Abstract
Textile industries are among the most polluting and demand urgent management measures to mitigate their negative environmental impact. Thus, it is imperative to incorporate the textile industry into the circular economy and to foster sustainable practices. This study aims to establish a comprehensive, compliant decision framework to analyse risk mitigation strategies for circular supply chain (CSC) adoption in India's textile industries. The Situations Actors Processes and Learnings Actions Performances (SAP-LAP) technique analyses the problem. However, interpreting the interacting associations between the SAP-LAP model-based variables is somewhat lacking in this procedure, which might skew the decision-making process. As a result, in this study, the SAP-LAP method is accompanied by a novel ranking technique, namely, the Interpretive Ranking Process (IRP), which reduces decision-making issues in the SAP-LAP method and aids in evaluating the model by determining the ranks of variables; furthermore, the study also offers causal relationships among the various risks and risk factors and various identified risk-mitigation actions by constructing Bayesian Networks (BN) based on conditional probabilities. The study's originality represents the findings using an instinctive and interpretative choice approach to address significant concerns in risk perception and mitigation techniques for CSC adoption in the Indian textile industries. The suggested SAP-LAP and the IRP-based model would assist firms in addressing risk mitigation techniques for CSC adoption concerns by providing a hierarchy of the various risks and mitigation strategies to cope with. The simultaneously proposed BN model will help visualise the conditional dependency of risks and factors with proposed mitigating actions.

Abstract
Purpose
The need to address energy management as a significant innovation in the smart grid is emphasized to enable a more effective penetration of renewable energy to achieve energy savings and CO2 emission reductions. The purpose of this study is to propose a holistic, flexible decision framework for energy management in a smart grid.
Design/methodology/approach
According to the situation actor process−learning action performance (SAP−LAP) model, the variables have been identified after a comprehensive analysis of the literature and consideration of the opinions of domain experts. However, the importance of each SAP−LAP variable is not the same in real practice. Hence, focus on these variables should be given based on their importance, and to measure this importance, an interpretive ranking process based ranking method is used in this study. This helps to allocate proportionate resource to each SAP−LAP variable to make a better decision for the energy management of the smart grid.
Findings
This study ranked five actors based on their priorities for energy management in a smart grid: top management, generator and retailor, consumers, government policy and regulation and technology vendors. Furthermore, actions are also prioritized with respect to performance.
Practical implications
The SAP−LAP model conveys information about the state of energy management in India to actors who may proceed or manage the flow of electricity. Additionally, this study aids in detecting vulnerabilities in the current energy generation, transmission and distribution technique. The synthesis of SAP results in LAP, which assists in recommending improvement actions learned from the current situation, actors and processes.
Originality/value
The SAP−LAP model is a revolutionary approach for examining the current state of energy management in a unified framework that can guide decision-making in conflicting situations, significantly the contradictory nature of India’s renewable energy and power sectors.

Abstract
Purpose
This study aims to focus on identifying the business risks that cause a delay in the oil and gas projects and suggest the way forward toward the better development of the city gas distribution (CGD) sector in India by suggesting the appropriate mitigation strategies.
Design/methodology/approach
The study is a systematic review of literature on risks causing a delay in oil and gas projects. Comprehensive literature was carried out following a seven-step model to develop an exhaustive list of risk classifications and factors, risk identification methods and strategies to mitigate the risks. Weighted average ranking method is used to identify the top ten risks affecting oil and gas projects.
Findings
This research identifies the top ten risks frequently impacting the oil and gas projects, which are project cost, improper project management, change in economic parameters, currency exchange rate, government regulations and laws, contractor and subcontractors issues, lack of skilled labor, delay in approvals, health and safety issues and force majeure. These risks are primarily responsible for cost overrun and project delay. Additionally, this study recommends the implementation of joint risk management to avoid CGD project delay.
Originality/value
The CGD industry is in the growing stage with many projects under construction. However, there is a lack of research to manage risks in the CGD project. This study contributes to the limited literature available on risk management in oil and gas projects. Additionally, it highlights the need for further research to explore the different risks factors affecting the CGD business and its operations and subsequently develop appropriate mitigation strategies.

