Abstract
Alternative fuel vehicles (AFVs) offer opportunities to lower fuel costs as well as to reduce greenhouse gas emissions, and, therefore, they are a feasible option for customers in the market. Due to technological advancements, decisions about suitable alternative fuel vehicles are a challenging problem for fleet operators. This paper aims to introduce a multi-attribute decision-analysis framework to rank and select the “alternative fuel vehicles (AFVs)” for a private home healthcare service provider in Chandigarh, India. The selection of AFVs can be treated as a decision-making problem, because of the presence of various qualitative and quantitative attributes. Thus, the current work introduces an integrated decision-making framework based on intuitionistic fuzzy-“method based on the removal effects of criteria (MEREC)”, “ranking sum (RS)”, and the “double normalization-based multi-aggregation (DNMA)” framework for assessing the AFVs. The combination of MEREC and RS is applied to assess the objective and subjective weighting values of various parameters for AFV assessment. The DNMA approach is utilized to prioritize the different AFVs over various significant parameters. According to the outcomes, the most significant parameters for AFV assessment are social benefits, fueling/charging infrastructure, and financial incentives, respectively. In this context, globally existing AFVs for the sustainable transportation sector are identified, and then prioritized against fifteen different criteria relevant to the environmental, economic, technological, social, and political aspects of sustainability. It is distinguished that electric vehicles (G2), hybrid electric vehicles (G1), and hydrogen vehicles (G3) achieve higher overall performance compared to the other technologies available in India. The assessment outcomes prove that electric vehicles can serve as a valuable alternative for decreasing carbon emissions and negative effects on the environment. This technology contributes to transportation sector development and job creation in less developed areas of the country. Moreover, a comparison with existing studies and a sensitivity investigation are conferred to reveal the robustness and stability of the developed framework.

Abstract
AbstractThis article contributes to the advancement and evolution of outranking decision-making methodologies, with a novel essay on the ELimination and Choice Translating REality (ELECTRE) family of methods. Its primary target is to unfold the constituents and expound the implementation of the ELECTRE II method for group decision making in complex Pythagorean fuzzy framework. This results in the complex Pythagorean fuzzy ELECTRE II method. By inception, it is intrinsically superior to models using one-dimensional data. It is designed to perform the pairwise comparisons of the alternatives using the core notions of concordance, discordance and indifferent sets, which is then followed by the construction of complex Pythagorean fuzzy concordance and discordance matrices. Further, the strong and weak outranking relations are developed by the comparison of concordance and discordance indices with the concordance and discordance levels. Later, the forward, reverse and average rankings of the alternatives are computed by the dint of strong and weak outranking graphs. This methodology is supported by a case study for the selection of wastewater treatment process, and by a numerical example for the selection of the best cloud solution for a big data project. Its consistency is confirmed by an effectiveness test and comparison analysis with the Pythagorean fuzzy ELECTRE II and complex Pythagorean fuzzy ELECTRE I methods.

Abstract
In today's world, the demand for sustainable third-party reverse logistics providers (S3PRLPs) becomes an increasingly considerable issue for industries seeking improved customer service, cost reduction and sustainability perspectives. However, the assessment and selection of right S3PRLP is a complex uncertain decision-making problem due to involvement of numerous conflicting attributes, imprecise human mind and lack of information. Recently, Fermatean fuzzy set (FFS) has been recognized as one of the suitable tools to tackle the uncertain and inaccurate information. In this paper, we introduce a hybrid methodology based on CRITIC and EDAS methods with Fermatean fuzzy sets (FFSs) to solve the S3PRLP selection problem in which the attributes and decision makers' weights are completely unknown. In this framework, CRITIC approach is applied to calculate the attribute weight and EDAS method is used to evaluate the priority order of S3PRLP options. To do this, a new improved generalized score function (IGSF) is developed with its elegant properties. Also, a formula is discussed to calculate the decision makers' weights based on the developed IGSF. Next, developed framework is applied to assess a case study of S3PRLP selection problem with Fermatean fuzzy information, which elucidates the usefulness and practicality of the proposed method. Finally, comparative study is implemented to show the strength of introduced framework with extant approaches. The outcomes of the work confirm that the introduced approach is more feasible and well-consistent with the other extant approaches.

