Modeling Psychological Empowerment Among Youth Involved in Local Tobacco Control Efforts

Adolescents' capacity to take action on obesity: A concurrent controlled before-and-after study of the European CO-CREATE project

This study evaluated the effect on reported readiness for action and attitudes toward obesity prevention among older adolescents (mean age 17) who took part in a youth-led participatory action research European initiative (CO-CREATE Youth Alliances) compared with a comparison group that acted as controls. This was a concurrent before-and-after controlled study across five countries and took place between September 2019 and October 2020. Adolescents (n = 159) recruited from schools and youth organizations came together with researchers and formed 15 Youth Alliances. An online questionnaire measuring their readiness for action and attitudes toward obesity prevention was administered. Alliance members (n = 62) who filled in the questionnaire at both baseline and postinitiative, and adolescents from the comparison group (n = 132) who completed the questionnaire twice were included in the main analysis. Two-level linear mixed models controlling for country-related variance were fitted. Alliance members scored significantly higher than the comparison group on two factors in each of the readiness for action, responsibility, and drivers of behavior concepts. The findings suggest that involving youth in co-creating policies to prevent obesity may increase adolescents' readiness for action and promote a shift in adolescents' conceptualization of obesity from an individual perspective to a societal responsibility and drivers of behavior.

Validation of the sociopolitical control scale for youth among Brazilian juvenile offenders in rehabilitation

Empowerment theories provide the conceptual framework to understand the process of change among marginalized groups in rehabilitation. Sociopolitical control is an element of the intrapersonal component of psychological empowerment (PE). The current study analyzes the psychometric properties of the Brazilian version of the Sociopolitical Control Scale for Youth (SPCS-Y) in a sample of institutionalized young male offenders (N = 190) and examines its relationships with well-being, perception of educational environment, self-efficacy, and drug consumption. The results of the confirmatory factor analysis supported the two-dimensional structure of the SPCS-Y (leadership competence and policy control). Linear regression models indicated that consumption of drugs contribute positively to leadership competence, and policy control was explained by well-being, positive perception of educational environment, and enlisting social support. The results are consistent with previous studies from other countries and indicate that the SPCS-Y is a valid measure to assess sociopolitical control among adolescents in rehabilitation. Additionally, theoretical implications and directions for practice are discussed in the paper.

Effectiveness of Digital Media-base on Smoking Cessation Program toward Empowerment among Adolescent in Indonesia

BACKGROUND: There is a critical need for effective health education techniques for smoking cessation in adolescents. The use of digital media is a promising strategy to address adolescent health. AIM: This study aimed to determine the effectiveness of digital media-base on smoking cessation programs toward empowerment among adolescents in Indonesia. METHODS: This was a quasi-experimental design with pre- and post-instruments employing the youth group member survey. Quantitative data were evaluated using the Mann–Whitney U-test to examine changes in participants’ degree of adolescent empowerment toward smoking cessation between the control and intervention groups. RESULTS: A total of 170 adolescent smokers agreed to join this study, with 85 participants in each group. There is a significant difference in adolescent empowerment between the control group and the intervention group, as shown by p < 0.05. CONCLUSION: Digital media-based smoking cessation programs are promising techniques (with potential benefits) for increasing adolescent empowerment. The future studies should employ more rigorous procedures and a larger sample size to support this finding.

Measuring Intrapersonal Psychological Empowerment and Ethnic Identity: Highlighting Strengths of Urban Black Girls

Limited research has examined intrapersonal psychological empowerment (PE) among Black girls solely. This study aims to fill a gap in empowerment literature by examining the factor structure of the Sociopolitical Control Scale for Youth (SPCS-Y) among Black girls (N = 377) between the ages of 14-17 years old. We also examine the association with ethnic identity as a conceptually related variable. Structural equation modeling (SEM) was used to examine the factorial validity of the abbreviated, eight-item SPCS-Y among Black girls. Results support the two-dimensional factor structure of the abbreviated SPCS-Y among Black girls, as well as the association intrapersonal PE has with ethnic identity. Findings provide preliminary support for the empirical and theoretical relationship between intrapersonal PE and ethnic identity among Black girls.

Ethnic Identity, Empowerment, Social Support and Sexual Risk Behaviors Among Black Adolescent Girls: Examining Drug Use as a Mediator

Substance abuse and sexual health research tends to overlook the resiliency skills that Black adolescent girls possess. Using a strengths-based lens, this study examines the role of protective factors: (e.g. ethnic identity, social support, and psychological empowerment) on sexual risk behaviors testing drug use as a mediator among a sample of Black adolescent girls. The study uses a sample (N = 340) female adolescents (13-17 years old) who identified as being Black only and reside in a northeastern urban community in New Jersey. Structural equation modeling was employed to test the hypothesized model of the mediating role of drug use on sexual risk behaviors among this sample. Findings revealed that drug use significantly mediated the relationship between social support, ethnic identity, and psychological empowerment on sexual risk behaviors, with high ethnic identity scores having the strongest relationship on low sexual risk behaviors and low levels of drug use. Given the rise of sexually transmitted infections (STIs) in the United States among Black adolescent girls, findings from this study can contribute to development of culturally appropriate and innovative strategies to reduce risky behaviors by promoting social and cultural strengths among Black girls living in urban communities.