Abstract
PurposeIn today’s uncertain business environment, Industry 4.0 is regarded as a viable strategic plan for addressing a wide range of manufacturing-related challenges. However, it appears that its level of adoption varies across many countries. In the case of a developing economy like India, practitioners are still in the early stages of implementation. The implementation of Industry 4.0 appears to be complex, and it must be investigated holistically in order to gain a better understanding of it. Therefore, an attempt has been made to examine the Industry 4.0 implementation for the Indian manufacturing organization in a detailed way by analyzing the complexities of relevant variables.Design/methodology/approachSAP-LAP (situation-actor-process and learning-action-performance) and an efficient interpretive ranking process (e-IRP) were used to analyze the various variables influencing Industry 4.0 implementation. The variables were identified, as per SAP-LAP, through a thorough review of the literature and based on the perspectives of various experts. The e-IRP has been used to prioritize the selected elements (i.e. actors with respect to processes and actions with respect to performance) of SAP-LAP.FindingsThis study ranked five stakeholders according to their priority in Industry 4.0 implementation: government policymakers, industry associations, research and academic institutions, manufacturers and customers. In addition, the study also prioritized important actions that need to be taken by these stakeholders.Practical implicationsThe results of this study would be useful in identifying and managing the various actors and actions related to Industry 4.0 implementation. Accordingly, their prioritized sequence would be useful to the practitioners in preparing the well-defined and comprehensive strategic roadmap for Industry 4.0.Originality/valueThis study has adopted qualitative and quantitative approaches for identifying and prioritizing different variables of Industry 4.0 implementation. This, in turn, helps the stakeholder to comprehend the concept of Industry 4.0 in a much simpler way.

Abstract
PurposeThe present study aims to assess the role of supply chain resilience as an operational excellence approach to deal with disruptions caused by coronavirus pandemic in the food supply chain of an agri-food supply firm.Design/methodology/approachThe case study method was used to analyse the disruptions faced by the agricultural food supply chain during the pandemic. The study applies a dynamic capability theory as a foundation to develop a contextualised resilience framework for agri-food supply chain to achieve operational excellence. The case has been analysed by using situation-actor-process (SAP) and learning-action-performance (LAP) framework.FindingsThe SAP aspect of framework points that the flexibility amongst actors for a resilient agriculture supply chain worsened due to the lockdown measures post COVID-19. The LAP aspect of framework suggests how resilience can be built at the supply, demand and logistics end through various proactive and reactive practices such as collaboration, coordination, ICT and ground-level inputs. Lack of commitment and inadequate support from top management towards supply chain resilience are also observed as significant challenges to maintain operational excellence during the pandemic.Research limitations/implicationsOne of the major implications of the study is that a mix of capabilities rather than a single capability can be the most appropriate way for making the supply chain resilient to maintain operational excellence during the pandemic. However, the sources of disruptions need to be duly recognised to derive the best-contextualised resilience framework for agri-food supply chains.Originality/valueThe development of a contextualised research framework as well as research propositions for analysing supply chain resilience are the major contribution of this study.

Abstract
Purpose
This study aims to identify the operational and financial risks associated with the city gas distribution project in India and suggest appropriate strategies to mitigate them.
Design/methodology/approach
This study aims to identify the operational and financial risks associated with the city gas distribution project in India and suggest appropriate strategies to mitigate them. The survey data is evaluated using factor analysis to understand the latent structure of the critical risk factors. Second, the author uses Situation, Actor and Process–Learning, Action and Performance framework to suggest the mitigation strategies for the identified operational and financial risk factors.
Findings
The research identified five critical risk factors and suggested 39 mitigation strategies to address operational and risk factors impacting CGD projects. The findings of this research will enable the CGD companies to formulate long-term strategies for their business and adopt proactive measures to mitigate the operational and financial risks causing delay and increasing project costs. This study also highlights the importance of government support in developing a conducive environment for CGD industry to thrive.
Originality/value
The CGD projects are critical for natural gas growth in India’s energy mix. The project delay leads to a rise in the total cost involved and increases the payback period for the CGD companies. To the best of authors’ knowledge, this research is first of its kind that identifies the critical operational and financial risks affecting CGD projects in India and suggests the mitigating strategies for them.

Abstract
PurposeThe purpose of this paper is to identify and prioritize the lean implementation (LI) barriers in the context of labor intensive Indian ceramic industries through a statistically reliable and validated model.Design/methodology/approachIn this study, LI barriers are identified through a comprehensive review of relevant literature and discussions held with academicians/practitioners. Identified barriers, thereafter, are evaluated with Cronbach's alpha values using a statistical tool. The interpretive ranking process (IRP) methodology is applied for ranking of the barriers with reference to the measurable performance indicators.FindingsThe study identified highly relevant barriers of Indian ceramic industries. Further, these barriers were compared with performance measures through a cross-interaction matrix developed in the IRP model. The model highlights the analysis of dominance relationship of different barriers. Moreover, the result shows that top management commitment and leadership is at the top of the model, followed by lack of training opportunity and skills, and resistance to change and adopt innovations indicating their strongest driving power in LI.Practical implicationsThis model may enable the firms to understand the LI barriers and come up with sensible implementation program. Further, the correlation results among the barriers will provide insights in mitigating the hurdles of lean manufacturing (LM) implementation in the industries.Originality/valueThis study empirically develops a model through the IRP for the barriers in LM implementation. From the reported literature, it appears that the application of IRP is very rare in ceramic industries in India. The analysis and prioritization of LI barriers may help practitioners to plan strategies to implement lean in a selected domain.

