Abstract
The impact of Big Data (BD) creates challenges in selecting relevant and significant data to be used as criteria to facilitate flood management plans. Studies on macro domain criteria expand the criteria selection, which is important for assessment in allowing a comprehensive understanding of the current situation, readiness, preparation, resources, and others for decision assessment and disaster events planning. This study aims to facilitate the criteria identification and selection from a macro domain perspective in improving flood management planning. The objectives of this study are (a) to explore and identify potential and possible criteria to be incorporated in the current flood management plan in the macro domain perspective; (b) to understand the type of flood measures and decision goals implemented to facilitate flood management planning decisions; and (c) to examine the possible structured mechanism for criteria selection based on the decision analysis technique. Based on a systematic literature review and thematic analysis using the PESTEL framework, the findings have identified and clustered domains and their criteria to be considered and applied in future flood management plans. The critical review on flood measures and decision goals would potentially equip stakeholders and policy makers for better decision making based on a disaster management plan. The decision analysis technique as a structured mechanism would significantly improve criteria identification and selection for comprehensive and collective decisions. The findings from this study could further improve Malaysia Adaptation Index (MAIN) criteria identification and selection, which could be the complementary and supporting reference in managing flood disaster management. A proposed framework from this study can be used as guidance in dealing with and optimising the criteria based on challenges and the current application of Big Data and criteria in managing disaster events.

Abstract
This paper provides an overview of multi-criteria decision analysis (MCDA) applications in managing water-related disasters (WRD). Although MCDA has been widely used in managing natural disasters, it appears that no literature review has been conducted on the applications of MCDA in the disaster management phases of mitigation, preparedness, response, and recovery. Therefore, this paper fills this gap by providing a bibliometric analysis of MCDA applications in managing flood and drought events. Out of 818 articles retrieved from scientific databases, 149 articles were shortlisted and analyzed using a Preferred Reporting Items for Systematic Reviews and Meta-analyses (PRISMA) approach. The results show a significant growth in MCDA applications in the last five years, especially in managing flood events. Most articles focused on the mitigation phase of DMP, while other phases of preparedness, response, and recovery remained understudied. The analytical hierarchy process (AHP) was the most common MCDA technique used, followed by mixed-method techniques and TOPSIS. The article concludes the discussion by identifying a number of opportunities for future research in the use of MCDA for managing water-related disasters.

Abstract
Multiple-criteria decision making (MCDM) methods have been widely employed in various fields and disciplines, including decision problems regarding Sustainable Development (SD) issues. The main objective of this paper is to present a systematic literature review (SLR) on MCDM methods supporting decisions focusing on the achievement of UN Sustainable Development Goals (SDGs) and the implementation of the 2030 Agenda for Sustainable Development in regional, national, or local contexts. In this regard, 143 published scientific articles from 2016 to 2020 were retrieved from the Scopus database, selected and reviewed. They were categorized according to the decision problem associated with SDGs issues, the MCDM methodological approach, including the use (or not) of fuzzy set theory, sensitivity analysis, and multistakeholder approaches, the context of MCDM applications, and the MCDM classification (if utility-based, compromise, multi-objective, outranking, or other MCDM methods). The widespread adoption of MCDM methods in complex contexts confirms that they can help decision-makers solve multidimensional problems associated with key issues within the 2030 Agenda framework. Besides, the state-of-art review provides an improved understanding of this research field and directions for building a research agenda for those interested in advancing the research on MCDM applications in issues associated with the 2030 Agenda framework.

Abstract
While the topic of climate change is of global importance and has global consequences, the context is far more dangerous for emerging economies, including small island developing states (SIDS) and their coastal cities. The literature supports the need for robustness in infrastructural dimensions of such economies. However, the preparatory economic aspects have been overlooked in favour of post-impact disaster management studies by many countries. The latter studies have also focused upon the need for heavy financial investments without investigating solutions for economic strengthening of those economies including climate change mitigation and affordability. As such, emerging SIDS economies have struggled to meet these obligations from their internal finances that draw predominantly from tax revenue sources and foreign aid thereby often leading to increased debts contributing to economic austerity and decreasing liveability levels when repayment commitments fail. Public-private partnerships (PPP), another sought-after loan strategy, which often attracts foreign direct investment (FDI), can work if PPPs are carefully designed within strict public monitoring criteria. However, their applicability needs to be expanded to include the wider social strata of a city to ensure inclusivity and cohesiveness, and formulated to contribute to a wider urban regeneration agenda. This paper proposes a more inclusive framework bridging governance with drivers for sustainable development, using urban heritage and culture as a strategic thread for debt repayment and economic empowerment through PPP. This paper seeks to inform policymakers on sustainable pathways as it relates to SIDS cultural heritage conservation policies and practices towards better economic resilience in the wake of climate change.
