing crash-related injuries and as a result reduce pressure on health and other emergency services.

Abstract
COVID-19 has affected every sector of our society, among which human mobility is taking a dramatic change due to quarantine and social distancing. We investigate the impact of the pandemic and subsequent mobility changes on road traffic safety. Using traffic accident data from the city of Los Angeles and New York City, we find that the impact is not merely a blunt reduction in traffic and accidents; rather, (1) the proportion of accidents unexpectedly increases for "Hispanic" and "Male" groups; (2) the "hot spots" of accidents have shifted in both time and space and are likely moved from higher-income areas (e.g., Hollywood and Lower Manhattan) to lower-income areas (e.g., southern LA and southern Brooklyn); (3) the severity level of accidents decreases with the number of accidents regardless of transportation modes. Understanding those variations of traffic accidents not only sheds a light on the heterogeneous impact of COVID-19 across demographic and geographic factors, but also helps policymakers and planners design more effective safety policies and interventions during critical conditions such as the pandemic.

Abstract
Continuous, automatic measurements of road traffic volume allow the obtaining of information on daily, weekly or seasonal fluctuations in road traffic volume. They are the basis for calculating the annual average daily traffic volume, obtaining information about the relevant traffic volume, or calculating indicators for converting traffic volume from short-term measurements to average daily traffic volume. The covid-19 pandemic has contributed to extensive social and economic anomalies worldwide. In addition to the health consequences, the impact on travel behavior on the transport network was also sudden, extensive, and unpredictable. Changes in the transport behavior resulted in different values of traffic volume on the road and street network than before. The article presents road traffic volume analysis in the city before and during the restrictions related to covid-19. Selected traffic characteristics were compared for 2019 and 2020. This analysis made it possible to characterize the daily, weekly and annual variability of traffic volume in 2019 and 2020. Moreover, the article attempts to estimate daily traffic patterns at particular stages of the pandemic. These types of patterns were also constructed for the weeks in 2019 corresponding to these stages of the pandemic. Daily traffic volume distributions in 2020 were compared with the corresponding ones in 2019. The obtained results may be useful in terms of planning operational and strategic activities in the field of traffic management in the city and management in subsequent stages of a pandemic or subsequent pandemics.

Abstract
COVID-19 threatens the world. Social distancing is a significant factor in determining the spread of this disease, and social distancing is strongly affected by the local travel behaviour of people in large cities. In this study, we analysed the changes in the local travel behaviour of various population groups in Hong Kong, between 1 January and 31 March 2020, by using second-by-second smartcard data obtained from the Mass Transit Railway Corporation (MTRC) system. Due to the pandemic, local travel volume decreased by 43%, 49% and 59% during weekdays, Saturdays and Sundays, respectively. The local travel volumes of adults, children, students and senior citizens decreased by 42%, 86%, 73% and 48%, respectively. The local travel behaviour changes for adults and seniors between non-pandemic and pandemic times were greater than those between weekdays and weekends. The opposite was true for children and students. During the pandemic, the daily commute flow decreased by 42%. Local trips to shopping areas, amusement areas and borders decreased by 42%, 81% and 99%, respectively. The effective reproduction number (R t ) of COVID-19 had the strongest association with daily population use of the MTR 7-8 days earlier.

Abstract
Due to the COVID-19 pandemic, static roadside random breath testing (RBT) was temporarily suspended between 16 March and 12 June 2020 in Queensland, Australia. In addition to restrictions on travel and social interactions, this provided a unique opportunity to examine changes in drink-driving behaviour during and after a reduction in RBT operations in the community. Three cross-sectional surveys were disseminated at different time points to examine these differences. Over three surveys, 1193 Queensland licensed drivers aged 18 years and over (M = 36.9, SD = 16.7) responded. While overall drink driving decreased over the three survey periods, there were groups where drink driving, or the intention to drink drive, increased over the same period. The overall decrease could be expected as a result of community restrictions on socialising and travel behaviours. In each of the surveys, prior engagement in drink driving was the strongest predictor of intention to increase future engagement and actual engagement. These drink drivers were more likely aged 18-24 years, male, and held restricted licensure. Notably, a small number of participants who reported drink driving, and/or intention to drink drive during the survey period, reported not having engaged in this behaviour previously. This suggested an increased likelihood of drink drivers experiencing punishment avoidance which may promote future engagement in this behaviour. Despite a decrease in social opportunities to drink, and the suspension of highly visible roadside breath testing sites, drink driving persisted. This research highlights the importance of RBTs as a general deterrent for drink driving.