Abstract
The coronavirus pandemic (COVID-19) has affected all supply chains through severe disruption of logistics activities, production, and markets. This study aimed to survey the impact of the coronavirus on the poultry supply chain using an exploratory sequential mixed design. We first addressed those stages of the poultry supply chain disrupted in an ongoing pandemic, and then elaborated particular disturbances associated with each stage. This study was based on data collected from Iranian poultry industry owners and experts who had sufficient experience in agricultural supply chains as well. As the qualitative phase, the content analysis was conducted to identify the impacts of the coronavirus on the poultry supply chain. The results and conclusions that emerged from the qualitative phase were refined and weighted by the Fuzzy Delphi Method (FDM) and the Fuzzy Analytic Hierarchy Process (FAHP) respectively, in the quantitative phase. The results suggested that the pandemic has further affected the input supply as a stage in the poultry supply chain. This is probably because of the fact that the poultry industry is heavily dependent on inputs' flow. In addition, supply chain governance was seriously impaired due to the persistence of the pandemic. The coronavirus pandemic has significantly affected the stages that are most reliant on transportation. Finally, we found that a part of the disruptions that occur in the downstream of the supply chain is due to the epidemic's direct adverse effects, and another part is due to indirect consequences received from the upstream. Our findings and implications can be useful in decision-making procedures during ongoing epidemics.

Abstract
PurposeThe purpose of this paper is to facilitate green supply chain (GSC) managers and planners to model and access GSC risks and probable failures. This paper proposes to use the fuzzy failure mode and effects analysis (FMEA) approach for assessing the risks associated with GSC for benchmarking the performance in terms of effective GSC management adoption and sustainable production.Design/methodology/approachInitially, different failure modes are defined using FMEA analysis, and in order to decide the risk priority, the risk priority number (RPN) is determined. Such priority numbers are typically acquired from the judgment decisions of experts that could contain the element of vagueness and imperfection due to human biases, and it may lead to inaccuracy in the process of risk assessment in GSC. In this study, fuzzy logic is applied to conventional FMEA to overcome the issues in assigning RPNs. A plastic manufacturer GSC case exemplar of the proposed model is illustrated to present the authenticity of this method of risk assessment.FindingsResults indicate that the failure modes, given as improper green operating procedure, i.e. process, operations, etc. (R6), and green issues while closing the loop of GSC (R14) hold the highest RPN and FRPN scores in classical as well as fuzzy FMEA analysis.Originality/valueThe present research work attempts to propose an evaluation framework for risk assessment in GSC. This paper explores both sustainable developments and risks related to efficient management of GSC initiatives in a plastic industry supply chain context. From a managerial perspective, suggestions are also provided with respect to each failure mode.