Measuring Youth Empowerment: An Item Response Theory Analysis of the Sociopolitical Control Scale for Youth

Sociopolitical control (SPC) has been identified as a key element of the intrapersonal component of psychological empowerment. The Sociopolitical Control Scale (SPCS) is a widely used measure and has been modified for use among youth (SPCS-Y). In light of the emerging interest in SPC among youth within community-based research, this study applied item response theory (IRT) to examine the psychometric properties of the SPCS-Y and to explore a brief version. Data were collected between 2006 and 2013 from a convenience sample of high school students (N = 1,808), located in a midsized, economically disadvantaged urban community in the northeastern United States. Findings indicate that the two subscales, leadership competence, and policy control, were unidimensional and items functioned well. Most items functioned particularly well at low and moderate levels of the construct, but a few were able to capture higher levels of the construct. Based on our IRT analyses of the performance of items on the subscales, we selected items to create a brief version of the SPCS-Y (BSPCS-Y) and performed structural equation modeling for further examination. Results provide empirical evidence to support the reliability and validity of the SPCS-Y and suggest a brief version based on high-performing items is possible.

Sociopolitical control as a mediator between ethnic identity and social support on 30-day drug use among black girls

While Black girls have lower rates of drug use, they face worse health and wellbeing consequences associated with drug use. Understanding which strengths-based factors serve as buffers to limit adverse outcomes related to drug use among Black girls is essential for prevention. This study investigated the mediating role of sociopolitical control on drug use among Black girls (n = 340). Using path analysis, models were tested to include the variables of interest. Sociopolitical control (e.g. leadership competency and policy control) significantly mediated the relationship between ethnic identity and social support on drug use. Implications from this study may consider bolstering empowerment-based strategies in drug use prevention for Black girls.

Children and Youth Environmental Action: The Case of Children and Youth with Disabilities

Youth environmental activism is on the rise. Children and youth with disabilities are disproportionally impacted by environmental problems and environmental activism. They also face barriers towards participating in activism, many of which might also apply to their participation in environmental activism. Using a scoping review approach, we investigated the engagement with children and youth with disabilities by (a) academic literature covering youth environmental activism and their groups and (b) youth environmental activism group (Fridays For Future) tweets. We downloaded 5536 abstracts from the 70 databases of EBSCO-HOST and Scopus and 340 Fridays For Future tweets and analyzed the data using directed qualitative content analysis. Of the 5536 abstracts, none covered children and youth with disabilities as environmental activists, the impact of environmental activism or environmental problems such as climate change on children and youth with disabilities. Fourteen indicated that environmental factors ‘caused’ the ‘impairments’ in children and youth with disabilities. One suggested that nature could be beneficial to children and youth with disabilities. The tweets did not mention children and youth with disabilities. Our findings suggest the need for more engagement with children and youth with disabilities in relation to youth environmental activism and environmental challenges.

Development of a Scale to Measure Intrapersonal Psychological Empowerment to Participate in Local Tourism Development: Applying the Sociopolitical Control Scale Construct to Tourism (SPCS-T)

Future tourism development must be guided by thoughtful and effective policies that represent the interests of a majority of community members to maximize the positive and minimize the negative impact on communities. Effective policies rely on the support of an engaged citizenry made up of residents who feel psychologically empowered. The primary purpose of this study was to develop a topic-specific measure of sociopolitical control in order to provide a reliable quantitative tool to evaluate tourism development in host communities. Confirmatory factor analysis yielded indices of an acceptable model fit that support the construct validity of a revised Sociopolitical Control Scale for Tourism (SPCS-T). The present study provides empirical evidence that policymakers and researchers interested in gauging support for future tourism policies can successfully apply the SPCS-T in the tourism context.

Health promotion through youth empowerment to prevent and control smoking behavior: a conceptual paper

Purpose

This paper aimed to review globally the empowerment programs for the prevention and control of smoking behavior among youths, to examine the role of empowerment in health promotion, to explore the stages of health promotion through community empowerment strategies including planning, implementation and evaluation. Finally, this paper will develop a model of youth empowerment to prevent and control smoking behavior that reflects theory and experience drawn from the literature.

Design/methodology/approach

This review synthesized articles on community empowerment and health promotion, youth empowerment programs for tobacco prevention and control globally from books and electronic databases from the Universitas Gadjah Mada (UGM) library in the publication period 2000–2020. Relevant literature was selected and critically reviewed which reflected the role empowerment in health promotion, stage of community empowerment strategy as described by Laverack and youth empowerment concept in tobacco control as described by Holden.

Findings

Documents that specifically discuss empowerment programs for smoking prevention and control are still limited. The findings document that youth empowerment in tobacco control do not fully integrate the theory empowerment as described by Laverack and Holden. This paper provides information about the stages of youth empowerment, and a conceptual framework of youth empowerment for the prevention and control of smoking behavior. Youth empowerment is done through the direct involvement of youth in programs starting from program design, planning, implementation and evaluation. Indicators of the success of the empowerment process are reflected in the increase in the empowerment domain. Meanwhile, the output of empowerment can be seen from the individual- or group-level changes.

Originality/value

This paper proposes a model of youth empowerment for the prevention and control of smoking behavior among youths based on theory and experience in the field.

