Abstract
The objective of this research is to enhance the precision and efficiency of design concept assessments during the initial stages of new product creation. Design concept evaluation, which occurs at the end of the conceptual design phase, is a critical step in product development. The outcome of this evaluation significantly impacts the product's eventual success, as flawed design concepts are difficult to remedy in later stages. However, the evaluation of new product concepts is a procedure that encompasses elements of subjectivity and ambiguity. In order to deal with the problem, a novel decision-making method for choosing more logical new product concepts is introduced. Basically, the evaluation process is outlined in three main phases: the construction of evaluation index system for design concept alternatives, the calculation of weights for evaluation criteria and decision-makers, the selection of the best design concept alternatives. These stages are composed of a hybrid method based on kano model, multiplicative analytic hierarchy process (AHP) method, the entropy of IVPFS and improved grey relational projection (GRP) under interval-valued picture fuzzy set (IVPFS). The novel approach integrates the strength of interval-valued picture fuzzy number in handling vagueness, the advantage of multiplicative AHP and the merit of improved GRP method in modelling multi-criteria decision-making. In final, the effectiveness of the proposed model is validated through comparisons with other models. The potential applications of this study include but are not limited to product development, industrial design, and innovation management, providing decision-makers with a more accurate and comprehensive design concept evaluation tool.

Abstract
With the construction and development of the "the Belt and Road", the international community has an increasing demand for high-quality technical and skilled talents who both understand Chinese and have an international perspective. Exploring a Chinese curriculum system suitable for the development of international students is conducive to promoting the international development of vocational education, improving the quality of international student training, providing talent support for Chinese and foreign enterprises, and promoting the "going out" of Chinese enterprises and international production capacity cooperation. The training of international students in higher vocational colleges starts late, has little experience, lacks theoretical innovation, and lacks the development characteristics of vocational education. The teaching quality evaluation of international Chinese course in higher vocational colleges is multiple-attributes group decision-making (MAGDM). Recently, the TODIM and EDAS technique has been employed to manage MAGDM. The probabilistic hesitant fuzzy sets (PHFSs) are employed as a useful tool for depicting uncertain information during the teaching quality evaluation of international Chinese course in higher vocational colleges. In this paper, the probabilistic hesitant fuzzy TODIM-EDAS (PHF-TODIM-EDAS) technique is built to manage the MAGDM under PHFSs. Finally, the numerical example for teaching quality evaluation of international Chinese course in higher vocational colleges is employed to show the PHF-TODIM-EDAS technique. The main contribution of this paper is outlined: (1) the TODIM technique based on EDAS technique has been extended to PHFSs based on CRITIC technique; (2) the CRITIC technique is employed to derive weight numbers under PHFSs. (3) the PHF-TODIM-EDAS technique is founded to manage the MAGDM under PHFSs; (4) a numerical case study for teaching quality evaluation of international Chinese course in higher vocational colleges and some comparative analysis is supplied to validate the proposed PHF-TODIM-EDAS technique.

Abstract
For a long time, the level of endurance quality of our male basketball athletes is not high, and there is a gap with the strongest countries in Europe and America. The former head coach of Chinese men’s basketball team diagnosed the biggest problem of Chinese men’s basketball team and Chinese youth men’s basketball team is the poor quality of endurance. It is especially important to strengthen the endurance training of our basketball players and improve their endurance level. However, from the current situation, the teams in the training due to the lack of standards for endurance quality training has led to a great blindness in endurance quality training. The endurance quality level evaluation of young male basketball players is a classic multiple attribute group decision making (MAGDM) issue with vague, inconsistent, and indeterminate information. The 2-tuple linguistic neutrosophic sets (2TLNSs) is an appropriate form to express the indeterminate decision-making information in the endurance quality level evaluation of young male basketball players. Therefore, in this paper, the 2-tuple linguistic neutrosophic numbers CLVA (2TLNN-CLVA) is built based on traditional close value (CLVA) method and applies it to evaluate the endurance quality level of young male basketball players. Finally, a numerical example for evaluating the endurance quality level of young male basketball players has been given and some decision comparisons are also conducted to further illustrate the advantages of the 2TLNN-CLVA method.

Abstract
The concept of fuzzy number intuitionistic fuzzy sets (FNIFSs) is designed to effectively depict uncertain information in decision making problems which fundamental characteristic of the FNIFS is that the values of its membership function and non-membership function are depicted with triangular fuzzy numbers (TFNs). The dual Hamy mean (DHM) operator gets good performance in the process of information aggregation due to its ability to capturing the interrelationships among aggregated values. In this paper, we used the dual Hamy mean (DHM) operator and dual weighted Hamy mean (WDHM) operator with fuzzy number intuitionistic fuzzy numbers (FNIFNs) to propose the fuzzy number intuitionistic fuzzy dual Hamy mean (FNIFDHM) operator and fuzzy number intuitionistic fuzzy weighted dual Hamy mean (FNIFWDHM) operator. Then the MADM methods are proposed along with these operators. In the end, we utilize an applicable example for computer network security evaluation to prove the proposed methods.

Abstract
In this article, we demonstrate how interval-valued intuitionistic fuzzy sets (IVIFSs) can function as extended intuitionistic fuzzy sets (IFSs) using the interval-valued intuitionistic fuzzy numbers (IVIFNs) instead of precision numbers to describe the degree of membership and non-membership, which are more flexible and practical in dealing with ambiguity and uncertainty. By introducing IVIFSs into three-way decisions, we provide a new description of the loss function. Thus, we firstly propose a model of interval-valued intuitionistic fuzzy decision-theoretic rough sets (IVIFDTRSs). According to the basic framework of IVIFDTRSs, we design a strategy to address the IVIFNs and deduce three-way decisions. Then, we successfully extend the results of IVIFDTRSs from single-person decision-making to group decision-making. In this situation, we adopt a grey correlation accurate weighted determining method (GCAWD) to compute the weights of decision-makers, which integrates the advantages of the accurate weighted determining method and grey correlation analysis method. Moreover, we utilize the interval-valued intuitionistic fuzzy weighted averaging (IIFWA) operation to count the aggregated scores and the accuracies of the expected losses. By comparing these scores and accuracies, we design a simple and straightforward algorithm to deduce three-way decisions for group decision-making. Finally, we use an illustrative example to verify our results.
