Review of oil and HNS accidental spills in Europe: identifying major environmental monitoring gaps and drawing priorities

Using a food web model to predict the effects of Hazardous and Noxious Substances (HNS) accidental spills on deep-sea hydrothermal vents from the Mid-Atlantic Ridge (MAR) region

Deep-sea hydrothermal vents host unique ecosystems but face risks of incidents with Hazardous and Noxious Substances (HNS) along busy shipping lanes such as the transatlantic route. We developed an Ecopath with Ecosim (EwE) model of the Menez Gwen (MG) vent field (MG-EwE) (Mid-Atlantic Ridge) to simulate ecosystem effects of potential accidental spills of four different HNS, using a semi-Lagrangian Dispersion Model (sLDM) coupled with the Regional Ocean Modelling System (ROMS) calibrated for the study area. Food web modelling revealed a simplified trophic structure with low energy efficiency. The MG ecosystem was vulnerable to disruptions caused by all tested HNS, yet it revealed some long-term resilience. Understanding these impacts is vital for enhancing Spill Prevention, Control, and Countermeasure plans (SPCC) in remote marine areas and developing tools to assess stressors effects on these invaluable habitats.

Combined oil spill modelling and shoreline sensitivity analysis for contingency planning in the Irish Sea

Offshore oil spills often result in severe environmental and socio-economic consequences. This work focuses on a busy, yet poorly studied part of NW Europe, the Irish Sea, to assess the impact of future oil spills on the nearby coast. By integrating numerical models and shoreline sensitivity analyses for two confined areas, Liverpool Bay and Milford Haven, this work acknowledges wind direction and speed as principal controls on the movement of oil under winter/storm conditions and in shallow waters. Ocean currents play a secondary role, but are significant in deeper waters and in low-wind summer conditions. The temporal elements used in the modelling thus stress that when the spill occurs is just as important as where. As a corollary, the fate of spilled oil is determined in this work for distinct scenarios and types. Response strategies are recommended to minimise the impact of future spills on coastal populations.

Biomarker responses in mussels (Mytilus trossulus) from the Baltic Sea exposed to water-accommodated fraction of crude oil and a dispersant at different salinities

Oil spills pose significant environmental risks, particularly in cold seas. In the Baltic Sea, the low salinity (from 0 to 2 up to 18) affects the behaviour of the spilled oil as well as the efficiency and ecological impacts of oil spill response methods such as mechanical collection and the use of dispersants. In the present study, mussels (Mytilus trossulus) were exposed under winter conditions (5 °C) to the water-accommodated fraction (WAF) of Naphthenic North Atlantic crude oil prepared by mechanical dispersion or to the chemically enhanced fraction (CEWAF) obtained using the dispersant Finasol OSR 51 at salinities of 5.6 and 15.0. Especially at the lower salinity, high bioaccumulation of polycyclic aromatic hydrocarbons was recorded in mussels in the CEWAF treatments, accompanied by increased biomarker responses. In the WAF treatments these impacts were less evident. Thus, the use of dispersants in the Baltic Sea still needs to be carefully considered.

Combining Deep Learning with Single-Spectrum UV Imaging for Rapid Detection of HNSs Spills

Vital transportation of hazardous and noxious substances (HNSs) by sea occasionally suffers spill incidents causing perilous mutilations to off-shore and on-shore ecology. Consequently, it is essential to monitor the spilled HNSs rapidly and mitigate the damages in time. Focusing on on-site and early processing, this paper explores the potential of deep learning and single-spectrum ultraviolet imaging (UV) for detecting HNSs spills. Images of three floating HNSs, including benzene, xylene, and palm oil, captured in different natural and artificial aquatic sites were collected. The image dataset involved UV (at 365 nm) and RGB images for training and comparative analysis of the detection system. The You Only Look Once (YOLOv3) deep learning model is modified to balance the higher accuracy and swift detection. With the MobileNetv2 backbone architecture and generalized intersection over union (GIoU) loss function, the model achieved mean IoU values of 86.57% for UV and 82.43% for RGB images. The model yielded a mean average precision (mAP) of 86.89% and 72.40% for UV and RGB images, respectively. The average speed of 57 frames per second (fps) and average detection time of 0.0119 s per image validated the swift performance of the proposed model. The modified deep learning model combined with UV imaging is considered computationally cost-effective resulting in precise detection accuracy and significantly faster detection speed.