Developing a framework for youth empowerment to prevent smoking behavior in a rural setting: study protocol for a participatory action research

Purpose

There is limited research examining community-based youth empowerment that addresses smoking prevention in the rural Indonesian context. This paper describes participatory action research (PAR) applied to develop a framework for empowering youth aged 17–25 years toward smoking prevention. This research conducted in the Indonesian rural community setting was divided into four stages: diagnosing, planning action, taking action and evaluating action.

Design/methodology/approach

PAR was chosen as the approach to developing a framework for youth empowerment in smoking prevention programs. In this study, the PAR cycle started with a prestep stage through interviews with village heads, community leaders, youth organization organizers, observations of target resources and observations of participation in youth activities as well as forming teamwork with target participants. The diagnosis stage consists of three activities, that is, focus group discussions with youth groups of male and female, youth assessment of empowerment domains through the Participatory Rural Appraisal (PRA) with the Empowerment Assessment Rating Scale (EARS) and measuring individual and group involvement levels related to the smoking behavior prevention program by questionnaire. The EARS assessment results were presented in the action planning stage, followed by a discussion on youth empowerment plans and strategies. In the action stage, activities and programs are planned according to the planning discussion, that is: training in healthy life skills (outbound and training) and initiating youth health programs without smoking called “Remaja Berdaya Sehat Tanpa Rokok” (Empowered Youth Healthy Without Smoking) or the JayaStar Program. After these community participation activities, the evaluating action stage will assess the empowerment domain in the youth groups, conduct focus group discussions with parents, evaluate the impact of empowerment on individual and group changes with a questionnaire and facilitate self-reflection by the youth community called Madiska.

Findings

This protocol describes a doctoral research project on developing a youth empowerment framework in smoking prevention programs through PAR. The intended study will provide valuable information on the planning, implementation and evaluation of youth empowerment in the prevention of smoking behavior.

Originality/value

This research project is expected to contribute to the literature relating to PAR for rural settings and the use of empowerment strategies to prevent youth smoking behavior. The results can be replicated in the same settings, but the process of empowerment must still be adapted to the characteristics and local wisdom of the community.

Development and Validation of a Parental Health-Related Empowerment Scale with Low Income Parents

Objectives: Consistent with empowerment theory, parental empowerment acts as a mechanism of change in family-based interventions to support child health. Yet, there are no comprehensive, validated measures of parental health-related empowerment to test this important perspective. Informed by empowerment theory and in the context of a community-based obesity intervention, we developed a self-report measure of parental health-related empowerment and tested its preliminary validity with low-income parents. Methods: The Parental Empowerment through Awareness, Relationships, and Resources (PEARR) is a 21-item scale designed to measure three subdimensions of empowerment including resource empowerment, critical awareness, and relational empowerment. In the fall of 2017 or the fall of 2018, low-income parents (n = 770, 88% mothers) from 16 Head Start programs in Greater Boston completed the PEARR. The resulting data were randomly split into two equal samples with complete data. The factorial structure of the PEARR was tested in the first half of the sample using principal component analysis (PCA) and exploratory factor analysis (EFA) and subsequently confirmed with the second half of the sample using confirmatory factor analysis (CFA). Internal consistency coefficients were calculated for the final subscales. Results: Results from the PCA and EFA analyses identified three component factors (eigenvalues = 8.25, 2.75, 2.12) with all items loading significantly onto the hypothesized subdimension (β > 0.59 and p < 0.01). The three-factor model was subsequently confirmed with the second half of the sample using CFA (β > 0.54 and p < 0.01). Fit indices met minimum criteria (Comparative Fit Index = 0.95, Root Mean Square Error of Approximation = 0.05 (0.05, 0.06), Standardized Root-Mean-Square Residual = 0.05). Subscales demonstrated strong internal consistency (α= 0.83–0.90). Conclusions: Results support initial validity of a brief survey measuring parental empowerment for child health among Head Start parents. The PEARR can be utilized to measure changes in parental empowerment through interventions targeting empowerment as a mechanism of change.

Psychosocial empowerment-based interventions for smoking reduction: concepts, measures and outcomes. A systematic review

Although empowerment is a widely used concept in health-related areas, its definition remains unclear. While there is evidence for the effectiveness of empowerment interventions in improving some psychosocial factors linked to health (e.g. patient self-care strategy, coping skills, access and effective use of health services) and some health outcomes like mental health and HIV/AIDS-related behaviour, other data appear to contradict this. Moreover, concepts, measures, and outcomes related to empowerment are operationalized in different ways. Using the case of tobacco control programmes, we wanted to explore: (a) how research on smoking reduction/prevention has conceptualized empowerment; (b) which measures and instruments have been used to assess behaviour outcomes and the empowerment process. We hypothesized that the transformative potential that characterizes empowerment is marginally considered.A total of 18 studies reporting on the effect of prevention interventions on smoking and/or empowerment outcomes were reviewed. Two kinds of study were distinguished: (a) studies reporting behaviour outcomes without data about the impact on empowerment; (b) studies analysing the empowerment process. Among this latter type, some studies did not provide information about the specific behaviour (smoking), while others examined the impact of intervention on both smoking and empowerment. In about half of all studies, empowerment strategies were found to be effective in improving smoking outcomes, while no differences were found between intervention and control groups in the remaining studies. The present review suggests that pragmatic definitions of empowerment need to be developed in order to promote its transferability and evaluation.

