Comparative Assessment of the Built-Up Area Expansion Based on Corine Land Cover and Landsat Datasets: A Case Study of a Post-Socialist City

How Do the New Residential Areas in Bucharest Satisfy Population Demands, and Where Do They Fall Short?

In recent years, Bucharest’s residential dynamics have thrived, fueled by growing demand and an insufficient housing fund. This study aimed to analyze the residential satisfaction of those living in newly built dwellings. Its objectives were to identify the characteristics of three new residential areas and analyze the satisfaction level among residents regarding both their dwellings and neighborhoods. The investigation employed direct observations during the fieldwork phase (through observation sheets and mapping methods) and surveys (through questionnaires with residents and interviews with developers). Its results highlighted spaces that exhibit an increase in residential constructions, with a tendency to expand toward suburban areas, without necessarily meeting legislative requirements. When measuring the population’s residential satisfaction level, the study observed a general satisfaction regarding dwellings’ modernity and price but noticeable differences within the sample residential nuclei. The solutions proposed by residents mainly target authorities, who were held responsible for developing the urban infrastructure prior to granting building permits, as well as for vetting developers better and requiring them to respect the legislation. Hence, scientists, local authorities, real-estate developers and the local population represent the beneficiaries of the current study’s results.

Mechanisms of Change in Urban Green Infrastructure—Evidence from Romania and Poland

The extent and continuity of green infrastructure can be adjusted by planning. Depending on the sense of the adjustment, the process can lead to a vicious cycle, resulting in poorer urban quality, or to a virtuous planning, thus leading to psychological wellbeing and sustainability. However, socioeconomic circumstances also play an important role in managing green infrastructure. Starting from these premises, the current study aims to take an in-depth look at the mechanisms of change in urban green infrastructure and provide concrete planning recommendations for dealing with the green infrastructure. It is based on a complex approach, combining an ecological design, including geo-statistical analyses of the structure and dynamics of different categories of green infrastructure in all Romanian and Polish cities covered by the Urban Atlas data during 2006–2018, with selected case studies for analyzing the deeper mechanisms and drivers of change in green infrastructure, and focusing on the role of different planning actors. The results indicate that green infrastructure was lost in all the cities analyzed, regardless of the different planning systems of the two countries. Based on this, specific recommendations can be phrased for all stakeholders of the planning process, including planners, local administrations, policy makers, and scientists.

Certeze Village: The Dilemma of Traditional vs. Post-Modern Architecture in Țara Oașului, Romania

The traditional Romanian village has recently seen unmistakable transformations. The import of architectural styles from EU countries and the need to modernise dwellings, combined with considerable legislative voids regarding the protection of the built-up heritage, have strongly modified traditional architecture and resulted in irremediable losses in terms of rural authenticity and landscape aesthetics. This study aims to analyse the need for preserving existing traditional architecture in Certeze village, which has been severely jeopardised by the import of post-modern elements. The perception of both locals and tourists on these aspects was evaluated using the survey method. Results outlined more conservative views from the older inhabitants who are still attached to traditional constructing styles, while younger respondents preferred the more modern houses. Most tourists also showed an increased interest in the traditional architecture and criticised the newer constructed buildings. The contrast between old and new, which at this point is ubiquitous in the area, remains an element of intergenerational negotiations and risks the diminishing of the cultural authenticity of Certeze even further.

Urban Development and the (Re)use of the Communist-Built Industrial and Agricultural Sites after 1990. The Showcase of Bucharest–Ilfov Development Region

Urban development and changing the patterns of industry and agriculture had caused the foremost spatial and functional transformations of the post-communist period in Romania. These changes have resulted in increased land consumption, often including the reuse of abandoned or non-residential built-up areas (e.g., industrial, agricultural). By integrating spatial and statistical data, the current analysis has revealed as key features: spatial shrinkage, fragmentation, functional diversification, tertiarization and change of patterns. Using a functional change matrix, five main (re)use types have been identified and quantified: maintenance, conversion, replacement, abandonment, and demolition. Overall, between 1990 and 2018, over 50% functional losses have been recorded.

