Abstract
How can the enforcement of policies in the past influence a society's future adoption of information communication technologies (ICTs)? In this paper, we tackle this question by exploring how past e-governance policies influence citizens' willingness to use the health QR code, which is a COVID-19 tracing app widely used in China's pandemic control. Past policies regarding smart-city development in China involve two aspects: the construction of electronic infrastructure and the applications of specific technologies. Empirical analysis based on a nationwide dataset in China suggests that past policies exhibit persuasive effects and influence citizens' acceptance of the health QR code. Specifically, e-governance applications in cities significantly enhance citizens' acceptance through the demonstration of their usefulness. However, the construction of e-governance infrastructure per se does not have the same impact on citizens' acceptance. By connecting citizens' acceptance of new technology with past e-governance policies, the study illustrates a nuanced policy feedback mechanism through which past policies can substantially reshape public opinion by policy outcomes.

Abstract
Pro-environmental behaviors are rooted in values, and understanding the initial values among college students is pivotal in developing educational strategies to improve their pro-environmental behavior. However, most pro-environmental behavior studies fail to consider the social values and personal values as different dimensional or even conflicting values. This study integrated two distinct values, namely perceived social values and perceived personal values, with the technology acceptance model (TAM) to examine how different values shape college students' pro-environmental behavioral intentions. The proposed model was then empirically validated using survey data from 245 responses from freshmen students at a University in Chongqing. The findings reveal that while perceived social values and perceived personal values are both positively related to behavioral intention, the effect sizes of the former are much larger. Our findings highlight that higher institutions and instructors should continue shaping the prosocial values among college students and create personal values from pro-environmental behavior to reduce the detrimental impact on the environment and achieve sustainability.

Abstract
With regard to platform performance and trust, we study the influencing factors of users’ intention to pay on an online medical service platform. Results of this paper will provide a new perspective for online medical service platform research in the context of the Internet.A questionnaire survey is administered to collect 312 effective sample data, and the data are analyzed by partial least squares structural equation modeling. Results showed that the information quality, system quality, and convenience of the platform significantly affect the perceived benefit (PB) of users. Users’ perceived reliability of the platform significantly positively affects doctor reliability (DR). Users’ PB significantly positively affects their ITP and DR, and DR significantly positively affects the users’ ITP. The misdiagnosis risk positively regulates the relationship between the users’ trust tendency and DR. The timeliness of the response of the platform positively adjusts the relationship between DR and users’ ITP.

Abstract
The growing adverse impact of IT products in developing countries like Pakistan is increasing, seeking academicians' and practitioners' attention to adopt green IT products in Pakistan. In this regard, several researchers provided different independent theoretical models for adopting green IT, but which model fits best in the scenario is still vague. Therefore, this study used three well-developed competing models: the technology acceptance model, the unified theory of acceptance and use of technology, and the decomposed theory of planned behavior to investigate green IT adoption in Pakistan. For this purpose, data were collected through a survey method using a purposive sampling technique, and partial least squares structural equation modeling (PLS-SEM) was used to analyze three competing models. Using the PLS model selection criteria along with standard model selection criteria, the results suggested that the decomposed theory of planned behavior (DTPB) is the most parsimonious and has the best explanatory and predictive power than other available alternative theoretical models. Moreover, the study identified different significant factors affecting consumers' intention to adopt green IT products in Pakistan. The theoretical and practical implication of this study is discussed. In the final section, limitations and future directions are elaborated.

Abstract
Accelerating demand for energy and its consumption has become a credible threat to the sustainable ecosystem due to the exploitation of scarce natural resources and environmental hazards. The adoption of renewable energy sources for sustainable development has been gaining traction among researchers and practitioners alike. Considering its hot climate, Pakistan has a huge potential to meet its energy requirements by tapping into renewable energy resources, especially through the use of solar photovoltaic (SPV) technologies. However, the adoption rate of this technology remains still quite scant among consumers. In this regard, the present research explores the factors that affect households’ purchase intention of SPV technology in Pakistan. The study has developed a comprehensive research framework by decomposing the technology acceptance model (DTAM) into second-order sub-constructs. Afterward, Structural equation modeling (SEM) was employed to analyze the data by decomposing perceived usefulness (PU) into social, economic, and environmental usefulness and perceived ease of use (PEOU) into discomfort and insecurity and to assess their cumulative effects on consumer attitude. Moreover, the moderating role of policy and propaganda was also investigated. Empirical results assert that PU and PEOU positively and significantly shape the consumer attitude toward SPV adoption. Subsequently, consumer attitude has a positive and significant impact on the actual purchase intention of SPV technology. Furthermore, the moderating role of governmental policy and propaganda between the consumer attitude and actual purchase intention was also confirmed. The policy implications of these results are discussed. Finally, the limitations and future directions of the research are also elaborated.

