Abstract
Considering the advantages of q-rung orthopair fuzzy 2-tuple linguistic set (q-RFLS), which includes both linguistic and numeric data to describe evaluations, this article aims to design a new decision-making methodology by integrating Vlsekriterijumska Optimizacija I Kompromisno Resenje (VIKOR) and qualitative flexible (QUALIFLEX) methods based on the revised aggregation operators to solve multiple criteria group decision making (MCGDM). To accomplish this, we first revise the extant operational laws of q-RFLSs to make up for their shortcomings. Based on novel operational laws, we develop q-rung orthopair fuzzy 2-tuple linguistic (q-RFL) weighted averaging and geometric operators and provide the corresponding results. Next, we develop a maximization deviation model to determine the criterion weights in the decision-making procedure, which accounts for partial weight unknown information. Then, the VIKOR and QUALIFLEX methodologies are combined, which can assess the concordance index of each ranking combination using group utility and individual maximum regret value of alternative and acquire the ranking result based on each permutation's general concordance index values. Consequently, a case study is conducted to select the best bike-sharing recycling supplier utilizing the suggested VIKOR-QUALIFLEX MCGDM method, demonstrating the method's applicability and availability. Finally, through sensitivity and comparative analysis, the validity and superiority of the proposed method are demonstrated.

Abstract
In Pakistan, the assessment of road safety measures within road safety management systems is commonly seen as the most deficient part. Accident prediction models are essential for road authorities, road designers, and road safety specialists. These models facilitate the examination of safety concerns, the identification of safety improvements, and the projection of the potential impact of these modifications in terms of collision reduction. In the context described above, the goal of this paper is to utilize the 2-tuple linguistic q-rung orthopair fuzzy set (2TLq-ROFS), a new and useful decision tool with a strong ability to address uncertain or imprecise information in practical decision-making processes. In addition, for dealing with the multi-attribute group decision-making problems in road safety management, this paper proposes a new 2TLq-ROF integrated determination of objective criteria weights (IDOCRIW)-the qualitative flexible multiple criteria (QUALIFLEX) decision analysis method with a weighted power average (WPA) operator based on the 2TLq-ROF numbers. The IDOCRIW method is used to calculate the weight of attributes and the QUALIFLEX method is used to rank the options. To show the viability and superiority of the proposed approach, we also perform a case study on the evaluation of accident prediction models in road safety management. Finally, the results of the experiments and comparisons with existing methods are used to explain the benefits and superiority of the suggested approach. The findings of this study show that the proposed approach is more practical and compatible with other existing approaches.

Abstract
With the construction and development of the "the Belt and Road", the international community has an increasing demand for high-quality technical and skilled talents who both understand Chinese and have an international perspective. Exploring a Chinese curriculum system suitable for the development of international students is conducive to promoting the international development of vocational education, improving the quality of international student training, providing talent support for Chinese and foreign enterprises, and promoting the "going out" of Chinese enterprises and international production capacity cooperation. The training of international students in higher vocational colleges starts late, has little experience, lacks theoretical innovation, and lacks the development characteristics of vocational education. The teaching quality evaluation of international Chinese course in higher vocational colleges is multiple-attributes group decision-making (MAGDM). Recently, the TODIM and EDAS technique has been employed to manage MAGDM. The probabilistic hesitant fuzzy sets (PHFSs) are employed as a useful tool for depicting uncertain information during the teaching quality evaluation of international Chinese course in higher vocational colleges. In this paper, the probabilistic hesitant fuzzy TODIM-EDAS (PHF-TODIM-EDAS) technique is built to manage the MAGDM under PHFSs. Finally, the numerical example for teaching quality evaluation of international Chinese course in higher vocational colleges is employed to show the PHF-TODIM-EDAS technique. The main contribution of this paper is outlined: (1) the TODIM technique based on EDAS technique has been extended to PHFSs based on CRITIC technique; (2) the CRITIC technique is employed to derive weight numbers under PHFSs. (3) the PHF-TODIM-EDAS technique is founded to manage the MAGDM under PHFSs; (4) a numerical case study for teaching quality evaluation of international Chinese course in higher vocational colleges and some comparative analysis is supplied to validate the proposed PHF-TODIM-EDAS technique.

Abstract
The utilization of electrical and electronics equipments in waste recycling has become a paramount for various countries. The waste electrical and electronics equipment (WEEE) recyclers own a crucial position in the environmental growth of a country as they help to minimize the carbon emissions during the recycling of WEEE in the most eco-friendly way. Therefore, the selection and assessment of an appropriate WEEE recycling partner has become a most important part of DM (decision-making) applications. The collusion of numerous quantitative and qualitative factors makes the recycling partner selection problem, a multifaced and significant decision for the managerial experts. The main objective of this work is to propose MADM (multi-attribute decision-making) techniques to evaluate the WEEE recycling partners under interval-valued Fermatean fuzzy (IVFF) information. In this regard, certain Hamacher AOs (aggregation operators) are proposed to develop the required DM method. These AOs include Hamacher weighted averaging, ordered weighted averaging, weighted geometric, ordered weighted geometric, generalized Einstein weighted averaging, generalized Einstein ordered weighted averaging, generalized Einstein weighted geometric, etc. Then, these averaging operators are utilized to come up with a MADM techniques under IVFF environment. Furthermore, the constructed technique is applied to a case study in China to incorporate with the e-waste recycling partner selection problem. Moreover, a brief comparison of the proposed with is presented with various existing techniques to manifest the productivity and coherence of the proposed model. Finally, the accuracy and consistency of results shows that the proposed technique is fully compatible and applicable to handle any MADM problem.

Abstract
Manufacturing plants generate toxic waste that can be harmful to workers, the population and the atmosphere. Solid waste disposal location selection (SWDLS) for manufacturing plants is one of the fastest growing challenges in many countries. The weighted aggregated sum product assessment (WASPAS) is a unique combination of the weighted sum model and the weighted product model. The purpose of this research paper is to introduce a WASPAS method with a 2-tuple linguistic Fermatean fuzzy (2TLFF) set for the SWDLS problem by using the Hamacher aggregation operators. As it is based on simple and sound mathematics, being quite comprehensive in nature, it can be successfully applied to any decision-making problem. First, we briefly introduce the definition, operational laws and some aggregation operators of 2-tuple linguistic Fermatean fuzzy numbers. Thereafter, we extend the WASPAS model to the 2TLFF environment to build the 2TLFF-WASPAS model. Then, the calculation steps for the proposed WASPAS model are presented in a simplified form. Our proposed method, which is more reasonable and scientific in terms of considering the subjectivity of the decision maker's behaviors and the dominance of each alternative over others. Finally, a numerical example for SWDLS is proposed to illustrate the new method, and some comparisons are also conducted to further illustrate the advantages of the new method. The analysis shows that the results of the proposed method are stable and consistent with the results of some existing methods.
