Re-Examining Regional Total-Factor Water Efficiency and Its Determinants in China: A Parametric Distance Function Approach

Water lock-in within China's economic industry based on the input-output method and social network analysis

As one of the countries with the most severe water resource problems, China faces enormous challenges in the intensive use of water resources. Rapid economic development has led to serious waste of water resources in the industry, resulting in path dependence on water-consuming technologies, namely the concept of 'water lock-in'. This study aims to estimate the water lock-in effects in various industries in China from 1997 to 2017. To this end, a novel combination of the input-output analysis and social network analysis methods is used to calculate 'integrated, intra-sectorial and inter-sectorial' water lock-in, identify the complex water resource dependence relationship and explore the dynamic evolution process of the lock-in mechanism. The research results are as follows. (1) From 1997 to 2017, the integrated, intra-sectorial and inter-sectorial water lock-in coefficients decreased by 82.08%, 77.92% and 83.14%, respectively. (2) Non-metallic minerals and other mining products underwent the largest decline in water lock-in within the sectors, whereas coal, oil and gas extraction products underwent the most significant decline in water lock-in between the sectors. (3) Water lock-in conduction is most durable and obvious from S01 (agriculture, forestry, fishery products and services) to S06 (textiles). Policy recommendations are suggested to realise the water-unlocking path.

Dynamic evaluation and spatiotemporal evolution of China's industrial water use efficiency considering undesirable output

Water is a strategic and basic resource for industrial development. The efficient use of water resources is of great significance for the sustainable development of the economy and society. Dynamic SBM model could overcome the shortcomings of static models and reflect inter-temporal efficiency levels. The kernel density curve is used to fit the distribution pattern of industrial water use efficiency and describe its dynamic evolution. Empirical results show that from 2013 to 2017, under the meta-frontier, the industrial water use efficiency values of Beijing, Tianjin, Shandong, Inner Mongolia, and Shaanxi are all 1, and industrial water use efficiency is high, while the industrial water use efficiency values of Sichuan, Guizhou, Anhui, and other provinces are below 0.3, reflecting the low industrial water use efficiency. From 2013 to 2015, China's industrial water use efficiency generally shows a downward trend but begins to rise in the next 2 years. The kernel density curve generally exhibits a bimodal distribution trend and evolves from a "spike shape" to a "broad peak shape".

China’s Eco-Efficiency: Regional Differences and Influencing Factors Based on a Spatial Panel Data Approach

From the Kyoto Protocol to the Copenhagen Conference and the Paris Agreement, eco-environmental problems have gradually become a matter of common concern worldwide. Eco-efficiency (EE) is an essential indicator for measuring levels of sustainable development. This study uses an epsilon-based measure (EBM) model with undesirable outputs to evaluate the EEs of 30 Chinese provinces during the research period 2008 to 2017, and a spatial Durbin model (SDM) to search for the impact factors of EE. The results indicate that most provinces in China have a low EE level. The EE value of the eastern area is higher than are those for the central, western, or northeastern areas. The EE in China as a whole demonstrates an inverted V-shaped trend with a high point in 2011. The SDM shows that economic development level, foreign trade dependence, and technological progress exert significant positive effects on EE, while population density exerts significant negative influences on EE. This paper provides scientific bases for the formulation of policies resulting in sustainable development.

An Evaluation of the Impact of Ecological Compensation on the Cross-Section Efficiency Using SFA and DEA: A Case Study of Xin’an River Basin

This paper aims to address the issue of evaluating watershed environmental efficiency with ecological compensation. One of the main objectives is the dynamic assessment of cross-section efficiency. The first transboundary watershed ecological compensation pilot of Xin’an river basin serves as the case study, and stochastic frontier analysis (SFA) is adopted as the main evaluation method. Furthermore, the efficiency is estimated by the data envelopment analysis (DEA) approach. The results validate that SFA can be used as an effective method on such issues by comparing it with the benchmark and the result of DEA, which proves the feasibility of our research methodology. The other purpose is to investigate the factors affecting environmental efficiency. This paper explores the relationship between environmental efficiency with 21 pollutant emission factors as well as the correlation between environmental efficiency and five macro factors of economic development, industrial structure, population density, degree of environmental protection, and natural environment. Finally, suggestions are provided for future improvement. This paper therefore presents a comprehensive reference analysis that contributes to facilitating balanced regional development and environmental conservation in the future.

