The optimal dam site selection using a group decision-making method through fuzzy TOPSIS model

New Approach to Selecting Civil Defense Centers in Al-Riyadh City (KSA) Based on Multi-Criteria Decision Analysis and GIS

Maintaining and enhancing the quality of civil defense services are of importance to citizens’ life in any city. During the past few decades, the expansion of settlements in Al-Riyadh City has led to a shortage in the distribution of the civil defense centers (CDCs) there. The main aim of this study is to implement the Weighted Sum Method (WSM) and Analytic Hierarchy Process (AHP) to evaluate the distribution of the CDCs in Al-Riyadh City. Eight criteria (i.e., distance from the existing civil defense center, accident density, population density, distance from the road, distance from commercial centers, distance from educational services, distance from industrial areas, and distance from residential areas) were used. The areas under the curve (AUC) of the Prediction Rate Curve (PRC) show that almost all of the AHP models are better than the WSM model. We suggest establishing five CDCs in Al-Riyadh City in areas that are lacking CDCs and characterized by a high population density and consequently a high rate of accidents. We recommend highly long-term planning for establishing new CDCs in cities where there is rapid areal expansion (e.g., Al-Riyadh City).

Dam Siting: A Review

Dams can effectively regulate the spatial and temporal distribution of water resources, where the rationality of dam siting determines whether the role of dams can be effectively performed. This paper reviews the research literature on dam siting in the past 20 years, discusses the methods used for dam siting, focuses on the factors influencing dam siting, and assesses the impact of different dam functions on siting factors. The results show the following: (1) Existing siting methods can be categorized into three types—namely, GIS/RS-based siting, MCDM- and MCDM-GIS-based siting, and machine learning-based siting. GIS/RS emphasizes the ability to capture and analyze data, MCDM has the advantage of weighing the importance of the relationship between multiple factors, and machine learning methods have a strong ability to learn and process complex data. (2) Site selection factors vary greatly, depending on the function of the dam. For dams with irrigation and water supply as the main purpose, the site selection is more focused on the evaluation of water quality. For dams with power generation as the main purpose, the hydrological factors characterizing the power generation potential are the most important. For dams with flood control as the main purpose, the topography and geological conditions are more important. (3) The integration of different siting methods and the siting of new functional dams in the existing research is not sufficient. Future research should focus on the integration of different methods and disciplines, in order to explore the siting of new types of dams.

Flood Risk Management with Transboundary Conflict and Cooperation Dynamics in the Kabul River Basin

The Kabul River, while having its origin in Afghanistan, has a primary tributary, the Konar River, which originates in Pakistan and enters Afghanistan near Barikot-Arandu. The Kabul River then re-enters Pakistan near Laalpur, Afghanistan making it a true transboundary river. The catastrophic flood events due to major snowmelt events in the Hindu Kush mountains occur every other year, inundating many major urban centers. This study investigates the flood risk under 30 climate and dam management scenarios to assess opportunities for transboundary water management strategy in the Kabul River Basin (KRB). The Soil and Water Assessment Tool (SWAT) is a watershed-scale hydraulic modeling tool that was employed to forecast peak flows to characterize flood inundation areas using the river flood routing modelling tool Hydrologic Engineering Center—Analysis System -HEC-RAS for the Nowshera region. This study shows how integrated transboundary water management in the KRB can play a vital catalyst role with significant socio-economic benefits for both nations. The study proposes a KRB-specific agreement, where flood risk management is a significant driver that can bring both countries to work together under the Equitable Water Resource Utilization Doctrine to save lives in both Afghanistan and Pakistan. The findings show that flood mitigation relying on collaborative efforts for both upstream and downstream riparian states is highly desirable.

