Abstract
Complex fuzzy set, as an extension of classical fuzzy sets, could describe the fuzzy characters of things more detail and comprehensively and is very useful in dealing with vagueness and uncertainty of problems that include the periodic or recurring phenomena. Note that a complex fuzzy set is different from the fuzzy complex set introduced and discussed by many scholars, since the membership degree of a complex fuzzy set is a complex number with length less than or equal to 1 while a fuzzy complex set is a real number with membership degree less than or equal to 1, and the universe is the complex plane. As the mathematical theoretical basis of fuzzy mathematics, fuzzy set and its mapping, corresponding fuzzy complex set and its mapping have been investigated in depth because they integrate and cross the methods and results of classical real analysis and complex analysis. However, there is no comprehensive investigation on complex fuzzy set and its corresponding mathematical theory, even include decomposition theorems, extension principles and the basic operations of the complex fuzzy set. As is well known, the cut set of fuzzy sets is the bridge between fuzzy sets and classical sets, which plays a significant role in fuzzy sets and fuzzy systems. In this paper, the concept of (r, θ)-cut sets of complex fuzzy sets is proposed and their properties are discussed. Meanwhile, the decomposition theorems and the extension principles of complex fuzzy set based on (r, θ)-cut sets are deduced and corresponding properties are investigated. All these conclusions not only deeply enrich the fundamental theory of complex fuzzy set, but also provide a powerful tool to investigate complex fuzzy set. Finally, an example application of signal detection demonstrates the utility of the (r, θ)-cut sets of complex fuzzy sets in practice.

Abstract
In the present communication, a new concept of a cohesive fuzzy set (CHFS) has been proposed as a synchronized generalization of complex fuzzy sets and hesitant fuzzy sets in a systematic way. The novelty of the introduced notion lies in the selection of the best alternative among the available multiple favorable situations, where the possibility of its range is in the extended unit circle of the complex plane. We study the relationship between the CHFS and the complex intuitionistic fuzzy set (CIFS), along with validation of the obtained results. On the basis of the proposed notion, various properties, operations, and identities have been established with their necessary proof. The applications of CHFS in the process of filtering the signals for obtaining the reference signal using the necessary Fourier cosine transform or inverse Fourier cosine transform and identifying the maximum number of sunspots in a particular interval of solar activity have been suitably discussed with illustrative numerical examples. Some advantages of incorporating the proposed notion have also been tabulated for better understanding.

Abstract
This paper aims to propose a new decision-making approach retaining the fascinating traits of the conventional VIKOR method in the context of the enrich multidimensional complex Fermatean fuzzy $ N $-soft set. The VIKOR technique is contemplated as the most reliable decision-making approach among others which employs a strategy to identify the compromise solution with advantageous distance from the positive ideal solution possesses maximum majority utility and minimum individual regret. At the same time, the paramount characteristic of the complex Fermatean fuzzy $ N $-soft set considers the proclivity to capture two-dimensional uncertain and imprecise information along with the multi-valued parameters. This article expands the literature to handle the multi-attribute group decision-making strategy by introducing a technique, namely, the complex Fermatean fuzzy $ N $-soft VIKOR method that amalgamates the unconventional traits of complex Fermatean fuzzy $ N $-soft with the capability of the VIKOR method. The proposed technique permits the assignment of the $ N $-soft grades to the decision-makers, alternatives, and attributes based on their performances. Firstly, we unify these individual opinions of all decision-makers about the alternatives by employing the complex Fermatean fuzzy $ N $-soft weighted average operator. After that, all entities of the aggregated decision matrix are converted into crisp data by utilizing the score function. Furthermore, we calculate the ranking measures of the group utility and the individual regret by assigning the weight of strategy belongs to the interval $ [0, 1]. $ To find the compromise solution, we arrange the ranking measures in ascending order, and the alternative that possesses the conditions of compromise solution is selected. We demonstrate the presented multi-attribute group decision-making technique by selecting the best location for a nuclear power plant. We conduct the comparative analysis of the presented technique with Fermatean fuzzy TOPSIS to endorse the veracity and accuracy of our method. Finally, we explain the merits and limitations of our strategy and give some concluding remarks.

