Group processes and interoperability: A longitudinal case study analysis of the UK's civil contingency response to Covid‐19

Our case study explored a Local Resilience Forum's (LRF) civil contingency response to COVID‐19 in the United Kingdom. We undertook 19 semistructured ethnographic longitudinal interviews, between March 25, 2020 and February 17, 2021, with a Director of a Civil Contingencies Unit and a Chief Fire Officer who both played key roles within their LRF. Within these interviews, we focused on their strategic level decision‐making and how their relationship with national government impacted on local processes and outcomes. Using a form of grounded theory, our data describe the chronological evolution of an increasingly effective localized approach toward outbreak control and a growing resilience in dealing with concurrent emergency incidents. However, we also highlight how national government organizations imposed central control on aspects of the response in ways that undermined or misaligned with local preparedness. Thus, during emergencies, central governments can undermine the principle of subsidiarity and damage the ways in which LRFs can help scaffold local resilience. Our work contributes to the theoretical understanding of the social psychological factors that can shape the behaviour of responder agencies during a prolonged crisis. In particular, the implications of our analysis for advancing our conceptual understanding of strategic decision‐making during emergencies are discussed.

An Instinct for Detection: Psychological Perspectives on CCTV Surveillance

The aim of this article is to inform and stimulate a proactive, multidisciplinary approach to research and development in surveillance-based detective work. In this article we review some of the key psychological issues and phenomena that practitioners should be aware of. We look at how human performance can be explained with reference to our biological and evolutionary legacy. We show how critical viewing conditions can be in determining whether observers detect or overlook criminal activity in video material. We examine situations where performance can be surprisingly poor, and cover situations where, even once confronted with evidence of these detection deficits, observers still underestimate their susceptibility to them. Finally we explain why the emergence of these relatively recent research themes presents an opportunity for police and law enforcement agencies to set a new, multidisciplinary research agenda focused on relevant and pressing issues of national and international importance.

Rethinking the psychology of tyranny: The BBC prison study

This paper presents findings from the British Broadcasting Corporation (BBC) prison study - an experimental case study that examined the consequences of randomly dividing men into groups of prisoners and guards within a specially constructed institution over a period of 8 days. Unlike the prisoners, the guards failed to identify with their role. This made the guards reluctant to impose their authority and they were eventually overcome by the prisoners. Participants then established an egalitarian social system. When this proved unsustainable, moves to impose a tyrannical regime met with weakening resistance. Empirical and theoretical analysis addresses the conditions under which people identify with the groups to which they are assigned and the social, organizational, and clinical consequences of either doing so or failing to do so. On the basis of these findings, a new framework for understanding tyranny is outlined. This suggests that it is powerlessness and the failure of groups that makes tyranny psychologically acceptable.

Social identity performance: extending the strategic side of SIDE

This article extends the social identity model of deindividuation effects (SIDE) by considering the various ways in which relations of visibility to an audience can affect the public expression of identity-relevant norms (identity performance). It is suggested that social identity performance can fulfill two general functions: Affirming, conforming, or strengthening individual or group identities (the identity consolidation function) and persuading audiences into adopting specific behaviors (the mobilization function). The authors report evidence supporting these two functions of identity performance both in intragroup and intergroup contexts. They argue that through these functions, social identity performance plays a major role in the elaboration and coordination of social action. Finally, and building on this framework, the authors consider the ways through which social identity performance can be used in the very construction of social identity.