GIS-Based Modeling for Selection of Dam Sites in the Kurdistan Region, Iraq

Iraq, a country in the Middle East, has suffered severe drought events in the past two decades due to a significant decrease in annual precipitation. Water storage by building dams can mitigate drought impacts and assure water supply. This study was designed to identify suitable sites to build new dams within the Al-Khabur River Basin (KhRB). Both the fuzzy analytic hierarchy process (AHP) and the weighted sum method (WSM) were used and compared to select suitable dam sites. A total of 14 layers were used as input dataset (i.e., lithology, tectonic zones, distance to active faults, distance to lineaments, soil type, land cover, hypsometry, slope gradient, average precipitation, stream width, Curve Number Grid, distance to major roads, distance to towns and cities, and distance to villages). Landsat-8/Operational Land Imager (OLI) and QuickBird optical images were used in the study. Three types of accuracies were tested: overall, suitable pixels by number, and suitable pixels by weight. Based on these criteria, we determined that 11 sites are suitable for locating dams for runoff harvesting. Results were compared to the location of 21 preselected dams proposed by the Ministry of Agricultural and Water Resources (MAWR). Three of these dam sites coincide with those proposed by the MAWR. The overall accuracies of the 11 dams ranged between 76.2% and 91.8%. The two most suitable dam sites are located in the center of the study area, with favorable geology, adequate storage capacity, and in close proximity to the population centers. Of the two selection methods, the AHP method performed better as its overall accuracy is greater than that of the WSM. We argue that when stream discharge data are not available, use of high spatial resolution QuickBird imageries to determine stream width for discharge estimation is acceptable and can be used for preliminary dam site selection. The study offers a valuable and relatively inexpensive tool to decision-makers for eliminating sites having severe limitations (less suitable sites) and focusing on those with the least restriction (more suitable sites) for dam construction.

Exploring the Role of Advertising Types on Improving the Water Consumption Behavior: An Application of Integrated Fuzzy AHP and Fuzzy VIKOR Method

In recent years, many cities have suffered from a shortage of drinking water, mainly due to population growth. Hence, the desire to curb undue water consumption through the identification of the main factors affecting consumer behavior has become very important in managing drinking water supplies. Modifying the consumption pattern means institutionalizing of a sustainable culture in water consumption among consumers and the identification of the main criteria affecting their behavior. In 2018, a survey was applied to examine the role of mass media advertising in modifying the water consumption pattern in Iran. An integration of fuzzy AHP and fuzzy VIKOR was proposed based on group decision making, and fuzzy trapezoidal sets used to model linguistic variables and to deal with uncertainty in opinions. We devised and conducted a questionnaire with 24 main criteria and 8 sub-criteria to measure the impact of advertising on water consumption. The case study population in this study included all urban households over 15 cities of Iran. A total of 5630 questionnaires were distributed among the various populations with cluster method. Then, by analyzing the results, advertisements using animation had the highest impact on consumer behavior, among the available alternatives, and could play a significant role in modifying the water consumption pattern. Additionally, a fuzzy evaluation technique is performed to validate the result of the applied method. Subsequently, a sensitivity analysis was conducted to validate the stability of the final ranking. Finally, the prioritization results of the types of advertising by the proposed method were compared with the results of the fuzzy AHP method.

Site Selection of the Colombian Antarctic Research Station Based on Fuzzy-Topsis Algorithm

By 2025 the Republic of Colombia aims to be an advisory member of the Antarctic Treaty System (ATS) and the installation of a scientific station is necessary to upscale the scientific capabilities. The aim of this paper is showing the results of the implementation of a Fuzzy TOPSIS algorithm for site selection of the Colombian Antarctic Scientific Station. A three-phase methodology was proposed, and the obtained results allowed to identify the optimum location for the station, considering key success factors and regulatory constraints.

A Comparative Study of the AHP and TOPSIS Techniques for Dam Site Selection Using GIS: A Case Study of Sistan and Baluchestan Province, Iran

The application of multiple criteria decision-making (MCDM) techniques in real-life problems has increased in recent years. The need to build advanced decision models with higher capabilities that can support decision-making in a broad spectrum of applications, promotes the integration of MCDM techniques with applicable systems, including artificial intelligence, and Geographic Information Systems (GIS). The Analytic Hierarchy Process (AHP) and Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) are among the most widely adopted MCDM techniques capable of resolving water resources challenges. A critical problem associated with water resource management is dam site selection. This paper presents a comparative analysis of TOPSIS and AHP in the context of decision-making using GIS for dam site selection. The comparison was made based on geographic and water quality criteria. The geographical criteria are geology, land use, sediment, erosion, slope, groundwater, and discharge. The water quality criteria include Soluble Sodium Percentage, Total Dissolved Solid, Potential of Hydrogen, and Electrical Conductivity of water. A ratio estimation procedure was used to determine the weights of these criteria. Both methods were applied for selection of optimal sites for dams in the Sistan and Baluchestan province, Iran. The results show that the TOPSIS method is better suited to the problem of dam site selection for this study area. Actual locations of dams constructed in the area were used to verify the results of both methods.