Abstract
This article introduces the notion of bipolar complex fuzzy soft set as a generalization of bipolar complex fuzzy set and soft set. Furthermore, this article contains elementary operations for bipolar complex fuzzy soft sets such as complement, union, intersection, extended intersection, and related properties. The OR and AND operations for bipolar complex fuzzy soft set are also initiated in this study. Moreover, this study contains the decision-making algorithm and real-life examples to display the success and usability of bipolar complex fuzzy soft sets. Finally, the comparative study of initiated notions with some prevailing ideas are also interpreted in this study.

Abstract
On the basis of Hamacher operations, in this manuscript, we interpret bipolar complex fuzzy Hamacher weighted average (BCFHWA) operator, bipolar complex fuzzy Hamacher ordered weighted average (BCFHOWA) operator, bipolar complex fuzzy Hamacher hybrid average (BCFHHA) operator, bipolar complex fuzzy Hamacher weighted geometric (BCFHWG) operator, bipolar complex fuzzy Hamacher ordered weighted geometric (BCFHOWG) operator, and bipolar complex fuzzy Hamacher hybrid geometric (BCFHHG) operator. We present the features and particular cases of the above-mentioned operators. Subsequently, we use these operators for methods that can resolve bipolar complex fuzzy multiple attribute decision making (MADM) issues. We provide a numerical example to authenticate the interpreted methods. In the end, we compare our approach with existing methods in order to show its effectiveness and practicality.

Abstract
Decision-makers (DMs) usually face many obstacles to give the right decision, multiplicity of them highlights a problem to represent a set of potential values to assign a collective membership degree of an object to a set for several DM’s opinions. However, a hesitant fuzzy set (HFS) deals with such problems. The complexity appears in DM’s opinion which can be changed for the same object but with different times/phases. Each of them has a set of potential values in different times/phases of an object. In this paper, the periodicity of hesitant fuzzy information is studied and applied by extending the range of HFS from [0, 1] to the unit disk in the complex plane to provide more ability for illustrating the full meaning of information to overcome the obstacles in decision making in the mathematical model. Moreover, the advantage of complex hesitant fuzzy set (CHFS) is that the amplitude and phase terms of CHFSs can represent hesitant fuzzy information, some basic operations on CHFS are also presented and we study its properties, in addition, several aggregation operators under CHFS are introduced, also, the relation between CHFS and complex intuitionistic fuzzy sets (CIFS) are presented. Finally, an efficient algorithm with a consistent process and an application in multiple attributes decision-making (MADM) problems are presented to show the effectiveness of the presented approach by using CHFS aggregation operators.

Abstract
AbstractOne of the most powerful tools to operate imprecision is bipolar complex fuzzy sets (BCFSs), which is an enlargement of bipolar fuzzy sets (BFSs) as well as complex fuzzy sets (CFSs). This paper deals with an integrated MULTIMOORA (multi-objective optimization on the basis of ratio analysis plus full multiplicative form) framework as a generalization of fuzzy MULTIMOORA procedure to assess the multi-criteria decision-making (MCDM) problems with BCFSs. We develop BCF-Archimedean power weighted (ordered weighted) arithmetic and geometric aggregation operators (AOs) and discuss their properties from this point of view. The proposed Archimedean power-weighted AOs can eliminate the influence of extreme evaluating criteria values from some biased experts with different preference attitudes under the BCF setting. Afterward, we put forward an integrated MULTIMOORA algorithm based on the proposed AOs, where criteria weights are estimated using the CRITIC (criteria importance through inter-criteria correlation) method, which is a well-known objective weighting method based on aggregated score values of options, intensity contrast of every criteria and conflict among attributes. In the proposed methodology, criteria values are aggregated based on the MULTIMOORA method that involves three sub-methods: the ‘ratio system’, the ‘reference point’ and the ‘full multiplicative form’ and thus takes less computational time, minimum mathematical evaluations and bears good stability. In the following, third-party reverse logistics providers' (3PRLP) selection problem is brought into consideration to manifest the sufficiency of the developed methodology. At the end of this study, we draw attention to a comparison between the proposed decision-making approach with the corresponding BCF-CRITIC-TOPSIS and BCF-CRITIC-WASPAS methods.

