How does environmental regulation affect industrial structure upgrading? Evidence from prefecture-level cities in China

Assessing the effects of different types of environmental supervision policies on green economy efficiency of China

Well-designed environmental regulatory tools are essential for environmental, economic, and social sustainability. This paper explores the effects of different types of environmental supervision policies on green economic efficiency in China from 2003 to 2021. In the first stage, the environmental supervision policies are divided into four types based on the governmental behavioral patterns and the composite index of environmental supervision policies is constructed based on multiple criteria, and the super-efficiency DEA-SBM model is used to measure green economic efficiency. In the second stage, the Tobit model is used to explore the effects of four different types of environmental supervision policies on green economic efficiency. The results show that: (1) Command policies inhibit green economic efficiency in the short term, while the long-term effect increases green economic efficiency. (2) Collaboration policies increase green economy efficiency from the second to the fifth year of implementation, but the subsequent long-term effects show a dampening effect. (3) Planning policies inhibit green economy efficiency in the short term, while they increase green economy efficiency after two years of implementation. (4) Guidance policies inhibit green economic efficiency in the short term but can enhance green economic efficiency after three years of implementation. The result provides theoretical guidance for the rational formulation and implementation of environmental supervision policies by environmental administrations in the future.

Can PM2.5 concentration reduced by China's environmental protection tax?

The responsibility of enhancing environmental quality is shouldered by China's Environmental Protection Tax (EPT), which constitutes a vital element of China's tax system greening initiative. Using the difference-in-differences (DID) method, the effects of the EPT on PM2.5 concentration were empirically examined in this study, through panel data of 218 cities in China from 2015 to 2021. The results indicate that the EPT can effectively reduce PM2.5 concentration by approximately 2.4 %, and this conclusion remained unchanged after a series of robustness tests. In the channel analysis, it can be found that the reduction of PM2.5 concentration by the EPT was achieved through the alleviation of financing constraints, technological advancements, and optimization of industrial structure. Heterogeneity analysis indicates that the negative impact of the EPT on PM2.5 concentration was more significant in northern cities, inland cities and non-national environmental protection model cities. Further analysis found that EPT has a stronger inhibitory effect on PM2.5 concentration within 100 % of tax increase. The conclusions remain consistent when spatial spillover effects of PM2.5 are taken into account. This paper provides important empirical evidence to support the effectiveness of emission reductions of EPT and provides valuable insights for the future improvement of EPT.

How do industrial land transfer modes impact carbon emissions? An intermediation perspective based on industrial structure

Industrial land is currently the main carrier and important source of global carbon emissions, and as the world's largest developing country, China's large-scale and diversified industrial land supply has made it the world's largest carbon emitter. Therefore, researching the impact of different supply methods of industrial land on carbon emissions and its impact paths in China can help provide a reference for other countries to reduce carbon emissions from the perspective of urban industrial land management, which is of great significance for effectively promoting global carbon reduction. Based on this, this paper analyses the impact of different supply methods of industrial land on carbon emissions and its urban heterogeneity using the SYS-GMM and chain-mediated effects models for 285 cities in China from 2008 to 2020. The study found that, in general, the impact of different industrial land transfer modes on carbon emission has hysteresis and persistence. Agreement and listing transfer with government intervention can significantly exacerbate carbon emissions, while more market-based bidding and auction transfer can dampen carbon emissions. In terms of intermediary effects, the transfer of industrial land by agreement and listing will inhibit the rationalization and advancement of industrial structure, thus aggravating carbon emissions. The transfer of industrial land by bidding and auction will create barriers to entry and a crowding-out effect, promote the rationalization of industrial structure and the transformation and upgrading of industrial structure and moderate carbon emissions. In terms of city heterogeneity, there is urban heterogeneity in the impact of industrial land transfer on carbon emissions in cities with different economic types. Bidding and auction transfer for industrial land in both economically developed and less developed cities can promote carbon pollution. While the more developed urban economy makes the intermediary effect of industrial structure not significant. In the future, it is necessary to strictly control the scale of industrial land supply; the whole process supervision mechanism of industrial land allocation and differentiated industrial land supply strategies will provide useful experience for many developing countries in allocating industrial land to mitigate carbon emissions, generating effective contributions to global carbon emission reduction.

Global energy transition and foreign environmental regulations: Impacts on Russian regions' export volumes

This paper analyses the impacts of trading partners' environmental regulation on the export volumes of the Russian regions, using panel data covering about 140,000 observations in 84 Russian regions and 204 countries for the period 2013-2020. We employ the Gravity Model of international trade and Heckman Sample Selection methodology, with the fixed effects and random effects Poisson Pseudo-Maximum Likelihood techniques to analyse two subsamples of the Russian regions with different shares of environmentally sensitive goods in regional exports. As a robustness check, we utilize the non-parametric Driscoll-Kraay approach. The results of the econometric estimation demonstrate that environmental regulations enhance the export of regions with a high share of environmentally sensitive goods in export structure, while for the rest of the regions the environmental regulations negatively affect export volumes. The promoting effect is associated with a higher level of innovativeness of the regions and the role of the global energy transition process. We conclude that the environmental agenda is a challenge for some Russian regional exporters due to the lack of own environmental regulation, and to the specific features of the commodity and geographic structure of exports. To transform the negative impact into the positive one for all Russian regions, policy measures are necessary on the federal, regional, and company levels, encompassing environmental regulations and green development strategies, along with innovation and cluster policies, and the development of human capital and infrastructure.

