Mercury Exposure among E-Waste Recycling Workers in Colombia: Perceptions of Safety, Risk, and Access to Health Information

Exposures to the toxic element mercury (Hg) are exceptionally high among recycling workers globally. Recycling is a growing sector in Colombia, yet workers who directly handle e-waste are often unaware of the risks of exposure to mercury from post-consumer lighting products (e.g., fluorescent lamps). This qualitative study aimed to understand how recycling workers perceive their own risks from mercury exposure and how they find information about these risks, through interviews (n = 35) at the three largest formal recycling facilities in Colombia. Workers' risk perception was generally disconnected from their likely actual exposure to mercury, instead often seen juxtaposed to co-workers who worked more directly with hazardous waste. Recycling workers, who were predominantly men from lower-income socioeconomic backgrounds, had limited knowledge of health risks due to mercury exposure and were more likely to receive health-related information from informal sources. Over a third of interviewees had searched online for information about occupational health risks of mercury, but these searches were perceived as unsatisfactory due to information being difficult to find, not available in Spanish, or related to mercury exposure via seafood or mining rather than recycling. Workers expressed (over)confidence in personal protective equipment and concern about frequent employee turnover. This study points to weaknesses in environmental health literacy and public health communication around toxic exposures to mercury in the workplace. Stronger regulation and enforcement are needed to prevent toxic exposures and promote worker health equity.

O processo de construção de mapas de risco em um hospital público

O artigo apresenta uma reflexão sobre a experiência de construção coletiva do mapa de risco em um hospital público, no município do Rio de Janeiro, fundamentada nos conceitos de biossegurança, qualidade total e vigilância em saúde do trabalhador. Partiu da etapa de sensibilização dos trabalhadores e gestores do hospital, da identificação dos riscos, da elaboração do mapa, até a discussão sobre as medidas preventivas e a apresentação dos resultados pelos trabalhadores em centro de estudos. A elaboração do mapa de risco serviu como um processo educativo, que possibilitou socializar conceitos da área de saúde do trabalhador, integrar os trabalhadores, sistematizar o processo de trabalho e refletir sobre a forma de organização do trabalho, gerando desdobramentos práticos sob o ponto de vista da intervenção no ambiente de trabalho.

[Chemical safety, health, and environment: prospects for governance in the Brazilian context]

Chemical safety is acknowledged by Agenda 21 as one of the most serious problems worldwide, involving governance at the national and international levels. In Brazil, chemical safety problems have increased in intensity and extent, far beyond the capacity to deal with them. The problems are all the more serious in Brazil because issues of democracy, security, sustainability, and equity, all fundamental to governance, are still incipient and still far from being solved. New societal arrangements and a new, contextualized and more participatory science form the basis for developing and expanding strategies for governance to deal with the problem of chemical safety.

Chemical safety and governance in Brazil

Chemical safety is recognized in Agenda 21(UNCED--Rio 92), as one of the most serious problems to be faced worldwide being a problem not just of governability, restricted more to the role of states and governments, but of governance at the national and international levels. It poses greater challenges for countries like Brazil where the issues of democracy, security, sustainability and equity, which are fundamental to governance, are merely incipient and still far from solved. Taking as references the analysis of four cases in the Brazilian context, we illustrate the situation from less densely populated areas (as in the cases of mercury use by gold miners in the Amazon and pesticides in agricultural producing areas), through medium-sized towns (as in the accident with cesium 137 in Goiânia), to the major urban and industrial centers (as in the cases of lead from battery renovators and benzene in the oil and steel industries and oil refineries). What can be seen is a situation where problems connected with chemical safety have grown in intensity and extent far more than the capacity to deal with them. In industrializing countries, the formulation of chemical safety policies must take into account not only the complexity and uncertainties involved in understanding the problems, but also the aspects relating to the different modes and levels of vulnerability. This is necessary in order to attempt to build better contextualized and more participatory knowledge and decision-making processes at the local and global levels, which we take as basic prerequisites for governance.

Pesticide residues in medicinal plants and phytomedicines

Pesticides, which are mainly applied on crops for the protection of plants against a range of pests, have been found in crude medicinal plants as well as in infusions, decoctions, tinctures and essential oils. This fact has caused concern in various segments of society and scientific investigation has been demanded to assess the health hazards more accurately. The present review covers more than 30 years (1963-1998) of published methods of analysing pesticide residues in medicinal plants, with special emphasis on the relevance of these matrices, the legislation, the risks involved in using material containing uncontrolled amounts of residues and the possible effects of technological factors on the proportion of pesticide transferred from the raw material to the end product.

Environment, health, and gender in Latin America: trends and research issues

Over the past several decades, Latin America underwent rapid urbanization, a demographic shift led by women. Women now make up almost half of the economically active population and the feminization of urban poverty is being reported as well. The majority of men and women now work in unregulated, unorganized "informal" and nontraditional industries and services lacking occupational and environmental regulations. There is a marked paucity of health studies examining possible hazardous exposures, especially where gender-based social etiologies are concerned. This is true even in concentrated industries such as manufacturing assembly plants and in potentially hazardous occupations in mining and nontraditional agricultural exports, for which data from other disciplines are available and raise serious concerns. The need to ensure enough jobs at sufficient levels of income to alleviate poverty will remain a major challenge at the turn of the century and the environmental health implications of doing so could be far-reaching. What data are available and, more strikingly, the paucity of published epidemiologic studies warrant deep concern and support calls for urgent, multidisciplinary research into the health effects of the combined, multiple assaults of hazardous industrial waste, inadequate water and sewage treatment, and occupational exposures. Given the complex and varied work roles of women, the information reviewed also points to the need to conduct such research in the region within a social-etiologic framework of gender analysis.
