Abstract
AbstractThe efficiency of the measuring tools and operators is a significant part of lot sentencing decisions. These tools have to pass some pre-specified quality levels to avoid problems during the quality assessment scenarios. These measurements have a serious risk to be encountered with any extent of ambiguity, doubt, or indeterminacy due to any of the factors like variation among the operating regimes, warming effects in the hot climatic conditions, the operators’ casual attitude, and so on. These factors as the most significant sources of extraneous variations can deeply affect the efficacy of lot sentencing decisions. Hence, the decision when based on the measurement through the operating tools and these tools have to pass which have fulfilled some adequate standards only then lot sentencing may avoid or save from the rejection of a good lot. The authors have put their focus on dealing with the factors that arise by measuring variability among the measured or determined values despite having the normal population distribution. In this study, the auxiliary information is used to estimate the variable of interest over the two successive occasions under the neutrosophic interval numbers and proved helpful to overcome this issue. The presented approach has discussed that in blurred, doubted, uncertain and undetermined datasets partially or completely, the efficacy of the decision for the whole lot cannot be decided on the single point crisped value. But the range of values around such a single crisp point in the form of neutrosophic theory is proved far better. In this context, the neutrosophic interval number successive sampling-based sampling plan is proposed which is the major contribution to the existing literature. It is explained in terms of operating characteristic function and the plan parameters are determined through the neutrosophic non-linear optimization approach. The comparative analysis is presented with the existing sampling plans and found efficient. Moreover, a real-life industrial dataset is used as an application of the concept.

Abstract
Since 2015, the United Nations sustainable development goals (SDGs) agenda 2030 has been designed with 17 goals, 169 targets, and 232 unique indicators to help address environmental, development, and sustainability issues globally. India, like other developing nations, desired to achieve its vision 2030 targets. Several authors studied India's SDGs with different approaches. However, none of the studies explores the concept of neutrosophic programming (NP). It is against this drawback; this study presents an optimization model for India's socio-economic and environmental goals based on the NP concept. The NP model is capable of handling indeterminacy in optimization-related problems for which other techniques do not. The formulated models simultaneously optimized the gross domestic product (GDP) growth, electricity consumption, and greenhouse gas (GHG) emissions. The solutions revealed that the degree of satisfaction for the goals related to GDP, electricity consumption, and GHG emissions could be achieved partially. Also, it suggested the required optimal number of employment for each economic sector to achieve India's vision 2030. The SDGs model was further solved with the goal programming (GP) technique and compared with the NP results to validate the proposed concept. It has been found that the proposed model gives a better compromise solution than the GP model. The study can help and guide policymakers in working toward vision 2030 attaintment. Other interested researchers can use the concept in other countries to help decision-makers understand managerial policy implications.

Abstract
Solving the shortest path problem is very difficult in situations such as emergency rescue after a typhoon: road-damage caused by a typhoon causes the weight of the rescue path to be uncertain and impossible to represent using single, precise numbers. In such uncertain environments, neutrosophic numbers can express the edge distance more effectively: membership in a neutrosophic set has different degrees of truth, indeterminacy, and falsity. This paper proposes a shortest path solution method for interval-valued neutrosophic graphs using the particle swarm optimization algorithm. Furthermore, by comparing the proposed algorithm with the Dijkstra, Bellman, and ant colony algorithms, potential shortcomings and advantages of the proposed method are deeply explored, and its effectiveness is verified. Sensitivity analysis performed using a 2020 typhoon as a case study is presented, as well as an investigation on the efficiency of the algorithm under different parameter settings to determine the most reasonable settings. Particle swarm optimization is a promising method for dealing with neutrosophic graphs and thus with uncertain real-world situations.

Abstract
Single-valued neutrosophic set (SVNS) is considered as generalization and extension of fuzzy set, intuitionistic fuzzy set (IFS), and crisp set for expressing the imprecise, incomplete, and indeterminate information about real-life decision-oriented models. The theme of this research is to develop a solution approach to solve constrained bimatrix games with payoffs of single-valued trapezoidal neutrosophic numbers (SVTNNs). In this approach, the concepts and suitable ranking function of SVTNNs are defined. Hereby, the equilibrium optimal strategies and equilibrium values for both players can be determined by solving the parameterized mathematical programming problems, which are obtained from two novel auxiliary SVTNNs programming problems based on the proposed ranking approach of SVTNNs. Moreover, an application example is examined to verify the effectiveness and superiority of the developed algorithm. Finally, a comparison analysis between the proposed and the existing approaches is conducted to expose the advantages of our work.