Assessing empowerment as multidimensional outcome of a patient education program for adolescents with chronic conditions: A latent difference score model

Objectives

The current study aims to examine the construct of empowerment in the context of a transition education program. Patient education programs strive to empower adolescents with chronic conditions to take responsibility for their own health care to manage their transition from pediatric to adult medicine. Our study aimed to identify the core components of patient empowerment and examined whether its components are responsive to a patient education program.

Methods

Data was collected in two longitudinal studies involving N = 723 adolescents with chronic conditions. We used Latent Difference Score models (LDSm) of: 1) self-efficacy (GSE), 2) transition competence (TCS), and 3) patient activation (PAM) to quantify the latent variable of patient empowerment (PE). Additionally, the LDSm were extended to analyze the effects of group affiliation (intervention vs. control) and participants’ age on empowerment.

Results

PE was identifiable by the three components. The intervention group developed significantly higher scores of PE compared to the control group. Age (13–21 years) did not moderate the relation between group affiliation and PE.

Conclusions

We quantified PE successfully using a psychometric modeling of change. Patient empowerment is measureable and utilizable in the specific context of transition of adolescents with chronic conditions.

Using Digital Media to Empower Adolescents in Smoking Prevention: Mixed Methods Study

BACKGROUND

There is a critical need for effective health education methods for adolescent smoking prevention. The coproduction of antismoking videos shows promising results for adolescent health education.

OBJECTIVE

This study explored the feasibility of a smoking prevention program using the coproduction of antismoking videos in order to empower adolescents in smoking prevention and tobacco control. A smoking prevention program based on coproduction of antismoking videos over eight sessions was implemented in a low-income neighborhood.

METHODS

A mixed methods design with a concurrent embedded approach was used. In total, 23 adolescents participated in the program. During the prevention program, small groups of participants used video cameras and laptops to produce video clips containing antismoking messages. Quantitative data were analyzed using the Wilcoxon signed-rank test to examine changes in participants' psychological empowerment levels between pre- and postintervention; qualitative interview data were analyzed using content analysis.

RESULTS

Pre- and postcomparison data revealed that participants' psychological empowerment levels were significantly enhanced for all three domains-intrapersonal, interactional, and behavioral-of psychological empowerment (P<.05). Interviews confirmed that the coproduction of antismoking videos is feasible in empowering participants, by supporting nonsmoking behaviors and providing them with an opportunity to help build a smoke-free community.

CONCLUSIONS

Both quantitative and qualitative data supported the feasibility of the coproduction of antismoking videos in empowering adolescents in smoking prevention. Coproduction of antismoking videos with adolescents was a beneficial health education method.

Validation of the Abbreviated Socio-Political Control Scale for Youth (SPCS-Y) Among Urban Girls of Color

This study tested and validated the factor structure of the abbreviated Sociopolitical Control Scale for Youth (SPCS-Y) among a sample of urban girls of color. Participants include (N = 830) urban girls of color from a northeastern United States community. Confirmatory Factor analyses (CFA) were conducted using AMOS Structural Equation Modeling Software. Cluster groups were created using Latent Class Cluster Analysis (LCA) and tested using Multivariate analysis of covariance (MANCOVA) with conceptually related variables. CFA results supported the two-factor structure of the abbreviated SPCS-Y among the sample. Following the creation of cluster groups, MANCOVA analyses revealed significant heterogeneity among cluster groups of participants on neighborhood sense of community, social support, ethnic identity, and lower levels of drug use. Findings support the factor structure of the SPCS-Y and its use to measure empowerment among girls of color. Results contribute significantly to the field of social work and encourages the importance of promoting strengths-based approaches among girls of color. Implications for social work practice with girls of color are conveyed in light of the need for reliable measurement tools for practitioners.

Youth Cognitive Empowerment: Development and Evaluation of an Instrument

Psychological empowerment (PE) is a multicomponent construct that involves the mechanisms through which people and groups gain control over their lives and environments. Psychological empowerment has previously been operationalized using measures of sociopolitical control among young people, with findings indicating links between PE and other positive developmental outcomes. Sociopolitical control, however, is only an indicator for the emotional component of PE. Research has largely neglected the cognitive component of PE, particularly in studies of younger people. In fact, few studies to date have presented and empirically tested measurement instruments for the cognitive component of PE among youth. In this study, we adapted a measure, which previously had been validated and used among adults, for use among young people and tested it in a sample of high school students (53% female, 75% Hispanic) in an urban school in the northeastern U.S. Confirmatory factor analyses were used to assess the hypothesized three-factor structure of cognitive empowerment, and the measure was examined for association with the construct of social justice orientation. Results indicate an adequate fit for the second-order factor, and an expected relationship with the related construct.