Analysis of Regional Differences and Influencing Factors on China’s Carbon Emission Efficiency in 2005–2015

With the challenge to reach targets of carbon emission reduction at the regional level, it is necessary to analyze the regional differences and influencing factors on China’s carbon emission efficiency. Based on statistics from 2005 to 2015, carbon emission efficiency and the differences in 30 provinces of China were rated by the Modified Undesirable Epsilon-based measure (EBM) Data Envelopment Analysis (DEA) Model. Additionally, we further analyzed the influencing factors of carbon emission efficiency’s differences in the Tobit model. We found that the overall carbon emission efficiency was relatively low in China. The level of carbon emission efficiency is the highest in the East region, followed by the Central and West regions. As for the influencing factors, industrial structure, external development, and science and technology level had a significant positive relationship with carbon emission efficiency, whereas government intervention and energy intensity demonstrated a negative correlation with carbon emission efficiency. The contributions of this paper include two aspects. First, we used the Modified Undesirable EBM DEA Model, which is more accurate than traditional methods. Secondly, based on the data’s unit root testing and cointegration, the paper verified the influencing factors of carbon emission efficiency by the Tobit model, which avoids the spurious regression. Based on the results, we also provide several policy implications for policymakers to improve carbon emission efficiency in different regions.

An Approach to Determine Risk Indices for Drinking Water–Study Investigation

In accordance with the water quality standard, the safe functioning of the water treatment system operation is considered. This paper alludes to extreme situations, which arise where there is periodic deterioration of the quality of raw water, for which the technological process of water treatment is not prepared. A conception method is presented by which to assess indices of risk vis-à-vis drinking water, on the basis of a probability estimation methodology. The categorisation of water pipes in line with quality-reliability as regards the physical and chemical composition of drinking water or water intended for business purposes is proposed. An example of the method being put to use is also offered, and it is recognised how the approach being proposed could be the basis for further analysis that takes different conditions of functioning of water-supply systems into account.

The Threshold Effect of Environmental Regulation, FDI Agglomeration, and Water Utilization Efficiency under “Double Control Actions”—An Empirical Test Based on Yangtze River Economic Belt

In this study, the SE-SBM model considering undesirable outputs was used to measure the water utilization efficiency of the Yangtze River Economic Belt from 2006 to 2016, and the panel threshold model was used to estimate the impact of environmental regulation and foreign direct investment (FDI) agglomeration on water utilization efficiency. The results show that the water utilization efficiency presents a “U”-shaped trend as a whole, declines incrementally along the eastern, central, and western regions of the economic belt, and that the water utilization efficiency of the economic belt first converges and then diverges. In the estimation of the double threshold panel model, when the per capita GDP is lower than 2.635 or greater than 12.058 thousand dollars, the environmental regulation shows a significant positive effect. Otherwise, the environmental regulation barely shows a significant negative effect. FDI has not had a great impact on water resources utilization efficiency, and neither the “pollution aura” nor “pollution shelter” are significant. When the per capita GDP is lower than 2.184 or greater than 12.058 thousand dollars, FDI can significantly improve the water utilization efficiency through environmental regulation. Besides, the positive effects of technological innovation and foreign trade dependence are significant, and so are the negative effects of industrialization. Differentiated environmental regulation policies should be formulated; industrial upgrade should be promoted; innovation of water-saving and emission reduction should be strengthened in the Yangtze River Economic Belt.
