Abstract
This paper aims to propose a new decision-making approach retaining the fascinating traits of the conventional VIKOR method in the context of the enrich multidimensional complex Fermatean fuzzy $ N $-soft set. The VIKOR technique is contemplated as the most reliable decision-making approach among others which employs a strategy to identify the compromise solution with advantageous distance from the positive ideal solution possesses maximum majority utility and minimum individual regret. At the same time, the paramount characteristic of the complex Fermatean fuzzy $ N $-soft set considers the proclivity to capture two-dimensional uncertain and imprecise information along with the multi-valued parameters. This article expands the literature to handle the multi-attribute group decision-making strategy by introducing a technique, namely, the complex Fermatean fuzzy $ N $-soft VIKOR method that amalgamates the unconventional traits of complex Fermatean fuzzy $ N $-soft with the capability of the VIKOR method. The proposed technique permits the assignment of the $ N $-soft grades to the decision-makers, alternatives, and attributes based on their performances. Firstly, we unify these individual opinions of all decision-makers about the alternatives by employing the complex Fermatean fuzzy $ N $-soft weighted average operator. After that, all entities of the aggregated decision matrix are converted into crisp data by utilizing the score function. Furthermore, we calculate the ranking measures of the group utility and the individual regret by assigning the weight of strategy belongs to the interval $ [0, 1]. $ To find the compromise solution, we arrange the ranking measures in ascending order, and the alternative that possesses the conditions of compromise solution is selected. We demonstrate the presented multi-attribute group decision-making technique by selecting the best location for a nuclear power plant. We conduct the comparative analysis of the presented technique with Fermatean fuzzy TOPSIS to endorse the veracity and accuracy of our method. Finally, we explain the merits and limitations of our strategy and give some concluding remarks.

Abstract
Education has changed dramatically due to the severe global pandemic COVID-19, with the phenomenal growth of e-learning, whereby teaching is undertaken remotely and on digital platforms. E-learning is revolutionizing education systems, as it remains the only option during the ongoing crisis and has tremendous potential to fulfill instructional plans and safeguard students’ learning rights. The selection of e-learning platforms is a multi-criteria decision-making (MCDM) problem. Expert analyses over numerous criteria and alternatives are usually linguistic terms, which can be represented through grey numbers. This article proposes an integrated approach of grey analytic hierarchy process (G-AHP) and grey technique for order preference by similarity to ideal solution (G-TOPSIS) to evaluate the best e-learning website for network teaching. This introduced approach handles the linguistic evaluation of experts based on grey systems theory, estimates the relative importance of evaluation criteria with the G-AHP method, and acquires e-learning websites’ ranking utilizing G-TOPSIS. The applicability and superiority of the presented method are illustrated through a practical e-learning website selection case in Vietnam. From G-AHP analysis, educational level, price, right and understandable content, complete content, and up-to-date were found as the most impactful criteria. From G-TOPSIS, Edumall is the best platform. Comparisons are conducted with other MCDM methods; the priority orders of the best websites are similar, indicating the robust proposed methodology. The proposed integrated model in this study supports the stakeholders in selecting the most effective e-learning environments and could be a reference for further development of e-learning teaching-learning systems.

Abstract
Network teaching has been widely developed under the influence of COVID-19 pandemic to guarantee the implementation of teaching plans and protect the learning rights of students. Selecting a particular website for network teaching can directly affects end users' performance and promote network teaching quality. Normally, e-learning website selection can be considered as a complex multi-criteria decision making (MCDM) problem, and experts' evaluations over the performance of e-learning websites are often imprecise and fuzzy due to the subjective nature of human thinking. In this article, we propose a new integrated MCDM approach on the basis of linguistic hesitant fuzzy sets (LHFSs) and the TODIM (an acronym in Portuguese of interactive and multi-criteria decision making) method to evaluate and select the best e-learning website for network teaching. This introduced method deals with the linguistic assessments of experts based on the LHFSs, determines the weights of evaluation criteria with the best-worst method (BWM), and acquires the ranking of e-learning websites utilizing an extended TODIM method. The applicability and superiority of the presented linguistic hesitant fuzzy TODIM (LHF-TODIM) approach are demonstrated through a realistic e-learning website selection example. Results show that the LHF-TODIM model being proposed is more practical and effective for solving the e-learning website selection problem under vague and uncertain linguistic environment.

Abstract
This paper proposes a measurement model for evaluating e-government service quality, and generates quality indicators to assist practitioners in identifying the strong and weak points of service delivery. The statistical sample is based on questionnaires of citizens’ preferences for the evaluation of an ideal e-government site. To accurately evaluate the influence of criteria and sub-criteria on service quality the model applies the Analytic Hierarchy Process (AHP) a multi-criteria decision-making method. Finally, the authors apply their model to the evaluation of the six most popular Greek e-government sites. To test the possible existence of interrelationships among criteria, they also apply the Analytic Network Process (ANP) method and compare the results of the two methods. The results show that ‘Reliability’ is the most important quality criterion, with ‘Citizen Support’, ‘Trust’, and ‘Efficiency’ following in importance. Furthermore, the case study revealed no interrelations between evaluation criteria of the model.

Abstract
El objeto de este trabajo es la creación de una herramienta para la evaluación de la calidad de la información contenida en los sitios web de Postgrado de ámbito biosanitario en las universidades españolas. Se ha diseñado y desarrollado una hoja de evaluación (checklist) que ha sido validada y aplicada a los 131 sitios web de Postgrado con Mención de Calidad de tema biosanitario de las universidades españolas. Se han analizado las valoraciones obtenidas por los sitios web y se han aplicado técnicas de clustering y de análisis de componentes principales. Los datos recogidos por la checklist permiten establecer un ranking según la calidad de la información de los sitios web. Además, se observa la existencia de tres grandes grupos de sitios web según sus características y prestaciones. La aplicación de las herramientas diseñadas indica que los sitios web alcanzan valores aceptables, si bien presentan algunos defectos comunes. No obstante, se constata la existencia de varios niveles de calidad de los mismos.
