Abstract
This Scientific Opinion addresses a European Commission's mandate on the welfare of dairy cows as part of the Farm to Fork strategy. It includes three assessments carried out based on literature reviews and complemented by expert opinion. Assessment 1 describes the most prevalent housing systems for dairy cows in Europe: tie-stalls, cubicle housing, open-bedded systems and systems with access to an outdoor area. Per each system, the scientific opinion describes the distribution in the EU and assesses the main strengths, weaknesses and hazards potentially reducing the welfare of dairy cows. Assessment 2 addresses five welfare consequences as requested in the mandate: locomotory disorders (including lameness), mastitis, restriction of movement and resting problems, inability to perform comfort behaviour and metabolic disorders. Per each welfare consequence, a set of animal-based measures is suggested, a detailed analysis of the prevalence in different housing systems is provided, and subsequently, a comparison of the housing systems is given. Common and specific system-related hazards as well as management-related hazards and respective preventive measures are investigated. Assessment 3 includes an analysis of farm characteristics (e.g. milk yield, herd size) that could be used to classify the level of on-farm welfare. From the available scientific literature, it was not possible to derive relevant associations between available farm data and cow welfare. Therefore, an approach based on expert knowledge elicitation (EKE) was developed. The EKE resulted in the identification of five farm characteristics (more than one cow per cubicle at maximum stocking density, limited space for cows, inappropriate cubicle size, high on-farm mortality and farms with less than 2 months access to pasture). If one or more of these farm characteristics are present, it is recommended to conduct an assessment of cow welfare on the farm in question using animal-based measures for specified welfare consequences.

Abstract
This study aimed to evaluate the effects of diet-induced subacute rumen acidosis (SARA) severity during transition and the early lactation period on claw health in 24 first-lactation Holstein heifers. All heifers were fed a 30% concentrate (in dry matter) close-up ration three weeks before calving, then switched to a high-concentrate ration (60% dry matter), which was fed until the 70th day in milk (DIM) to induce SARA. Thereafter, all cows were fed the same post-SARA ration with around 36% concentrate in dry matter. Hoof trimming was performed before calving (visit 1), at 70 (visit 2) and at 160 DIM (visit 3). All claw lesions were recorded, and a Cow Claw Score (CCS) was calculated for each cow. Locomotion scores (LCS 1-5) were assessed at two-week intervals. Intraruminal sensors for continuous pH measurements were used to determine SARA (pH below 5.8 for more than 330 min in 24 h). The cluster analysis grouped the cows retrospectively into light (≤11%; n = 9), moderate (>11-<30%; n = 7), and severe (>30%; n = 8) SARA groups, based on the percentage of days individual cows experienced SARA. Statistically significant differences were found between SARA groups light and severe in terms of lameness incidence (p = 0.023), but not for LCS and claw lesion prevalence. Further, the analysis of maximum likelihood estimates revealed that for each day experiencing SARA, the likelihood of becoming lame increased by 2.52% (p = 0.0257). A significant increase in white line lesion prevalence was observed between visits 2 and 3 in the severe SARA group. The mean CCS in severe SARA group cows were higher at each visit compared to cows in the other two groups, but without statistical significance. Overall, this is the first study indicating that first-lactation cows fed a similar high-concentrate diet but with a higher severity of SARA tended to have poorer claw health, albeit with only partial statistical evidence.

