Abstract
In the current era, the theory of vagueness and multi-criteria group decision making (MCGDM) techniques are extensively applied by the researchers in disjunctive fields like recruitment policies, financial investment, design of the complex circuit, clinical diagnosis of disease, material management, etc. Recently, trapezoidal neutrosophic number (TNN) draws a major awareness to the researchers as it plays an essential role to grab the vagueness and uncertainty of daily life problems. In this article, we have focused, derived and established new logarithmic operational laws of trapezoidal neutrosophic number (TNN) where the logarithmic base μ is a positive real number. Here, logarithmic trapezoidal neutrosophic weighted arithmetic aggregation (Larm) operator and logarithmic trapezoidal neutrosophic weighted geometric aggregation (Lgeo) operator have been introduced using the logarithmic operational law. Furthermore, a new MCGDM approach is being demonstrated with the help of logarithmic operational law and aggregation operators, which has been successfully deployed to solve numerical problems. We have shown the stability and reliability of the proposed technique through sensitivity analysis. Finally, a comparative analysis has been presented to legitimize the rationality and efficiency of our proposed technique with the existing methods.

Abstract
AbstractDifferent with the plain flexible job-shop scheduling problem (FJSP), the FJSP with routing flexibility is more complex and it can be deemed as the integrated process planning and (job shop) scheduling (IPPS) problem, where the process planning and the job shop scheduling two important functions are considered as a whole and optimized simultaneously to utilize the flexibility in a flexible manufacturing system. Although, many novel meta-heuristics have been introduced to address this problem and corresponding fruitful results have been observed; the dilemma in real-life applications of resultant scheduling schemes stems from the uncertainty or the nondeterminacy in processing times, since the uncertainty in processing times will disturb the predefined scheduling scheme by influencing unfinished operations. As a result, the performance of the manufacturing system will also be deteriorated. Nevertheless, research on such issue has seldom been considered before. This research focuses on the modeling and optimization method of the IPPS problem with uncertain processing times. The neutrosophic set is first introduced to model uncertain processing times. Due to the complexity in the math model, we developed an improved teaching-learning-based optimization(TLBO) algorithm to capture more robust scheduling schemes. In the proposed optimization method, the score values of the uncertain completion times on each machine are compared and optimized to obtain the most promising solution. Distinct levels of fluctuations or uncertainties on processing times are defined in testing the well-known Kim’s benchmark instances. The performance of computational results is analyzed and competitive solutions with smaller score values are obtained. Computational results show that more robust scheduling schemes with corresponding neutrosophic Gantt charts can be obtained; in general, the results of the improved TLBO algorithm suggested in this research are better than those of other algorithms with smaller score function values. The proposed method in this research gives ideas or clues for scheduling problems with uncertain processing times.

Abstract
After the recent establishment of the Sustainable Development Goals and the Agenda 2030, the sustainable design of products in general and infrastructures in particular emerge as a challenging field for the development and application of multicriteria decision-making tools. Sustainability-related decision problems usually involve, by definition, a wide variety in number and nature of conflicting criteria, thus pushing the limits of conventional multicriteria decision-making tools practices. The greater the number of criteria and the more complex the relations existing between them in a decisional problem, the less accurate and certain are the judgments required by usual methods, such as the analytic hierarchy process (AHP). The present paper proposes a neutrosophic AHP completion methodology to reduce the number of judgments required to be emitted by the decision maker. This increases the consistency of their responses, while accounting for uncertainties associated to the fuzziness of human thinking. The method is applied to a sustainable-design problem, resulting in weight estimations that allow for a reduction of up to 22% of the conventionally required comparisons, with an average accuracy below 10% between estimates and the weights resulting from a conventionally completed AHP matrix, and a root mean standard error below 15%.