Abstract
Trapezoidal fuzzy neutrosophic decision making plays an important role in decision-making processes with uncertain, indeterminate, and inconsistent information. In this paper, we propose a new multi-attribute decision-making method based on decision-making trial and evaluation laboratory (DEMATEL), fuzzy distance, and linear assignment method (LAM), and we express evaluation values as the trapezoidal fuzzy neutrosophic numbers (TrFNNs). First, attribute weights are obtained using the DEMATEL method and the new fuzzy distance of TrFNNs based on graded mean integration representation is defined. Then, alternatives are ranked using the LAM in operations research. In addition, we make two comparative analyses in the end to illustrate the feasibility and rationality of our method. Finally, an illustrative example about typhoon disaster assessment is presented to show the advantages of the proposed method.

Abstract
Employing the concept and function of tangency with similarity measures and counterpart distances for reliable medical consultations has been extensively studied in the past decades and results in lots of isomorphic measures for application. We compared the majority of such isomorphic measures proposed by various researchers and classified them into (a) maximum norm and (b) one-norm categories. Moreover, we found that previous researchers used monotonic functions to transform an identity function and resulted in complicated expressions. In this study, we provide a theoretical foundation to explain the isomorphic nature of a newer measure proposed by the following research paper against its studied existing one in deriving the same pattern recognition results. Specifically, this study initially proposes two similarity measures using maximum norm, arithmetic mean, and aggregation operators and followed by a detailed discussion on their mathematical characteristics. Subsequently, a simplified version of such measures is presented for easy application. This study completely covers two previous methods to point out that the complex approaches used were unnecessary. The findings will help physicians, patients, and their family members to obtain a proper medical diagnosis during multiple examinations.

Abstract
AbstractThe fuzzy transportation problem is a very popular, well-known optimization problem in the area of fuzzy set and system. In most of the cases, researchers use type 1 fuzzy set as the cost of the transportation problem. Type 1 fuzzy number is unable to handle the uncertainty due to the description of human perception. Interval type 2 fuzzy set is an extended version of type 1 fuzzy set which can handle this ambiguity. In this paper, the interval type 2 fuzzy set is used in a fuzzy transportation problem to represent the transportation cost, demand, and supply. We define this transportation problem as interval type 2 fuzzy transportation problems. The utility of this type of fuzzy set as costs in transportation problem and its application in different real-world scenarios are described in this paper. Here, we have modified the classical Vogel’s approximation method for solved this fuzzy transportation problem. To the best of our information, there exists no algorithm based on Vogel’s approximation method in the literature for fuzzy transportation problem with interval type 2 fuzzy set as transportation cost, demand, and supply. We have used two Numerical examples to describe the efficiency of the proposed algorithm.

Abstract
Safety is the fundamental guarantee for the sustainable development of mining enterprises. As the safety evaluation of mines is a complex system engineering project, consistent and inconsistent, even hesitant evaluation information may be contained simultaneously. Linguistic neutrosophic numbers (LNNs), as the extensions of linguistic terms, are effective means to entirely and qualitatively convey such evaluation information with three independent linguistic membership functions. The aim of our work is to investigate several mean operators so that the safety evaluation issues of mines are addressed under linguistic neutrosophic environment. During the safety evaluation process of mines, many influence factors should be considered, and some of them may interact with each other. To this end, the Muirhead mean (MM) operators are adopted as they are powerful tools to deal with such situation. On the other hand, to diminish the impacts of irrational data provided by evaluators, the power average (PA) operators are under consideration. Thus, with the combination of MM and PA, the power MM operators and weighted power MM operators are proposed to aggregate linguistic neutrosophic information. Meanwhile, some key points and special cases are studied. The advantages of these operators are that not only the interrelations among any number of inputs can be reflected, but also the effects of unreasonable information can be reduced. Thereafter, a new linguistic neutrosophic ranking technique based on these operators is developed to evaluate the mine safety. Moreover, in-depth discussions are made to show the robust and flexible abilities of our method. Results manifest that the proposed method is successful in dealing with mine safety evaluation issues within linguistic neutrosophic circumstances.

