Abstract
Over the years, research on fuzzy clustering algorithms has attracted the attention of many researchers, and they have been applied to various areas, such as image segmentation and data clustering. Various fuzzy clustering algorithms have been put forward based on the initial Fuzzy C-Means clustering (FCM) with Euclidean distance. However, the existing fuzzy clustering approaches ignore two problems. Firstly, clustering algorithms based on Euclidean distance have a high error rate, and are more sensitive to noise and outliers. Secondly, the parameters of the fuzzy clustering algorithms are hard to determine. In practice, they are often determined by the user’s experience, which results in poor performance of the clustering algorithm. Therefore, considering the above deficiencies, this paper proposes a novel fuzzy clustering algorithm by combining the Gaussian kernel function and Grey Wolf Optimizer (GWO), called Kernel-based Picture Fuzzy C-Means clustering with Grey Wolf Optimizer (KPFCM-GWO). In KPFCM-GWO, the Gaussian kernel function is used as a symmetrical measure of distance between data points and cluster centers, and the GWO is utilized to determine the parameter values of PFCM. To verify the validity of KPFCM-GWO, a comparative study was conducted. The experimental results indicate that KPFCM-GWO outperforms other clustering methods, and the improvement of KPFCM-GWO is mainly attributed to the combination of the Gaussian kernel function and the parameter optimization capability of the GWO. What is more, the paper applies KPFCM-GWO to analyzes the value of an airline’s customers, and five levels of customer categories are defined.

Abstract
As an extension of intuitionistic fuzzy sets (IFSs), picture fuzzy sets (PFSs) can better model and represent the hesitancy and uncertainty of decision makers’ preference information. In this study, we propose a multicriteria group decision making (MCGMD) method based on picture fuzzy sets. We first define some basic picture Einstein operations with closed properties among PFSs on the basis of the Einstein t-norms and t-conorms. Then, utilizing the hybrid-weighted operator and the developed picture Einstein operations laws, we put forward a picture fuzzy Einstein hybrid-weighted aggregation operator for aggregating PFSs and discuss its several important properties. Furthermore, we present a new MCGMD method based on the proposed picture fuzzy Einstein hybrid-weighted aggregation operator. Finally, an example is conducted to validate the effectiveness of the proposed MCGMD method.

Abstract
The purpose of this study is to develop an extension of CODAS method using picture fuzzy sets. In this respect, a new methodology is introduced to figure out how picture fuzzy numbers can be applied to CODAS method. COmbinative Distance-based Assessment (CODAS) is a new MCDM method proposed by Ghorabaee et al. Picture fuzzy sets (PFSs) are a new extension of ordinary fuzzy sets for representing human’s judgments having possibility more than two answers such as yes, no, refusal and neutral. Compared with other studies, the proposed method integrates multi-criteria decision analysis with picture fuzzy uncertainty based on Euclidean and Taxicab distances and negative ideal solution. ERP system selection problem is handled as the application area of the developed method, picture fuzzy CODAS. Results indicate that the new proposed method finds meaningful rankings through picture fuzzy sets. Comparative analyzes show that the presented method gives successful and robust results for the solutions of MCDM problems under fuzziness.

Abstract
This article is an advanced approach to picture fuzzy set through the application of cubic set theory. For instance, we establish the idea of the picture cubic fuzzy sets (PCFSs) theory and define several operations for PCFS. Also, presented some weighted aggregation operators under picture cubic fuzzy information, so called picture cubic fuzzy weighted averaging (PCFWA) operator, picture cubic fuzzy order weighted averaging (PCFOWA) operator, picture cubic fuzzy weighted geometric (PCFWG) operator, and picture cubic fuzzy order weighted geometric (PCFOWG) operator. Further, we study their fundamental properties and showed the relationship among these aggregation operators. In order to determine the feasibility and practicality of the mentioned new technique, we developed multi-attribute group decision -making algorithm with picture cubic fuzzy environment. Further, the developed method applied to supply chain management and for implementation, consider numerical application of supply chain management. Compared the developed approach with other preexisting aggregation operators, and we concluded that the defined technique is better, reliable and effective.

