Abstract
The economic implications from the COVID-19 crisis are not like anything people have ever experienced. As predictions indicated, it is not until the year 2025 may the global economy recover to the ideal situation as it was in 2020. Regions lacked of developing category is among the mostly affected regions, because the category includes weakly and averagely potential power. For supporting the decision of economic system recovery scientifically and accurately under the stress of COVID-19, one feasible solution is to assess the regional economic restorability by taking into account a variety of indicators, such as development foundation, industrial structure, labor forces, financial support and government's ability. This is a typical multi-criteria decision-making (MCDM) problem with quantitative and qualitative criteria/indicator. To solve this problem, in this paper, an investigation is conducted to obtain 14 indicators affecting regional economic restorability, which form an indicator system. The interval type-2 fuzzy set (IT2FS) is an effective tool to express experts' subjective preference values (PVs) in the process of decision-making. First, some formulas are developed to convert quantitative PVs to IT2FSs. Second, an improved interval type-2 fuzzy ORESTE (IT2F-ORESTE) method based on distance and likelihood are developed to assess the regional economic restorability. Third, a case study is given to illustrate the method. Then, robust ranking results are acquired by performing a sensitivity analysis. Finally, some comparative analyses with other methods are conducted to demonstrate that the developed IT2F-ORESTE method can supporting the decision of economic system recovery scientifically and accurately.

Abstract
The interval-valued q-rung dual hesitant linguistic (IVq-RDHL) sets are widely used to express the evaluation information of decision makers (DMs) in the process of multi-attribute decision-making (MADM). However, the existing MADM method based on IVq-RDHL sets has obvious shortcomings, i.e., the operational rules of IVq-RDHL values have some weaknesses and the existing IVq-RDHL aggregation operators are incapable of dealing with some special decision-making situations. In this paper, by analyzing these drawbacks, we then propose the operations for IVq-RDHL values based on a linguistic scale function. After it, we present novel aggregation operators for IVq-RDHL values based on the power Hamy mean and introduce the IVq-RDHL power Hamy mean operator and IVq-RDHL power weighted Hamy mean operator. Properties of these new aggregation operators are also studied. Based on these foundations, we further put forward a MADM method, which is more reasonable and rational than the existing one. Our proposed method not only provides a series of more reasonable operational laws but also offers a more powerful manner to fuse attribute values. Finally, we apply the new MADM method to solve the practical problem of patient admission evaluation. The performance and advantages of our method are illustrated in the comparative analysis with other methods.

Abstract
The development of new energy industry is a pressing issue due to the deterioration of the environment. The selection of new energy projects is a critical problem for decision makers. Incomplete and uncertain information appears in the process of new energy project selection. Compared with other linguistic expressions, probabilistic linguistic term set (PLTS) simultaneously reflects all possible linguistic terms and their corresponding weights, which conforms to the cognitive habits of people. Thus, a multi-criteria decision-making framework under PLTS environment is constructed for energy project selection. Firstly, a normalised projection model of PLTS, which considers the distance and the angle between two objects, is proposed to overcome the limitations of distance measurement. Secondly, a comprehensive weight-determination method combining the maximum deviation and expert scoring methods is developed to calculate the weight vector of the criteria. Furthermore, a projection-based VIKOR (Višekriterijumska optimizacija i kompromisno rešenje) method is established to select new energy projects, which can reflect the preferences of decision makers for group utility and individual regret. Finally, a numerical study on new energy project selection is performed to determine the validity and applicability of this method. Sensitive and comparative analyses are also conducted to reflect the rationality and feasibility of the method.

Abstract
In the study of the sustainable development of public health in China, academic circles have little to do with the unique hierarchical medical system and online appointment diagnosis system in China’s medical system. Therefore, based on the medical situation in Shanghai, China, in addition to the traditional dimension of medical expenses, this paper fully considers the impact of the current hierarchical medical policy, constructs a selection model for medical treatment behavior under the hierarchical medical system and online appointment diagnosis system, and carries out simulation analysis through the cellular automata grid dynamic model. This paper finds that the time-cost-oriented medical treatment behavior of Chinese patients will have different distribution under the current hierarchical medical system and online appointment diagnosis system. (1) When the medical treatment system neither allows online appointment nor referral, a large number of patients congregated in high-grade hospitals, with the most unreasonable distribution. (2) With the implementation of the system of allowing referral and online appointment, patients are gradually diverted to lower-grade hospitals or off-peak hours, and the distribution is relatively improved. (3) If the medical treatment system allows both referral and online appointment, the distribution of patients is the most reasonable. Therefore, China’s current hierarchical medical system and online appointment diagnosis system will, to a considerable extent, become a policy tool that affects patients’ choice of hospitals and an effective means to achieve the rational allocation of existing medical resources, which will play an important role in the sustainable development of public health in China.

Abstract
Due to various environmental issues caused by resource exploitation, establishing green mines is an essential measure to realize sustainable growth for mining companies. This research aimed to develop a novel methodology to evaluate the performance of green mines within hesitant fuzzy conditions. First, hesitant fuzzy sets (HFSs) were used to express original fuzzy assessment values. Then, the extended expert grading approach and the modified maximum deviation method with HFNs were combined to determine comprehensive importance degrees of criteria. Afterward, the traditional qualitative flexible (QUALIFLEX) method was integrated with the Organísation, rangement et synthèse de données relationnelles (ORESTE) model to achieve the rankings of mines. Finally, the proposed hesitant fuzzy ORESTE–QUALIFLEX approach was utilized to evaluate the performance of green mines. In addition, the robustness of the method was verified by a sensitivity analysis, while the effectiveness and strengths were certified by a comparison analysis. The results indicate that the proposed methodology has great robustness and advantages and that it is feasible and effective for the performance evaluation of green mines under hesitant fuzzy environment.