Abstract
Purpose
Digital India, the flagship programme of Government of India (GoI) originated from National e-Governance Project (NeGP) in the year 2014. The programme has important aspect of information security and implementation of IT policy which supports e-Governance in a focused approach of Mission Mode. In this context, there is a need to assess situation of the programme which covers a study of initiatives and actions taken by various actor involved and processes which are responsible for overall e-Governance. Therefore, the purpose of this case study is to develop a Situation-Actor-Process (SAP), Learning-Action-Performance (LAP) based inquiry model to synthesize situation of information security governance, IT policy and overall e-Governance.
Design/methodology/approach
In this case study both systematic inquiry and matrices based SAP-LAP models are developed. Actors are classified who are found responsible and engaged in IT policy framing, infrastructure development and also in e-Governance implementation. Based on a synthesis of SAP components, various LAP elements were then synthesized then which further led to learning from the case study. Suitable actions and performance have also been highlighted, followed by a statement of the impact of the efficacy i.e. transformation of information security, policy and e-Governance on the Digital India programme.
Findings
On developing the SAP-LAP framework, it was found that actors like the Ministry of Electronics and Information Technology of the Govt. of India secures a higher rank in implementing various initiatives and central sector schemes to accelerate the agenda of e-Governance. Actions of other preferred actors include more investments in IT infrastructure, policy development and a mechanism to address cyber security threats for effective implementation of e-Governance. It was found that actors should be pro-active on enhancing technical skills, capacity building and imparting education related to ICT applications and e-Governance. Decision making should be based on the sustainable management practices of e-Governance projects implementation to manage change, policy making and the governmental process of the Indian administration and also to achieve Sustainable Development Goals by the Indian economy.
Research limitations/implications
The SAP-LAP synthesis is used to develop the case study. However, few other qualitative and quantitative multi criteria decision making approaches could also be explored for the development of IT security based e-Governance framework in the Indian context.
Practical implications
The synthesis of SAP leads to LAP components which can bridge the gaps between information security, IT policy governance and e-Governance process. Based on the learning from the Situation, it is said that the case study can provide decision making support and has impact on the e-Governance process i.e. may enhance awareness about e-services available to the general public. Such work is required to assess the transparency and accountability on the Government.
Social implications
Learning based on the SAP-LAP framework could provide decision making support to the administrators, policy makers and IT sector stakeholders. Thus, the case study would further help in addressing the research gaps, accelerating e-Governance initiatives and in capturing cyber threats.
Originality/value
The SAP-LAP model is found as an intuitive approach to analyze the present status of information security governance, IT policy and e-Governance in India in a single unitary model.

Abstract
Purpose
Most of the existing studies in e-governance context have attempted to measure public value of projects in terms of quality of services provided, cost effectiveness of public organizations and extent to which public organizations are able to meet their social objectives. However, it is also important to explore variables influencing public value to pursue for attaining high public value from such projects. This paper aims to attempt to explore such variables based on Situation-Actor-Process (S-A-P) framework. In India, physical presence of citizens is still required at many public centers established for delivering a variety of government services. A citizen at the time of his visit to a public service center faces a situation, deals with different actors and is subjected to a set of processes. At the end of the service cycle, the citizen develops a perception about public value of the e-governance project. The paper aims at exploring the likely influence of “Improved Situation”, “Capability Level of Actors” and “Flexible Process Workflow” on “Public Value” of e-governance projects.
Design/methodology/approach
On the basis of a review of literature, variables likely to be influencing public value have been identified in terms of situation, actors and processes. A questionnaire was designed, and a survey conducted to measure public value and S-A-P-related variables in the context of two e-governance projects, namely, Passport Seva Project and Driving License Project in India. Survey data have been analyzed to study the influence of S-A-P-related variables on the public value of e-governance projects. Learning issues have been synthesized in terms of implications for practitioners as well as researchers for enhancing public value of e-governance projects.
Findings
The study has revealed that a citizen-centric e-governance project with observed high value of conceptualized S-A-P variables is expected to be characterized by high public value. The analysis has also reflected upon a need for an in-depth study to explore empirically validated linkages between S-A-P variables and public value of e-governance projects.
Research limitations/implications
The paper is based on a pilot study in the context of two citizen-centric e-governance projects. It is required to study more such projects for the purpose of validating the proposed framework and arriving at generalized findings.
Practical implications
The study results are expected to sensitize practitioners to keep in view conceptualized variables related to situation, actors and processes while planning for citizen-centric e-governance projects. This may result in improved situation at the public service centers, better performance of employees and more flexible processes which may further help to increase the public value of such projects.
Practical implications
E-governance projects can perform a vital role in improving public value. In the context of India, a key objective of e-governance projects is to improve the service delivery of citizen-centric projects. The findings of the pilot study, based on the select two citizen-centric e-governance projects in India, reflect upon the likely relationship between public value and S-A-P variables. Thrust on improving situational aspects, as conceptualized in this study, is expected to improve comfort level of citizens while taking benefit of IT enabled services of government organizations. Better capability of actors at public organizations is likely to build trust and confidence among citizens toward these services. Adoption of flexible processes by public organizations is expected to ensure seamless delivery of services to citizens through alternate options. Enhanced delivery of services satisfies the need for improved public value and create positive attitude among society toward public organizations. It contributes to satisfaction level of citizens in terms of saving of time, money and efforts.
Originality/value
A review of literature has revealed a few studies undertaken in recent past with focus on measurement of public value in e-governance context. This paper is based on a novel idea of exploring the likely relationship between conceptualized S-A-P-related variables and public value of citizen-centric e-governance projects. Recommendations based on learning issues are expected to trigger suitable interventions to generate high public value from such projects.