Abstract
Background Human errors during operations may seriously threaten patient recovery and safety and affect the doctor–patient relationship. Therefore, risk evaluation of the surgical process is critical. Risk evaluation by failure mode and effect analysis (FMEA) is a prospective technology that can identify and evaluate potential failure modes in the surgical process to ensure surgical quality and patient safety. In this study, a hybrid surgical risk–evaluation model was proposed using FMEA and multiobjective optimization on the basis of ratio analysis plus full multiplicative form (MULTIMOORA) method under a single-valued trapezoidal neutrosophic environment. This work aimed to determine the most critical risk points during the surgical process and analyze corresponding solutions. Methods A team for FMEA was established from domain experts from different departments in a hospital in Hunan Province. Single-valued trapezoidal neutrosophic numbers (SVTNNs) were used to evaluate potential risk factors in the surgical process. Cmprehensive weights combining subjective and objective weights were determined by the best–worst method and entropy method to differentiate the importance of risk factors. The SVTNN–MULTIMOORA method was utilized to calculate the risk-priority order of failure modes in a surgical process. Results The hybrid FMEA model under the SVTNN–MULTIMOORA method was used to calculate the ranking of severity of 21 failure modes in the surgical process. An unclear diagnosis is the most critical failure in the surgical process of a hospital in Hunan Province. Conclusion The proposed model can identify and evaluate the most critical potential failure modes of the surgical process effectively. In addition, such a model can help hospitals to reduce surgical risk and improve the safety of surgery.

Abstract
Under the double pressure of global energy consumption and climate change, nuclear power has become a low-carbon alternative energy source that could transform the energy structure of the globe. In the nuclear power industry, selecting suitable suppliers plays a significant role in improving the overall performance of nuclear power projects. Along with this symmetrical impact, this paper aims to develop a multistage decision-support framework to determine the optimal nuclear power equipment supplier, which is constructed in the context of Z-number information. Concretely, the Analytic Network Process (ANP) and Tomada de Decisão Iterativa Multicritério (TODIM) are extended by Z-numbers symmetrically—namely, Z-ANP and Z-TODIM. Z-ANP is first applied to analyze the symmetrical interdependence of criteria, so as to accurately determine the criterion weights. Further, the ranking of alternatives is obtained by Z-TODIM, which sufficiently considers the risk preference and psychological states of decision-makers. Finally, a practical case of nuclear-grade cable procurement in the Karachi 2-3 international nuclear power project is performed to illustrate the practicality of the proposed method, and its robustness and superiority are proven by comparing it with current representative approaches.

Abstract
Advances in the medical industry has become a major trend because of the new developments in information technologies. This research offers a novel approach for estimating the smart medical devices (SMDs) selection process in a group decision making (GDM) in a vague decision environment. The complexity of the selected decision criteria for the smart medical devices is a significant feature of this analysis. To simulate these processes, a methodology that combines neutrosophics using bipolar numbers with Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) under GDM is suggested. Neutrosophics with TOPSIS approach is applied in the decision making process to deal with the vagueness, incomplete data and the uncertainty, considering the decisions criteria in the data collected by the decision makers (DMs). In this research, the stress is placed upon the choosing of sugar analyzing smart medical devices for diabetics' patients. The main objective is to present the complications of the problem, raising interest among specialists in the healthcare industry and assessing smart medical devices under different evaluation criteria. The problem is formulated as a multi criteria decision type with seven alternatives and seven criteria, and then edited as a multi criteria decision model with seven alternatives and seven criteria. The results of the neutrosophics with TOPSIS model are analyzed, showing that the competence of the acquired results and the rankings are sufficiently stable. The results of the suggested method are also compared with the neutrosophic extensions AHP and MOORA models in order to validate and prove the acquired results. In addition, we used the SPSS program to check the stability of the variations in the rankings by the Spearman coefficient of correlation. The selection methodology is applied on a numerical case, to prove the validity of the suggested approach.