A methodology for Response Gap Analysis in offshore oil spill emergency management

In case of offshore oil spills, the success of emergency response largely depends on the meteorological and oceanographic conditions during and after the spill, which are expressed by a set of different environmental factors. A "gap" in the response may be caused by unfavourable environmental factors that could limit its effectiveness or even impede it. In this context, Response Gap Analysis (RGA) studies identify the environmental factors negatively influencing the emergency response in a given sea area and aim at assessing the percentage of time during which the response would be without success or impossible to deploy. In the present study, a new RGA methodology is described, based on 11 environmental factors. Different oil spill response strategies are considered: mechanical recovery, application of dispersants by vessel and by aircraft, and in-situ burning. A case-study is presented to demonstrate the methodology and discuss the outcomes obtained by its application.

Impact analysis on the oil pollution response services of the European Maritime Safety Agency during the Covid-19 pandemic (2006-2020)

This study focuses on oil pollution response services performed by the European Maritime Safety Agency (EMSA). In this context, the annual reports on all drills and exercises published between 2006 and 2020 were analyzed in detail. The main goal of the study is to identify the impact of the Covid-19 pandemic that broke out in 2020 on the oil pollution response services carried out in the last 15 years. Due to the outbreak of the Covid-19 pandemic at the beginning of 2020 and the resulting travel restrictions, EMSA was unable to participate directly in drills, exercises and tests, and it audited the services remotely. As a result, the Covid-19 pandemic, has been seen disrupted the oil pollution response services of the agency.

Oil Spills or Look-Alikes? Classification Rank of Surface Ocean Slick Signatures in Satellite Data

Linear discriminant analysis (LDA) is a mathematically robust multivariate data analysis approach that is sometimes used for surface oil slick signature classification. Our goal is to rank the effectiveness of LDAs to differentiate oil spills from look-alike slicks. We explored multiple combinations of (i) variables (size information, Meteorological-Oceanographic (metoc), geo-location parameters) and (ii) data transformations (non-transformed, cube root, log10). Active and passive satellite-based measurements of RADARSAT, QuikSCAT, AVHRR, SeaWiFS, and MODIS were used. Results from two experiments are reported and discussed: (i) an investigation of 60 combinations of several attributes subjected to the same data transformation and (ii) a survey of 54 other data combinations of three selected variables subjected to different data transformations. In Experiment 1, the best discrimination was reached using ten cube-transformed attributes: ~85% overall accuracy using six pieces of size information, three metoc variables, and one geo-location parameter. In Experiment 2, two combinations of three variables tied as the most effective: ~81% of overall accuracy using area (log transformed), length-to-width ratio (log- or cube-transformed), and number of feature parts (non-transformed). After verifying the classification accuracy of 114 algorithms by comparing with expert interpretations, we concluded that applying different data transformations and accounting for metoc and geo-location attributes optimizes the accuracies of binary classifiers (oil spill vs. look-alike slicks) using the simple LDA technique.

