Abstract
The Neutrosophic Cubic Shapley Normalized Bonferroni (NC-SNWBM) method represents a cutting-edge approach to decision making theory, combining three distinct mathematical frameworks the neutrosophic cubic sets (NCS), Shapley values, and the Bonferroni aggregation operator. This innovative method addresses the challenges posed by uncertainty, vagueness, and imprecision in decision-making (DM) processes, offering a comprehensive and versatile tool for handling complex and dynamic scenarios. Neutrosophic cubic sets offers a strong platform to handle ambiguous and vague data due to three components Membership Grade (MG), Non-Membership Grade (NMG) and Indeterminancy Grade (IG) in data. By adding Shapley Fuzzy Measures (SFM), which come from cooperative game theory, distribute values among cooperative agents equally and to account for each agent's contributions to all potential coalitions. The Bonferroni aggregation operator-a statistical aggregative tool that regulates the likelihood of many types in error in statistical tests and the interdependence of the input arguments by allowing different values to parameters involved. These values are further improved by normalization in the framework of the NC-SNWBM approach in order to consider the various degrees of impact that agents exert in various circumstances. This operator is smoothly combined with normalized Shapley values and neutrosophic cubic sets in the NC-SNWBM approach to enable the aggregation of data with different levels of imprecision and uncertainty from various sources using NCS. The MG, NMG and IG connected to NCS are important elements of the NC-SNWBM approach. To evaluate each element's contribution to the overall value distribution SFM are used, and the Bonferroni aggregation operator maintains a careful balance between conservatism and significance. Together, these components provide a thorough framework that successfully tackles the problems caused by ambiguity, imprecision, and uncertainty in scenarios involving decision-making. The NC-SNWBM operator is applied to a numerical problem as an application in investment environment and sensitive and comparative analysis are conducted. The recommendation based on sensitive and comparative analysis proposed.

Abstract
Due to the information non-independence of attributes, combined with a complex and changeable environment, the analysis of risks faces great difficulties. In view of this problem, this paper proposes a new three-way decision-making (3WD) method, combined with prospect theory and a non-additive measure, to cope with multi-source and incomplete risk information systems. Prospect theory improves the loss function of the original 3WD model, and the combination of non-additive measurement and probability measurement provides a new perspective to understand the meaning of decision-making, which could measure the relative degree by considering expert knowledge and objective data. The theoretical basis and framework of this model are illustrated, and this model is applied to a real in-service aviation equipment structures risk evaluation problem involving multiple incomplete risk information sources. When the simulation analysis is carried out, the results show that the availability of this method is verified. This method can also evaluate and rank key risk factors in equipment structures, which provides a reliable basis for decisions in aviation safety management.

Abstract
Electroencephalograms (EEG) is used to assess patients' clinical records of depression (EEG). The disorder of human thinking is a very complex problem caused by heavy-duty in daily life. We need some future and optimal classifier selection by using different techniques for depression data extraction using EEG. Intelligent decision support is a decision-making process that is automated based on some input information. The primary goal of this proposed work is to create an artificial intelligence-based fuzzy decision support system (AI-FDSS). Based on the given criteria, the AI-FDSS is considered for classifier selection for EEG under depression information. The proposed intelligent decision technique examines classifier alternatives such as Gaussian mixture models (GMM), k-nearest neighbor algorithm (k-NN), Decision tree (DT), Nave Bayes classification (NBC), and Probabilistic neural network (PNN). For analyzing optimal classifiers selection for EEG in depression patients, the proposed technique is criterion-based. First, we develop a general algorithm for intelligent decision systems based on non-linear Diophantine fuzzy numbers to examine the classifier selection technique using various criteria. We use classifier methods to obtain data from depression patients in normal and abnormal situations based on the given criteria. The proposed technique is criterion-based for analyzing optimal classifier selection for EEG in patients suffering from depression. The proposed model for analyzing classifier selection in EEG is compared to existing models.

Abstract
AbstractAiming at the aggregation problem of online multi-attribute interactive ratings, a decision-making method based on Pythagorean Fuzzy Bonferroni mean with weighted interaction (PFWIBM) operator is developed by mining the advantages of ratings driven decision-making and the quantitative advantages of Pythagorean fuzzy sets on linguistic ratings. First, the shortcomings of existing operators in criterion interactive representation are analyzed, and the improved Bonferroni mean with weighted interaction and its dual operator are defined, which are used to aggregate the membership information and non-membership information under the Pythagorean fuzzy environment, respectively, and then the PFWIBM operator is constructed. Second, a generation method of interaction coefficients embedded in the PFWIBM operator is designed by combining expert knowledge and user ratings to overcome the limitations of the method of relying on subjective setting parameter values. Third, based on the proposed operator and the transformation relationship between Pythagorean fuzzy sets and linguistic ratings, an online multi-dimensional rating aggregation decision-making approach for solving product raking problems is developed. Finally, the proposed method is applied to a passenger car ranking example to show the feasibility of the method, and through some comparative analysis, the advantages of the proposed operator are clarified, and the influence of operator parameters on the decision-making results is analyzed.

