Polycentric and resilient perspectives for governing the commons: Strategic and law and economics insights for sustainable development

Towards a green and just industry? Insights from traditional leather districts in Southern Italy

Artisanal processes are crucial for examining major economic development, industrial, and historical forces. Among the different industries, fashion is regarded as one of the most polluting business activities. The indication of origin "Made in Italy" has found extensive scholarly economic appetite; however, the leather sector in its socioeconomic and environmental components has been scarcely investigated. The paper at hand analyzes selected leather poles in Campania, Italy - namely, the tanning, shoes, and gloves industries. Besides, the industrial processes and sustainability implications required are examined to render these productions. The tannery districts are characterized by a strong artisanal component in the productive processes and follow diverse geographical agglomeration rationales. Field visits and in-depth interviews were conducted in the local districts of Solofra (tanning), Grumo Nevano-Aversa (shoemaking), and Rione Sanità pole (glove-making). The local activities and specific operational industrial processes are mapped, highlighting the technical industrial phases needed to produce the three leather outputs. Besides, the sustainability repercussions of these industries are analyzed. The study finds that most of the activities heavily rely on traditional techniques and would benefit in socioeconomic and environmental terms from modernization, management, ICT upgrades, as well as process revisions and spatial agglomeration organization. Selected sectoral sustainable development, CSR, ESG, labeling, ethics, and environmental strategy recommendations are presented - especially concerning tanning wastewater treatment. These measures result in a compulsion to face the massive multidimensional crises occurring in the three sectors and business activities.

People have the power. Electricity production, renewable energy transition, and communities empowerment across 11 Nordic-Baltic countries

Stakeholders and communities' involvement is vital for shaping novel intergenerational resource governance frameworks. This is crucial for modelling upcoming energy transitions towards cleaner and more sustainable production systems. New models envisage energy mixes in which renewable resources are prominent and offer sustainable development advantages. Examining electricity production figures is, hence, necessary to understand trends and formulate policies and actions. This paper aims at drafting the state-of-the-art of electricity production in the Nordic-Baltic Sea area, moving an exploratory regional appraisal. Aggregated and disaggregated data on electricity production sources are explored and compared for all the eleven selected countries-at domestic, sub-regional, and regional levels. The region shows great national diversity, which implies diversified energy policies. Thus, the role of local initiatives-such as power grid implementation-in local communities empowerment is revealed. From this outcome, possible strategies are prescribed locally to assist the regional sustainable energy appraisal and furnish indications for the European energy and ecological transition.

Socioeconomic impacts of seafood sectors in the European Union through a multi-regional input output model

Fisheries, aquaculture, and seafood transformation sectors are components of the Green Deal roadmap promoting the transformation of the European Union into a resource-efficient, climate-friendly, and competitive economy. Whilst several studies have shown these sectors' socioeconomic national contributions, the method developed in this article aimed at demonstrating their importance at the European level and at showing the interlinkages that exist between countries, at the sub sectorial level. This article presents the development of a seafood European multi-regional input-output model methodology and its potentialities. The seafood sectors were disaggregated for each country from national input-output tables through a double disaggregation algorithm thanks to proxy input-output tables and STECF data, which highlighted the purchase of intermediate products at the STECF subsector level. The resulting disaggregated economic data for the seafood sectors were then linked to the multiregional turnover, gross value added, and jobs multipliers inverted from the FIGARO multiregional input-output table to obtain the indirect and induced socioeconomic impacts of the seafood sectors at the European level. The results showed economic leakages illustrated by the gross value-added multiplier. While shellfish farming, passive gear fishing, and active gear fishing, were the sectors in which the generated economic wealth remained the most in the European Union territory, a third of generated economic wealth by saltwater finfish farming and seafood transformations was captured outside the EU borders. Moreover, although France, the UK, and Spain are the main turnover contributors across sectors (except for micro and small seafood transformation companies), the impacts generated by the seafood industries greatly benefit the German economy that capture more economic wealth than it contributes across all sectors. This method provides a baseline scenario for further studies on the evaluation of socio-economic benefits of changes in practices such as circular economy emphasizing the interdependencies of supply chains at the European level.

Effects of climate change and anthropogenic activities on lake environmental dynamics: A case study in Lake Bosten Catchment, NW China

Arid and semiarid regions account for ∼ 40% of the world's land area. Rivers and lakes in these regions provide sparse, but valuable, water resources for the fragile environments, and play a vital role in the development and sustainability of local societies. During the late 1980s, the climate of arid and semiarid northwest China dramatically changed from "warm-dry" to "warm-wet". Understanding how these environmental changes and anthropogenic activities affect water quantity and quality is critically important for protecting aquatic ecosystems and determining the best use of freshwater resources. Lake Bosten is the largest inland freshwater lake in NW China and has experienced inter-conversion between freshwater and brackish status. Herein, we explored the long-term water level and salinity trends in Lake Bosten from 1958 to 2019. During the past 62 years, the water level and salinity of Lake Bosten exhibited inverse "W-shaped" and "M-shaped" patterns, respectively. Partial least squares path modeling (PLS-PM) suggested that the decreasing water level and salinization during 1958-1986 were mainly caused by anthropogenic activities, while the variations in water level and salinity during 1987-2019 were mainly affected by climate change. The transformation of anthropogenic activities and climate change is beneficial for sustainable freshwater management in the Lake Bosten Catchment. Our findings highlight the benefit of monitoring aquatic environmental changes in arid and semi-arid regions over the long-term for the purpose of fostering a balance between socioeconomic development and ecological protection of the lake environment.

Effects of the COVID-19 Outbreak on the Use and Perceptions of Metropolitan Agricultural Parks—Evidence from Milan and Naples of Urban and Environmental Resilience

This article describes the multi-function of the metropolitan agricultural parks (MAPs) in Milan (Parco Agricolo Sud Milano) and Naples (Parco De Filippo) and their resilience within the last COVID-19 lockdown period. These parks play an important role in the urban regeneration and social inclusion processes in their relative metropolitan areas. Nevertheless, the restrictions imposed to limit COVID-19 contagions have imposed their closure or severely limited their activities, with evident consequences for the local population’s well-being. This study’s novelty is twofold: it is the first study examining the resilience and sustainability impact of MAPs during COVID-19; additionally, it is the first survey making use of Milan and Naples practices. The work uses primary and secondary data and mixed methods. Exploiting a document analysis and the elaboration of a semi-structured interview with the directors, the article lists the multiple functions of the parks and underlines their multidimensional governance vocations for fostering sustainable development—environmental, economic and social functions. The study also reveals that, during the lockdown, the parks’ activities were strongly reduced or restructured. Recreational and educational activities were lifted in Parco Agricolo Sud in Milan whilst local farms restructured their food supply and fostered their network and linkages with the urban distribution channels. MAP in Naples had to stop its activities and reorganize into a smart-working system. Lastly, our study found that economic and farm network activities were resumed with greater urgency in Milan, whereas in Naples the recovery of the social practices has taken on greater importance.