Abstract
The proliferation of smartphones has provided a huge market for mobile apps and created a massive industry for developers/designers creating various mobile apps for use in our daily activities. However, with many mobile apps competition for users attention, the continued use of these apps has become a growing concern as users easily dump one app for another even after just a single use. This study examined the role of simplicity in the continuance use of mobile apps. The study extended the ECM with simplicity and showed that simplicity had a significant direct positive influence on confirmations, perceived usefulness, and satisfaction as well as a significant total indirect effect on continuance intentions. Additionally, all the ECM proposed relationships were confirmed. The study extends the current literature on continuance use of mobile apps by demonstrating the relevance of a concrete factor that developers/designs can manipulate to improve the continuance use for their mobile apps.

Abstract
In developed nations, the advent of distributed ledger technology is emerging as a new instrument for improving the traditional system in developing nations. Indeed, adopting blockchain technology is a necessary condition for the coming future of organizations. The distributed ledger technology provides better transparency and visibility. This study investigated the features that may influence the behavioral intention of energy experts to implement the distributed ledger technology for the energy management of developing countries. The proposed model is based on the Technology Acceptance Model construct and the diffusion of the innovation construct. Based on a survey of 178 experts working in the energy sector, the proposed model was tested using structural equation modeling. The findings showed that perceived ease of use, perceived usefulness, attitude, and cost saving had a positive and significant impact during the blockchain technology adoption. However, innovativeness showed a positive effect on the perceived ease of use whereas an insignificant impact on the perceived usefulness. The present study offers a holistic model for the implementation of innovative technologies. For the developers, it suggest rising disruptive technology solutions.

Abstract
This study focuses on students’ behavioral intention to use Open Source Software (OSS). The article examines how students, who were trained in OSS, are motivated to continue using it. A conceptual model based on Self-Determination Theory and the Technological Acceptance Model (TAM) was defined in order to test the behavioral intention to use OSS, comprising six constructs: (1) autonomy, (2) competence, (3) relatedness, (4) perceived ease of use, (5) perceived usefulness and (6) behavioral intention to use. A survey was designed for data collection. The participants were recent secondary school graduates, and all of them had received mandatory OSS training. A total of 352 valid responses were used to test the proposed structural model, which was performed using the Lisrel software. The results clearly confirmed the positive influence of the intrinsic motivations; autonomy and relatedness, to improve perceptions regarding the usefulness and ease of use of OSS, and; therefore, on behavioral intention to use OSS. In addition, the implications and limitations of this study are considered.

Abstract
Over the last decades, prompt economic growth and the resulting overconsumption has deteriorated the environment in an accelerated way. This environmental deterioration has prompted academicians and practitioners to study ecological consumption behavior. E-waste and energy consumption play a major part in this environmental deterioration, which makes consumer conscious regarding their consumption pattern. In this regard, the emergence of green Information Technology (IT) enables individuals to become involved in environmental protection and sustainability programs to reduce the negative impact of IT products on the environment. This study aims to investigate individual intentions to adopt green IT products in Pakistan by the theoretical foundation of the theory of consumption values (functional value, social value, epistemic value, emotional value, and conditional value). Whereas, an additional value, i.e., the religious value, is included in the model, due to its significant impact in green consumption behavior of individuals. Cross-sectional data is used to obtain a total of 536 valid questionnaires to test the hypothesis. The Partial Least Square Modeling approach is used to test the proposed model (variance-based SEM). The results infer that functional value, social value, epistemic value, emotional value, conditional value, and religious value have significant positive impact on the consumer intention to adopt green IT products. The reasons for the results and implications for the practitioners are discussed. Furthermore, directions for future research have also been suggested.

Abstract
This article explores the influential factors of acceptance of information communication technologies in high educational institutes. using intentions of the mobile educational information system. Based on available adoption models and theories, a research model was proposed and the data from the 250 questionnaires of Chinese students from Chinese and overseas colleges was analyzed by a quantitative method (PLS-SEM method), indicating several factors influencing the use of mobile educational apps. This study was conducted to check the possible changes in these influential factors because some authors pointed out that there might be some possible differences in different countries, fields and types of IT. The results show that student status quo bias will reduce their motivation in using mobile educational apps; their perceived task-technology fit will positively influence their perceived usefulness and perceived ease of use; and students' perceived descriptive norms of using mobile apps will positively affect their adoption intentions. The study verifies the validity of technology acceptance model, the perceived task-technology fit in explaining technology using behavior. Additionally, the study examines the effect of status quo bias and the mechanism of how task-technology fitness, social norms and status quo bias influence adoption intentions. Finally, study inspires some new research points from the perspective of demographic variables. The study will also help educators and designers to understand the antecedents of acceptance of mobile educational system and promote the quality of education.
