Allocation of Eldercare Responsibilities between Children and the Government in China: Does the Sense of Injustice Matter?

Evolutionary game analysis of rural public-private partnership older adult care project in the context of population aging in China

Introduction

Public-private partnership (PPP) older adult care project is an effective means to solve the dilemma of the aging population in China's rural areas, but there are some problems in the operation process, such as a low participation rate and poor service quality, resulting in the needs of rural older adult groups not being met.

Methods

To alleviate the pressure of the aging population in rural areas, this study establishes an evolutionary game model for the PPP older adult care project, then defines the interests of local government, the private sector, and rural older adult residents, based on which it discusses the strategic choices of the three parties in the evolutionary process, and finally analyzes the influencing factors of the strategic choices of the game parties through simulation.

Results

The results suggest that whether the private sector chooses to actively participate in the project will be influenced by the willingness of local government and rural older adult residents to participate in the project. Local government could play the role of supervisor through reward and punishment mechanisms. Whether older rural residents choose to participate in the project depends on the number of benefits they would receive.

Discussion

Based on these findings, local governments should clarify the responsibilities of relevant stakeholders, adopt a regulatory strategy combining subsidies and penalties, improve the participation efficiency of rural older adult residents, promote the effective operation of PPP older adult care projects, and improve the quality of rural older adult care services in the new era.

Memory performance mediates the relationship between depression and independence in instrumental activities of daily living among community-dwelling older adults: Evidence from the China Family Panel Study

Our objective was to examine the link between depression and independence in the instrumental activities of daily living (IADLs) and to explore the mediating role of memory performance through a cross-sectional analysis of a nationally representative sample of community-dwelling older adults in China. In total, 3730 respondents age ≥ 60 (51.7% males) from the 2020 survey of the China Family Panel Study (CFPS) constituted the study sample. Their depressive symptoms, memory performance, and independence in the IADLs were measured. Based on the descriptive statistics, bivariate correlation analysis and bootstrapping mediation analysis were conducted. As hypothesized, independence in the IADLs was negatively related to depression, while it was positively associated with memory performance. Moreover, after controlling for demographic factors, memory performance was demonstrated to be a partial mediator between depression and independence in the IADLs. These findings support the development of clinical interventions which prevent disability or maintain the physical functioning of older adults through alleviating depression and enhancing memory performance.

Multi-track pension system and life satisfaction of urban elders in China

There exist three pension systems for urban older residents in China: the pension for government and public institutions (PGPI), the worker's old-age insurance for enterprise employees (WOI) and the urban residents’ social pension insurance (URSPI). This study examines how this multi-track pension system relates to older urbanites’ life satisfaction. The ordered logistic regression model was fitted to analyse the urban sample of the China Longitudinal Ageing Social Survey (60+ years), a nationwide representative survey collected in 2014. The mediation analyses were further adopted to investigate the potential formative mechanisms. A significantly higher level of life satisfaction was detected for those who receive PGPI benefits relative to those who have access to URSPI and WOI, but no significant difference is detected between URSPI and WOI. Further analyses suggest that the advantage of PGPI in terms of life satisfaction is mediated not through monetary resources, but through the dispositional factor of perceived self-value for the society. This study suggests that different institutional configurations of the pension system stratify older urbanites’ subjective wellbeing by virtue of factors that are associated with people's capabilities of acting and functioning.
