Systematic Review of Active Travel to School Surveillance in the United States and Canada

Active travel to school is one way youths can incorporate physical activity into their daily schedule. It is unclear the extent to which active travel to school is systematically monitored at local, state, or national levels. To determine the scope of active travel to school surveillance in the US and Canada and catalog the types of measures captured, we conducted a systematic review of peer-reviewed literature documenting active travel to school surveillance published from 2004 to February 2018. A study was included if it addressed children's school travel mode across two or more time periods in the US or Canada. Criteria were applied to determine whether a data source was considered an active travel to school surveillance system. We identified 15 unique data sources; 4 of these met our surveillance system criteria. One system is conducted in the US, is nationally representative, and occurs every 5-8 years. Three are conducted in Canada, are limited geographically to regions and provinces, and are administered with greater frequency (e.g., 2-year cycles). School travel mode was the primary measure assessed, most commonly through parent report. None of the systems collected data on school policies or program supports related to active travel to school. We concluded that incorporating questions related to active travel to school behaviors into existing surveillance systems, as well as maintaining them over time, would enable more consistent monitoring. Concurrently capturing behavioral information along with related environmental, policy, and program supports may inform efforts to promote active travel to school.

Factors that influence parents' intentions of using autonomous vehicles to transport children to and from school

High-level autonomous vehicles (AVs) are likely to improve the quality of children's travel to and from school (such as improve travel safety and increase travel mobility). These expected benefits will not be presented if parents are not willing to use AVs. Therefore, it is necessary to explore parents' intentions of using AVs to transport children to and from school (parents' intentions). This study has two primary aims: 1) Exploring parents' intentions and their potential determinants. 2) Making recommendations for manufacturers to develop and market AVs suitable for school travel based on the research results. Research results show that face consciousness with Chinese characteristics can significantly affect parents' intentions. Knowledge of AVs is the most significant factor in influencing parents' intentions. Perceived usefulness, attitude towards school travel in AVs, and perceived risk can significantly affect parents' intentions. The direct impact of perceived ease of use and public engagement on parents' intentions is not significant. Finally, this research could provide decision-making support for governments and manufacturers to formulate relevant policies and marketing strategies, promoting parents' acceptance of AVs.

INTRODUCTION

Motor-vehicle crashes are a leading cause of death among children in the United States, and almost one-fourth of all trips by school-aged children are trips to and from school. This study sought to determine how children (5-18years) travel to and from school and, among those living ≤1mile of school, to explore the role of school bus service eligibility on school travel mode.

METHODS

We used national 2012 survey data to determine prevalence of usual school travel mode, stratified by distance from school. For those living ≤1mile of school, multivariable regression was conducted to assess the association between bus service eligibility and walking or bicycling.

RESULTS

Almost half (46.6%) of all children rode in passenger vehicles (PV) to school and 41.8% did so for the trip home. Results were similar among those living ≤1mile (48.1%, PV to school; 41.3%, PV to home). Among those living ≤1mile, 21.9% and 28.4% of children walked or bicycled to and from school, respectively. Ineligibility for school bus service was strongly associated with walking or bicycling to school [adjusted prevalence ratio (aPR: 5.36; p<0.001)] and from school (aPR: 5.36; p<0.001).

CONCLUSIONS

Regardless of distance from school, passenger vehicles were a common mode of travel. For children who live close to school, the role that school bus service eligibility plays in walking or bicycling deserves further consideration.

PRACTICAL APPLICATIONS

Given the large proportion of children who use passenger vehicles for school travel, effective interventions can be adopted to increase proper child restraint and seat belt use and reduce crash risks among teen drivers. Better understanding of conditions under which bus service is offered to children who live close to school could inform efforts to improve pedestrian and bicyclist safety for school travel.