Validation of an abbreviated Sociopolitical Control Scale for Youth among a sample of underresourced urban youth of color

Empowerment is a higher order multilevel framework that is used to understand and evaluate individuals, groups, organizations, and communities as they engage in the practice and execution of the participatory process. The intrapersonal component of psychological empowerment has been examined through sociopolitical control and occupies two dimensions: leadership competence and policy control. Though the Sociopolitical Control Scale for Youth (SPCS-Y) has been examined using a 17-item scale, Christens, Krauss, and Zeldin (2016) recently assessed the factorial validity of an abbreviated SPCS-Y among a sample of Malaysian adolescents. Yet, there is a need to further examine this abbreviated SPCS-Y among a sample of U.S adolescents. This study tested the factor structure of the abbreviated SPCS-Y among a sample of urban youth of color (N = 383). Using multivariate analysis of variance (MANOVA) we examined the relationship leadership competence and policy control had with conceptually related variables. Analyses supported the bidimensional factor structure and the factorial validity of the abbreviated SPCS-Y. MANOVA results also indicate that participants with both higher leadership competence and policy control also had higher composite scores among conceptually related variables.

Examining the role of youth empowerment in preventing adolescence obesity in low-income communities

INTRODUCTION

Youth empowerment programs have increasingly gained attention in public health as emphasis shifts on children and adolescents as decision makers in their health and well-being. Adolescence obesity is among the public health concerns that require more active engagement at individual and community level while empowering adolescents to take charge of their own health. This study examines the influence of youth empowerment on nutritional and physical activity factors associated with adolescence obesity.

METHODS

Data were gathered through a self-administered survey among adolescents (N = 410) ages 11-15 years in three U.S. States - Kansas, Ohio and South Dakota.

RESULTS

Findings show that youth empowerment significantly influences adolescents' self-efficacy, perceptions for healthy food choice, healthy eating, attitudes towards physical activity and the overall motivation for health. Gender differences exist in adolescents' self-efficacy for physical activity whereas ethnicity played a role in perceived youth empowerment and perceived barriers to healthy eating. Age was also a significant contributor in efficacy for healthy food choice and perception of healthy food availability.

CONCLUSIONS

This study suggests more focus on youth empowerment in interventions that seek to reduce obesity and improve adolescents' overall health by creating environments where they can play a more active decision-making role. With empowerment, adolescents are more likely to be motivated to adopt healthier dietary habits and engage more in physical activity. Further research would establish the impact of youth empowerment on obesity reduction and other public health problems that impact children across ages.

Critical Hopefulness Among Urban High School Students

Psychological empowerment encompasses several key aspects of youth civic and sociopolitical development. Most research has focused on psychological empowerment's emotional component, which entails learned hopefulness about one's own ability to participate in and lead community change efforts. Fewer studies have assessed critical awareness of how social power operates-psychological empowerment's cognitive component. The confluence of these two components has been termed critical hopefulness. A complex relationship exists between these two components, and previous research has found relatively small proportions of participants reporting both high levels of critical awareness and simultaneously high levels of hopefulness about their ability to exert influence in the sociopolitical domain. The current study of urban high school students in the Northeastern U.S. (n = 389; 53.5% female) investigates heterogeneity according to these two components of psychological empowerment. Latent class cluster analyses were conducted and seven distinct groups of participants emerged. Students identifying as Hispanic/Latinx were more likely to be classified into a profile group exhibiting critical hopefulness. Differences were observed between psychological empowerment profile groups on self-reported levels of psychological sense of community, civic engagement, and social justice orientation. Furthermore, a larger proportion of this overall sample was classified into groups that exhibited critical hopefulness than in a previous study of adults. These findings provide useful insights for efforts to engage young people in civic life and to promote sociopolitical development.

An examination of ethnic identity as a mediator of the effects of community participation and neighborhood sense of community on psychological empowerment among urban youth of color

Empowerment research has made important contributions toward understanding youth development, well-being, and activism; however, it has failed to consider the impact that ethnic identity has on psychological empowerment (PE) and among related empowerment predictors (e.g., community participation and neighborhood sense of community [SOC]). The present study focuses on examining the mediating role of ethnic identity between community participation, neighborhood SOC, and PE. Using structural equation modeling path analysis techniques among a sample of Hispanic and Black youth (N = 1,480) from an underresourced community, this study examines the mediating role of ethnic identity between community participation, neighborhood SOC, and PE. Community participation and neighborhood SOC had a positive direct effect on both ethnic identity and PE. Both community participation and neighborhood SOC also indirectly affected PE through ethnic identity. This study supports the mediating role of ethnic identity and the direct effect of ethnic identity on PE. Results point toward the importance of ethnic identity with PE and in the empowerment process. Implications and directions for future research are discussed.

Policy and Practice-Relevant Youth Physical Activity Research Center Agenda

BACKGROUND

The Physical Activity Research Center developed a research agenda that addresses youth physical activity (PA) and healthy weight, and aligns with the Robert Wood Johnson Foundation's Culture of Health. This paper summarizes prioritized research studies with a focus on youth at higher risk for inactive lifestyles and childhood obesity in urban and rural communities.

METHODS

Systematic literature reviews, a survey, and discussions with practitioners and researchers provided guidance on research questions to build evidence and inform effective strategies to promote healthy weight and PA in youth across race, cultural, and economic groups.

RESULTS

The research team developed a matrix of potential research questions, identified priority questions, and designed targeted studies to address some of the priority questions and inform advocacy efforts. The studies selected examine strategies advocating for activity-friendly communities, Play Streets, park use, and PA of youth in the summer. A broader set of research priorities for youth PA is proposed.

