Effectiveness of the global protected area network in representing species diversity

Protected areas: a prism for a changing world

The centrality of protected areas in biodiversity conservation has not changed over the past three decades, but we now know that biodiversity conservation represents a much more complex and dynamic picture than was once thought. In contrast to the earlier primarily aesthetic motivation (and still valid in its own right), the role of protected areas in biodiversity conservation is now widely accepted. Internationally, their importance has been recognized by the Convention on Biological Diversity and by the creation of intergovernmental funding agencies such as the Global Environmental Facility. As I discuss here, the rate of creation of new protected areas has increased rapidly to meet the need for a protected representative set of the ecosystems of the world. But that is only the start of the task.

Identifying areas of high herpetofauna diversity that are threatened by planned infrastructure projects in Spain

A major task related to conservation is to predict if planned infrastructure projects are likely to threaten biodiversity. In this study we investigated the potential impact of planned infrastructure in Spain on amphibian and reptile species, two highly vulnerable groups given their limited dispersal and current situation of population decline. We used distribution data of both groups to identify areas of high herpetofauna diversity, and compared the locations of these areas with the locations of the planned road, high-speed train railway and water reservoir network. Four criteria were used for this identification: species richness, rarity, vulnerability, and a combined index of the three criteria. From a total of 1441 cells of 20 x 20 km, areas of high diversity were defined as those cells whose ranked values for the different criteria included either all species or all threatened species. The combined index provided the smallest number of cells needed to retain all threatened species (1.7 and 2.6% of the cells for amphibian and reptile species, respectively). Coincidences between these high diversity areas and cells including planned infrastructures-denominated 'alert planning units'-were 35.4% for amphibians and 31.2% for reptiles. Mitigation of the potential impacts would include actions such as barriers to animal access to roads and railways and ecoducts under these constructions. Our approach provides conservation authorities information that can be used to make decisions on habitat protection. A technique that identifies threats to herpetofauna before they occur is also likely to improve the chance of herpetofauna being protected.

Latent extinction risk and the future battlegrounds of mammal conservation

Global conservation prioritization usually emphasizes areas with highest species richness or where many species are thought to be at imminent risk of extinction. However, these strategies may overlook areas where many species have biological traits that make them particularly sensitive to future human impact but are not yet threatened because such impact is currently low. In this article, we identify such areas for the world's mammals using latent extinction risk, the discrepancy between a species' current extinction risk and that predicted from models on the basis of biological traits. Species with positive latent risk are currently less threatened than their biology would suggest, usually because they inhabit regions or habitats still comparatively unmodified by human activity. Using large new geographic, biological, and phylogenetic databases for nearly 4,000 mammal species, we map the global geographic distribution of latent risk to reveal areas where the mammal fauna is still relatively unthreatened but has high inherent sensitivity to disturbance. These hotspots include large areas such as the Nearctic boreal forests and tundra that are unrepresented in most current prioritization schemes, as well as high-biodiversity areas such as the island arc from Indonesia to the south Pacific. Incorporating latent extinction risk patterns into conservation planning could help guard against future biodiversity loss by anticipating and preventing species declines before they begin.

Animals and Environments: Resisting Schisms in Comparative Physiology and Biochemistry

The articles in this volume are a product of the enthusiasm shown by delegates to meet in a remote corner of southern Africa and to discuss comparative physiology and biochemistry in their wider interpretation and future course. This collection reflects a small but long-standing commitment to fostering the engagement of biological research with African issues and colleagues. Comparative physiology and biochemistry are evolving, but in this we must guard against fractionation of effort and purpose. Increasingly available molecular methods are seductive in encouraging work on model species and in employing these species in place of more appropriate comparative models. Concomitantly, the comparative approach is reaching out beyond the individual organism and organism-organism interactions to establish underlying principles at ecosystem and landscape levels. The integration of molecular methods into comparative studies will require judicious selection and use of such skills if it is to be achieved without abandoning nonmodel species. The physiological and metabolic bases of ecosystem and evolutionary approaches must be underpinned by relevant data, requiring comparative researchers to accommodate colleagues contributing this specialist knowledge. These articles report distinct symposia, prefaced by a plenary paper. While each paper is itself a review of an entire symposium, they all exhibit a common theme, that comparative physiology and biochemistry are about interactions. It is our hope that the Comparative Physiology and Biology in Africa meetings will continue to facilitate special interactions between the people who make this happen.

Protected areas and prospects for endangered species conservation in Canada

Reserve networks figure prominently in conservation strategies that aim to reduce extinction rates. We tested the effectiveness of the current reserve network at protecting species at risk in Canada, where relatively extensive wilderness areas remain. We compared numbers of terrestrial species at risk included in existing reserves to randomly generated networks with the same total area and number of reserves. Existing reserve networks rarely performed better than randomly selected areas and several included fewer endangered species than expected by chance, particularly in the most biologically imperiled regions. The extent of protected area and density of species at risk were unrelated at either broad (countrywide) or finer spatial scales (50 x 50 km grids), although there was a tendency for the most threatened regions of the country to have few or no protected areas (1.5% of areas with >30 endangered species were in reserves). Although reserves will play a useful role in conserving endangered species that occur within them, reducing extinction rates in a region with much of the world's remaining wilderness will require integrating conservation strategies with agricultural and urban land-use plans outside formally protected areas.