Biomarker responses and accumulation of polycyclic aromatic hydrocarbons in Mytilus trossulus and Gammarus oceanicus during exposure to crude oil

In the brackish water Baltic Sea, oil pollution is an ever-present and significant environmental threat mainly due to the continuously increasing volume of oil transport in the area. In this study, effects of exposure to crude oil on two common Baltic Sea species, the mussel Mytilus trossulus and the amphipod Gammarus oceanicus, were investigated. The species were exposed for various time periods (M. trossulus 4, 7, and 14 days, G. oceanicus 4 and 11 days) to three oil concentrations (0.003, 0.04, and 0.30 mg L^-1 based on water measurements, nominally aimed at 0.015, 0.120, and 0.750 mg L^-1) obtained by mechanical dispersion (oil droplets). Biological effects of oil exposure were examined using a battery of biomarkers consisting of enzymes of the antioxidant defense system (ADS), lipid peroxidation, phase II detoxification (glutathione S-transferase), neurotoxicity (acetylcholinesterase inhibition), and geno- and cytotoxicity (micronuclei and other nuclear deformities). In mussels, the results on biomarker responses were examined in connection with data on the tissue accumulation of polycyclic aromatic hydrocarbons (PAH). In M. trossulus, during the first 4 days of exposure the accumulation of all PAHs in the two highest exposure concentrations was high and was thereafter reduced significantly. Significant increase in ADS responses was observed in M. trossulus at 4 and 7 days of exposure. At day 14, significantly elevated levels of geno- and cytotoxicity were detected in mussels. In G. oceanicus, the ADS responses followed a similar pattern to those recorded in M. trossulus at day 4; however, in G. oceanicus, the elevated ADS response was still maintained at day 11. Conclusively, the results obtained show marked biomarker responses in both study species under conceivable, environmentally realistic oil-in-seawater concentrations during an oil spill, and in mussels, they are related to the observed tissue accumulation of oil-derived compounds.

Environmental risk assessment of accidental marine spills: A new approach combining an online dynamic Hazardous and Noxious substances database with numerical dispersion, risk and population modelling

The foreseen rise on maritime transportation of Hazardous and Noxious Substances (HNS) increases the likelihood of accidents, leading to a higher risk of chemical spillage that can have severe ecological impacts. Considering the lack of information on HNS spills, the response to these events is less well established than those involving oil. Moreover, a paramount knowledge of the physicochemical and ecotoxicological properties of the substance involved is required for an effective environmental risk assessment and response to an HNS spill. In the present work, a new online interface, in which a dynamic HNS database feeds a chemical numerical dispersion model, was developed with the aim to improve predictions regarding the behaviour and environmental risk of HNS spills on marine ecosystems. Potential impacts to pelagic organisms were characterized by coupling model outputs with toxicity risk ratios. Furthermore, a simple population model was developed, foreseeing impacts at the ecological level. The integration of the developed tools establishes an innovative framework, which aims to improve predictions related to HNS plumes' behaviour and potential hazards to the marine environment and associated ecosystem services. Further, this new approach fosters an improved preparedness and response to coastal pollution incidents, enhancing effective decision making and management by competent authorities.

Linking contaminant distribution to hydrodynamic patterns in an urban estuary: The Douro estuary test case

An increase in anthropogenic activities in coastal regions can put at risk their flora and fauna and their ecosystem services. Therefore, it is important to evaluate possible impacts. In particular, we need to understand the links between contaminants concentrations and the hydrodynamic patterns of these highly productive regions to anticipate the effects of contaminants in the environment. Towards that aim there is the need to carry out regular campaigns to monitor the evolution of the coastal systems. In this work we analyse in-situ measurements of physico-chemical parameters, and look for possible relations between observed contaminants patterns and estuarine hydrodynamics. Data collected in the Douro estuary, one of the main estuarine regions of the Iberian western coast, revealed the presence of 5 hazardous and noxious substances (HNS), 14 polycyclic aromatic hydrocarbons (PAHs) and 6 trace metals in water and sediment samples. Water temperature and salinity analysis revealed a strong variability, which can affect the water solubility properties and the organisms' tolerance to certain toxins. A relationship between the salinity and the HNS and PAHs concentrations was found, caused by the existence of a salt-wedge that triggers the salting-out effect. Sinker contaminants (PAHs and trace metals) can be re-suspended both during low and high flow conditions associated with the salt-wedge and with strong river flows. Floater contaminants (HNS) are completely depended on the tide, which has the capacity to distribute them through the entire estuary, during low river flow regimes. However, strong river flows, with associated river plumes, can distribute both sinker and floater contaminants to the coastal region trapping them over the inner-shelf. The results clearly show that hydrodynamic patterns are a major driver for contaminants dispersion and pathways in coastal areas, inducing harmful effects to the flora and fauna and, consequently, to the ecosystem services of these regions.

