Fatal work-related falls in the United States, 2003-2014

Construction industry workers' compensation injury claims due to slips, trips, and falls - Ohio, 2010-2017

PROBLEM

Compared to other industries, construction workers have higher risks for serious fall injuries. This study describes the burden and circumstances surrounding injuries related to compensable slip, trip, and fall (STF) claims from private construction industries covered by the Ohio Bureau of Workers' Compensation.

METHODS

STF injury claims in the Ohio construction industry from 2010-2017 were manually reviewed. Claims were classified as: slips or trips without a fall (STWOF), falls on the same level (FSL), falls to a lower level (FLL), and other. Claim narratives were categorized by work-related risk and contributing factors. Demographic, employer, and injury characteristics were examined by fall type and claim type (medical-only (MO, 0-7 days away from work, DAFW) or lost-time (LT, ≥8 DAFW)). Claim rates per 10,000 estimated full-time equivalent employees (FTEs) were calculated.

RESULTS

9,517 Ohio construction industry STF claims occurred during the 8-year period, with an average annual rate of 75 claims per 10,000 FTEs. The rate of STFs decreased by 37% from 2010 to 2017. About half of the claims were FLL (51%), 29% were FSL, 17% were STWOF, and 3% were "other." Nearly 40% of all STF claims were LT; mostly among males (96%). The top three contributing factors for STWOF and FSL were: slip/trip hazards, floor irregularities, and ice/snow; and ladders, vehicles, and stairs/steps for FLL. FLL injury rates per 10,000 FTE were highest in these industries: Foundation, Structure, and Building Exterior Contractors (52); Building Finishing Contractors (45); and Residential Building Construction (45). The highest rate of FLL LT claims occurred in the smallest firms, and the FLL rate decreased as construction firm size increased. Discussion and Practical Applications: STF rates declined over time, yet remain common, requiring prevention activities. Safety professionals should focus on contributing factors when developing prevention strategies, especially high-risk subsectors and small firms.

Predicting Employer and Worker Responsibilities in Accidents That Involve Falls in Building Construction Sites

Fall-related accidents have received more attention in building construction than in civil construction as fall-from-heights is more common in building construction. In addition to social costs, construction companies face a significant financial burden when fall-related accidents occur. The major portion of the direct cost of accidents that involve falls includes the compensation paid by the employer to the worker. The employer and the worker try to reach an agreement on the size of the compensation, however, most of the time the process is contentious. The objective of this study is to predict the parties’ responsibilities for a fall-related accident by modeling the relationship between the employer and the worker using a multi-agent system. The research pursued a three-step method, including collection of data, development of a multi-agent model, and testing of the model. The model provides satisfactory results and can be used to quantify the employer’s and the worker’s responsibilities in construction fall accidents, hence avoiding any escalation to pursue arbitration or litigation.

Detection of Pre-Impact Falls from Heights Using an Inertial Measurement Unit Sensor

Many safety accidents can occur in industrial sites. Among them, falls from heights (FFHs) are the most frequent accidents and have the highest fatality rate. Therefore, some existing studies have developed personal wearable airbags to mitigate the damage caused by FFHs. To utilize these airbags effectively, it is essential to detect FFHs before collision with the floor. In this study, an inertial measurement unit (IMU) sensor attached to the seventh thoracic vertebrae (T7) was used to develop an FFH detection algorithm. The vertical angle and vertical velocity were calculated using the inertial data obtained from the IMU sensor. Forty young and healthy males were recruited to perform non-FFH and FFH motions. In addition, experiments using a human mannequin and dynamics simulations were performed to obtain FFH data at heights above 2 m. The developed algorithm achieved 100% FFH detection accuracy and provided sufficient lead time such that the airbags could be inflated completely before collision with the floor.

Wholesale and retail trade sector occupational fatal and nonfatal injuries and illnesses from 2006 to 2016: Implications for intervention

BACKGROUND

We analyzed the Bureau of Labor Statistics (BLS) fatal and nonfatal injuries and illness data on U.S. workers in the wholesale and retail trade (WRT) sector from 2006 to 2016. The purpose was to identify elevated fatal and nonfatal injury and illness rates in WRT subsectors.

METHODS

To assess the WRT health and economic burden, we retrieved multiple BLS data sets for fatal and nonfatal injury and illness data, affecting more than 20 million employees. We examined yearly changes in incidence rates for lost work-time across event and exposure categories.

RESULTS

In 2016, 553 100 injuries and illnesses and 461 fatalities occurred among WRT workers. WRT has a disproportionately 5% larger burden of nonfatal injuries for its size. From 2006 through 2016, wholesale sector fatality rates (4.9/100 000 FTE) exceeded private industry rates (3.8/100 000 FTE). The largest causal fatal factors were transportation in wholesale and violence in retail. Private industry and WRT experienced a decline in nonfatal injuries and illnesses. Wholesale subsectors with elevated nonfatal rates included durable and nondurable goods, recycling, motor parts, lumber, metal and mineral, grocery, and alcohol merchants. Retail subsectors with elevated rates included motor parts dealers, gasoline stations, nonstores, tire dealers, home and garden centers, supermarkets, meat markets, warehouse clubs, pet stores, and fuel dealers.

DISCUSSION

Through the identification of safety and health risks, researchers and safety practitioners will be able to develop interventions and focus future efforts in advancing the safety and health of WRT employees.

Ranking of Risks for Existing and New Building Works

Site safety is one critical factor affecting the sustainability of skyscrapers and decoration, repair, and maintenance projects. Many newly-built skyscrapers exceed 50 storeys in Hong Kong and decoration, repair, and maintenance projects are widely performed to extend the lifespans of buildings. Although many cities do not contain skyscrapers at present, this will change in the future. Likewise, more decoration, repair, and maintenance projects will emerge. Thus, the present research, which compares the safety risks among the new and DSR projects, provides insights for builders, policymakers, and safety personnel. Moreover, research studies which rank and compare decoration, repair, and maintenance projects and new skyscraper constructions are scarce. The use of the evidence-based practice approach, which aims to narrow the gap between practice and academia in construction safety research, is the first of its kind. In this paper, we firstly provide a systematic literature review from 1999 to 2019 regarding construction safety, and then study the industry’s perspectives by analysing the construction practitioners’ interview results, court cases, and analytic hierarchy process survey results to compare them with the literature. It is found that the generation gap and prolonged working hours lead to accidents—a phenomenon which is unique in Hong Kong and absent from the literature. It also reveals that most accidents happen on new building sites due to tower crane failure, while those on DSR projects are linked with the circular saw. Although many of the contractors involved in new buildings are wealthier than DSR contractors, it is surprising to learn that lack of funding for safety is the most important factor linked to safety risks on the sites.
