Bayesian Belief Network to support conflict analysis for groundwater protection: the case of the Apulia region

Water resource management is often characterized by conflicts, as a result of the heterogeneity of interests associated with a shared resource. Many water conflicts arise on a global scale and, in particular, an increasing level of conflicts can be observed in the Mediterranean basin, characterized by water scarcity. In the present work, in order to assist the conflict analysis process, and thus outline a proper groundwater management, stakeholders were involved in the process and suitable tools were used in a Mediterranean area (the Apulia region, in Italy). In particular, this paper seeks to elicit and structure farmers' mental models influencing their decision over the main water source for irrigation. The more crucial groundwater is for farmers' objectives, the more controversial is the groundwater protection strategy. Bayesian Belief Networks were developed to simulate farmers' behavior with regard to groundwater management and to assess the impacts of protection strategy. These results have been used to calculate the conflict degree in the study area, derived from the introduction of policies for the reduction of groundwater exploitation for irrigation purposes. The less acceptable the policy is, the more likely it is that conflict will develop between farmers and the Regional Authority. The results of conflict analysis were also used to contribute to the debate concerning potential conflict mitigation measures. The approach adopted in this work has been discussed with a number of experts in groundwater management policies and irrigation management, and its main strengths and weaknesses have been identified. Increasing awareness of the existence of potential conflicts and the need to deal with them can be seen as an interesting initial shift in the Apulia region's water management regime, which is still grounded in merely technical approaches.

Integrating diverse scientific and practitioner knowledge in ecological risk analysis: a case study of biodiversity risk assessment in South Africa

Ecological risk analysis (ERA) is a structured evaluation of threats to species, natural communities, and ecosystem processes from pollutants and toxicants and more complicated living stressors such as invasive species, genetically modified organisms, and biological control agents. Such analyses are typically conducted by a narrowly-focused group of scientific experts using technical information. We evaluate whether the inclusion of more diverse experts and practitioners in ERA improved the ecological knowledge base about South African biodiversity and the potential impacts of genetically modified (GM) crops. We conducted two participatory ERA workshops in South Africa, analyzing potential impacts of GM maize on biodiversity. The first workshop involved only four biological scientists, who were joined by 18 diverse scientists and practitioners in the second, and we compared the ERA process and results between the two using descriptive statistics and semi-structured interview responses. The addition of diverse experts and practitioners led to a more comprehensive understanding of biological composition of the agro-ecosystem and a more ecologically relevant set of hazards, but impeded hazard prioritization and the generation of precise risk assessment values. Results suggest that diverse participation can improve the scoping or problem formulation of the ERA, by generating an ecologically robust set of information on which to base the subsequent, more technical risk assessment. The participatory ERA process also increased the transparency of the ERA by exposing the logic and rationale for decisions made at each step.

Integrating local ecological knowledge and management practices of an isolated semi-arid papyrus swamp (Loboi, Kenya) into a wider conservation framework

The current study documented local utilization of Cyperus papyrus L. (papyrus), harvesting patterns, threats, and local management practices among the Endorois community living around Loboi swamp (Kenya). Papyrus is a highly productive freshwater macrophyte that is widely utilized throughout tropical Africa. However, increased human population and poverty, has led to over exploitation and conversion of papyrus wetlands to agricultural fields. Nonetheless, users of papyrus hold important local ecological knowledge (LEK) and practices. We show that Endorois practices on papyrus uses are compatible with the management priorities of the swamp and a wider conservation framework using data obtained from three focus group discussions (FGD), interviews of 34 households and 15 key informants. The study revealed that papyrus support local livelihood notably as a source of income (papyrus mats are sold), cattle fodder, roofing materials (shelter), and cooking fuel. The study further revealed important LEK relating to harvesting patterns, recovery after harvesting and traditional management practices. Correlation and principal component analyses showed that experienced old harvesters (EXPERT) avoided harvesting repeatedly at the same location (REVISIT), thereby allowing recovery of papyrus when compared to younger harvesters (r = 0.63, p < 0.01). However, over 70% of harvesters predicted a decrease in papyrus coverage in the future due to the current diversion of water from the swamp, and frequent droughts, despite the instituted traditional management strategies (e.g. rotational harvesting) to curb overharvesting. The study concluded that the documentation of site-scale papyrus users' profile, LEK, and traditional practices are vital for the conservation and management of Loboi swamp.

Assessing the impacts of local knowledge and technology on climate change vulnerability in remote communities

The introduction of new technologies into small remote communities can alter how individuals acquire knowledge about their surrounding environment. This is especially true when technologies that satisfy basic needs, such as freshwater use, create a distance (i.e., diminishing exposure) between individuals and their environment. However, such distancing can potentially be countered by the transfer of local knowledge between community members and from one generation to the next. The objective of this study is to simulate by way of agent-based modeling the tensions between technology-induced distancing and local knowledge that are exerted on community vulnerability to climate change. A model is developed that simulates how a collection of individual perceptions about changes to climatic-related variables manifest into community perceptions, how perceptions are influenced by the movement away from traditional resource use, and how the transmission of knowledge mitigates the potentially adverse effects of technology-induced distancing. The model is implemented utilizing climate and social data for two remote communities located on the Seward Peninsula in western Alaska. The agent-based model simulates a set of scenarios that depict different ways in which these communities may potentially engage with their natural resources, utilize knowledge transfer, and develop perceptions of how the local climate is different from previous years. A loosely-coupled pan-arctic climate model simulates changes monthly changes to climatic variables. The discrepancy between the perceptions derived from the agent-based model and the projections simulated by the climate model represent community vulnerability. The results demonstrate how demographics, the communication of knowledge and the types of ‘knowledge-providers’ influence community perception about changes to their local climate.