AbstractThis article is concerned to delineate the strategic approach of ELiminating Et Choice Translating REality (ELECTRE) method for multi-attribute group decision-making (MAGDM) in terms of complex spherical fuzzy sets. The feasible, well-suited, and marvelous structure of complex spherical fuzzy set compliments the decision-making efficiency and ranking calibre of ELECTRE I approach to present a beneficial and supreme aptitude strategy for MAGDM. Beside the proposed methodology, a few non-fundamental properties of complex spherical fuzzy weighted averaging (CSFWA) operator inclusive of shift invariance, homogenous, linearity, and additive property are also explored. The proposed procedure validates the individual opinions into an acceptable form by the dint of CSFWA operator and the aggregated opinions are further analyzed by the proposed complex spherical fuzzy- ELECTRE I (CSF-ELECTRE I) method. Within the consideration of proposed methodology, normalized Euclidean distances of complex spherical fuzzy numbers are also contemplated. In CSF-ELECTRE I method, the score, accuracy, and refusal degrees determine the concordance and discordance sets for each pair of alternatives to calculate the concordance and discordance indices, respectively. Based on aggregated outranking matrix, a decision graph is constructed to attain the ELECTREcally outranked solutions and the best alternative. This article provides supplementary approach at the final step to profess a linear ranking order of the alternatives. The versatility and feasibility of the presented method are embellished with two case studies from the business and IT field. Moreover, to ratify the intensity and aptitude of the presented methodology, we provide a comparative study with complex spherical fuzzy-TOPSIS method.

Abstract
The theory involving T-spherical fuzziness provides an exceptionally good tool to efficiently manipulate the impreciseness, equivocation, and vagueness inherent in multiple criteria assessment and decision-making processes. By exploiting the notions of score functions and distance measures for complex T-spherical fuzzy information, this paper aims to propound an innovational T-spherical fuzzy ELECTRE (ELimination Et Choice Translating REality) approach to handling intricate and convoluted evaluation problems. Several newly-created score functions are employed from the comparative perspective to constitute a core procedure concerning concordance and discordance determination in the current T-spherical fuzzy ELECTRE method. By the agency of a realistic application, this paper appraises the usefulness and efficacy of available score functions in the advanced ELECTRE mechanism under T-spherical fuzzy uncertainties. This paper incorporates two forms of Minkowski distance measures into the core procedure; moreover, the effectuality of the advocated measure in differentiating T-spherical fuzzy information is validated. The effectiveness outcomes of the evolved method have been investigated through the medium of an investment decision regarding potential company options for extending the business scope. The real-world application also explores the comparative advantages of distinct score functions in tackling multiple criteria decision-making tasks. Finally, this paper puts forward a conclusion and future research directions.

Abstract
Recently, the assessment and selection of most suitable low-carbon tourism strategy has gained an extensive consideration from sustainable perspectives. Owing to participation of multiple qualitative and quantitative attributes, the low-carbon tourism strategy (LCTS) selection process can be considered as multi-criteria decision-making (MCDM) problem. As uncertainty is usually occurred in LCTSs evaluation, the theory of interval-valued intuitionistic fuzzy sets (IVIFSs) has been established as more flexible and efficient tool to model the uncertain decision-making problems. The idea of the present study is to develop an extended method using additive ratio assessment (ARAS) framework and similarity measures in a way to find an effective solution to the decision-making problems using IVIFSs. The bases of the proposed method are the IVIFSs operators, some modifications in the traditional ARAS framework and a calculation procedure of the weights of the criteria. To calculate criterion weight, new similarity measures for IVIFSs are developed aiming at the achievement of more realistic weights. Also, a comparison is demonstrated to the currently used similarity measures in order to show the efficiency of the developed approach. To confirm that the developed IVIF-ARAS approach can be successfully employed to practical decision-making problems, a case study of LCTS selection problem is considered. The final results from the developed approach and the extant models are compared for the validation of the proposed approach in this study.