Advanced Bioreactor Treatments of Hydrocarbon-Containing Wastewater

This review discusses bioreactor-based methods for industrial hydrocarbon-containing wastewater treatment using different (e.g., stirred-tank, membrane, packed-bed and fluidized-bed) constructions. Aerobic, anaerobic and hybrid bioreactors are becoming increasingly popular in the field of oily wastewater treatment, while high concentrations of petroleum hydrocarbons usually require physico-chemical pre-treatments. Most efficient bioreactor techniques employ immobilized cultures of hydrocarbon-oxidizing microorganisms, either defined consortia or mixed natural populations. Some advantages of fluidized-bed bioreactors over other types of reactors are shown, such as large biofilm–liquid interfacial area, high immobilized biomass concentration and improved mass transfer characteristics. Several limitations, including low nutrient content and the presence of heavy metals or toxicants, as well as fouling and contamination with nuisance microorganisms, can be overcome using effective inocula and advanced bioreactor designs. The examples of laboratory studies and few successful pilot/full-scale applications are given relating to the biotreatment of oilfield wastewater, fuel-contaminated water and refinery effluents.

A review on the environmental impacts of shipping on aquatic and nearshore ecosystems

There are several environmental and ecological effects of shipping. However, these are rarely assessed in total in the scientific literature. Thus, the aim of this study was to summarize the different impacts of water-based transport on aquatic and nearshore ecosystems and to identify knowledge gaps and areas for future research. The review identified several environmental and ecological consequences within the main impact categories of water discharges, physical impacts, and air emissions. However, although quantitative data on these consequences are generally scarce the shipping contribution to acidification by SO_x- and NO_x-emissions has been quantified to some extent. There are several knowledge gaps regarding the ecological consequences of, for example, the increasing amount of chemicals transported on water, the spread of non-indigenous species coupled with climate change, and physical impacts such as shipping noise and artificial light. The whole plethora of environmental consequences, as well as potential synergistic effects, should be seriously considered in transport planning.

Effects of an experimental oil spill on the structure and function of benthic assemblages with different history of exposure to oil perturbation

The present study compared the short-term effects of a diesel oil spill on the strucure and function of nematode and macrobenthic assemblages between tidal flats with different history of exposure to oil perturbation. A manipulative field experiment was conducted, where oil exposed treatments were contrasted with controls, during four successive times, two before and two after the oil spills. During the oil spill the death and the presence of diverse debilitated macrofaunal organisms were observed in the oil treatments. However, 24 h later no significant changes were identified, suggesting that the impacted plots were quickly recolonized. Nematode assemblages showed a decrease in overall density and an increase of r-strategist traits such as non-selective deposit feeders and colonizers at perturbed treatments from one of the historically non-perturbed tidal flats. We discuss the mechanisms responsible by distinctive patterns of response observed between the two benthic components.

On-site visualized classification of transparent hazards and noxious substances on a water surface by multispectral techniques

This paper investigated the use of spectra and multispectral images for on-site visualized classification of transparent hazards and noxious substances (HNS), such as benzene, xylene, and palm oil, floating on a water surface with the potential use for rapid classification of multiple HNS during a leak accident. Partial least-squares discrimination analysis (PLS-DA) and least-squares support vector machine (LS-SVM) models achieved a classification accuracy of 100% for spectral reflectance (325-900 nm) and multispectral image at nine wavelengths. Wavelength division and selection were applied for spectra and spectral images, respectively, to reduce the difficulty in data collection and to simplify the redundant bands. This was followed by PLS-DA and LS-SVM modeling. The LS-SVM model based on the least wavelengths (365, 410, 450, and 850 nm) of multispectral images was suggested as the most effective method for on-site visualized classification of transparent HNS on a water surface.