Evaluating the Territorial Impact of Built-Up Area Expansion in the Surroundings of Bucharest (Romania) through a Multilevel Approach Based on Landsat Satellite Imagery

Assessing the relentless expansion of built-up areas is one of the most important tasks for achieving sustainable planning and supporting decision-making on the regional and local level. In this context, techniques based on remote sensing can play a crucial role in monitoring the fast rhythm of urban growth, allowing the regular appraisal of territorial dynamics. The main aim of the study is to evaluate, in a multi-scalar perspective, the built-up area expansion and the spatio–temporal changes in Ilfov County, which overlaps the surroundings of Bucharest, capital of Romania. Our research focuses on processing multi-date Landsat satellite imagery from three selected time references (2000, 2008, 2018) through the supervised classification process. Further on, the types of built-up area dynamics are explored using LDTtool, a landscape metrics instrument. The results reveal massive territorial restructuring in the 18 years, as the new built-up developments occupy a larger area than the settlements’ surface in 2000. The rhythm of the transformations also changed over time, denoting a significant acceleration after 2008, when 75% of the new development occurred. At the regional level, the spatial pattern has become more and more complex, in a patchwork of spatial arrangements characterized by the proliferation of low density areas interspersed with clusters of high density developments and undeveloped land. At the local level, a comparative assessment of the administrative territorial units’ pathway was conducted based on the annual growth of built-up areas, highlighting the most attractive places and the main territorial directions of development. In terms of the specific dynamics of built-up areas, the main change patterns are “F—NP increment by gain”, followed by “G—Aggregation by gain”, both comprising around 80% of the total number of cells. The first type was prevalent in the first period (2000–2008), while the second is identified only after 2008, when it became the most represented, followed in the hierarchy by the previously dominant category. The spatial pattern differentiations were further explored in three complementary case studies investigated in correlation with socioeconomic data, revealing a heterogeneous landscape.

Remote Sensing-Based Analysis of Urban Landscape Change in the City of Bucharest, Romania

The paper investigates the urban landscape changes for the last 50 years in Bucharest, the capital city of Romania. Bucharest shows a complex structural transformation driven by the socialist urban policy, followed by an intensive real-estate market development. Our analysis is based on a diachronic set of high-resolution satellite imagery: declassified CORONA KH-4B from 1968, SPOT-1 from 1989, and multisensor stacked layers from Sentinel-1 SAR together with Sentinel-2MSI from 2018. Three different datasets of land cover/use are extracted for the reference years. Each dataset reveals its own urban structure pattern. The first one illustrates a radiography of the city in the second part of the 20th century, where rural patterns meet the modern ones, while the second one reveals the frame of a city in a full process of transformation with multiple constructions sites, based on the socialist model. The third one presents an image of a cosmopolitan city during an expansion process, with a high degree of landscape heterogeneity. All the datasets are included in a built-up change analysis in order to map and assess the spatial transformations of the city pattern over 5 decades. In order to quantify and map the changes, the Built-up Change Index (BCI) is introduced. The results highlight a particular situation linked to the policy development visions for each decade, with major changes of about 50% for different built-up classes. The GIS analysis illustrates two major landscape transformations: from the old semirural structures with houses surrounded by gardens from 1968, to a compact pattern with large districts of blocks of flats in 1989, and a contemporary city defined by an uncontrolled urban sprawl process in 2018.

Degradation of Coastlines under the Pressure of Urbanization and Tourism: Evidence on the Change of Land Systems from Europe, Asia and Africa

The importance of studying coastal areas is justified by their resources, ecosystem services, and key role played in socio-economic development. Coastal landscapes are subject to increasing demands and pressures, requiring in-depth analyses for finding appropriate tools or policies for a sustainable landscape management. The present study addresses this issue globally, based on case studies from three continents: Romania (Europe), Algeria (Africa), and Vietnam (Asia), focusing on the anthropogenic pressure resulting from land use/land cover change or urban sprawl, taking into account the role of socioeconomic and political factors. The methodology consisted of producing maps and computing and analyzing indicators, correlating geospatial and socio-economic data in a synergistic manner to explore the changes of landscapes, and identify the specific driving forces. The findings show that the pressure of urbanization and tourism on coastal areas increased, while the drivers and impacts vary. Urbanization is due to derogatory planning in Romania and Algeria, and different national and local goals in Vietnam. The two drivers determine local exemptions from the national regulations, made for profit. In addition to the need for developing and enforcing policies for stopping the degradation and restoring the ecosystems, the findings underline the importance of international cooperation in policy development.
