Abstract
As an important supplement to my country's financial institutions, micro-loan companies serve "agriculture, rural areas and farmers", small and micro enterprises, and individuals, to a certain extent, alleviating the financing difficulties of such groups and regulating private finance. However, micro-loan companies only lend but do not deposit. In the process of lending, due to inadequate risk management, the risk problem has become increasingly prominent. With the continuous growth of the loan amount of rural credit and the continuous increase of microfinance groups lending customers, it faces certain problems in its risk management, which increases the risks of the company in all aspects. The performance evaluation of sustainable microfinance groups lending is a classical MAGDM issues. In such paper, the Hamming distances of single-valued neutrosophic sets (SVNSs) and maximizing deviation method (MDM) is used to obtain the attribute weights and the single-valued neutrosophic numbers MABAC(SVNN-MABAC) method is structured for MAGDM under SVNSs. Finally, an example about performance evaluation of sustainable microfinance groups lending and some comparative decision analysis are given to proof the SVNN-MABAC.

Abstract
The aggregation operator is one of the most common techniques to solve multi-criteria decision-making (MCDM) problems. The aim of this paper is to propose an MCDM method based on the improved single-valued neutrosophic weighted geometric (ISVNWG) operator. First, the defects of several existing single-valued neutrosophic weighted geometric aggregation operators in terms of producing uncertain results in some special cases are analyzed. Second, an ISVNWG operator is proposed to avoid the defects of existing operators. Further, the properties of the proposed ISVNWG operator, including idempotency, boundedness, monotonicity, and commutativity, are discussed. Finally, a single-valued neutrosophic MCDM method based on the developed ISVNWG operator is proposed to overcome the defects of existing MCDM methods based on existing operators. Application examples demonstrate that our proposed operator and corresponding MCDM method are effective and rational for avoiding uncertain results in some special cases.

Abstract
There exists the indeterminate situations of truth, falsity, indeterminacy degrees due to the
uncertainty and inconsistency of decision makers’ arguments in a complicated decision making (DM) problem. Then, existing
neutrosophic set cannot describe the indeterminate information of truth, falsity, indeterminacy degrees. It is noted that
the simplified neutrosophic set (SNS) is depicted by truth, falsity, indeterminacy degrees, while a neutrosophic number
(NN) can be flexibly depicted by its determinate part and its indeterminate part. Regarding the indeterminate situations
of truth, falsity, indeterminacy degrees in indeterminate DM problems, this study first presents a simplified neutrosophic
indeterminate set (SNIS) to express the hybrid information of SNS and NN and defines the score, accuracy, and certainty
functions of simplified neutrosophic indeterminate elements (SNIEs) with indeterminate ranges to compare SNIEs. Then, we
introduce a SNIE weighted arithmetic averaging (SNIEWAA) operator and a SNIE weighted geometric averaging (SNIEWGA) operator
to aggregate simplified neutrosophic indeterminate information. Next, a multi-attribute DM approach with decision makers’
indeterminate ranges is established regarding the SNIEWAA and SNIEWGA operators in SNIS setting. Finally, the proposed DM
approach is applied in a DM example on choosing a suitable slope design scheme to indicate the applicability and suitability
of the proposed approach.

Abstract
Dynamic multi-criteria decision-making (DMCDM) models have many meaningful applications in real life in which solving indeterminacy of information in DMCDMs strengthens the potential application of DMCDM. This study introduces an extension of dynamic internal-valued neutrosophic sets namely generalized dynamic internal-valued neutrosophic sets. Based on this extension, we develop some operators and a TOPSIS method to deal with the change of both criteria, alternatives, and decision-makers by time. In addition, this study also applies the proposal model to a real application that facilitates ranking students according to attitude-skill-knowledge evaluation model. This application not only illustrates the correctness of the proposed model but also introduces its high potential appliance in the education domain.

Abstract
Decision-making activities are prevalent in human life. Many methods have been developed to address real-world decision problems. In some practical situations, decision-makers prefer to provide their evaluations over a set of criteria and weights. However, in many real-world situations, problems include a lack of weight information for the times, criteria, and decision-makers (DMs). To remedy such discrepancies, an optimization model has been proposed to determine the weights of attributes, times, and DMs. A new concept related to the correlation measure and some distance measures for the dynamic interval-valued neutrosophic set (DIVNS) are defined in this paper. An extend Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) method in the interval-valued neutrosophic set with unknown weight information in dynamic neutrosophic environments is developed. Finally, a practical example is discussed to illustrate the feasibility and effectiveness of the proposed method.

Abstract
Distance measure and similarity measure have been applied to various multi-criteria decision-making environments, like talent selections, fault diagnoses and so on. Some improved distance and similarity measures have been proposed by some researchers. However, hesitancy is reflected in all aspects of life, thus the hesitant information needs to be considered in measures. Then, it can effectively avoid the loss of fuzzy information. However, regarding fuzzy information, it only reflects the subjective factor. Obviously, this is a shortcoming that will result in an inaccurate decision conclusion. Thus, based on the definition of a probabilistic neutrosophic hesitant fuzzy set (PNHFS), as an extended theory of fuzzy set, the basic definition of distance, similarity and entropy measures of PNHFS are established. Next, the interconnection among the distance, similarity and entropy measures are studied. Simultaneously, a novel measure model is established based on the PNHFSs. In addition, the new measure model is compared by some existed measures. Finally, we display their applicability concerning the investment problems, which can be utilized to avoid redundant evaluation processes.

Abstract
Take the third-party logistics providers (3PLs) as an example, according to the characteristics of correlation between attributes in multi-attribute decision-making, two Choquet aggregation operators adoping probabilistic neutrosophic hesitation fuzzy elements (PNHFEs) are proposed to cope with the situations of correlation among criterions. This measure not only provides support for the correlation phenomenon between internal attributes, but also fully concerns the incidental uncertainty of the external space. Our goal is to make it easier for decision makers to cope with this uncertainty, thus we establish the notion of probabilistic neutrosophic hesitant fuzzy Choquet averaging (geometric) (PNHFCOA, PNHFCOG) operator. Based on this foundation, a method for aggregating decision makers’ information is proposed, and then the optimal decision scheme is obtained. Finally, an example of selecting optimal 3PL is given to demonstrate the objectivity of the above-mentioned standpoint.

Abstract
Smart ports represent the current trend of port development. Intelligent operations reduce the daily production cost of ports, facilitate efficient production, strengthen the risk mitigation ability and comply with the requirements for long-term development. However, a systematic and scientific smart port evaluation method is missing to nail down the evaluation indicators of a smart port and enable accurate evaluation of a port’s degree of intelligence. This paper analyzes the concept of the smart port, establishes a set of smart port evaluation indicator systems, and applies a single-valued neutrosophic exponential similarity measure to port evaluation to enable quantitative evaluation of port integrity. This evaluation method is capable of decision-making in the event of incomplete, uncertain, and inconsistent information during general evaluation, opening up a new method for smart port evaluation, and acting as a helpful tool for ports to carry out improvements during actual application.