Initial environmental risk assessment of hazardous and noxious substances (HNS) spill accidents to mitigate its damages

In this study, a system was established to perform an initial environmental risk assessment of hazardous and noxious substances (HNS) spill accidents. Initial environmental risk assessment was performed using exposure and hazard assessments. An integrated hydrodynamic and chemical fate model was used to predict HNS concentrations at harbors, taking into account local environmental conditions. To consider the worst case HNS spill accident, the spill amount of 10,000 tonnages, was used for this study. The results show that highly soluble HNS are fatal to marine organisms during the neap tide. The results were based on a hypothetical worst case HNS spill accident and, not any specific actual HNS spill accident. Nevertheless, the method and system developed in this study, which includes the physical/chemical properties of 158 priority HNS, can be readily used to perform an initial environmental risk assessment for future HNS spill accidents.

Acute and chronic toxicity effects of acrylonitrile to the juvenile marine flounder Paralichthys olivaceus

Acrylonitrile (ACN) spills in marine environment have the potential to cause ecological hazards and consequences, but currently little is known about the disruptive effects of ACN on marine organisms. In the present study, we investigated the lethal and sublethal effects of ACN on juvenile flounder Paralichthys olivaceus. The results showed that the 96-h LC50 of ACN to P. olivaceus juveniles was 6.07 mg/L. The fish were then exposed to different sublethal concentrations (0.1, 0.2, and 0.4 mg/L) of ACN for 28 days and then transferred to clean seawater and keep in clean seawater for 14 days to simulate the conditions of a spill incident. Biomarkers (EROD, GST, SOD, AChE activity, and levels of LPO and DNA alkaline unwinding) were tested in liver and brain. The weight gain rates and specific growth rate of juvenile marine flounder exposed to ACN (≥ 0.1 mg/L) for 28 days decreased significantly, indicating that ACN had an inhibitory effect on juvenile growth. Deformity of fish tails was observed on individuals exposed to the highest concentration (0.4 mg/L ACN) for 14 days, and the malformation rate was 38% after 28-day exposure. The present study provides the first evidence that ACN causes inhibition of AChE activity in fish brain. Furthermore, the results showed that ACN can significantly inhibit SOD activity and cause lipid peroxidation and DNA damage in fish brain. The results indicated that brain is more sensitive to ACN toxicity compared to liver and provides a suitable tissue for biomonitoring. The biomarkers measured during the depuration period showed that the effects caused by ACN were reversible when the exposure concentration was lower than 0.4 mg/L. These results highlight the adverse effects of ACN in brain of fish, which should be considered in environmental risk assessment. Biomarkers including AChE activity, LPO, and DNA damage of brain tissue should be included in fish bioassays for toxic effect assessment of ACN spills.

Evaluation of the Exposure to Environmental Pollutants Emanating from National Industrial Complexes

The industrial complexes built during the course of economic development in South Korea played a pivotal role in the country's rapid economic growth. However, this growth was accompanied by health problems due to the pollutants released from the industrial complexes inevitably located near residential areas, given the limited land area available in South Korea. This study was conducted to evaluate the exposure to each pollutant emanating from industrial complexes for residents living in nearby areas, and to determine the substances requiring priority attention in future surveys. Pollutants were comprehensively categorized according to their emission and exposure levels based on data previously collected from the study areas. The emission, ambient concentration, and biomarker concentration levels of major pollutants emitted from eight national industrial complexes (Ulsan, Pohang, Gwangyang, Yeosu, Chungju, Daesan, Sihwa, and Banwol) were determined and tabulated. Each of the values was compared with the national/local average values, reference values, or control area concentrations depending on availability. Substances with completed exposure pathways and with high values for emissions, ambient concentrations, and biomarker concentrations were considered the substances posing exposure risks to the residents living near the corresponding industrial complex. The substances requiring continuous monitoring or supplementary exposure investigation were also categorized and presented. Lead and benzene had higher values for emissions, ambient concentrations, and biomarker concentrations in the Ulsan Industrial Complex area; thus, they were most likely to pose exposure risks to residents living in the area's neighborhoods. In other areas, styrene, xylene, cadmium, nitrogen oxide, trichloroethylene, nickel, manganese, and chromium required continuous monitoring, and arsenic, nickel, manganese, and chromium required biomarker measurements. In conclusion, the substances identified and categorized in this study need to be given appropriate attention in future surveys on exposure risks and health effects related to industrial complexes.