Abstract
Purpose
Energy supply delivered via various energy projects is an important aspect of energy security for India. Managing supply through various capacity additions for providing continuous electricity 24×7 by 2019 is a significant challenge for the country. In this context, there is a need to assess the present situation of energy generation from the traditional energy projects that are being installed for the purpose of capacity addition. Thus, the purpose of this paper is to develop an inquiry model based on situation-actor-process (SAP), learning-action-performance (LAP) for the Indian energy and power sectors to analyze the status of the supply side of energy security.
Design/methodology/approach
A SAP-LAP model is used to synthesize the situations of both the energy and power sectors. For both systems, inquiry- and matrices-based SAP-LAP models have been considered for this purpose. The situation is presented for various issues related to the execution of different types of energy projects. Actors in these sectors are classified by those who are responsible and engaged in the execution of various energy projects. For demonstration purposes, only a thermal energy project is highlighted in this case study. Based on the synthesis of SAP elements, various LAP elements are analyzed which leads to lessons that may be learnt from the case. Suitable actions are identified, followed by an assessment of their impact on the performance of the energy projects.
Findings
By developing a framework for a SAP-LAP model for the assessment of energy security, it was found that both sectors need more investment for their sustainable growth and that the actors identified should be proactive in their decision making. Decision making should be based on the sustainable management practices of life cycle management and life cycle costing for the better utilization of energy resources to strengthen overall energy security.
Research limitations/implications
The SAP-LAP analysis is used to explain the supply side of energy security in a managerial context, as applied in the case of the Indian energy and power sectors. However, some other quantitative multiple-criteria decision-making techniques like the preference ranking organization method for enrichment of evaluations, the complex proportional assessment of alternatives, the analytic hierarchy process or qualitative interactions assessment techniques such as interpretive structural modeling (ISM), total interpretive structural modeling (TISM) or the interpretive ranking process can also be explored for the development of an energy security framework.
Practical implications
The synthesis of SAP leads to LAP, which bridges the gap by suggesting improvement actions based on learning from the present situation of power supply, from actors in the industry and from existing processes. The model presents the situation of energy security in terms of the timely execution of energy projects and their impacts on the gross domestic product of the country.
Social implications
The framework for learning can provide information to the various stakeholders, investors and sector organizations inquiring about various issues related to energy projects and supporting the idea for energy security and sustainability.
Originality/value
The SAP-LAP model is a novel approach for analyzing the present status of energy supply performance in a single model, which can act as the support for decision making in conflicting situations, specifically the conflicting nature of the Indian energy and power sectors.

Abstract
Purpose
– There are various risks that can derail the adoption of business analytics (BA) practice in a telecom service provider (TSP) thereby jeopardising the possibility to increase profitability and improved customer experience. The purpose of this paper is to analyse different associated risks using situation-actor-process, learnings-actions-performance (SAP-LAP) model and build mitigation strategies for the adoption. Also the risks are ranked using the interactive ranking process (IRP) methodology and the dominating matrix provides insight to the actions and actors that need attention to improve the processes and performance.
Design/methodology/approach
– A case study of a TSP (X1) was analysed through close interactions with experts within the company and externals involved in setting up the BA practice in X1. Using the SAP-LAP framework risks were identified and then the IRP was used to rank the actors w.r.t performance and actions w.r.t processes.
Findings
– X1 has taken initiatives for setting up the BA practice in order to improve the profitability and customer experience through data insights. The suggested conceptual SAP-LAP model helps to address risk mitigation strategies for its adoption and the IRP frameworks helps in understanding the prioritisation matrix (using the ranking) to be considered to mitigate the risks.
Research limitations/implications
– The IRP framework is limited to certain relationships between actors, w.r.t processes and actions w.r.t performance for the prioritisation matrix of identified risks. This has scope to be further expanded to other relationships and therefore refining the findings. Also this approach could be used to study other industries too.
Practical implications
– SAP-LAP model identifies the risks in adopting the BA practice in a TSP. The synthesis of SAP leads to LAP, which bridges the gap by suggesting improvement actions based on the learning from the present situation, actors and processes. IRP provides the prioritisation matrix for mitigating the risks by identifying the dominating factors.
Originality/value
– BA practice plays a dominant role in a TSP. An approach to study the risks of its adoption using the SAP-LAP and IRP framework bridges the gap between the academic and corporate world. This paper is very relevant to managers involved in setting up a BA practice. For the academic, use of research model validates the identification of risks that are recognised in the corporate world and prioritising the risks that need to be addressed.