Abstract
This study presents a possible relationship between two main objects, which are three-dimensional copulas (3D-Cs) and geometric picture fuzzy numbers (GPFNs). This opens up a potential field for future studies for these two objects that three-dimensional copulas can become useful tools for handling uncertainty information in the form of a picture fuzzy set (PFS). Specifically, we define a GPFN as a base element of the PFS and a defined domain of three-dimensional copulas that contains a set of GPFNs, then we show some examples of three-dimensional copulas identified on this domain. In this framework, we present the theorems related to these two objects. At the same time, we provide some examples for three-dimensional semi-copulas, three-dimensional quasi-copulas, and three-dimensional empirical copulas defined on D, which is a defined domain of a three-dimensional copula and contains a set of GPFNs D g * . In addition, we also introduce a new approach to non-linear programming problems.

Abstract
Picture fuzzy nano topological spaces is an extension of intuitionistic fuzzy nano topological spaces. Every decision in life ends with an answer such as yes or no, or true or false, but we have an another component called abstain, which we have not yet considered. This work is a gateway to study such a problem. This paper motivates an enquiry of the third component—abstain—in practical problems. The aim of this paper is to investigate the contemporary notion of picture fuzzy nano topological spaces and explore some of its properties. The stated properties are quantified with numerical data. Furthermore, an algorithm for Multiple Attribute Decision-Making (MADM) with an application regarding the file selection of building material under uncertainty by using picture fuzzy nano topological spaces is developed. As a practical problem, a comparison table is presented to show the difference between the novel concept and the existing methods.

Abstract
Picture fuzzy graph (PFG) is an extended version of intuitionistic fuzzy graph (IFG) to model the uncertain real world problems, in which IFG may fail to model those problems properly. PFG is more precise, flexible and compatible than IFG to deal the real-life scenarios which consists of information these types: yes, abstain, no and refusal. The main focus of our study is to present the concept of isomorphic PFG, regular PFG (RPFG) and picture fuzzy multigraph. In this paper, we present the notation of RPFG. Many different types of RPFGs such as regular strong PFG, regular complete PFG, complete bipartite PFG and regular complement PFG are introduced. We also describe the concepts of dn and tdn-degree of a vertex in a RPFG. Based on those two types of degrees, we classify the regularity of PFG into 3 type’s namely, dn- RPFG, tdn-RPFG and n- highly irregular PFG. Several theorems of those RPFG are presented here. We define the busy vertex and free vertex in a RPFG. We present the notations of μ-complement, homomorphism, isomorphism, weak isomorphism and co weak isomorphism of RPFG. Some significant theorems on isomorphism and μ- complement of RPFG are derived here. We also introduce the notation of picture fuzzy multigraph. We present a mathematical model of communication network and transportation network by using picture fuzzy multigraph and real time data are collected so that the transportation network/communication network can work efficiently.

Abstract
On the basis of decision-theoretical rough sets (DTRSs), the three-way decisions give new model of decision approach for deal with the problem of decision. This proposed model of decision method is based on the loss function of DTRSs. First, the concept of fractional orthotriple fuzzy β -covering (FOF β -covering) and fractional orthotriple fuzzy β -neighborhood (FOF β -neighborhood) was introduced. We combined loss feature of DTRSs with covering-based fractional orthotriple fuzzy rough sets (CFOFSs) under the fractional orthotriple fuzzy condition. Secondly, we proposed a new FOF-covering decision-theoretical rough sets model (FOFCDTRSs) and developed related properties. Then, based on the grade of positive, neutral and negative membership of fractional orthotriple fuzzy numbers (FOFNs), five methods are established for addressing the expected loss expressed in the form of FOFNs and the corresponding three-way decisions are also derived. Based on this, we presented a FOFCDTRS-based algorithm for multi-criteria decision making (MCDM). Then, an example verifies the feasibility of the five methods for solving the MCDM problem. Finally, by comparing the results of the decisions of five methods with different loss functions.

Abstract
The aim of this article is to propose the 2-tuple picture fuzzy linguistic aggregation operators and a decision-making model to deal with uncertainties in the form of 2-tuple picture fuzzy linguistic sets; 2-tuple picture fuzzy linguistic operators have more flexibility than general fuzzy set. We proposed a number of aggregation operators, namely, 2-TPFLWA, 2-TPFLOWA, 2-TPFLHA, 2-TPFLWG, 2-TPFLOWG, and 2-TPFLHG operators. The distinguished feature of the developed operators are studied. At that point, we used these operators to design a model to deal with multiple attribute decision-making issues under the 2-tuple picture fuzzy linguistic information. Then, a practical application of robot selection by manufacturing unit is given to prove the introduced technique and to show its practicability and effectiveness. Besides this, a systematic comparison analysis with other existent approaches is conducted to reveal the advantage of our developed method. Results indicate that the proposed method is suitable and effective for decision-making problems.

