Abstract
This study investigates the determinants of smart government systems that are used in public service organizations in Saudi Arabia. The world's developed nations have conducted studies on smart government systems, but little research has been done on the Middle East, particularly in Saudi Arabia. This study fills the lacuna in the literature. Based on a number of theories including the Technology, Organization, and Environment framework (TOE), Unified Theory of Acceptance and Use of Technology (UTAUT), and Technology Acceptance Models (TAM), the study established an integrated conceptual research model. Online survey questionnaires were sent to 2060 employees in four ministries and after the second reminder a total of 427 completed answers were received, of which 419 (22% response rate) were deemed useable for the analysis. Multivariate statistical analysis was used to analyze the data and results indicated that 51% of the variance (R2 = 0.51) of employees' perceptions of smart government systems is explained by independent determinants. Findings show that security concerns (t (419) = 2.051, p < 0.041), ICT strategy (t (419) = 4.215, p < 0.000), managerial support (t (419) = 5.027, p < 0.000), incentives (t (419) = 5.263, p < 0.000), and trust (t (419) = -1.957, p < 0.050) are significant predictors of smart government systems acceptance. Meanwhile cultural values (t (419) = 0.669, p < 0.504) and religious values (t (419) = 1.082, p < 0.280) have no significant effect on the attitude to smart system adoption. Perception was found to have a strong significant effect on adoption of smart government systems (t (419) = 8.411, p < 0.000). These results have significant implications for the Saudi government's drive to implement smart government systems in all its agencies.

Abstract
This article aims to investigate the constructs that can be used to evaluate the information quality (IQ) of mobile government services. The dimension of IQ is one of the fundamental constructs that assesses the extent of information based on its accuracy, usefulness, and timeliness. Based on the review of previous studies, there is a lack of studies related to mGovernment service quality. It is not practical to measure the service quality of mGovernment by using other measurement scales such as e-service, e-commerce, or e-government. Therefore, it is necessary to understand each dimension that guides constructing a comprehensive framework to measure service quality at mGovernment. The constructs of information quality were extracted from previous literature in mobile government, mobile application service, and e-government to understand the development stages, structure, and unique features-this guide to conduct the systematic literature review to clarify the constructs belonging to the evaluation of information quality. The present article identified six constructs-understandability, timeliness, accuracy, completeness, availability, and usefulness-to measure the information quality of mobile government service. There is limited literature on mGovernment information service quality. With the development of government services on mobile devices, it is necessary to measure information quality at mGovernment service channel to understand users' expectations. The mGovernment service provider benefits from measuring the service quality by improving the strategy and criteria of information at mGovernment portal. In addition, the end-users expect to perform the service with the best quality level of the information supplied and displayed on mGovernment platform.

Abstract
For some years now, master data has become extremely relevant to business success and continuity in an increasingly competitive and global business environment. The banking sector is one example of how the implementation of well-structured and designed master data management policies and initiatives is crucial for reaching positive results. One of the areas in which banks need to ensure extremely fruitful master data management approaches and data governance procedures is when dealing with risk-related data, as it not only ensures accurate and well-supported management and decision-making, but also because banks are required to do so by imposed regulations, such as the BCBS 239. Drawing on a DSR methodology supported research project, where banking and IS-related expertise was continuously merged with existing theoretical knowledge on MDM and BCBS 239 related topics, and a permanent focus on the technical and functional complexity associated with implementing master data management and well-established data governance procedures that ensure regulatory compliance, we propose a novel, six-phase action plan that will allow banks to ensure compliance with BCBS 239 and, consequently, ensure efficient and effective risk data management and reporting.

Abstract
The Chinese Government and Statistics Departments have collected huge amounts of data. They use these government open data to conduct applied research and technological studies, including the establishment of a market-based system for data elements. These data are put into e-government to build the construction of digital government and improve the level of government services continuously. This paper uses the perspective of the configurations to discuss the combinations of factors in the marketization of open data of local governments in China with fsQCA method; this paper is based on the TOE framework, and the indices of the data layer of the government open data forest in 16 provinces are taken as the research object. The conclusions are as follows: (1) the market-oriented utilization paths of local government open data are categorized as technology-led, management-resource-led, economic and technology-driven, and location-advantaged. (2) Under certain conditions, when the number of data developers is small, and there is no dedicated government data management agency, optimizing and improving the government open data platform could be an alternative path to promote the effective use of local government open data in the market.

Abstract
Web 2.0 is a technology that enables collaboration between citizens and the government to actualise the concept of open government. The adoption of technology in the public sector is known to have positive impacts in fostering public sector innovation, including in developing countries with various problems that require collaboration between citizens and the government. However, currently studies concerning open government technology adoption in developing countries are limited. Indonesia as an example of a developing and democratic country provides a suitable context to explore this phenomenon. Moreover, there are many local government institutions in Indonesia, especially on Java Island, that have implemented Web 2.0 to support open government initiatives. Therefore, this research aims to explore key factors influencing the adoption of the Web 2.0 platform by local government institutions in Indonesia. Multiple theories are combined to guide the exploration of the influencing factors related to technology, organisations, management, and the environment. Based on a multiple case study involving five local government institutions in Indonesia, we identified fifteen factors affecting the adoption of Web 2.0 technology. This study offers both research and practical implications that can be considered by government and other key stakeholders to optimise public participation and information access through the adoption of open government initiatives.

Abstract
PurposeThe current study aimed to develop and validate a scale to model factors affecting digital technology access for instructional use. The scale was mainly used to assess the structural model. Besides, tests of difference were addressed regarding digital technology access for instructional use based on gender, teaching experience and school location.Design/methodology/approachThe authors implemented a survey design in this study. A scale based on prior studies was developed, validated and piloted. The pilot study data were computed for an exploratory factor analysis. Further, partial least squares structural equation modeling (PLS-SEM) and t-test procedures were used for the main data analysis (n.2677). The authors also included the importance-performance map analysis to extend of the results of the PLS-SEM.FindingsThe findings of the study successfully assessed the validity and reliability of the scale. All hypothetical relationships in the structural model were positively significant. The t-test results show that teaching experience and school location were significantly different regarding instructional use access; however, an insignificant difference emerged based on gender.Practical implicationsFailure in technology integration is possible if policies have not been carefully prepared. Therefore, users' perception is an essential factor in determining technology integration, including access to digital technology.Originality/valueThis research has the potential to enhance the understanding of access to digital technology in the context of developing countries by the elaboration of the proposed model's instrument development and validation, path analysis assessment and difference test examination with a large sample size. Also, the current study emphasizes the importance of raising awareness about digital technology access that the model can facilitate a valid and reliable foundation for future researchers interested in conducting similar types of research.

Abstract
Data governance has received research attention, but its effect on public attitude has not been sufficiently explored. To analyse the attitude towards public participation in data governance in the context of a tourism platform, we conduct an empirical model that aims to understand the impact of data governance environment and participants’ cognitive ability on attitude. Taking tourism sharing platforms as an example, we collected 339 questionnaires for data analysis. Results show that data quality and website design have a positive effect on users’ attitude towards data governance through data literacy self-efficacy. Data literacy self-efficacy has a suppression effect between data quality and attitude towards data governance and has the same effect between website design and attitude towards data governance. Data quality and website design have a positive effect on users’ attitude towards data governance through platform interaction. Platform interactivity plays a mediating role between data quality and attitude towards data governance and has the same effect between website design and attitude towards data governance. Data policy has a positive effect on users’ data literacy self-efficacy but no significant effect on platform interactivity. Moreover, this study provides theoretical and practical implications that can guide the government in policy implementation and platform managers in data governance.