Abstract
The q-rung dual hesitant fuzzy (q-RDHF) set is famous for expressing information composed of asymmetry evaluations, because it allows for several possible evaluations in both the membership degree and non-membership degree. Compared with some existing extended fuzzy theories, the q-RDHF set is more superior and flexible because it can handle asymmetric assessments. In order to assemble the evaluation information expressed by q-RDHF elements, this paper aims to propose new operators to integrate q-RDHF elements. The partitioned Bonferroni mean (PBM) operator is well-known for its advantages in coping with the inhomogeneous relationship between asymmetry input arguments. In this paper, we combine the PBM operator with the power average operator, and propose a family of q-RDHF power PBM operators. Some theorems and special cases for the new proposed operators are discussed. Furthermore, we provide a general framework for dealing with multiple attribute decision-making (MADM) problems using the novel proposed method. To better show the calculation details, a numerical case study of the application of the proposed method in a superintendent selection problem is introduced. In addition, we utilize the proposed method to compare it with some existing methods in order to show its flexibility and superiority. The results show that our method is much more advantageous when considering flexible actual situations. Finally, the conclusion is given. The main contributions of this study are to propose an appropriate method to solve unbalanced and asymmetry information in a q-RDHF environment, and to apply it into a realistic superintendent selection problem.

Abstract
Bonferroni mean (BM) operators have been established as a powerful tool for handling the interrelationship between the input arguments under various decision-making information. However, the existing BM operators do not take into account the overall interaction among decision makers or criteria. To overcome this limitation, this study considers the Shapley fuzzy measure (SFM) with the normalized weighted BM (NWBM) operator under a neutrosophic environment. In addition, the current research ignores the bipolarity and hesitancy during decision elicitations, resulting in the imprecise decision results. In this paper, the hesitant bipolar-valued neutrosophic set (HBNS) which is the extension of hesitant fuzzy set and bipolar neutrosophic set is employed. The main focus of this paper is in the development of an aggregation operator for HBNS. Based on the literature review, we would like to fill in the gaps by developing a hesitant bipolar-valued neutrosophic Shapley NWBM (HBN-SNWBM) operator where the overall interaction among decision makers can be considered. Besides that, a three-phase decision making framework is also proposed to show the applicability of the proposed aggregation operator to the real-world decision problems. The HBN-SNWBM operator and the decision making framework are applied to two examples of investment selection where evaluations are implemented using the proposed aggregations that based upon hesitant bipolar-valued neutrosophic sets. In the first example, it is found that a weapon company is the best alternative for investment followed by a food company. Sensitivity of parameters of the aggregation operator is also analysed and it is found that the ranking results are consistent despite of different parameter values used. This verifies the insensitivity of p,q parameters in the developed aggregation operator. The proposed decision making framework and hesitant bipolar-valued neutrosophic sets would be a great significance for the practical implementation of the aggregation operators.

Abstract
The q-rung orthopair fuzzy set is a powerful and useful tool to deal with uncertainty, but in actual decision-making process, decision-makers are usually required to analyze the actual problem dynamically. Therefore in this paper, we consider the time-series q-rung orthopair fuzzy decision making. First, we introduce the new cosine similarity measure of q-ROFS which combines the cosine similarity measure and the Euclidean distance measure. Then, we combine the advantages of projection method and grey correlation degree, establishing the nonlinear programming model to calculate the weights of attributes. Furthermore, we use the exponential decay model to get the weights formulas of q-ROFS at different times. Then we replace the distance function with grey relational projection and extend TOPSIS method. Based on these, we propose a new MAGDM approach to deal with time-series q-rung orthopair fuzzy problem not only from the point of view of geometry but also from the point of view of algebra. Finally, we give a practical example to illustrate effectiveness and feasibility of the new method.

Abstract
Spherical fuzzy set (SFS) is also one of the fundamental concepts for address more uncertainties in decision problems than the existing structures of fuzzy sets, and thus its implementation was more substantial. The well-known sine trigonometric function maintains the periodicity and symmetry of the origin in nature and thus satisfies the expectations of the experts over the multi parameters. Taking this feature and the significance of the SFSs into the consideration, the main objective of the article is to describe some reliable sine trigonometric laws for SFSs. Associated with these laws, we develop new average and geometric aggregation operators to aggregate the Spherical fuzzy numbers. Then, we presented a group decision-making strategy to address the multi-attribute group decision-making problem using the developed aggregation operators. To verify the value of the defined operators, a MAGDM strategy is provided along with an application for the selection of an authentic COVID-19 laboratory. Moreover, a comparative study is also performed to present the effectiveness of the developed approach.

