Abstract
The synthesis and characterization of the isomeric ruthenium complexes with the general formula cis- and trans-[Ru(trpy)(qc)X]n+ (trpy is 2,2':6',2″-terpyridine, qc is 8-quinolinecarboxylate, cis-1 and trans-1, X = Cl, n = 0; cis-2 and trans-2, X=OH2, n = 1) with respect to the relative disposition of the carboxylate and X ligands are reported. For comparison purposes, another set of ruthenium complexes with general formula cis- and trans-[Ru(trpy)(pic)(OH2)]+ (pic is 2-picolinate (cis-3, trans-3)) have been prepared. The complexes with a qc ligand show a more distorted geometry compared to the complexes with a pic ligand. In all of the cases, the trans isomers show lower potential values for all of the redox couples relative to the cis isomers. Complexes cis-2 and trans-2 with six-member chelate rings show higher catalytic activity than cis-3 and trans-3. Overall, it was shown that the electronic perturbation to the metal center exerted by different orientation and geometry of the ligands significantly influences both redox properties and catalytic performance.

Abstract
[Ru(Rtpy)(bpy)(H2O)]2+ (1R; bpy = 2,2'-bipyridine, and Rtpy = 2,2':6',2″-terpyridine derivatives) complexes with a variety of 4'-substituent groups on Rtpy were synthesized and characterized to reveal the effects of substituents on their structures, physicochemical properties, and catalytic activities for water oxidation. The geometric structures of 1R are not considerably influenced by the electron-donating ability of the 4'-substituent groups on Rtpy. Similar multistep proton-coupled electron transfer reactions were observed for 1R, and the redox potentials for each oxidation step tended to decrease with an increase in the electron-donating ability of the substituent, which is explained by the increased electron density on the Ru center by electron-donating groups, stabilizing the positive charge that builds up upon oxidation. This is consistent with the red-shift of the absorption bands around 480 nm assigned to the metal-to-ligand charge transfer transition for 1R due to the increased d orbital energy level of the Ru center. The turnover frequency (kO2) of 1R for water oxidation catalysis, however, depended greatly on the Rtpy ligands, varying from 0.05 × 10-2 to 44 × 10-2 s-1 (as the highest kO2 was observed for R = ethoxy) by a factor of 880. A critical electron-donating ability of the 4'-substituent groups with a narrow range of Hammett constants (σp = -0.27 to -0.24) found for the highest kO2 values is valuable for understanding the great difficulty in the search for efficient water oxidation catalysts. On another front, the kO2 values increased with a decrease in the redox potentials of RuIV═O/RuV═O for 1R, indicating that the potential of formation of RuV═O species for 1R is crucial for water oxidation catalysis under the employed conditions.

Abstract
The highly active ruthenium-based water oxidation catalyst [RuX (mcbp)(OHn )(py)2 ] [mcbp2- =2,6-bis(1-methyl-4-(carboxylate)benzimidazol-2-yl)pyridine; n=2, 1, and 0 for X=II, III, and IV, respectively], can be generated in a mixture of RuIII and RuIV states from either [RuII (mcbp)(py)2 ] or [RuIII (Hmcbp)(py)2 ]2+ precursors. The precursor complexes are isolated and characterized by single-crystal X-ray analysis, NMR, UV/Vis, EPR, and FTIR spectroscopy, ESI-HRMS, and elemental analysis, and their redox properties are studied in detail by electrochemical and spectroscopic methods. Unlike the parent catalyst [Ru(tda) (py)2 ] (tda2- =[2,2':6',2''-terpyridine]-6,6''-dicarboxylate), for which full transformation into the catalytically active species [RuIV (tda)(O)(py)2 ] could not be carried out, stoichiometric generation of the catalytically active Ru-aqua complex [RuX (mcbp)(OHn )(py)2 ] from the RuII precursor was achieved under mild conditions (pH 7.0) and short reaction times. The redox properties of the catalyst were studied and its activity for electrocatalytic water oxidation was evaluated, reaching a maximum turnover frequency (TOFmax ) of around 40 000 s-1 at pH 9.0 (from foot-of-the-wave analysis), which is comparable to the activity of the state-of-the-art catalyst [RuIV (tda)(O)(py)2 ].

Abstract
Over the past decade, significant advances have been made in the development of molecular water oxidation catalysts (WOCs) in the context of developing a system that would accomplish artificial photosynthesis. Mononuclear ruthenium complexes with polypyridine ligands have drawn considerable attention in this regard, due to their high catalytic activity and relatively simple structure. In this perspective review, we will discuss mononuclear Ru polypyridine WOCs by organizing them into four groups according to their ligand environments. Each group will be discussed with regard to three fundamental questions: first, how does the catalyst initiate O-O bond formation? Second, which step in the catalytic cycle is rate-determining? Third, how efficient is the catalyst according to the specific descriptors such as turnover frequency? All discussion is based on the high-valent ruthenium intermediates that are proposed in the catalytic cycle according to experimental observation and theoretical simulation. Two fundamental mechanisms are set forth. Subsequent steps lead to dissociation of O2 and rehydration of the metal center. A second mechanism involves the formation of a Ru-O˙ radical species, two of which then couple to form a Ru-O-O-Ru species that can release O2 afterwards. The acid-base mechanism appears to be more common and mechanistic differences could result from variation directly related to polypyridine ligand structures. Understanding how electronic, steric, and conformational properties can effect catalyst performance will lead to the rational design of more effective WOCs with not only ruthenium but also other transition metals.

Abstract
A new bis-heteroleptic trinuclear Ru(II) complex (1[PF6]6) has been synthesized from electron deficient cyanuric acid platform based copper-catalyzed azide-alkyne cycloaddition, i.e., CuAAC click generated ligand, 1,3,5-tris [(2-aminoethyl-1H-1,2,3-triazol-4-yl)-pyridine]-1,3,5-triazinane-2,4,6-trione (L1). Complex 1[PF6]6 displays weak luminescence (ϕf = 0.002) at room temperature with a short lifetime of ∼5 ns in acetonitrile. It shows selective sensing of hydrogen pyrophosphate (HP2O7(3-)) through 20-fold enhanced emission intensity (ϕf = 0.039) with a 15 nm red shift in emission maxima even in the presence of a large excess of various competitive anions like F(-), Cl(-), AcO(-), BzO(-), NO3(-), HCO3(-), HSO4(-), HO(-), and H2PO4(-) in acetonitrile. Selective change in the decay profile as well as in the lifetime of 1[PF6]6 in the presence of HP2O7(3-) (108 ns) further supports its selectivity toward HP2O7(3-). UV-vis and photoluminescence titration profiles and corresponding Job's plot analyses suggest 1:3 host-guest stoichiometric binding between 1[PF6]6 and HP2O7(3-). High emission enhancement of 1[PF6]6 in the presence of HP2O7(3-) has resulted in the detection limit of the anion being as low as 0.02 μM. However, 1[PF6]6 shows selectivity toward higher analogues of phosphates (e.g., ATP, ADP, and AMP) over HP2O7(3-)/H2PO4(-) in 10% Tris HCl buffer (10 mM)/acetonitrile medium. Downfield shifting of the triazole C-H in a (1)H NMR titration study confirms that the binding of HP2O7(3-)/H2PO4(-) is occurring via C-H···anion interaction. The single crystal X-ray structure of complex 1 having NO3(-) counteranion, 1[NO3]6 shows binding of NO3(-) with complex 1 via C-H···NO3(-) interactions.
