Examining the concept of One Health for indigenous communities: A systematic review

Comparative review of One Health and Indigenous approaches to wildlife research in Inuit Nunangat

There is increasing interest in One Health and Indigenous methodologies and approaches in wildlife research, but they are not widely used research applications in the Arctic. Both approaches are wide in scope and originate from different knowledge systems but are often compared synonymously. We review the literature of overlap between the term One Health and Inuit Qaujimajatuqangit (Inuit Indigenous Knowledge) throughout Inuit Nunaat on wildlife research. Three databases (SCOPUS, Web of Science, and BIOSIS) were used to find English language articles and books within the bounds of Inuit Nunaat. While One Health and Inuit Qaujimajatuqangit research approaches share synergies, they are fundamentally disparate owing to their differences in epistemology, including views on the natural environment and wildlife management. We describe current examples of One Health being operationalized in Inuit Nunaat and identify potential to address larger and more complex questions about wildlife health, with examples from terrestrial and marine Arctic wildlife. Both Indigenous methodologies and One Health naturally have a human component at their core, which seamlessly lends itself to discussions on wildlife management, as human actions and regulations directly impact environment and wildlife health.

Spatiotemporal assessment of pathogenic Leptospira in subtropical coastal watersheds

The World Health Organization classifies leptospirosis as a significant public health concern, predominantly affecting impoverished and unsanitary regions. By using the Pensacola Bay System as a case study, this study examines the underappreciated susceptibility of developed subtropical coastal ecosystems such as the Pensacola Bay System to neglected zoonotic pathogens such as Leptospira. We analyzed 132 water samples collected over 12 months from 44 distinct locations with high levels of Escherichia coli (>410 most probable number/100 mL). Fecal indicator bacteria (FIB) concentrations were assessed using IDEXX Colilert-18 and Enterolert-18, and an analysis of water physiochemical characteristics and rainfall intensity was conducted. The LipL32 gene was used as a quantitative polymerase chain reaction (qPCR) indicator to identify the distribution of Leptospira interrogans. The results revealed 12 instances of the presence of L. interrogans at sites with high FIB over various land cover and aquatic ecosystem types. Independent of specific rainfall events, a seasonal relationship between precipitation and elevated rates of fecal bacteria and leptospirosis was found. These findings highlight qPCR's utility in identifying pathogens in aquatic environments and the widespread conditions where it can be found in natural and developed areas.

A health promotion perspective on One Health

The One Health concept has acquired increasing attention due to the COVID-19 pandemic. We argue for a health promotion perspective that frames One Health in terms of positive health for people, animals, and ecosystems and includes a spiritual-cosmological dimension. This would enhance policy, research, and practice across disciplines and sectors for a more resilient and harmonious planet.

Where should "Humans" be in "One Health"? Lessons from COVID-19 for One Health

The culling of animals that are infected, or suspected to be infected, with COVID-19 has fuelled outcry. What might have contributed to the ongoing debates and discussions about animal rights protection amid global health crises is the lack of a unified understanding and internationally agreed-upon definition of "One Health". The term One Health is often utilised to describe the imperative to protect the health of humans, animals, and plants, along with the overarching ecosystem in an increasingly connected and globalized world. However, to date, there is a dearth of research on how to balance public health decisions that could impact all key stakeholders under the umbrella of One Health, particularly in contexts where human suffering has been immense. To shed light on the issue, this paper discusses whether One Health means "human-centred connected health" in a largely human-dominated planet, particularly amid crises like COVID-19. The insights of this study could help policymakers make more informed decisions that could effectively and efficiently protect human health while balancing the health and well-being of the rest of the inhabitants of our shared planet Earth.

Can intake data inform on impacts of repeated subsidized onsite spay-neuter clinics for dogs?

Objective

Subsidized dog care and population management programs (DPM) are often implemented for dog population control where for-profit veterinary care is inaccessible. However, impacts of such programs are rarely assessed. The goal of this project was to determine if and how previously collected intake data from ongoing high-volume spay-neuter clinics could be used to measure impacts of such DPM programs.

Animals

We used intake data collected from 2008 to 2019 from spay-neuter clinics that had been delivered repeatedly over a 10-year period in 6 First Nations communities in Alberta, to assess changes in intake dog characteristics.

Procedures

Numbers of dogs brought in for spay-neuter surgery or surrendered, and their ages, sexes, breeds, weights, and body condition scores were compared. Reasons for surrender were investigated and socioeconomic factors were investigated as possible drivers for community differences in clinic participation rates and clinic sex ratios.

Results

Socioeconomic indicators did not differ between the 6 participating communities; however, the total number of clinics requested by communities varied. In early years, female dogs were more likely to be brought to the clinics to be spayed whereas, in later years, more males were seen. The age at which animals were brought in for spay or neuter decreased over time (P < 0.05) but the surrender age did not. Breed proportions of x-large, small, and x-small breeds varied over time for both spay-neuter and surrender dogs (P < 0.05), with large-breed dogs always being the most common. However, there was an increase in small and x-small breeds in the final years of the study. Finally, weight status, a calculated estimate of body condition of spay-neuter dogs, increased over time within large and medium breeds, whereas the body condition score of surrendered dogs shifted from "thin" to "ideal" over time.

Conclusions and clinical relevance

This work highlights the potential and challenges of using intake data to assess impacts of spay-neuter clinics that occur repeatedly over many years in the same communities. Overall increased weight status, high participation rates, and reduction of age at intake suggest positive effects of the assessed spay-neuter programs.