Abstract
Simple Summary Foot-related lameness is one of the most significant welfare issues in farm animals. Contrary to dairy cows and meat sheep breeds, epizootiological data on foot-lesions and associated lameness in dairy sheep are scarce. In this study, data were collected from 30 representative intensive dairy sheep farms. Multivariate statistical analysis was used to produce a typology of intensive farming systems which resulted in the assignment of farms in two distinct clusters. Six hundred adult ewes were randomly selected from six flocks (three flocks per cluster) and a cross-sectional study was implemented to investigate the epizootiology and potential risk factors of foot-related lameness, foot-lesions and diseases. Ovine interdigital dermatitis and infectious footrot were the most common infectious foot diseases, while white line disease and hoof wall cracks were the most prevalent non-infectious lesions. Infectious footrot was the main cause of lameness and increased with age, whereas body condition score was associated with increased prevalence of ovine interdigital dermatitis. Comparisons between the clusters regarding foot-related lameness, foot-diseases and lesions at the animal, the limb, and the hoof level are presented, and relevant literature, mechanisms, hypotheses, and challenges of the field are discussed. Abstract Foot-related lameness, foot-diseases and lesions are emerging issues in dairy sheep; however, relevant epizootiological studies are scarce, and risk factors have not been elucidated. The objectives of this cross-sectional study were (i) to address this dearth of knowledge by investigating the epizootiology of lameness-related foot-lesions and diseases, and (ii) to assess the impact of potential risk factors on foot health, in intensive dairy sheep farms. Thirty farms were assigned in two representative clusters using a multivariate statistical analysis. Three farms per cluster and 100 multiparous milking ewes per farm (total n = 600) were selected and enrolled in the study. Foot-related lameness, ovine interdigital dermatitis (OID), infectious footrot (IFR), white line disease, hoof wall cracks, as well as health and welfare traits were recorded. Overall prevalence of foot-related lameness was 9.0% and was primarily associated with IFR; however, additional infectious and non-infectious foot diseases and lesions also contributed. Among infectious foot diseases, OID was the most prevalent (21.3%) followed by IFR (8.0%); WLD and hoof wall cracks were the most prevalent non-infectious foot-lesions (37.7% and 15.3%, respectively). IFR and OID prevalence increased with age (p < 0.05) and BCS (p < 0.01), respectively, suggesting that host-related factors and husbandry practices are important determinants of its occurrence.

Abstract
Although foot pain can affect gait, the presence of a hoof lesion may or may not cause the cow to show visible changes in their gait. This can be dependent on the type and severity of the lesion; for example, the presence of a sole ulcer (SU) has been associated with increased gait scores, whereas digital dermatitis (DD) and sole hemorrhage (SH) have not. In tiestall facilities, gait scoring can be difficult to perform. An alternative method, known as stall lameness scoring (SLS), allows observers to assess cattle for lameness while they remain in their stall. Lameness is determined based on behavioral changes in weight bearing and foot positioning, which include: shifting weight, resting a foot, standing on the edge of the stall, and uneven weight bearing when stepping side to side. The aim of this study was to examine relationships between hoof lesions and these behavioral indicators. A total of 557 observations of SLS and corresponding hoof trimming records, collected during routine trimming events on 7 tiestall herds, were obtained. Trimming was performed by 2 trained hoof trimmers with good agreement on lesion identification, based on quizzes taken at the beginning and mid-way through the study. To ensure trimming had no effect on the behavioral indicators observed, SLS was always performed by a trained observer before trimming. Behavioral indicators focused on the hind limbs only; therefore, the analysis was confined to hind limb lesions using logistic regression to detect the presence of hoof lesion based on observations made during SLS. Seventy-five percent of observed cows had no SLS behavioral indicators, whereas, 11, 12, and 1% had 1, 2, and 3 behavioral indicators, respectively. At least one hind limb lesion was noted during trimming in 19% of cows, with the most common lesions being DD (7%), SU (6%), and SH (4%). A cow that was observed resting one foot and bearing weight unevenly when moving side to side had higher odds of having a hind limb hoof lesion than a cow not displaying these behaviors. When looking at specific hoof lesions, a cow observed resting one limb and bearing weight unevenly had higher odds of having a SU compared with those not displaying these behaviors. A cow observed shifting their weight from one foot to another had higher odds of having SH, and a cow observed bearing weight unevenly had higher odds of DD. Behavioral indicators in weight bearing and foot positioning can help identify cows in tiestalls with hind limb hoof lesions. Producers could routinely observe their cattle for these indicators to assist in the identification of cows that may require treatment. This could help reduce the duration of clinical lameness through earlier intervention.