Chemical contaminants entering the marine environment from sea-based sources: A review with a focus on European seas

Anthropogenic contaminants reach the marine environment mostly directly from land-based sources, but there are cases in which they are emitted or re-mobilized in the marine environment itself. This paper reviews the literature, with a predominant focus on the European environment, to compile a list of contaminants potentially released into the sea from sea-based sources and provide an overview of their consideration under existing EU regulatory frameworks. The resulting list contains 276 substances and for some of them (22 antifouling biocides, 32 aquaculture medicinal products and 34 warfare agents) concentrations and toxicity data are additionally provided. The EU Marine Strategy Framework Directive Descriptor 8, together with the Water Framework Directive and the Regional Sea Conventions, provides the provisions against pollution of marine waters by chemical substances. This literature review should inform about the current state of knowledge regarding marine contaminant sources and provide support for setting-up of monitoring approaches, including hotspots screening.

Fate, behaviour and weathering of priority HNS in the marine environment: An online tool

Literature data and data obtained with modelling tools were compiled to derive the physicochemical behaviour of 24 priority Hazardous and Noxious Substances (HNS), as a proxy to improve environmental, public health and political issues in relation to HNS spills. Parameters that rule the HNS behaviour in water and those that determine their distribution and persistence in the environment, such as fugacity, physicochemical degradation, biodegradation, bioaccumulation/biotransformation and aquatic toxicity, were selected. Data systematized and produced in the frame of the Arcopol Platform project was made available through a public database (http://www.ciimar.up.pt/hns/substances.php). This tool is expected to assist stakeholders involved in HNS spills preparedness and response, policy makers and legislators, as well as to contribute to a current picture of the scientific knowledge on the fate, behaviour, weathering and toxicity of priority HNS, being essential to support future improvements in maritime safety and coastal pollution response before, during and after spill incidents.

Oil spill dispersants: boon or bane?

Dispersants provide a reliable large-scale response to catastrophic oil spills that can be used when the preferable option of recapturing the oil cannot be achieved. By allowing even mild wave action to disperse floating oil into tiny droplets (<70 μm) in the water column, seabirds, reptiles, and mammals are protected from lethal oiling at the surface, and microbial biodegradation is dramatically increased. Recent work has clarified how dramatic this increase is likely to be: beached oil has an environmental residence of years, whereas dispersed oil has a half-life of weeks. Oil spill response operations endorse the concept of net environmental benefit, that any environmental costs imposed by a response technique must be outweighed by the likely benefits. This critical review discusses the potential environmental debits and credits from dispersant use and concludes that, in most cases, the potential environmental costs of adding these chemicals to a polluted area are likely outweighed by the much shorter residence time, and hence integrated environmental impact, of the spilled oil in the environment.