Abstract
The aim of this paper is to present the use of an innovative approach based on MCDM methods as the main component of a consumer Decision Support System (DSS) by recommending the most suitable products among a given set of alternatives. This system provides a reliable recommendation to the consumer in the form of a compromise ranking constructed from the five MCDM methods: the hybrid approach TOPSIS-COMET, COCOSO, EDAS, MAIRCA, and MABAC. Each of the methods used contributes significantly to the final compromise ranking built with the Copeland strategy. Chosen MCDM methods were combined with the objective CRITIC weighting method, and their performance was presented on the illustrative example of choosing the most suitable mobile phone. A sensitivity analysis involving the rw and WS correlation coefficients was performed to determine the match between the compromise ranking of the candidates and the rankings provided by each MCDM method. Sensitivity analysis demonstrated that all investigated compromise candidate rankings show high convergence with the rankings provided by the particular MCDM methods. Thus, the performed study proved that the proposed approach shows high potential to be successfully used as a central component of DSS for recommending the most suitable product. Such DSS could be a universal and future-proof solution for e-commerce sites and websites, providing advanced product comparison capabilities in delivering a recommendation to the user as a final ranking of alternatives.

Abstract
In project management, agility concept has emerged for overcoming the limitations of traditional methodologies that are sequential and linear. An agile project contains planned processes as well as iterations. In global competitive areas, achieving agility in outsourcing processes enables the companies to cope with changes and dynamic issues. This paper introduces an integrated cognitive map-based intuitionistic fuzzy multiple criteria decision aid to rank agile outsourcing provider alternatives and then determine the best performing one. Intuitionistic fuzzy sets are employed for dealing with uncertain and vague data along with the loss of information that may be occurred in numerical operations with fuzzy numbers. Intuitionistic fuzzy cognitive map tool is used to weight the evaluation criteria that are interrelated with each other with causal links. The most appropriate agile outsourcing provider alternative is identified via intuitionistic fuzzy complex proportional assessment technique, which aims to obtain a solution relative to the ideal solution. In order to demonstrate the robustness of the proposed intuitionistic fuzzy decision aid, a case study is conducted in Turkish white goods industry. As a comparative study, a scenario analysis is provided to understand the impacts of COVID-19 pandemic on agile provider evaluation/selection decision. According to the results obtained from the scenario analysis, it is worth noting that home office procedures are appropriate for maintaining agility in outsourcing processes of project management.

Abstract
Fermatean fuzzy linguistic (FFL) set theory provides an efficient tool for modeling a higher level of uncertain and imprecise information, which cannot be represented using intuitionistic fuzzy linguistic (IFL)/Pythagorean fuzzy linguistic (PFL) sets. On the other hand, the linguistic scale function (LSF) is the better way to consider the semantics of the linguistic terms during the evaluation process. It is worth noting that the existing operational laws and aggregation operators (AOs) for Fermatean fuzzy linguistic numbers (FFLNs) are not valid in many situations, which can generate errors in real-life applications. The present study aims to define new robust operational laws and AOs under Fermatean fuzzy linguistic environment. To do so, first, we define some new modified operational laws for FFLNs based on LSF and prove some important mathematical properties of them. Next, the work defines several new AOs, namely, the FFL-weighted averaging (FFLWA) operator, the FFL-weighted geometric (FFLWG) operator, the FFL-ordered weighted averaging (FFLOWA) operator, the FFL-ordered weighted geometric (FFLOWG) operator, the FFL-hybrid averaging (FFLHA) operator and the FFL-hybrid geometric (FFLHG) operator under Fermatean fuzzy linguistic environment. Several properties of these AOs are investigated in detail. Further, based on the proposed AOs, a new decision-making approach with Fermatean fuzzy linguistic information is developed to solve group decision-making problems with multiple attributes. Finally, to illustrate the effectiveness of the present approach, a real-life supplier selection problem is presented where the evaluation information of the alternatives is given in terms of FFLNs. Compared to the existing methods, the salient features of the developed approach are (1) it can solve decision-making problems with qualitative information data using FFLNs; (2) It can consider the attitudinal character of the decision-makers during the solution process; (3) It has a solid ability to distinguish the optimal alternative.