Abstract
The interval neutrosophic set (INS) can make it easier to articulate incomplete, indeterminate, and inconsistent information, and the Schweizer-Sklar (Sh-Sk) t-norm (tm) and t-conorm (tcm) can make the information aggregation process more flexible due to a variable parameter. To take full advantage of INS and Sh-Sk operations, in this article, we expanded the Sh-Sk and to IN numbers (INNs) in which the variable parameter takes values from , develop the Sh-Sk operational laws for INNs and discussed its desirable properties. After that, based on these newly developed operational laws, two types of generalized prioritized aggregation operators are established, the generalized IN Sh-Sk prioritized weighted averaging (INSh-SkPWA) operator and the generalized IN Sh-Sk prioritized weighted geometric (INSh-SkPWG) operator. Additionally, we swot a number of valuable characteristics of these intended aggregation operators (AGOs) and created two novel decision-making models to match with multiple-attribute decision-making (MADM) problems under IN information established on INSh-SkPWA and INSh-SkPRWG operators. Finally, an expressive example regarding evaluating the technological innovation capability for the high-tech enterprises is specified to confirm the efficacy of the intended models.

Abstract
Geometric programming problems are well-known in mathematical modeling. They are broadly used in diverse practical fields that are contemplated through an appropriate methodology. In this paper, a multi-parametric vector α is proposed for approaching the highest decision maker satisfaction. Hitherto, the simple parameter α , which has a scalar role, has been considered in the problem. The parameter α is a vector whose range is within the region of the satisfaction area. Conventionally, it is assumed that the decision maker is sure about the parameters, but, in reality, it is mostly hesitant about them, so the parameters are presented in fuzzy numbers. In this method, the decision maker can attain different satisfaction levels in each constraint, and even full satisfaction can be reached in some constraints. The goal is to find the highest satisfaction degree to maintain an optimal solution. Moreover, the objective function is turned into a constraint, i.e., one more dimension is added to n-dimensional multi-parametric α . Thus, the fuzzy geometric programming problem under this multi-parametric vector α ∈ ( 0 , 1 ] n + 1 gives a maximum satisfaction level to the decision maker. A numerical example is presented to illustrate the proposed method and the superiority of this multi-parametric α over the simple one.

Abstract
A neutrosophic set is initiated by Smarandache, and it is a novel tool to deal with vagueness considering the truth, indeterminacy and falsity memberships satisfying the condition that their sum is less than 3. The concept of neutrosophic quadruple numbers was introduced by Florentin Smarandache. Using this idea, Jun et al. introduced the notion of neutrosophic quadruple B C K / B C I -numbers, and studied neutrosophic quadruple B C K / B C I -algebras. As a continuation of Jun et al.’s paper, the notion of implicative neutrosophic quadruple B C K -algebras is introduced, and several properties are investigated. Given a set Y, conditions for the neutrosophic quadruple Y-set N q ( Y ) to be a neutrosophic quadruple B C I -algebra are provided. Conditions for the neutrosophic quadruple Y-set N q ( Y ) to be an implicative neutrosophic quadruple B C K -algebra are provided. Given subsets I and J of a B C K -algebra Y, conditions for the neutrosophic quadruple ( I , J ) -set N q ( I , J ) to be an implicative ideal of the neutrosophic quadruple B C K -algebra N q ( Y ) are discussed.

Abstract
Fuzzy graphs (FGs) and their generalizations have played an essential role in dealing with real-life problems involving uncertainties. The goal of this article is to show some serious flaws in the existing definitions of several root-level generalized FG structures with the help of some counterexamples. To achieve this, first, we aim to improve the existing definition for interval-valued FG, interval-valued intuitionistic FG and their complements, as these existing definitions are not well-defined; i.e., one can obtain some senseless intervals using the existing definitions. The limitations of the existing definitions and the validity of the new definitions are supported with some examples. It is also observed that the notion of a single-valued neutrosophic graph (SVNG) is not well-defined either. The consequences of the existing definition of SVNG are discussed with the help of examples. A new definition of SVNG is developed, and its improvement is demonstrated with some examples. The definition of an interval-valued neutrosophic graph is also modified due to the shortcomings in the current definition, and the validity of the new definition is proved. An application of proposed work is illustrated through a decision-making problem under the framework of SVNG, and its performance is compared with existing work.