CONCLUSION

Establishing the Physical Activity Research Center research agenda identified important initial and future research studies to promote and ensure healthy weight and healthy levels of PA for at-risk youth. Results will be disseminated with the goal of promoting equitable access to PA for youth.

A pilot study evaluating the effects of a youth advocacy program on youth readiness to advocate for environment and policy changes for obesity prevention

Youth advocacy for obesity prevention is a promising but under-evaluated intervention. The aims of this study are to evaluate a youth advocacy program's outcomes related to youth perceptions and behaviors, develop an index of youth advocacy readiness, and assess potential predictors of advocacy readiness. Youth ages 9-22 in an advocacy training program (n = 92 matched pairs) completed surveys before and after training. Youth outcomes and potential predictors of advocacy readiness were assessed with evaluated scales. All 20 groups who completed the evaluation study presented their advocacy projects to a decision maker. Two of six perception subscales increased following participation in the advocacy program: self-efficacy for advocacy behaviors (p < .001) and participation in advocacy (p < .01). Four of five knowledge and skills subscales increased: assertiveness (p < .01), health advocacy history (p < .001), knowledge of resources (p < .01), and social support for health behaviors (p < .001). Youth increased days of meeting physical activity recommendations (p < .05). In a mixed regression model, four subscales were associated with the advocacy readiness index: optimism for change (B = 1.46, 95 % CI = .49-2.44), sports and physical activity enjoyment (B = .55, 95 % CI = .05-1.05), roles and participation (B = 1.81, 95 % CI = .60-3.02), and advocacy activities (B = 1.49, 95 % CI = .64-2.32). The youth advocacy readiness index is a novel way to determine the effects of multiple correlates of advocacy readiness. Childhood obesity-related advocacy training appeared to improve youths' readiness for advocacy and physical activity.

Development of measures to evaluate youth advocacy for obesity prevention

BACKGROUND

Youth advocacy has been successfully used in substance use prevention but is a novel strategy in obesity prevention. As a precondition for building an evidence base for youth advocacy for obesity prevention, the present study aimed to develop and evaluate measures of youth advocacy mediator, process, and outcome variables.

METHODS

The Youth Engagement and Action for Health (YEAH!) program (San Diego County, CA) engaged youth and adult group leaders in advocacy for school and neighborhood improvements to nutrition and physical activity environments. Based on a model of youth advocacy, scales were developed to assess mediators, intervention processes, and proximal outcomes of youth advocacy for obesity prevention. Youth (baseline n = 136) and adult group leaders (baseline n = 47) completed surveys before and after advocacy projects. With baseline data, we created youth advocacy and adult leadership subscales using confirmatory factor analysis (CFA) and described their psychometric properties.

RESULTS

Youth came from 21 groups, were ages 9-22, and most were female. Most youth were non-White, and the largest ethnic group was Hispanic/Latino (35.6%). The proposed factor structure held for most (14/20 youth and 1/2 adult) subscales. Modifications were necessary for 6 of the originally proposed 20 youth and 1 of the 2 adult multi-item subscales, which involved splitting larger subscales into two components and dropping low-performing items.

CONCLUSIONS

Internally consistent scales to assess mediators, intervention processes, and proximal outcomes of youth advocacy for obesity prevention were developed. The resulting scales can be used in future studies to evaluate youth advocacy programs.

Youth-Led Participatory Action Research: Developmental and Equity Perspectives

Youth-led participatory action research (YPAR) is an approach to scientific inquiry and social change grounded in principles of equity that engages young people in identifying problems relevant to their own lives, conducting research to understand the problems, and advocating for changes based on research evidence. This chapter provides an introduction to YPAR followed by consideration of the (a) developmental relevance of YPAR for marginalized youth, (b) implications of YPAR for developmental science research on inequities experienced by youth, and (c) potential opportunities and impact of YPAR for improving key developmental settings such as schools and youth-serving organizations. Resources for conducting YPAR projects are discussed, as well as the need for potential integration of YPAR and other participatory approaches to engaging youth and their expertise-at a significant enough scale to have a meaningful impact on policies and practices that affect youth development.

Systematic review of empowerment measures in health promotion

Empowerment, a multi-level construct comprising individual, community and organizational domains, is a fundamental value and goal in health promotion. While a range of scales have been developed for the measurement of empowerment, the qualities of these have not been rigorously assessed. The aim of this study was to evaluate the measurement properties of quantitative empowerment scales and their applicability in health promotion programs. A systematic review following the Preferred Reporting Items for Systematic Reviews and Meta-Analyses guidelines was done to evaluate empowerment scales across three dimensions: item development, reliability and validity. This was followed by assessment of measurement properties using a ratings scale with criteria addressing an a priori explicit theoretical framework, assessment of content validity, internal consistency and factor analysis to test structural validity. Of the 20 studies included in this review, only 8 (40%) used literature reviews, expert panels and empirical studies to develop scale items and 9 (45%) of studies fulfilled ≥5 criteria on the ratings scale. Two studies (10%) measured community empowerment and one study measured organizational empowerment, the rest (85%) measured individual empowerment. This review highlights important gaps in the measurement of community and organizational domains of empowerment using quantitative scales. A priority for future empowerment research is to investigate and explore approaches such as mixed methods to enable adequate measurement of empowerment across all three domains. This would help health promotion practitioners to effectively measure empowerment as a driver of change and an outcome in health promotion programs.