Review on hazardous and noxious substances (HNS) involved in marine spill incidents—an online database

In this review, we have collected information on the behavior, fate, weathering, and impact of hazardous and noxious substances (HNS) accidentally spilled at sea on the marine biota. The information was compiled on a datasheet and converted into a database that can be accessed by the general public (www.ciimar.up.pt/hns). Systematization of data is important to assist stakeholders involved in HNS spill preparedness and response, facilitating the incorporation of lessons from past incidents in the decision process. The database contains 184 entries of HNS spilled in 119 incidents in marine waters around the world. Data were analyzed in terms of HNS physical behavior in water according to SEBC (Standard European Behavior Classification) codes. The most common products involved in accidental spills in the marine environment were identified and major lessons highlighted. From the analysis, it was determined that most HNS spills were poorly documented and information was mistreated. In most cases, no monitoring programs were implemented following the incident. This conduct has occurred in 24 out of 119 incidents analyzed and has consequently limited the information on fate, behavior, and weathering of HNS spilled that could have been recovered. Major gaps were identified, and priorities and recommendations were drawn as a step toward improving preparedness and response to HNS spills.

Marine pollution effects on the southern surf crab Ovalipes trimaculatus (Crustacea: Brachyura: Polybiidae) in Patagonia Argentina

We compared the carapace shape and thickness as well as the energy density of Ovalipes trimaculatus inhabiting areas comprising a gradient of marine pollution: high, moderate and undetected, in the Nuevo gulf (Patagonia Argentina). The carapace shape was evaluated by means of individual asymmetry scores (=fluctuating asymmetry) whereas the carapace thickness was assessed by measuring the carapace dry weight. The energy density was analyzed through its negative relationship with water content in muscle tissue. The individual asymmetry scores as well as the percentage of water content in muscle tissue were proportional to the marine pollution gradient, whereas the carapaces thickness did not differ among sampling sites. Our results are consistent with previous findings and demonstrate the direct effect of marine pollution on other taxa different from gastropods, cephalopods and polyplacophora and add to long-standing concerns about detrimental effects caused by marine pollution on the benthic community of the Nuevo gulf.

Factors influencing recovery and restoration following a chemical incident

Chemicals are an important part of our society. A wide range of chemicals are discharged into the environment every day from residential, commercial and industrial sources. Many of these discharges do not pose a threat to public health or the environment. However, global events have shown that chemical incidents or accidents can have severe consequences on human health, the environment and society. It is important that appropriate tools and technical guidance are available to ensure that a robust and efficient approach to developing a remediation strategy is adopted. The purpose of remediation is to protect human health from future exposure and to return the affected area back to normal as soon as possible. There are a range of recovery options (techniques or methods for remediation) that are applicable to a broad range of chemicals and incidents. Recovery options should be evaluated according to their appropriateness and efficacy for removing contaminants from the environment; however economic drivers and social and political considerations often influence decision makers on which remedial actions are implemented during the recovery phase of a chemical incident. To date, there is limited information in the literature on remediation strategies and recovery options that have been implemented following a chemical incident, or how successful they have been. Additional factors that can affect the approach taken for recovery are not well assessed or understood by decision makers involved in the remediation and restoration of the environment following a chemical incident. The identification of this gap has led to the development of the UK Recovery Handbook for Chemical Incidents to provide a framework for choosing an effective recovery strategy. A compendium of practical evidence-based recovery options (techniques or methods for remediation) for inhabited areas, food production systems and water environments has also been developed and is included in the chemical handbook. This paper presents the key factors that should be considered when developing a recovery strategy with respect to how these may impact on its effectiveness. The paper also highlights the importance of these factors through an evaluation of recovery strategies implemented following real chemical incidents that have been reported in the literature.

The principles of effective post-spill environmental monitoring in marine environments and their application to preparedness assessment

Understanding the fate and effects of marine spills is essential if the scientific and response communities are to develop best practices. The effective deployment of environmental monitoring activity can be complex and requires planning and coordination but the levels of preparedness to deliver the necessary expertise, coordination and funding are often low. This paper identifies and describes the importance of 8 principles of effective post-spill monitoring programmes. These principles are then used in the assessment of monitoring preparedness through the generation of a monitoring preparedness assessment score (MPAS). This approach can be used by local, regional or national authorities to establish the level of preparedness for environmental monitoring and prioritise areas for improvement. It also has value to responders, policy makers, environmental scientists and planners as a tool to assess preparedness and capability for specific scenarios. The approach is demonstrated through the assessment of previous incidents and potential future scenarios.

