Environmental Justice Dimensions of Oil and Gas Flaring in South Texas: Disproportionate Exposure among Hispanic communities

Unconventional extraction techniques including hydraulic fracturing or "fracking" have led to a boom in oil and gas production in the Eagle Ford shale play, Texas, one of the most productive regions in the United States. Nearly 400000 people live within 5 km of an unconventional oil or gas well in this largely rural area. Flaring is associated primarily with unconventional oil wells and is an increasingly common practice in the Eagle Ford to dispose of excess gas through combustion. Flares can operate continuously for months and release hazardous air pollutants such as particulate matter and volatile organic compounds in addition to causing light and noise pollution and noxious odors. We estimated ethnic disparities in exposure to flaring using satellite observations from the Visible Infrared Imaging Spectroradiometer between March 2012-December 2016. Census blocks with majority Hispanic (>60%) populations were exposed to twice as many nightly flare events within 5 km as those with <20% Hispanics. We found that Hispanics were exposed to more flares despite being less likely than non-Hispanic White residents to live near unconventional oil and gas wells. Our findings suggest Hispanics are disproportionately exposed to flares in the Eagle Ford shale, a pattern known as environmental injustice, which could contribute to disparities in air pollution and other nuisance exposures.

Chemical Exposures, Health, and Environmental Justice in Communities Living on the Fenceline of Industry

PURPOSE OF REVIEW

Polluting industries are more likely to be located in low-income communities of color who also experience greater social stressors that may make them more vulnerable than others to the health impacts of toxic chemical exposures. We describe recent developments in assessing pollutant exposures and health threats posed by industrial facilities using or releasing synthetic chemicals to nearby communities in the U.S.

RECENT FINDINGS

More people are living near oil and gas development due to the expansion of unconventional extraction techniques as well as near industrial animal operations, both with suggestive evidence of increased exposure to hazardous pollutants and adverse health effects. Legacy contamination continues to adversely impact a new generation of residents in fenceline communities, with recent studies documenting exposures to toxic metals and poly- and perfluoroalkyl substances (PFASs). Researchers are also giving consideration to acute exposures resulting from inadvertent industrial chemical releases, including those resulting from extreme weather events linked to climate change. Natural experiments of industrial closures or cleanups provide compelling evidence that exposures from industry harm the health of nearby residents. New and legacy industries, coupled with climate change, present unique health risks to communities living near industry due to the release of toxic chemicals. Cumulative impacts from multiple stressors faced by environmental justice communities may amplify these adverse effects.

Concentrations of TENORMs in the petroleum industry and their environmental and health effects

Crude oil and its products and wastes are among the significant sources of naturally occurring radioactive materials (NORMs). These materials may be enhanced to high levels due to technological and human activities, which are called technologically enhanced naturally occurring radioactive materials (TENORMs). Thus, the average radioactivity of these radionuclides sometimes exceeds the exemption level of 10 000 Bq kg-1, which is recommended by the IAEA's safety standards. TENORMs in the oil and gas industry may generate greater radioactivity levels, which eventually represents potential environmental and health risks. This will require continuous attention by monitoring and surveillance during routine processes in the petroleum industry. In this paper, a comprehensive review of the published literature is conducted to evaluate the TENORM concentrations in the oil and gas industry. Moreover, their environmental and health hazards in different regions of the world are discussed.

Predicting attenuation of salinized surface- and groundwater-resources from legacy energy development in the Prairie Pothole Region

Oil and gas (energy) development in the Williston Basin, which partly underlies the Prairie Pothole Region in central North America, has helped meet U.S. energy demand for decades. Historical handling and disposal practices of saline wastewater co-produced during energy development resulted in salinization of surface and groundwater at numerous legacy energy sites. Thirty years of monitoring (1988-2018) at Goose Lake, which has been producing since the 1960s, documents long-term spatial and temporal changes in water quality from legacy energy development. Surface water quality was highly variable and decoupled from changes in groundwater quality, likely due to annual and regional climatic fluctuations. Therefore, changes in surface water-quality were not considered a reliable indicator of subsurface chloride migration. However, chloride concentrations in monitoring wells near wastewater sources exhibited systematic temporal reductions allowing for estimates of the time required for natural attenuation of groundwater to U.S. Environmental Protection Agency acute and chronic chloride toxicity benchmarks and a local background level. Point attenuation rates differed based on sediment type (outwash vs till) and yielded a range of predicted years when water-quality targets will be reached: acute - 2045 to 2113; chronic - 2069 to 2160; background - 2126 to 2275. Bulk attenuation rates from four separate years of data were used to calculate the distances chloride could migrate downgradient from the largest wastewater source. Potential distances of downgradient migration before dilution to water-quality targets decreased from 1989 to 2018: acute - 949 to 673 m; chronic - 1220 to 922 m; background - 1878 to 1525 m. Several downgradient wetlands are within these distances and will continue to receive saline contaminated groundwater for years. While these results demonstrate chloride attenuation at a legacy energy site, they also highlight the persistence of saline wastewater contamination and the need to mitigate future spills to prevent long-term salinization from energy development.

Purification of real car wash wastewater with complex coagulation/flocculation methods using polyaluminum chloride, polyelectrolyte, clay mineral and cationic surfactant

In the present study, real car wash wastewater was purified by different coagulation/flocculation methods. As coagulant, polyaluminum chloride ('BOPAC'), conventional iron(III) chloride, iron(III) sulfate, and aluminum(III) chloride were used, while as flocculant non-ionic and anionic polyelectrolytes were investigated. The effects of added clay mineral (Na-bentonite) and cationic surfactant (hexadecyltrimethyl ammonium bromide - 'HTABr') were also investigated. The use of BOPAC was significantly more effective than conventional coagulants. Extra addition of clay mineral was also beneficial in relation to both the sediment volume and sedimentation speed, while polyelectrolyte addition enhanced further the sedimentation. Moreover, the simultaneous addition of HTABr significantly enhanced the color removal efficiency due to the successful in-situ generation of organophilic bentonite. In summary, the application of 100 mg L^-1 Na-bentonite with 20 mg L^-1 Al³⁺ (from BOPAC) and 0.5 mg L^-1 anionic polyelectrolyte resulted in the efficient reduction of the turbidity (4-6 NTU), the COD (158 mg L^-1) and the extractable oil content (4 mg L^-1) with efficiencies of 98%, 59%, and 85%, respectively. By applying organophilic bentonite in high concentration (500 mg L^-1) with identical concentrations of BOPAC and anionic polyelectrolyte, significant color removal (5 times lower absorbance at λ = 400 nm) and 27% lower sediment volume were achieved.