Abstract
Our first objective was to estimate the prevalence of foot lesions by type of milking system in dairy cows examined during regular hoof-trimming sessions between 2015 and 2018 in Québec dairy herds. A secondary objective was to describe the effect of day-to-day variation, cow, and herd characteristics on the prevalence of foot lesions. Data included 52,427 observations (on a cow during a specific trimming session) performed on 28,470 cows (≥2 yr old) from 355 herds. Only observations from trimming sessions in which ≥90% of the lactating herd was trimmed were considered. Lesions were recorded at the hoof level by 17 trained hoof trimmers between March 23, 2015, and July 10, 2018, using a computerized recording system. Hoof-level information was then matched with cow information and centralized at the Eastern Canada Dairy Herd Improvement. Foot lesions were classified into 6 categories: infectious, white line disease, heel erosion, ulcers, hemorrhages, and any type of foot lesions. Prevalence of each outcome was quantified using the marginal predicted mean probability estimated from a null generalized linear mixed model with a logit link, and accounted for clustering of observations by cow and by herd. Variance was partitioned to assess the variation in the probability of the outcomes attributable to each level of the data structure (day of exam, cow, and herd). Prevalence of a given foot lesion as function of milking system and of various explanatory variables (mean herd size, herd average daily production, breed of the cow, age of the cow at trimming, and year of the visit) was then estimated using a generalized linear mixed model. At least 1 foot lesion was observed in 29% of cows examined during regular trimming sessions in Québec from 2015 to 2018. Prevalence for any type of lesion was 27% for pipeline, 38% for robotic milking, and 41% for milking parlors. The highest prevalence of infectious lesions (mainly digital dermatitis) was observed in milking parlors and robotic systems, while the most prevalent lesions in pipeline were hemorrhages. Herd-level factors explained most of the disease probability for infectious diseases, heel erosion, and hemorrhages. Therefore, control of these diseases should be based on applying best herd-management practices. On the other hand, probabilities of white line disease and sole ulcers were mainly determined by cow-level characteristics.

Abstract
OBJECTIVE To demonstrate the morphology of pathological changes to the inner structures of the claw in cases of toe ulcers, white line disease in the heel and changes due to inappropriate weight bearing and deficient claw care. MATERIAL AND METHODS Hind limbs of 55 cows displaying external signs of complicated sole ulcers were examined externally and internally. To examine the samples internally, a sagittal section was performed. Furthermore, the material was examined after bone maceration and histologically. A total of 43 claws of 112 digits with 120 deep sole ulcers displayed a toe ulcer and in 18 claws white line disease was diagnosed. RESULTS In animals with toe ulcers, necrosis of the pedal bone was found in severely altered claws. In cows with white line disease, osteolysis in the abaxial region of the margo solearis and arthritis in the distal interphalangeal joint were the most common pathological findings. Claws with deficient claw care displayed severe pathological changes to the pedal bone. CONCLUSION AND CLINICAL RELEVANCE Sole ulcers may rapidly cause serious and irreversible changes to the structures encased within the hoof capsule and consequently have an impact on animal welfare. Therefore, prophylaxis and functional claw care are essential measures to avoid pathological conditions in claws and to improve animal welfare.

Abstract
This paper discusses statistical modelling for data with a hierarchical structure, and distinguishes in this context between three different meanings of the term hierarchical model: to account for clustering, to investigate variability and separate predictive equations at different hierarchical levels (multi-level analysis), and in a Bayesian framework to involve multiple layers of data or prior information. Within each of these areas, the paper reviews both past developments and the present state, and offers indications of future directions. In a worked example, previously reported data on piglet lameness are reanalyzed with multi-level methodology for survival analysis, leading to new insights into the data structure and predictor effects. In our view, hierarchical models of all three types discussed have much to offer for data analysis in veterinary epidemiology and other disciplines.