Management of contaminated marine marketable resources after oil and HNS spills in Europe

Different risk evaluation approaches have been used to face oil and hazardous and noxious substances (HNS) spills all over the world. To minimize health risks and mitigate economic losses due to a long term ban on the sale of sea products after a spill, it is essential to preemptively set risk evaluation criteria and standard methodologies based on previous experience and appropriate scientifically sound criteria. Standard methodologies are analyzed and proposed in order to improve the definition of criteria for reintegrating previously contaminated marine marketable resources into the commercialization chain in Europe. The criteria used in former spills for the closing of and lifting of bans on fisheries and harvesting are analyzed. European legislation was identified regarding food sampling, food chemical analysis and maximum levels of contaminants allowed in seafood, which ought to be incorporated in the standard methodologies for the evaluation of the decision criteria defined for oil and HNS spills in Europe. A decision flowchart is proposed that opens the current decision criteria to new material that may be incorporated in the decision process. Decision criteria are discussed and compared among countries and incidents. An a priori definition of risk criteria and an elaboration of action plans are proposed to speed up actions that will lead to prompt final decisions. These decisions, based on the best available scientific data and conducing to lift or ban economic activity, will tend to be better understood and respected by citizens.

Simulation of a Hazardous and Noxious Substances (HNS) spill in the marine environment: lethal and sublethal effects of acrylonitrile to the European seabass

Despite the extensive maritime transportation of Hazardous and Noxious Substances (HNS), there is a current lack of knowledge on the effects posed by HNS spills on the marine biota. Among the HNS identified as priority, acrylonitrile was selected to conduct ecotoxicological assays. We assessed the acute and subletal effects of acrylonitrile in seabass, followed by a recovery phase to simulate the conditions of a spill incident. The work aimed at testing a broad range of biological responses induced by acrylonitrile. Sublethal exposure to the highest two doses increased the fish mortality rate (8.3% and 25% mortality in 0.75 and 2 mg L(-1) acrylonitrile concentrations), whereas no mortality were observed in control and 0.15 mg L(-1) treatments. Additionally, important alterations at sub-individual level were observed. Acrylonitrile significantly induced the activities of Catalase- CAT and Glutathione S-Transferase - GST; and the levels of DNA damage were significantly increased. Conversely, Superoxide Dismutase- SOD - activity was found to be significantly inhibited and no effects were found on Lipid Peroxidation- LPO and ethoxyresorufin O-deethylase - EROD - activity. Following a 7d recovery period, the levels of CAT, GST and EROD fell to levels at or below those in the control. In the 2 mg L(-1) group, SOD remained at the levels found during exposure phase. This study has gathered essential information on the acute and subletal toxicity of acrylonitrile to seabass. It also demonstrated that 7d recovery allowed a return of most endpoints to background levels. These data will be useful to assist relevant bodies in preparedness and response to HNS spills.

Risk assessment and national measure plan for oil and HNS spill accidents near Korea

Many oil and HNS spill accidents occur in the waters surrounding the Korean Peninsula because Korea is one of the biggest trading partners in the world. In this study, we analyzed the oil and HNS spill accidents that occurred between 1994 and 2005 and created risk matrices to assess these accidents. The worst scenarios of future oil and HNS spill accidents were established, and the maximum spill amounts were estimated using historic accident data and a correlation from IPIECA. The maximum spill amounts are estimated to be between 77,000 and 10,000 tons of oil and HNS, respectively. One third of the spill materials should be removed using recovery equipment within three days of the spill event, according to the national measure plan. The capability of recovery equipment to remove spill materials can be estimated, and the equipment should then be prepared to mitigate the harmful effects of future oil and HNS accidents on humans and marine ecosystems.