Abstract
The framework of the T-spherical fuzzy set is a recent development in fuzzy set theory that can describe imprecise events using four types of membership grades with no restrictions. The purpose of this manuscript is to point out the limitations of the existing intuitionistic fuzzy Einstein averaging and geometric operators and to develop some improved Einstein aggregation operators. To do so, first some new operational laws were developed for T-spherical fuzzy sets and their properties were investigated. Based on these new operations, two types of Einstein aggregation operators are proposed namely the Einstein interactive averaging aggregation operators and the Einstein interactive geometric aggregation operators. The properties of the newly developed aggregation operators were then investigated and verified. The T-spherical fuzzy aggregation operators were then applied to a multi-attribute decision making (MADM) problem related to the degree of pollution of five major cities in China. Actual datasets sourced from the UCI Machine Learning Repository were used for this purpose. A detailed study was done to determine the most and least polluted city for different perceptions for different situations. Several compliance tests were then outlined to test and verify the accuracy of the results obtained via our proposed decision-making algorithm. It was proved that the results obtained via our proposed decision-making algorithm was fully compliant with all the tests that were outlined, thereby confirming the accuracy of the results obtained via our proposed method.

Abstract
The aims of this study are to propose the linguistic picture fuzzy Dombi (LPFD) aggregation operators and decision-making approach to deal with uncertainties in the form of linguistic picture fuzzy sets. LPFD operators have more flexibility due to the general fuzzy set. Utilizing the Dombi operational rule, the series of Dombi aggregation operators were proposed, namely linguistic picture fuzzy Dombi arithmetic/geometric, ordered arithmetic/ordered geometric and Hybrid arithmetic/Hybrid geometric aggregation operators. The distinguished feature of these proposed operators is studied. At that point, we have used these Dombi operators to design a model to deal with multiple attribute decision-making (MADM) issues under linguistic picture fuzzy information. Finally, an illustrative example to evaluate the emerging technology enterprises is provided to demonstrate the effectiveness of the proposed approach, together with a sensitivity analysis and comparison analysis, proving that its results are feasible and credible.

The basic idea underneath the generalized intuitionistic fuzzy soft set is very constructive in decision making, since it considers how to exploit an extra intuitionistic fuzzy input from the director to make up for any distortion in the information provided by the evaluation experts, which is redefined and clarified by F. Feng. In this paper, we introduced a method to solve decision making problems using an adjustable weighted soft discernibility matrix in a generalized intuitionistic fuzzy soft set. We define the threshold functions like mid-threshold, top-bottom-threshold, bottom-bottom-threshold, top-top-threshold, med-threshold function and their level soft sets of the generalized intuitionistic fuzzy soft set. After, we proposed two algorithms based on threshold functions, a weighted soft discernibility matrix and a generalized intuitionistic fuzzy soft set and also to show the supremacy of the given methods we illustrate a descriptive example using a weighted soft discernibility matrix in the generalized intuitionistic fuzzy soft set. Results indicate that the proposed method is more effective and generalized over all existing methods of the fuzzy soft set.

Abstract
Picture fuzzy sets (PFSs) are comparatively a new extension of fuzzy sets which describe the human opinions that has more answers like acceptance, rejection, neutral and desist, which cannot be correctly presented in fuzzy sets (FSs) and intuitionistic fuzzy sets (IFSs). The PFSs are categorized by three objects, the degree of belonging, the degree of neutral belonging and the degree of non- belonging such that the total of these three degrees must not be more than one. So far, there is no such work presented in the literature which deals with unknown weights of criteria based on PFSs. In the present work, we have developed a linear programming (LP) model to find the exact weights from the given constraints of weights for the criteria and construct a modified distance based on similarity measure between picture fuzzy sets. Then we have utilized this similarity measure to achieve the best option in the multiple criteria decision making (MCDM) problem. Lastly, two practical examples for the selection of alternatives are presented to compare the obtained results with the existing similarity measures.

Abstract
The key objective of the proposed work in this paper is to introduce a generalized form of linguistic picture fuzzy set, so-called linguistic spherical fuzzy set (LSFS), combining the notion of linguistic fuzzy set and spherical fuzzy set. In LSFS we deal with the vague and defective information in decision making. LSFS is characterized by linguistic positive, linguistic neutral and linguistic negative membership degree which satisfies the conditions that the square sum of its linguistic membership degrees is less than or equal to 1. In this paper, we investigate the basic operations of linguistic spherical fuzzy sets and discuss some related results. We extend operational laws of aggregation operators and propose linguistic spherical fuzzy weighted averaging and geometric operators based on spherical fuzzy numbers. Further, the proposed aggregation operators of linguistic spherical fuzzy number are applied to multi-attribute group decision-making problems. To implement the proposed models, we provide some numerical applications of group decision-making problems. In addition, compared with the previous model, we conclude that the proposed technique is more effective and reliable.

