Project manager's perception of the local communities' stakeholder in megaprojects. An empirical investigation in the UK

A community health worker led approach to cardiovascular disease prevention in the UK-SPICES-Sussex (scaling-up packages of interventions for cardiovascular disease prevention in selected sites in Europe and Sub-saharan Africa): an implementation research project

Background

This paper describes a UK-based study, SPICES-Sussex, which aimed to co-produce and implement a community-based cardiovascular disease (CVD) risk assessment and reduction intervention to support under-served populations at moderate risk of CVD. The objectives were to enhance stakeholder engagement; to implement the intervention in four research sites and to evaluate the use of Voluntary and Community and Social Enterprises (VCSE) and Community Health Worker (CHW) partnerships in health interventions.

Methods

A type three hybrid implementation study design was used with mixed methods data. This paper represents the process evaluation of the implementation of the SPICES-Sussex Project. The evaluation was conducted using the RE-AIM framework.

Results

Reach: 381 individuals took part in the risk profiling questionnaire and forty-one women, and five men participated in the coaching intervention. Effectiveness: quantitative results from intervention participants showed significant improvements in CVD behavioural risk factors across several measures. Qualitative data indicated high acceptability, with the holistic, personalised, and person-centred approach being valued by participants. Adoption: 50% of VCSEs approached took part in the SPICES programme, The CHWs felt empowered to deliver high-quality and mutually beneficial coaching within a strong project infrastructure that made use of VCSE partnerships. Implementation: Co-design meetings resulted in local adaptations being made to the intervention. 29 (63%) of participants completed the intervention. Practical issues concerned how to embed CHWs in a health service context, how to keep engaging participants, and tensions between research integrity and the needs and expectations of those in the voluntary sector. Maintenance: Several VCSEs expressed an interest in continuing the intervention after the end of the SPICES programme.

Conclusion

Community-engagement approaches have the potential to have positively impact the health and wellbeing of certain groups. Furthermore, VCSEs and CHWs represent a significant untapped resource in the UK. However, more work needs to be done to understand how links between the sectors can be bridged to deliver evidence-based effective alternative preventative healthcare. Reaching vulnerable populations remains a challenge despite partnerships with VCSEs which are embedded in the community. By showing what went well and what did not, this project can guide future work in community engagement for health.

Planning behind Closed Doors: Unlocking Large-Scale Urban Development Projects Using the Stakeholder Approach on Tenerife, Spain

Santa Cruz Verde 2030 is an inner-city megaproject that will transform the local oil refinery into an urban neighborhood in Santa Cruz de Tenerife, Spain. The project is expected to reconfigure Santa Cruz’s tourism model significantly, while applying rather undemocratic planning practices. This paper explores Santa Cruz Verde 2030, focusing on the perception of local stakeholders. My research builds on 18 qualitative interviews with planning authorities, the city’s mayor, political parties, experts from the real estate sector and residents. I identify a large perception gap among the interviewees. While the project’s initiators praise the participatory process, other stakeholders feel neither informed nor integrated. In particular, the “behind closed doors” planning approach has provoked resentment among citizens. In contrast, the possible impact on tourism of the project has given rise to less discussion. This contributes to the “stealthy” touristification strategy that has already transformed large areas of Santa Cruz’s waterfront in past decades. Hence, this paper adds to the ongoing discussion on how to design megaprojects in a more sustainable way, for example, by ensuring political consensus and learning from former megaprojects.

Stakeholder Management—One of the Clues of Sustainable Project Management—As an Underestimated Factor of Project Success in Small Construction Companies

According to contemporary literature, stakeholder management (which is one of the identified clues of sustainable project management) plays a significant role in successfully delivering construction projects. However, the literature focuses on the issues of stakeholder management/analysis mainly for large projects, and the authors could not find any items related to small construction projects. The aim of the article is to present the results of research conducted in small construction companies in the context of stakeholder management of their projects against the background of project success and sustainability. Many researchers have concluded that stakeholder management is one of the success factors of projects (including construction projects). Based on the conducted quantitative research, the needs in the field of stakeholder management of small construction companies’ projects were determined and the approaches used in this area were diagnosed. The research results indicate a low level of maturity of small construction companies in managing project stakeholders, which is a surprising result considering the fact that the literature on the subject emphasizes the importance of taking care of the project stakeholder management area and associating it with the project’s success.

A Qualitative Analysis of Unethical Behaviors in Projects: Insight From Moral Psychology

Ethical aspects of stakeholder behavior can have a wide range of implications for other areas of project management. This research critically reviewed project ethics under the philosophical paradigm change from modernism to late modernism, which led to a flexible and realizable ethical framework based on Levinasian and Nietzschean moral psychologies. A qualitative approach was adopted through a multiple-case study to confront the theoretical framework with the empirical world, evaluate its authenticity, and obtain a better understanding of its challenges. Research results showed that stakeholders’ unconscious desire for existential meaning can provide considerable potential for dealing with ethical challenges.

Stakeholder Analysis in the Feasibility Process of Projects: A Structural Evaluation of the Power-Oriented Relationship

The feasibility process of public construction projects is under the influence of stakeholders, who give direction to public resource allocation. Therefore, the analysis of stakeholders in this process is critical. An inductive qualitative approach was adopted using the grounded theory method to provide a theoretical explanation of stakeholders’ behaviors. Under the insight of structuration theory, the results indicated that the challenges are derived from various interrelated factors, leading to the emergence of improper participation as a macro-structural phenomenon with multilateral interaction with a power-oriented relationship as a micro behavior in the feasibility process at the agency level.