Abstract
Single valued trapezoidal neutrosophic numbers (SVTNNs) are very useful tools for describing complex information, because of their advantage in describing the information completely, accurately and comprehensively for decision-making problems. In the paper, a method based on SVTNNs is proposed for dealing with multi-criteria group decision-making (MCGDM) problems. Firstly, the new operations SVTNNs are developed for avoiding evaluation information aggregation loss and distortion. Then the possibility degrees and comparison of SVTNNs are proposed from the probability viewpoint for ranking and comparing the single valued trapezoidal neutrosophic information reasonably and accurately. Based on the new operations and possibility degrees of SVTNNs, the single valued trapezoidal neutrosophic power average (SVTNPA) and single valued trapezoidal neutrosophic power geometric (SVTNPG) operators are proposed to aggregate the single valued trapezoidal neutrosophic information. Furthermore, based on the developed aggregation operators, a single valued trapezoidal neutrosophic MCGDM method is developed. Finally, the proposed method is applied to solve the practical problem of the most appropriate green supplier selection and the rank results compared with the previous approach demonstrate the proposed method's effectiveness.

Abstract
The interval multiple attribute decision-making problems are studied in this paper, where the preference information on attributes is expressed with preference orderings, linguistic terms, interval numbers, and inequality constraints among partial attribute weights. An approach is proposed to determine the attribute weights based on the preference information on attributes and the interval decision matrix. Firstly, preference orderings, linguistic terms, and interval numbers are normalized and aggregated into the group opinions, based on which an optimization model is set up to calculate the subjective attribute weights by including inequality constraints among partial attribute weights in the model. Then, based on the interval decision matrix, the entropy method is adopted to calculate the objective attribute weights, which is integrated with the subjective weights so that both the subjective preference information and the objective information in the decision matrix are reflected. Finally, an example is used to illustrate the proposed approach.

Abstract
Competition among different universities depends largely on the competition for talent. Talent evaluation and selection is one of the main activities in human resource management (HRM) which is critical for university development. Firstly, linguistic neutrosophic sets (LNSs) are introduced to better express multiple uncertain information during the evaluation procedure. We further merge the power averaging operator with LNSs for information aggregation and propose a LN-power weighted averaging (LNPWA) operator and a LN-power weighted geometric (LNPWG) operator. Then, an extended technique for order preference by similarity to ideal solution (TOPSIS) method is developed to solve a case of university HRM evaluation problem. The main contribution and novelty of the proposed method rely on that it allows the information provided by different decision makers (DMs) to support and reinforce each other which is more consistent with the actual situation of university HRM evaluation. In addition, its effectiveness and advantages over existing methods are verified through sensitivity and comparative analysis. The results show that the proposal is capable in the domain of university HRM evaluation and may contribute to the talent introduction in universities.

Abstract
The tension brought about by sickbeds is a common and intractable issue in public hospitals in China due to the large population. Assigning the order of hospitalization of patients is difficult because of complex patient information such as disease type, emergency degree, and severity. It is critical to rank the patients taking full account of various factors. However, most of the evaluation criteria for hospitalization are qualitative, and the classical ranking method cannot derive the detailed relations between patients based on these criteria. Motivated by this, a comprehensive multiple criteria decision making method named the intuitionistic multiplicative ORESTE (organísation, rangement et Synthèse dedonnées relarionnelles, in French) was proposed to handle the problem. The subjective and objective weights of criteria were considered in the proposed method. To do so, first, considering the vagueness of human perceptions towards the alternatives, an intuitionistic multiplicative preference relation model is applied to represent the experts’ preferences over the pairwise alternatives with respect to the predetermined criteria. Then, a correlation coefficient-based weight determining method is developed to derive the objective weights of criteria. This method can overcome the biased results caused by highly-related criteria. Afterwards, we improved the general ranking method, ORESTE, by introducing a new score function which considers both the subjective and objective weights of criteria. An intuitionistic multiplicative ORESTE method was then developed and further highlighted by a case study concerning the patients’ prioritization.