Abstract
A multi-criteria decision-making (MCDM) method with single-valued neutrosophic information is developed based on the Partitioned Heronian Mean (PHM) operator and the Shapley fuzzy measure, which recognizes correlation among the selection criteria. Motivated by the PHM operator and Shapley fuzzy measure, two new aggregation operators, namely the single-valued neutrosophic PHM operator and the weighted single-valued neutrosophic Shapley PHM operator, are defined, and their corresponding properties and some special cases are investigated. An MCDM model is applied to solve the single-valued neutrosophic problem where weight information is not completely known. An example is provided to validate the proposed method.

Abstract
The aim of this paper is to present the novel concept of Complex q-rung orthopair fuzzy set (Cq-ROFS) which is a useful tool to cope with unresolved and complicated information. It is characterized by a complex-valued membership grade and a complex-valued non-membership grade, the distinction of which is that the sum of q-powers of the real parts (imaginary parts) of the membership and non-membership grades is less than or equal to one. To explore the study, we present some basic operational laws, score and accuracy functions and investigate their properties. Further, to aggregate the given information of Cq-ROFS, we present several weighted averaging and geometric power aggregation operators named as complex q-rung orthopair fuzzy (Cq-ROF) power averaging operator, Cq-ROF power geometric operator, Cq-ROF power weighted averaging operator, Cq-ROF power weighted geometric operator, Cq-ROF hybrid averaging operator and Cq-ROF power hybrid geometric operator. Properties and special cases of the proposed approaches are discussed in detail. Moreover, the VIKOR (“VIseKriterijumska Optimizacija I Kompromisno Resenje”) method for Cq-ROFSs is introduced and its aspects discussed. Furthermore, the above mentioned approaches apply to multi-attribute decision-making problems and VIKOR methods, in which experts state their preferences in the Cq-ROF environment to demonstrate the feasibility, reliability and effectiveness of the proposed approaches. Finally, the proposed approach is compared with existing methods through numerical examples.

Abstract
Single-valued neutrosophic sets (SVNSs), which involve in truth-membership, indeterminacy-membership and falsity-membership, play a significant role in describing the decision-makers’ preference information. In this study, a single-valued neutrosophic multi-criteria decision-making (MCDM) approach is developed based on Shapley fuzzy measures and power aggregation operator that takes a correlative relationship among criteria into account and also simultaneously reduces the effects of abnormal preference information. Firstly, two aggregation operators, namely, generalized weighted single-valued neutrosophic power Shapley Choquet average (GWSVNPSCA) operator and generalized weighted single-valued neutrosophic power Shapley Choquet geometric (GWSVNPSCG) operator, are accordingly defined, and the corresponding properties are discussed as well. Secondly, based on the proposed aggregation operators, an integrated MCDM approach is proposed to effectively solve single-valued neutrosophic problems where the weight information is incompletely known. A programming model is constructed to obtain the optimal Shapley fuzzy measure. Next, the proposed operators are utilized to aggregate the decision-makers’ preference information. Finally, a theoretical example with tourism attraction selection is provided to examine the efficacy of the developed approach, in which the results is found reasonable and credible.

Abstract
In this article, we propose another form of ten similarity measures by considering the function of membership degree, non-membership degree, and indeterminacy membership degree between the q-ROFSs on the basis of the traditional cosine similarity measures and cotangent similarity measures. Then, we utilize our presented ten similarity measures and ten weighted similarity measures between q-ROFSs to deal with multiple attribute decision-making (MADM) problems including pattern recognition and scheme selection. Finally, two numerical examples are provided to illustrate the scientific and effective of the similarity measures for pattern recognition and scheme selection.

Abstract
Evaluating the reputation of higher institutions is important as a benchmark for the continuous development of universities. In multi-criteria decision-making (MCDM), the estimation of the criteria weight is significant in improving the accuracy of the evaluation results. However, criteria weights assigned by decision makers (DMs) can be inaccurate when not measured from the orientations from which the DMs pursue their decision goals. This paper combines the grey system theory (GST) and regulatory focus theory (RFT) in estimating the weights of criteria by measuring the promotional and prevention focus orientations of the DMs and representing it as grey numbers. In this paper, we showed not all weight measurements from the DMs are symmetrical. In essence, to improve the accuracy of the MCDM weights, the grey regulatory focus theory (GRFT) weighting method is proposed to estimate the weights of an MCDM problem as well as aggregating the weights of the group DMs, thereby overcoming the limitation of a single orientation measurement. Furthermore, the GRFT weighting method is applied in ranking four universities in Xi’an city of China from a sample data from 1,200 students. The most reputable university is consistent with the other ranking indexes in the literature.