Differences in the umbrella effects of African amphibians and mammals based on two estimators of the area of occupancy

Conservation organizations are collecting large-scale data regarding distribution and threats to vertebrate taxa. These data sets will enable planners to systematically identify large-scale conservation priorities; however, they will cover only a tiny proportion of living organisms. Therefore, it is essential to investigate to what extent the areas selected for conservation actions can provide protection for other species. We analyzed the umbrella effect between amphibians and mammals across mainland Africa. We built habitat suitability models within the geographic ranges of 1654 species, based on data collected in the framework of the World Conservation Union (IUCN) Global Amphibian Assessment and IUCN Global Mammal Assessment. We applied systematic reserve selection algorithms to two sets of estimators of the area of occupancy of amphibians and mammals (geographic ranges and estimated suitable areas) and thus selected four reserve systems. We then quantified the protection that each of the four systems provided for amphibians and mammals. Reserves selected for amphibians and mammals were comparable in area, with the former concentrated in the Afrotropical region and the latter more evenly dispersed. Mammal reserves left fewer gaps in species coverage among amphibians than the reverse, but amphibian reserves included a larger proportion of each mammal's area of occupancy than the reverse. For both taxa, setting reserves to include estimated suitable areas instead of ranges resulted in the clustering of reserves in the tropics. Furthermore, it efficiently protected hidden gaps (species with unsuitable portions of their range inside protected areas) in the other taxon and included a higher proportion of the area of occupancy of the other taxon. Overall, amphibians and mammals in Africa acted as an umbrella for a high proportion of species in the other taxon. Focusing on estimated suitable areas instead of ranges improved the umbrella effect of both taxa.

Global mammal conservation: what must we manage?

We present a global conservation analysis for an entire "flagship" taxon, land mammals. A combination of rarity, anthropogenic impacts, and political endemism has put about a quarter of terrestrial mammal species, and a larger fraction of their populations, at risk of extinction. A new global database and complementarity analysis for selecting priority areas for conservation shows that approximately 11% of Earth's land surface should be managed for conservation to preserve at least 10% of terrestrial mammal geographic ranges. Different approaches, from protection (or establishment) of reserves to countryside biogeographic enhancement of human-dominated landscapes, will be required to approach this minimal goal.

Measuring biodiversity and sustainable management in forests and agricultural landscapes

Most of the world's biodiversity will continue to exist outside protected areas and there are also managed lands within many protected areas. In the assessment of millennium targets, there is therefore a need for indicators to measure biodiversity and suitability of habitats for biodiversity both across the whole landscape/seascape and in specific managed habitats. The two predominant land uses in many inhabited areas are forestry and agriculture and these are examined. Many national-level criteria and indicator systems already exist that attempt to assess biodiversity in forests and the impacts of forest management, but there is generally less experience in measuring these values in agricultural landscapes. Existing systems are reviewed, both for their usefulness in providing indicators and to assess the extent to which they have been applied. This preliminary gap analysis is used in the development of a set of indicators suitable for measuring progress towards the conservation of biodiversity in managed forests and agriculture. The paper concludes with a draft set of indicators for discussion, with suggestions including proportion of land under sustainable management, amount of produce from such land, area of natural or high quality semi-natural land within landscapes under sustainable management and key indicator species.

Measuring the extent and effectiveness of protected areas as an indicator for meeting global biodiversity targets

There are now over 100000 protected areas worldwide, covering over 12% of the Earth's land surface. These areas represent one of the most significant human resource use allocations on the planet. The importance of protected areas is reflected in their widely accepted role as an indicator for global targets and environmental assessments. However, measuring the number and extent of protected areas only provides a unidimensional indicator of political commitment to biodiversity conservation. Data on the geographic location and spatial extent of protected areas will not provide information on a key determinant for meeting global biodiversity targets: 'effectiveness' in conserving biodiversity. Although tools are being devised to assess management effectiveness, there is no globally accepted metric. Nevertheless, the numerical, spatial and geographic attributes of protected areas can be further enhanced by investigation of the biodiversity coverage of these protected areas, using species, habitats or biogeographic classifications. This paper reviews the current global extent of protected areas in terms of geopolitical and habitat coverage, and considers their value as a global indicator of conservation action or response. The paper discusses the role of the World Database on Protected Areas and collection and quality control issues, and identifies areas for improvement, including how conservation effectiveness indicators may be included in the database to improve the value of protected areas data as an indicator for meeting global biodiversity targets.

Biodiversity conservation and the eradication of poverty

It is widely accepted that biodiversity loss and poverty are linked problems and that conservation and poverty reduction should be tackled together. However, success with integrated strategies is elusive. There is sharp debate about the social impacts of conservation programs and the success of community-based approaches to conservation. Clear conceptual frameworks are needed if policies in these two areas are to be combined. We review the links between poverty alleviation and biodiversity conservation and present a conceptual typology of these relationships.

Local endemism within the Western Ghats-sri Lanka biodiversity hotspot

The apparent biotic affinities between the mainland and the island in the Western Ghats-Sri Lanka biodiversity hotspot have been interpreted as the result of frequent migrations during recent periods of low sea level. We show, using molecular phylogenies of two invertebrate and four vertebrate groups, that biotic interchange between these areas has been much more limited than hitherto assumed. Despite several extended periods of land connection during the past 500,000 years, Sri Lanka has maintained a fauna that is largely distinct from that of the Indian mainland. Future conservation programs for the subcontinent should take into account such patterns of local endemism at the finest scale at which they may occur.