Abstract
This paper presents a ranking method of operating sequences based on the actual condition of complex systems. This objective is achieved using the health checkup concept and the multiattribute utility theory. Our contribution is the proposal of sequences ranking process using data and experts' judgments. The ranking results in a decision-making element; it allows experts to have an objective and concise overall ranking to be used for decision making. A case study is presented based on an experimental platform; it allows us to compare two aggregation operators: the weighted mean and the Choquet integral.

Abstract
Today healthcare globally is growing at a rapid pace and despite the huge technological advancement, healthcare still faces primitive challenges and hence results in the poor service and facility to the needy. Layout planning acts as one major reason which requires improvements for the effective and efficient working of the healthcare facilities. This research aims at optimizing several quantitative criteria related to economic, technology and society which are taken into consideration for the decision-making during the evaluation, analysing and selection of the best layout for an existing healthcare facility. Critical areas for the improvement were found out using statistical analysis based on a survey questionnaire and Apple’s layout procedure is utilised to design the different possible layouts for an efficient facility. The seven criteria namely inter-departmental satisfactory level, the average distance travelled and the average time required for staff flow, the average distance travelled and the average time required for patient flow, the average distance travelled and the average time required for material flow were taken into consideration. The ELECTRE methodology was used as multi-criteria decision making based on decided seven criteria for comparing the different layout by methodical and orderly thinking.

Ss) by incorporating the concept of generalized parameter and group generalized parameters in q-rung orthopair fuzzy environment. The main advantage of generalized parameter in q-rung orthopair fuzzy environment is to reduce uncertain errors in the original information to ensure the expert’s level of trust and improve the accuracy of final decision. On the base of generalized parameter, some aggregation operators are introduced such as generalized q-rung orthopair fuzzy average aggregation operators and group generalized q-rung orthopair fuzzy average aggregation operators and studied their related properties. Furthermore, a multi-criteria decision-making method technique based on proposed approach is presented. Finally, a numerical example is provided to illustrate the feasibility of the proposed methods and deliver the sensitivity analysis and comparative analysis, which show the superiority of developed approached than existing methods.

Abstract
Bioenergy is a kind of renewable energy that can potentially contribute to a broad spectrum of economic, environmental, and societal objectives and aid sustainable development. The assessment, management, and monitoring of the diverse bioenergy production technology alternatives are complex in nature and deliver different benefits due to the lack of precise and comprehensive data. Selection of an optimal bioenergy production technology (BPT) alternative is considered a complex multi-criteria decision-making (MCDM) problem that involves many incompatible tangible and intangible as well as qualitative and quantitative criteria. The procedure of defining and evaluating the weights of the criteria is an important concern for decision experts because the assessment and the final selection of the BPT alternative are carried out on the basis of the defined set of criteria. Intuitionistic fuzzy sets (IFSs) have received considerable attention due to their ability to handle the imprecision and vagueness that can arise in real-life situations. Thus, this study presents an integrated approach, based on stepwise weight assessment ratio analysis (SWARA) and complex proportional assessment (COPRAS) approaches, for the selection of BPT alternatives. In the integrated framework, criteria weights are determined by the SWARA procedure, and the ranking of BPT alternatives is decided by the COPRAS method using IFSs. The criteria weights evaluated by this approach involve the imprecision of experts’ opinions, which makes them more comprehensible. To express the efficiency and applicability of the integrated framework, a BPT selection problem is presented using IFSs. In addition, this study involved sensitivity analysis with respect to various sets of criteria weights to reveal the strength of the developed approach. The sensitivity analysis outcomes indicate that the agricultural and municipal waste of biogas (S3) consistently secures the highest rank, despite how the criteria weights vary. Finally, a comparative study is discussed to analyze the validity of the obtained result. The findings of this study confirm that the proposed framework is more useful than and consistent with previously developed methods using the IFSs environment.