Abstract
In this paper, a generalized picture fuzzy soft set is proposed, which is an extension of the picture fuzzy soft sets. We investigate the basic properties of picture fuzzy soft sets and define an F-subset, M-subset, extended union, extended intersection, restricted union, restricted intersection and also prove the De Morgan’s laws for picture fuzzy soft information. We investigate upper and lower substitution for both picture fuzzy sets and generalized picture fuzzy soft sets. Meanwhile, the related proofs are given in detail. Finally, we propose an algorithm to deal with generalized picture fuzzy soft information. To show the supremacy and effectiveness of the proposed technique, we illustrate a descriptive example using generalized picture fuzzy soft information. Results indicate that the proposed technique is more generalized and effective over all the existing structures of fuzzy soft sets.

Abstract
In this paper, we design the EDAS (evaluation based on distance from average solution) model with picture 2-tuple linguistic numbers (P2TLNs). First, we briefly reviewed the definition of P2TLSs and introduced the score function, accuracy function, and operational laws of P2TLNs. Then, we combined the traditional EDAS model for multiple criteria group decision making (MCGDM) with P2TLNs. Our presented model was more accurate and effective for considering the conflicting attributes. Finally, a numerical case for green supplier selection was given to illustrate this new model, and some comparisons were also conducted between the picture 2-tuple linguistic weighted averaging (P2TLWA), picture 2-tuple linguistic weighted geometric (P2TLWG) aggregation operators and EDAS model with P2TLNs, to further illustrate the advantages of the new method.

Abstract
In this article, we study multiple attribute decision-making (MADM) problems with picture fuzzy numbers (PFNs) information. Afterwards, we adopt a Muirhead mean (MM) operator, a weighted MM (WMM) operator, a dual MM (DMM) operator, and a weighted DMM (WDMM) operator to define some picture fuzzy aggregation operators, including the picture fuzzy MM (PFMM) operator, the picture fuzzy WMM (PFWMM) operator, the picture fuzzy DMM (PFDMM) operator, and the picture fuzzy WDMM (PFWDMM) operator. Of course, the precious merits of these defined operators are investigated. Moreover, we have adopted the PFWMM and PFWDMM operators to build a decision-making model to handle picture fuzzy MADM problems. In the end, we take a concrete instance of appraising a financial investment risk to demonstrate our defined model and to verify its accuracy and scientific merit.

Abstract
Designing optimization models and meta-heuristic algorithms for minimization of traveling routes of vehicles in solid waste collection has been gaining interest in environmental modeling. The computer models and methods are useful to bring out specific strategies for prevention and precaution of possible disasters that could be foreseen worldwide. This paper proposes a new Spatial Geographic Information System (GIS)-based Genetic Algorithm for optimizing the route of solid waste collection. The proposed algorithm, called SGA, uses a modified version of the original Dijkstra algorithm in GIS to generate optimal solutions for vehicles. Then, a pool of solutions, which are optimal routes of all vehicles, is encoded in Genetic Algorithm. It is iteratively evolved to a better one and finally to the optimal solution. Experiments on the case study at Sfax city in Tunisia are performed to validate the performance of the proposal. It has been shown that the proposed method has better performance than the practical route and the original Dijkstra method.

Abstract
Data clustering is an important field in pattern recognition and machine learning. Fuzzy c-means is considered as a useful tool in data clustering. The neutrosophic set, which is an extension of the fuzzy set, has received extensive attention in solving many real-life problems of inaccuracy, incompleteness, inconsistency and uncertainty. In this paper, we propose a new clustering algorithm, the single-valued neutrosophic clustering algorithm, which is inspired by fuzzy c-means, picture fuzzy clustering and the single-valued neutrosophic set. A novel suitable objective function, which is depicted as a constrained minimization problem based on a single-valued neutrosophic set, is built, and the Lagrange multiplier method is used to solve the objective function. We do several experiments with some benchmark datasets, and we also apply the method to image segmentation using the Lena image. The experimental results show that the given algorithm can be considered as a promising tool for data clustering and image processing.