Research on industrial structure adjustment and spillover effect in resource-based regions in the post-pandemic era

Resource-based regions support national economic development and are essential sources of basic energy and raw materials. In the post-pandemic era, however, there are practical situations to deal with, such as a fractured industrial chain, a weaker industrial structure, and a sharp reduction in economic benefits. Based on data collected from 68 cities in China, from 2010 to 2021, with 816 observations, this paper explores the industrial development process of resource-based regions in China and the change in the toughness of the industrial structure under the impact of COVID-19. The paper studies and analyzes industrial development trends, industrial structure toughness, and spatial spillover effects. The methods used are the Markov chain model and the Industrial Structure Advancement Index. By building the spatial Dubin model, the paper analyzes the spatial spillover effect of regional industrial development. It decomposes the spillover effect using the partial differential model based on regression. The results show that, during the study period, the comprehensive development level of industries in resource-based regions in China was slowly improving and tended to stabilize after entering the post-pandemic era. The evolution of an advanced industrial structure is significantly heterogeneous among regions, and each region has different toughness. The impact of COVID-19 has reduced the toughness of China's resource-based regions' industrial structure. The spatial spillover effect of regional industrial development is significant. Labor force, technology input, and industrial-structure optimization have different impacts on the industrial development of neighboring regions. In the post-pandemic era, China has used new management methods for more innovation. In order to achieve low-carbon, environmental protection, and sustainable development of resources, realize the rapid recovery of the toughness of industrial structure in China's resource-based cities, and reduce the impact of the COVID-19 pandemic, China proposes to expand the supply of resources, improve the allocation of resources, optimize the direction, promote the rational flow and efficient aggregation of various factors, and enhance the impetus for innovation and development.

Will economic development come at the cost of environmental pollution under fiscal pressure? evidence from resource-based cities in China

The traditional view is that local governments are inclined to ease environmental regulations in response to fiscal pressure (FP) and alleviate FP by sacrificing the environment for economic development (ED). This paper takes Chinese Mainland resource-based cities (RBC) as the research sample but draws different conclusions. The research results are as follows: firstly, for RBC, although FP reduces environmental pollution (EP), it is not conducive to ED. Compared with non-resource-based cities (NRBC), the economic negative effect of FP in RBC is more obvious. Secondly, FP is detrimental to ED by reducing EP, and RBC have not sacrificed the environment to promote ED in the context of FP. This paper summarizes that the development path of RBC should be "optimizing government behavior → increasing FP → improving environmental quality → reducing ED level." Thirdly, the impact of FP on cities with slower economic growth and smaller economic gap is greater, and the impact of FP on cities with better environment is more obvious. This paper argues that facing FP, RBC in China will not trade EP for ED; at the same time, we suggest RBC in other countries in the face of the FP, not only thinking of promoting ED at the expense of the EP and ease the FP, but also the development of green ecological requirement, overall consideration of the relationship between EP and ED, and then achieve green and sustainable ED without degrading the environment as far as possible.

Spatial-temporal differences and influencing factors of coupling coordination between urban quality and technology innovation in the Guangdong-Hong Kong-Macao Greater Bay Area

The coordinated development of urban quality and technology innovation is an important element of China's technology innovation development strategy in the new era. Based on entropy TOPSIS, coupling coordination models, the gravity center and standard deviation ellipse method, the geographic probe, the GWR, and other methods, we explore the spatial variation and influencing factors of the coupling coordination relationship between urban quality and technology innovation in the Guangdong-Hong Kong-Macao Greater Bay Area from 2011 to 2020. It is found that: (1) the spatial distribution of the coupling coordination shows a characteristic of "high in the middle and low in the surroundings," and (2) the level of benign interaction in the central region is becoming more prominent. The center of gravity of coupling coordination moves toward the northeast, and the standard deviation ellipse shows a contraction trend away from the southwest. (3) Agglomeration capacity, human capital, cultural development, and infrastructure can significantly drive the improvement of the coupling coordination of urban quality and technology innovation, and the two-factor influence is significantly increased after the interaction. (4) The feedback effects of the coupling and coordination states of different cities on each factor have significant spatial differences and show the characteristics of hierarchical band distribution.

Innovation policy and ecological welfare performance: evidence from a quasi-natural experiment of China

The National Innovative City Pilot Policy (NICPP) is a policy implemented by the Chinese government to create an environment conducive to innovation, optimize industrial structure, promote economic development, and stimulate green innovation. The impact of this policy on ecological welfare performance is a question worth exploring. Based on panel data from 285 cities from 2007 to 2021, this paper uses the multi-period difference-in-difference (DID) model, propensity score matching method, and spatial DID model to study the impact of NICPP on ecological welfare performance and spatial spillover effects. The results show that (1) NICPP can significantly improve ecological welfare performance. (2) The mechanism analysis found that NICPP mainly improves ecological welfare performance through technological innovation investment, industrial structure upgrading, and increasing government attention. (3) The heterogeneity analysis found that NICPP has a more substantial driving effect on the ecological welfare development of cities in the eastern and western regions, cities with higher administrative levels, and cities with lower secondary industry agglomeration. (4) Further research has found that NICPP not only promotes the development of local ecological welfare but also has a positive spatial spillover effect on the ecological welfare performance of neighboring regions. This paper enriches the research on the effects of NICPP and provides policy references for the sustainable development of cities.