Opaque Urban Planning. The Megaproject Santa Cruz Verde 2030 Seen from the Local Perspective (Tenerife, Spain)

Megaprojects, as a part of neoliberal urbanism, have become an important element of cities worldwide. In Santa Cruz de Tenerife, Spain, the megaproject Santa Cruz Verde 2030 represents this type of project. The ambitious plan seeks to transform the city’s oil refinery into an urban quarter. However, since its announcement in summer 2018, no critical public discussion has taken place, although the project is expected to reconfigure the city’s waterfront and its tourist model. In this context, it is particularly the stakeholders’ point of view that is neglected. We thus offer a qualitative analysis of five interviews with local stakeholders from the real estate sector, politics, urban planning and an environmental association. The analysis shows that the interviewees feel insufficiently informed by the project’s initiators. The project is interpreted as an elitist symbol of how the project’s initiators understand urban development. While some of the stakeholders want to accelerate the whole process, others call for a more integrative and participative planning approach. Moreover, the observed marketing campaign is directly linked to the upcoming elections. The interviewees observe a simple top-down planning process, which contradicts the promises of the initiators to enable civic participation and integration.

Public Engagement Events and the Management of External Stakeholders: Artifacts as Boundary Objects or Tools of Discipline and Control?

Public engagement is founded on idealistic principles of democratic decision making and public stewardship. Yet, the logistical realities of managing these processes are fraught with difficulties. In this article, we explore the ways in which material artifacts are used in formal public engagement proceedings on urban development projects in Hong Kong. The findings show that material artifacts used—in addition to serving as boundary objects that facilitate communication across knowledge boundaries—form part of a network that directs, controls, and manages the information flow among participants. These artifacts thus play an active role in managing the divergent interests of external stakeholders on projects.

Controlling superprojects – information management requirements

Purpose

This paper aims to explore the problems of managing superprojects and identifies how a different approach to controlling them can reduce the incidence of cost and time overruns and benefit shortfalls.

Design/methodology/approach

Literature review accompanied by conceptual analysis.

Findings

Project cost and timing overruns and benefit shortfalls are very frequent in superprojects. These problems can be ascribed partly to the way in which they are planned is not taken into account in designing and implementing control systems, particularly the governance processes and the information they have available.

Practical implications

This paper has serious implications for those designing control processes, governance and information management for superprojects. It suggests that if a new approach is taken, fewer superprojects will suffer from cost overruns and benefit shortfalls because remedial actions will be taken earlier for projects, which are experiencing problems, while learning will be fed back to those planning new projects.

Social implications

There will be saving of public money and reduced deferment of benefits that normally result from failed or delayed projects and reduced allocation of large incremental budgets dedicated to resolving problems.

Originality/value

The taxonomy of different types of superprojects is original, as is the idea of ambidextrous control, and the diagnosis of failure reasons lying in the nature of control and governance processes, and the lack of relevant information available during the control process.

The Modelling of Roof Installation Projects Using Decision Trees and the AHP Method

In this work, the process of roofing projects’ execution is considered. The proper analysis of this process is important to optimise the behaviour of a project’s participants and to perform risk evaluation. The main result of this work is methodology, which can be used to optimise a project owner’s decisions and potentially can be applied for risk control or integrated into expert systems. This methodology includes the application of a decision tree and AHP (analytic hierarchy process) method to perform the modelling for roof installation project selection. In the proposed approach, a decision tree describes the process with nodes representing the states of a project. The tree includes the decision on whether to sell the project results or not, which requires the estimation of the subjective opinion of the project owner. These subjective values are used in the decision tree leaves. We propose to perform this estimation with the AHP method and describe how to do it in this paper. A particular example was considered. The proposed methodology was applied to that case, and all details of the process and results are provided. Using the proposed methodology, the adapted version of a specific, current situation model of project participants’ behaviours can be formed, allowing one to make the most efficient decisions in the light of the existing constraints. The application of results can increase the investor protection and contribute to the general sustainability of investments.

The Role of Social Media in Intrastakeholder Strategies to Influence Decision Making in a UK Infrastructure Megaproject: Crossrail 2

This article examines the role of social media in public stakeholder and intrastakeholder group strategies to influence decision making in the consultation stage of UK infrastructure megaprojects. The context is the consultation process on the construction of a new Crossrail 2 station in Chelsea, London, where there is resistance. Analysis of social media communication by the affected public groups and interviews with the opposing group shows different intragroup concerns, with stakeholders developing a strong identity enabled by social media. To reduce perceived lack of responsiveness, we recommend that project managers harness social media marketing principles for ongoing relationship building.

A Leap from Negative to Positive Bond. A Step towards Project Sustainability

Departing from the normative formulation of stakeholder theory and building upon the current body of knowledge, this study aims to advance understandings on the benefits and challenges towards a more holistic approach to stakeholder management at the local level of major public infrastructure and construction projects (MPIC). Major construction projects, project managers, and the local community stakeholder are deemed to operate within a ‘negative bond’. This interaction is elucidated through the attribution theory lens, which shape the conceptual framework of the study. This paper illustrates that a broader inclusiveness of stakeholder views into managerial decisions can initiate to break this negative bond and shift it towards positive relationships. An organization’s conscious approach towards transparent communication with the local community stakeholder might help to shape a long-term perspective for better project benefits realization either at the national, regional, or local level. By ‘exceeding stakeholders needs and expectations’, project managers and local communities can better collaborate in order to achieve sustainable development over time.
