Building Efficient Crime Prevention Strategies: Considering the Economics of Investing in Human Development

Knowledge Development Trajectories of Crime Prevention Domain: An Academic Study Based on Citation and Main Path Analysis

This study performed main path analysis to explore the academic field of crime prevention. Studies were collected from the Web of Science database, and main path analysis was used to analyze the studies and identify influential authors and journals on the basis of the g-index and h-index. Cluster analysis was then performed to group studies with related themes. Wordle was used to output keywords and word clouds for each cluster, both of which were used as reference to name each cluster. Five clusters were identified, namely crime displacement control, crime prevention through environmental design, developmental crime prevention, the effects of communalism on crime prevention, and the effect of childhood sexual abuse on crime. Each cluster was analyzed, and suggestions based on the results are provided. The main purpose of crime prevention is to advance our understanding of the psychological criminal mechanisms (i.e., personal, social and environmental impacts) associated with different criminal behaviors at the intersection of law by using main path analysis.

Translating Prevention Research for Evidence-Based Policymaking: Results from the Research-to-Policy Collaboration Pilot

The importance of basing public policy on sound scientific evidence is increasingly being recognized, yet many barriers continue to slow the translation of prevention research into legislative action. This work reports on the feasibility of a model for overcoming these barriers-known as the Research-to-Policy Collaboration (RPC). The RPC employs strategic legislative needs assessments and a rapid response researcher network to accelerate the translation of research findings into usable knowledge for policymakers. Evaluation findings revealed that this model can successfully mobilize prevention scientists, engage legislative offices, connect policymakers and experts in prevention, and elicit congressional requests for evidence on effective prevention strategies. On average, the RPC model costs $3510 to implement per legislative office. The RPC can elicit requests for evidence at an average cost of $444 per request. The implications of this work, opportunities for optimizing project elements, and plans for future work are discussed. Ultimately, this project signals that the use of scientific knowledge of prevention in policymaking can be greatly augmented through strategic investment in translational efforts.

Confirmatory Composite Analysis

This article introduces confirmatory composite analysis (CCA) as a structural equation modeling technique that aims at testing composite models. It facilitates the operationalization and assessment of design concepts, so-called artifacts. CCA entails the same steps as confirmatory factor analysis: model specification, model identification, model estimation, and model assessment. Composite models are specified such that they consist of a set of interrelated composites, all of which emerge as linear combinations of observable variables. Researchers must ensure theoretical identification of their specified model. For the estimation of the model, several estimators are available; in particular Kettenring's extensions of canonical correlation analysis provide consistent estimates. Model assessment mainly relies on the Bollen-Stine bootstrap to assess the discrepancy between the empirical and the estimated model-implied indicator covariance matrix. A Monte Carlo simulation examines the efficacy of CCA, and demonstrates that CCA is able to detect various forms of model misspecification.

A Framework for Valuing Investments in a Nurturing Society: Opportunities for Prevention Research

Investing in strategies that aim to build a more nurturing society offers tremendous opportunities for the field of prevention science. Yet, scientists struggle to consistently take their research beyond effectiveness evaluations and actually value the impact of preventive strategies. Ultimately, it is clear that convincing policymakers to make meaningful investments in children and youth will require estimates of the fiscal impact of such strategies across public service systems. The framework offered here values such investments. First, we review current public spending on children and families. Then, we describe how to quantify and monetize the impact of preventive interventions. This includes a new measurement strategy for assessing multisystem service utilization and a price list for key service provision from public education, social services, criminal justice, health care and tax systems.

Financing prevention: opportunities for economic analysis across the translational research cycle

Prevention advocates often make the case that preventive intervention not only improves public health and welfare but also can save public resources. Increasingly, evidence-based policy efforts considering prevention are focusing on how programs can save taxpayer resources from reduced burden on health, criminal justice, and social service systems. Evidence of prevention's return has begun to draw substantial investments from the public and private sector. Yet, translating prevention effectiveness into economic impact requires specific economic analyses to be employed across the stages of translational research. This work discusses the role of economic analysis in prevention science and presents key translational research opportunities to meet growing demand for estimates of prevention's economic and fiscal impact.
