Open data outcomes: U.S. cities between product and process innovation

No longer hype, not yet mainstream? Recalibrating city digital twins' expectations and reality: a case study perspective

While the concept of digital twin has already consolidated in industry, its spinoff in the urban environment-in the form of a City Digital Twin (CDT)-is more recent. A CDT is a dynamic digital model of the physical city whereby the physical and the digital are integrated in both directions, thus mutually affecting each other in real time. Replicating the path of smart cities, literature remarks that agendas and discourses around CDTs remain (1) tech-centered, that is, focused on overcoming technical limitations and lacking a proper sociotechnical contextualization of digital twin technologies; (2) practice-first, entailing hands-on applications without a long-term strategic governance for the management of these same technologies. Building on that, the goal of this article is to move beyond high-level conceptualizations of CDT to (a) get a cognizant understanding of what a CDT can do, how, and for whom; (b) map the current state of development and implementation of CDTs in Europe. This will be done by looking at three case studies-Dublin, Helsinki, and Rotterdam-often considered as successful examples of CDTs in Europe. Through exiting literature and official documents, as well as by relying on primary interviews with tech experts and local officials, the article explores the maturity of these CDTs, along the Gartner's hype-mainstream curve of technological innovations. Findings show that, while all three municipalities have long-term plans to deliver an integrated, cyber-physical real-time modeling of the city, currently their CDTs are still at an early stage of development. The focus remains on technical barriers-e.g., integration of different data sources-overlooking the societal dimension, such as the systematic involvement of citizens. As for the governance, all cases embrace a multistakeholder approach; yet CDTs are still not used for policymaking and it remains to see how the power across stakeholders will be distributed in terms of access to, control of, and decisions about CDTs.

Open government data: A systematic literature review of empirical research

Open government data (OGD) holds great potential for firms and the digital economy as a whole and has attracted increasing interest in research and practice in recent years. Governments and organizations worldwide are struggling in exploiting the full potential of OGD and require a comprehensive understanding of this phenomenon. Although scientific debates in OGD research are intense and heterogeneous, the field lacks theoretical integration of OGD topics and their systematic consideration in the context of the digital economy. In addition, OGD has been widely neglected by information systems (IS) research, which promises great potential for advancing our knowledge of the OGD concept and its role in the digital economy. To fill in this gap, this study conducts a systematic literature review of 169 empirical OGD studies. In doing so, we develop a theoretical review framework of Antecedents, Decisions, Outcomes (ADO) to unify and grasp the accumulating isolated evidence on OGD in context of the digital economy and provide a theory-informed research agenda to tap the potential of IS research for OGD. Our findings reveal six related key topic clusters of OGD research and substantial gaps, opening up prospective research avenues and particularly outlining how IS research can inform and advance OGD research.

Barriers to the digital transformation of infrastructure sectors

Digital technologies can be important to policy-makers and public servants, as these technologies can increase infrastructure performance and reduce environmental impacts. For example, utilizing data from sensors in sewer systems can improve their management, which in turn may result in better surface water quality. Whether such big data from sensors is utilized is, however, not only a technical issue, but also depends on different types of social and institutional conditions. Our article identifies individual, organizational, and institutional barriers at the level of sub-states that hinder the evaluation of data from sewer systems. We employ fuzzy-set Qualitative Comparative Analysis (fsQCA) to compare 23 Swiss sub-states and find that two barriers at different levels can each hinder data evaluation on their own. More specifically, either a lack of vision at the individual level or a lack of resources at the organizational level hinder the evaluation of data. Findings suggest that taking into account different levels is crucial for understanding digital transformation in public organizations.

Open Government Data: Usage trends and metadata quality

Open Government Data (OGD) have the potential to support social and economic progress. However, this potential can be frustrated if these data remain unused. Although the literature suggests that OGD data sets’ metadata quality is one of the main factors affecting their use, to the best of our knowledge, no quantitative study provided evidence of this relationship. Considering about 400,000 data sets of 28 national, municipal and international OGD portals, we have programmatically analysed their usage, their metadata quality and the relationship between the two. Our analysis has highlighted three main findings. First, regardless of their size, the software platform adopted, and their administrative and territorial coverage, most OGD data sets are underutilised. Second, OGD portals pay varying attention to the quality of their data sets’ metadata. Third, we did not find clear evidence that data sets’ usage is positively correlated to better metadata publishing practices. Finally, we have considered other factors, such as data sets’ category, and some demographic characteristics of the OGD portals, and analysed their relationship with data sets’ usage, obtaining partially affirmative answers.

The Evolution of City-as-a-Platform: Smart Urban Development Governance with Collective Knowledge-Based Platform Urbanism

Since the advent of the second digital revolution, the exponential advancement of technology is shaping a world with new social, economic, political, technological, and legal circumstances. The consequential disruptions force governments and societies to seek ways for their cities to become more humane, ethical, inclusive, intelligent, and sustainable. In recent years, the concept of City-as-a-Platform was coined with the hope of providing an innovative approach for addressing the aforementioned disruptions. Today, this concept is rapidly gaining popularity, as more and more platform thinking applications become available to the city context—so-called platform urbanism. These platforms used for identifying and addressing various urbanization problems with the assistance of open data, participatory innovation opportunity, and collective knowledge. With these developments in mind, this study aims to tackle the question of “How can platform urbanism support local governance efforts in the development of smarter cities?” Through an integrative review of journal articles published during the last decade, the evolution of City-as-a-Platform was analyzed. The findings revealed the prospects and constraints for the realization of transformative and disruptive impacts on the government and society through the platform urbanism, along with disclosing the opportunities and challenges for smarter urban development governance with collective knowledge through platform urbanism.