In this article, we study multiple attribute decision-making (MADM) problems with picture fuzzy numbers (PFNs) information. Afterwards, we adopt a Muirhead mean (MM) operator, a weighted MM (WMM) operator, a dual MM (DMM) operator, and a weighted DMM (WDMM) operator to define some picture fuzzy aggregation operators, including the picture fuzzy MM (PFMM) operator, the picture fuzzy WMM (PFWMM) operator, the picture fuzzy DMM (PFDMM) operator, and the picture fuzzy WDMM (PFWDMM) operator. Of course, the precious merits of these defined operators are investigated. Moreover, we have adopted the PFWMM and PFWDMM operators to build a decision-making model to handle picture fuzzy MADM problems. In the end, we take a concrete instance of appraising a financial investment risk to demonstrate our defined model and to verify its accuracy and scientific merit.

Abstract
Land reclamation has become a significant way for the improvement of ecological environment in mining areas. When selecting the optimal land reclamation scheme, LNNs (linguistic neutrosophic numbers) are suitable to describe the complex fuzzy evaluation information through linguistic truth, indeterminacy and falsity membership degrees. Furthermore, the Hamacher aggregation operators are good tools to handle multi-criteria decision making problems. Accordingly, the aim of this paper is to extend Hamacher aggregation operators with LNNs and then build a decision making framework for evaluating land reclamation schemes in mining areas. First, new operational laws of LNNs based on Hamacher t-norm and t-conorm are defined. Then, several linguistic neutrosophic Hamacher aggregation operators, including the linguistic neutrosophic Hamacher weighted mean aggregation operators and linguistic neutrosophic Hamacher hybrid weighted mean aggregation operators are developed. Meanwhile, their desirable properties are proved. Thereafter, a method for decision making with linguistic neutrosophic information based on these operators is proposed to deal with complex decision problems. At last, the validity of this method is confirmed by an illustrative example of evaluating the land reclamation schemes in mining areas. In addition, the impact of the parameter in extended Hamacher aggregation operators is discussed. The merits of the proposed method are also highlighted by comparing with other decision making methods. The results show that the proposed linguistic neutrosophic Hamacher aggregation operators have great flexibility and advantages, and can provide powerful ways for the evaluation of land reclamation schemes.

Abstract
It is an interesting direction to study rough sets from a multi-granularity perspective. In rough set theory, the multi-particle structure was represented by a binary relation. This paper considers a new neutrosophic rough set model, multi-granulation neutrosophic rough set (MGNRS). First, the concept of MGNRS on a single domain and dual domains was proposed. Then, their properties and operators were considered. We obtained that MGNRS on dual domains will degenerate into MGNRS on a single domain when the two domains are the same. Finally, a kind of special multi-criteria group decision making (MCGDM) problem was solved based on MGNRS on dual domains, and an example was given to show its feasibility.

Abstract
The aim of this paper is to introduce some new operators for aggregating single-valued neutrosophic (SVN) information and to apply them to solve the multi-criteria decision-making (MCDM) problems. Single-valued neutrosophic set, as an extension and generalization of an intuitionistic fuzzy set, is a powerful tool to describe the fuzziness and uncertainty, and Muirhead mean (MM) is a well-known aggregation operator which can consider interrelationships among any number of arguments assigned by a variable vector. In order to make full use of the advantages of both, we introduce two new prioritized MM aggregation operators, such as the SVN prioritized MM (SVNPMM) and SVN prioritized dual MM (SVNPDMM) under SVN set environment. In addition, some properties of these new aggregation operators are investigated and some special cases are discussed. Furthermore, we propose a new method based on these operators for solving the MCDM problems. Finally, an illustrative example is presented to testify the efficiency and superiority of the proposed method by comparing it with the existing method.