Community Involvement and Reduced Risk Behavior Engagement Among African American Adolescents

Studies have indicated disproportionate health risks among African American adolescents. Given these estimates, research has focused on the prevention of health risk behaviors among this population. Using a strengths-based approach, the current study explored associations between community involvement and African American youths’ health risk behaviors. Additionally, this investigation examined youths’ empowerment beliefs as a mediator of this association. Participants in this study were 1,452 African American youth ( M = 14.41; SD = 1.14; 59% female) residing in a large Midwestern city. Results indicated that community involvement was not directly associated with adolescent health risk behaviors. However, empowerment beliefs mediated the association between community youth involvement and adolescent sexual risk behaviors. Findings suggest the importance of identifying mechanisms that better illuminate the link between community involvement and African American adolescents’ health risk behaviors.

Empowerment theory: clarifying the nature of higher-order multidimensional constructs

Development of empowerment theory has focused on defining the construct at different levels of analysis, presenting new frameworks or dimensions, and explaining relationships between empowerment-related processes and outcomes. Less studied, and less conceptually developed, is the nature of empowerment as a higher-order multidimensional construct. One critical issue is whether empowerment is conceptualized as a superordinate construct (i.e., empowerment is manifested by its dimensions), an aggregate construct (i.e., empowerment is formed by its dimensions), or rather as a set of distinct constructs. To date, researchers have presented superordinate models without careful consideration of the relationships between dimensions and the higher-order construct of empowerment. Empirical studies can yield very different results, however, depending on the conceptualization of a construct. This paper represents the first attempt to address this issue systematically in empowerment theory. It is argued that superordinate models of empowerment are misspecified and research that tests alternative models at different levels of analysis is needed to advance theory, research, and practice in this area. Recommendations for future work are discussed.

Critical hopefulness: a person-centered analysis of the intersection of cognitive and emotional empowerment

Leaders in struggles for social justice agree on the importance and the difficulty of maintaining hopefulness while developing critical awareness of social issues. Research has indicated that the analogous components of psychological empowerment (emotional and cognitive) often do not co-vary across populations. This study used a person-centered analytic approach, latent class analysis, to identify subpopulations of participants (n = 1,322) according to the cognitive and emotional components of psychological empowerment. Four distinct sub-groups emerged: those who were relatively (1) critical but alienated, (2) uncritical but hopeful, (3) uncritical and alienated, or (4) critical and hopeful. These clusters were then examined for demographic differences and relationships with a set of conceptually relevant variables including social capital, psychological sense of community, openness, organizational participation and mental wellbeing. Results shed light on the complexity of empowerment processes and yield implications for ongoing community research and action.

The impact of participatory research on urban teens: an experimental evaluation

Although there is much practice of community-based participatory research in economically-developing countries and increasingly in North America, there has been little systematic assessment of empowerment effects. Youth-led participatory research holds particular promise for fostering positive development and civic participation among economically disadvantaged urban youth. The present investigation uses a clustered-randomized, within-school experimental design to test the effects of youth-led participatory research on the psychological empowerment of 401 students attending urban public schools. We find that attending a participatory research elective class during the school day was associated with increases in sociopolitical skills, motivation to influence their schools and communities, and participatory behavior. We found no significant effects for perceived control at school. The implications for participatory research and related youth development interventions are discussed.

The role of empowerment in youth development: a study of sociopolitical control as mediator of ecological systems' influence on developmental outcomes

Empowerment has become an influential concept and theoretical framework for social policy and practice. Still, relatively little is known about the roles that empowerment plays in the ecology of human development, particularly among young people. This article reports results of a study of psychological empowerment among young people, using data from 629 high school students (65.8% female; 96.5% non-white). Using a path analysis, we examined the role of perceived sociopolitical control--an indicator of the intrapersonal component of psychological empowerment--as a mediator between ecological support systems and developmental outcomes. Findings confirmed that social support in family, peer, and school settings, and family cohesion positively predict self-esteem and perceived school importance, which, in turn, have protective effects on psychological symptoms, violent behaviors and substance use. Sociopolitical control was found to mediate the relationships between ecological supports and risk factors and developmental outcomes, leading to the conclusion that perceived efficacy in the sociopolitical domain, and youth empowerment, more generally, should be considered as core elements of the ecology of human development. Policy and practice aimed at promoting positive developmental outcomes and preventing risk behaviors should take their relationship to sociopolitical control into account.

Employing a youth-led adult-guided framework: "Why Drive High?" social marketing campaign

The "Drugged Driving Kills project: Why Drive High?" social marketing campaign was developed and implemented by youth leaders and adult facilitators from public and community health to increase youth awareness of the adverse effects of marijuana on driving. The youth-led adult-guided project was founded on the Holden's youth empowerment conceptual model. This article reports on the results of the focus group evaluation, conducted to determine to what extent the tailored youth-led adult-guided framework for the "Why Drive High?" social marketing campaign provided an environment for youth leadership development.