Abstract
BACKGROUND The effect of mandated societal lockdown to reduce the transmission of coronavirus disease 2019 (COVID-19) on road traffic accidents is not known. For this reason, we performed an in-depth analysis using data from Statewide Traffic Accident Records System. MATERIALS AND METHODS We reviewed data on total 2292 road traffic accident records in Missouri from January 1, 2020 through May 15, 2020. We treated March 23 as the first day of mandated societal lockdown and May 3 as the first day of re-opening. RESULTS We have found that there was a significant reduction in road traffic accidents resulting in minor or no injuries (mean 14.5 versus 10.8, p < 0.0001) but not in accidents resulting in serious or fatal injuries (mean 3.4 versus 3.7, p = 0.42) after mandated societal lockdown. Furthermore, there was a significant reduction in road traffic accidents resulting in minor or no injuries after the mandated social lockdown (parameter estimate -5.9, p = 0.0028) in the time series analysis. There was an increase in road traffic accidents resulting in minor or no injuries after expiration of mandatory societal lockdown (mean 10.8 versus 13.7, p = 0.04). CONCLUSION The mandated societal lockdown policies led to reduction in road traffic accidents resulting in non-serious or no injuries but not those resulting in serious or fatal injuries.

Abstract
Transport is an inseparable part of the life of all citizens. At the beginning of the year, the COVID-19 pandemic hit the world. Individual states have taken strict measures to prevent its spread among the population. Due to this fact, the government of the Slovak Republic has issued restrictions on the closure of public spaces (schools, shopping centres, restaurants, bars, etc.). These restrictions have had an impact not only on the economic activity of the population but also on their mobility in the form of reduced traffic. This is due to the drastically reduced mobility associated with the coronavirus, such as commuting trips and extremely limited leisure opportunities. Reduced mobility of the population (reduction of the number of vehicles in the traffic flow) can bring positive effects not only on overloaded road network (increased vehicle speed, lower flow) but also on the environment (reduction of noise, emissions, etc.). This article aims at finding out what effect the measures taken had on the quality of traffic flow. The quality of movement was examined in the form of the flow and speed of vehicles on one of the busiest first-class road sections. Descriptive statistics were used to examine the state of the restrictions. The results show that after the introduction of measures against the spread of coronavirus, the intensity and speed of vehicles in the measured section decreased.

Abstract
The spread of the new coronavirus COVID-19, has led to unparalleled global measures such as lockdown and suspension of all retail, recreation and religious activities during the first months of 2020. Nevertheless, no scientific evidence has been reported so far with regards to the impact on road safety and driving behavior. This paper investigates the effect of COVID-19 on driving behavior and safety indicators captured through a specially developed smartphone application and transmitted to a back-end platform. These indicators are reflected with the spread of COVID-19 and the respective governmental countermeasures in two countries, namely Greece and Kingdom of Saudi Arabia (KSA), which had the most completed routes for users of the smartphone applications. It was shown that reduced traffic volumes due to lockdown, led to a slight increase in speeds by 6-11%, but more importantly to more frequent harsh acceleration and harsh braking events (up to 12% increase) as well mobile phone use (up to 42% increase) during March and April 2020, which were the months where COVID-19 spread was at its peak. On the bright side, accidents in Greece were reduced by 41% during the first month of COVID-19-induced measures and driving in the early morning hours (00:00-05:00) which are considered dangerous dropped by up to 81%. Policymakers should concentrate on establishing new speed limits and ensure larger spaces for cycling and pedestrians in order to enlarge distances between users in order to safeguard both an enhanced level of road safety and the prevention of COVID-19 spread.