What does One Health want? Feminist, posthuman, and anti-colonial possibilities

What does One Health want? Despite its touted interdisciplinarity, to date there has been limited engagement with the social sciences and humanities - in particular with streams of critical social theory that enable a response to this question. In this paper we draw on the critical social sciences to consider how One Health is defined, conceptualized, and positioned, and discuss what we see as vital challenges within One Health that both limit its potential for meaningful change and contribute to a potential for ongoing harm - namely, medicalization, anthropocentrism, and colonial-capitalism. We then advance three areas in the critical social sciences that hold potential for addressing these challenges - feminist, posthuman, and anti-colonial approaches. By doing so we seek to encourage a deeper transdisciplinarity within One Health - one that is open to a genuine engagement with insights from critical social theory and a re-orientation towards more creative and radical re-imaginings in the service of wellbeing for diverse peoples, animals, other beings, and the land.

Evolution and expansion of the One Health approach to promote sustainable and resilient health and well-being: A call to action

One Health is a transdisciplinary approach used to address complex concerns related to human, animal, plant, and ecosystem health. One Health frameworks and operational tools are available to support countries and communities, particularly for the prevention and control of zoonotic diseases and antimicrobial resistance and the protection of food safety. However, One Health has yet to be implemented in a manner that fully considers the complexities and interconnectedness of the diverse influences that have impacts at a larger system level. This lack of consideration can undermine the sustainability of any positive outcomes. To ensure the One Health approach can function effectively within the new global context of converging and escalating health, social, economic, and ecological crises, it must evolve and expand in three overlapping dimensions: (1) Scope: the partners, knowledge, and knowledge systems included, (2) Approach: the techniques, methodologies, and scholarship considered, and (3) Worldview inclusivity: the interweaving of other worldviews together with the mainstream scientific worldview that currently predominates. Diverse partners and knowledge from outside the mainstream health and scientific sectors, including Indigenous peoples and representatives of local communities, and traditionally generated knowledge, must be included. These systems of knowledge can then be braided together with mainstream science to comprise a holistic framework for decision-making. Scholarship and methodologies being applied in other fields and contexts to solve complex challenges and manage uncertainty, such as collaborative governance, social-ecologic systems theory, and complexity science, must be recognized and incorporated. The spectrum of considered worldviews must also expand to authentically integrate the expanded scope and approach into action and sustainable impact. By increasing community and social engagement and by recognizing and entwining different worldviews, the plurality of disciplines, and traditional and scientific ways of knowing to address community concerns in the contexts in which they exist, we can ensure that One Health remains effective and true to its paradigm in our rapidly changing and complex world.

Strengthening a One Health approach to emerging zoonoses

Given the enormous global impact of the COVID-19 pandemic, outbreaks of highly pathogenic avian influenza in Canada, and manifold other zoonotic pathogen activity, there is a pressing need for a deeper understanding of the human-animal-environment interface and the intersecting biological, ecological, and societal factors contributing to the emergence, spread, and impact of zoonotic diseases. We aim to apply a One Health approach to pressing issues related to emerging zoonoses, and propose a functional framework of interconnected but distinct groups of recommendations around strategy and governance, technical leadership (operations), equity, education and research for a One Health approach and Action Plan for Canada. Change is desperately needed, beginning by reorienting our approach to health and recalibrating our perspectives to restore balance with the natural world in a rapid and sustainable fashion. In Canada, a major paradigm shift in how we think about health is required. All of society must recognize the intrinsic value of all living species and the importance of the health of humans, other animals, and ecosystems to health for all.

Reimagining global health: From decolonisation to indigenization

In the wake of global racial justice and Indigenous sovereignty movements, there have been calls to decolonise global health as an academic discipline and set of policies, programmes, and practices. Identifying these calls for decolonisation of global health as both promising but limited, we argue that global health needs to engage in deeper critical reassessment of its ontological foundations in Western thought and that Indigenous ontologies have an important role to play in deconstructing and reimagining global health. We identify four Western ontological assumptions that are particularly relevant to global health and demonstrate how Indigenous ontologies assist in thinking outside of and beyond these assumptions, offering a path toward a reconstructed Indigenized imagining of global health.

One health: A brief appraisal of the Tripartite - UNEP definition

In 2021, the Joint Tripartite WHO-FAO-OIE plus UNEP committed to a unifying definition of "One health", seemingly distinctive in its systems approach to health. The new definition preserves core aspects of previous One Health conceptualisations. However, it also introduces emerging currents of thought which promote integration and unification, emphasise ecosystem health, and may facilitate the exploration and adoption of traditional forms of knowledge. It is argued that the operationalisation of One Health will require a foundational understanding of the factors that underpin a health issue, along with ongoing development of educational curricula that promote One Health awareness, acceptance, and adoption. One Health in Indigenous Communities: A Critical Review of the Evidence

Indigenous populations around the world face disproportionately high rates of disease related to the environment and animals. One Health is a concept that has been used effectively to understand and address these health risks. One Health refers to the relationships and interdependencies between animal, human, and environmental health and is an emerging research field that aligns with indigenous views of health. To understand the applicability of One Health in indigenous communities, a critical review was undertaken to investigate evidence of One Health research in indigenous communities internationally, assess the strength of evidence, and understand what gaps are present. This review included the appraisal of twenty-four studies based in five regions: Canada, Africa, Australia, South America, and Central America. The review found that there is a need for studies of high strength, with rigorous methods, local leadership, and active involvement of indigenous viewpoints, to be undertaken in indigenous communities internationally that focus on One Health. It highlights the need to further consider indigenous viewpoints in research to reduce limitations, increase effectiveness of findings, consider appropriateness of recommendations, and benefit communities.