Youth advocacy for obesity prevention: the next wave of social change for health

Recommended obesity prevention interventions target multiple levels. Effective advocacy is needed to influence factors at individual, social, environmental, and policy levels. This paper describes the rationale for engaging youth in obesity prevention advocacy efforts targeting environment and policy changes to improve nutrition and physical activity. Advocacy involves education, skill development, and behavior and attitude changes, with the goal of persuading others or taking action. Youth advocacy has been successfully used in substance use prevention, but it is relatively new in obesity prevention. A model is presented to guide intervention and evaluation in youth advocacy for obesity prevention. With youth advocacy as a central construct, the model outlines inputs and outcomes of advocacy at individual, social environment, built environment, and policy levels. The model can be used and refined in youth advocacy evaluation projects. By involving youth in their communities, advocacy can produce ownership, engagement, and future involvement yielding sustainable changes.

Psychological Empowerment Among Urban Youth

Although there are an increasing number of youth development programs that aim to empower young people, there is a dearth of psychometrically sound measures that can be used to assess flexible youth-led organizing and participatory research approaches that tackle a wide range of social and community problems. This study developed and tested measures of psychological empowerment (PE) and self-efficacy for research and action among a sample of 439 ethnically diverse adolescents primarily recruited from public high schools in an urban center. Items for the PE measure were generated through an iterative combination of conducting formative research with our target population while also drawing on existing theory and measures in the field. We conducted a confirmatory factor analysis of the PE measure, testing four factors: adolescents’ motivation to influence their school and community settings; participatory behavior; sociopolitical skills; and perceived control. Psychometric analyses for the PE scales and their correlation with adolescents’ report of self-esteem, academic achievement, caring relationships with adults at school, and social support from peers are reported; the implications of the present study for research and practice in the youth development and adolescent psychology field are considered.

Community participation and psychological empowerment: testing reciprocal causality using a cross-lagged panel design and latent constructs

Empowerment theory provides both a value orientation for community-based research and practice, and a conceptual framework for understanding and evaluating interventions. One critical question in empowerment theory involves whether a reciprocal (bidirectional) relationship exists between community participation (CP) and psychological empowerment (PE). This study applied structural equation modeling (SEM) with two waves of survey data from a cross-lagged panel design to test reciprocal and unidirectional causal relations between latent variables representing CP and PE. Participants (n = 474) were randomly selected neighborhood residents and organizational members from the United States. Four models were tested using SEM: (a) a baseline model with autoregressive paths, (b) a model with autoregressive effects and CP predicting future PE, (c) a model with autoregressive effects and PE predicting future CP, and (d) a fully cross-lagged model. Results indicated that CP influenced future PE; however, reciprocal causality was not found to occur between the variables. Implications of the study for empowerment theory and community-based practice are described, and directions for future research discussed.

An evaluation of youth empowerment tobacco prevention programs in the Southwest

Evaluation research pertaining to the development of assessment instruments that fully capture the facets of empowerment prevention perspectives among youth are sparse. With funding from the American Legacy Foundation, the University of New Mexico Center for Health Promotion and Disease Prevention, in partnership with the New Mexico State Department of Health, developed a measure of individual empowerment. Drawing from the various bodies of literature in adolescent development, substance abuse prevention, and program/coalition building, a questionnaire was developed to capture facets of individual empowerment as it pertains to tobacco prevention efforts among youth within New Mexico. Utilizing a sample of 112 youth participants, principal axis factor analysis with Varimax rotation revealed four valid sub-scales entitled active participation, empowerment efficacy, external organizational involvement, and participant satisfaction. Internal consistency reliabilities were satisfactory with Cronbach's alpha ranging from .78 to .84. Regression mediation analysis revealed that active participation mediated the relationship of empowerment efficacy and self-esteem. Challenges associated with conceptualizing and assessing empowerment among youth are discussed.

Measuring the intrapersonal component of psychological empowerment: confirmatory factor analysis of the sociopolitical control scale

The Sociopolitical Control Scale (SPCS) is a widely used measure of the intrapersonal component of psychological empowerment. Confirmatory factor analyses (CFA) were conducted with data from two samples to test the hypothesized structure of the SPCS, the potential effects of method bias on the measure's psychometric properties, and whether a revised version of the scale (SPCS-R) yielded improved model fit. Sample 1 included 316 randomly selected community residents of the Midwestern United States. Sample 2 included 750 community residents of the Northeastern U.S. Results indicated that method bias from the use of negatively worded items had a significant effect on the factor structure of the SPCS. CFA of the SPCS-R, in which negatively worded items were rephrased so that all statements were positively worded, supported the measure's hypothesized two-factor structure (i.e., leadership competence and policy control). Subscales of the SPCS-R were found reliable and related in expected ways with measures of community involvement. Implications of the study for empowerment-based research and practice are described, and strategies to further develop the SPCS are discussed.

Empowerment and Sense of Community: Clarifying Their Relationship in Community Organizations

The research reported here tested the factor structure of a measure for sense of community in community organizations, and it evaluated sense of community's potential as an empowering organizational characteristic within an organizational empowerment framework. Randomly selected community organization participants ( N = 561) were surveyed as part of a study of a substance abuse prevention initiative located in the northeastern United States. Confirmatory factor analysis verified the putative structure of the sense of community measure tailored to community organizations. Hierarchical regression analyses indicated that community organization sense of community significantly predicted intrapersonal empowerment after controlling for demographics, participation, alienation, and other empowering organizational characteristic. Findings imply that organizational sense of community should be considered as an empowering organizational characteristic in community-based health education.