Abstract
Zadeh’s fuzzy sets are very useful tool to handle imprecision and uncertainty, but they are unable to characterize the negative characteristics in a certain problem. This problem was solved by Zhang et al. as they introduced the concept of bipolar fuzzy sets. Thus, fuzzy set generalizes the classical set and bipolar fuzzy set generalize the fuzzy set. These theories are based on the set of real numbers. On the other hand, the set of complex numbers is the generalization of the set of real numbers so, complex fuzzy sets generalize the fuzzy sets, with wide range of values to handle the imprecision and uncertainty. So, in this article, we study complex bipolar fuzzy sets which is the generalization of bipolar fuzzy set and complex fuzzy set with wide range of values by adding positive membership function and negative membership function to unit circle in the complex plane, where one can handle vagueness in a much better way as compared to bipolar fuzzy sets. Thus this paper leads us towards a new direction of research, which has many applications in different directions. We develop the notions of union, intersection, complement, Cartesian product and De-Morgan’s laws of complex bipolar fuzzy sets. Furthermore, we develop the complex bipolar fuzzy relations, fundamental operations on complex bipolar fuzzy matrices and some operators of complex bipolar fuzzy matrices. We also discuss the distance measure on complex bipolar fuzzy sets and complex bipolar fuzzy aggregation operators. Finally, we apply the developed approach to a numerical problem with the algorithm.

Abstract
Fuzzy set (FS) theory is one of the most important tool to deasl with complicated and difficult information in real-world. Now FS has many extensions and hesitant fuzzy set (HFS) is one of them. Further generalization of FS is complex fuzzy set (CFS), which contains only the membership grade, whose range is unit disc instead of [0, 1]. The aim of this paper is to present the idea of complex hesitant fuzzy set (CHFS) and to introduce its basic properties. Basically, CHFS is the combination of CFS and HFS to deal with two dimension information in a single set. Further, the vector similarity measures (VSMs) such as Jaccard similarity measures (JSMs), Dice similarity measures (DSMs) and Cosine similarity measures (CSMs) for CHFSs are discussed. The special cases of the proposed measures are also discussed. Then, the notion of complex hesitant fuzzy hybrid vector similarity measures are utilized in the environment of pattern recognition and medical diagnosis. Further, based on these distance measures, a decision-making method has been presented for finding the best alternative under the set of the feasible one. Illustrative examples from the field of pattern recognition as well as medical diagnosis have been taken to validate the approach. Finally, the comparison between proposed approaches with existing approaches are also discussed to find the reliability and proficiency of the elaborated measures for complex hesitant fuzzy elements.

Abstract
Epidemical crisis prediction is one of the most challenging examples of decision making with uncertain information. As in many other types of crises, epidemic outbreaks may pose various degrees of surprise as well as various degrees of “derivatives” of the surprise (i.e., the speed and acceleration of the surprise). Often, crises such as epidemic outbreaks are accompanied by a secondary set of crises, which might pose a more challenging prediction problem. One of the unique features of epidemic crises is the amount of fuzzy data related to the outbreak that spreads through numerous communication channels, including media and social networks. Hence, the key for improving epidemic crises prediction capabilities is in employing sound techniques for data collection, information processing, and decision making under uncertainty and exploiting the modalities and media of the spread of the fuzzy information related to the outbreak. Fuzzy logic-based techniques are some of the most promising approaches for crisis management. Furthermore, complex fuzzy graphs can be used to formalize the techniques and methods used for the data mining. Another advantage of the fuzzy-based approach is that it enables keeping account of events with perceived low possibility of occurrence via low fuzzy membership/truth-values and updating these values as information is accumulated or changed. In this chapter we introduce several soft computing based methods and tools for epidemic crises prediction. In addition to classical fuzzy techniques, the use of complex fuzzy graphs as well as incremental fuzzy clustering in the context of complex and high order fuzzy logic system is presented.