Abstract
Previous descriptive analysis of data collected from veterinary visits to lame cows in the Taranaki region of New Zealand between December 1995 and July 2007 showed an association between both breed and age and lesion type and site. However, that simple analysis had significant limitations as it did not take account of more than 2 factors at the same time and did not evaluate the effect of time (either year or season). This analysis was designed to overcome those limitations. First, correspondence analysis, a multivariate method of analysis, was used to simultaneously evaluate the relationship between the 3 most commonly recorded causes of lameness (i.e., white line disease, sole injury, and axial disease, all of which are diseases of the claw horn), and 4 groups of predictor variables: foot (front or hind), breed (Jersey or Friesian), age (heifer or cow), and claw (lateral or medial). Second, time series analysis was used to ascertain the effect of season on lesion type and identify the change over years in proportional morbidity. The correspondence analysis clearly separated the 3 diseases, showing that differences between these 3 diseases in their risk factors and their etiology. Each disease clustered with a group of predictor variables. White line disease was linked to lateral claw, hind foot, cow, and Friesian breed; sole injury was linked to heifer and medial claw; and axial disease to Jersey and front foot. As sole injury and axial disease are diseases that occur principally in cows at pasture, this is the first full analysis of risk factors for those diseases. The time series analysis further strengthened the conclusion that these 3 diseases have different risk factors, as, even in the strongly seasonal New Zealand system, significant differences in seasonality occurred between them. This analysis adds further to the data which show that claw horn diseases have different etiologies and need to be treated separately for both research purposes and for lameness management on-farm. This analysis is only a starting point; more research is required, particularly longitudinal studies, to better understand the differences in etiology between the main causes of lameness due to claw horn disease, especially in cows kept at pasture, so that we can better target prevention.

Abstract
The objective was to investigate the effect of changing the flooring in the alleys of a barn from slatted concrete to slatted rubber mats on hoof disorders and animal hygiene in 44 loose-housed Brown Swiss dairy cows. Cows were examined for disorders of the hind hooves (hemorrhages, white line fissures, ulcers, heel horn erosion, and digital dermatitis) and for skin lesions. The dirtiness of the animals and of the floor was recorded. Climatic (temperature, humidity) and ammonia gas conditions were measured. Evaluations were carried out when the cows were housed on a concrete slatted floor and after 4 and 10 mo on soft flooring (slatted rubber mats, 29-mm thick). The anatomical portion of claw (medial, lateral), number of lactations (parity), and days in milk were included as covariates in the statistical model. Changing the flooring from slatted concrete to slatted rubber mats increased the score for white line fissures [1.0 ± 0.3 (concrete) vs. 2.5 ± 0.4 (10 mo rubber mats)] and influenced air humidity (i.e., the difference in the absolute humidity between the inside and outside of the barn increased from 1.5 ± 0.1 to 1.7 ± 0.2g/m(3)), whereas the other hoof disorders, skin lesions (score of 8.7 ± 0.3), the dirtiness of the animals (score of 5.9 ± 0.3), and the floor (score of 2.1 ± 0.1), and ammonia gas concentration (2.6 ± 0.3mg/kg) were not affected (overall scores or measures; mean ± SE). Lateral claws were more affected (except for heel horn erosion) than medial claws (estimated effects between 1.3 ± 0.2 and 3.0 ± 0.6). Parity influenced hoof disorders (except for hemorrhages) and skin lesions (estimated effects between -0.6 ± 0.3 and 0.5 ± 0.2). Days in milk influenced hoof disorders, but had no effect on skin lesions and on the dirtiness of the animal. Irrespective of floor type, the slots (2.6 ± 0.1) were dirtier than the slats (1.6 ± 0.1). In conclusion, covering slatted concrete flooring with slatted rubber mats partially impaired hoof health but did not influence skin lesions or the dirtiness of the cows or the floor. Similar results were found for climatic conditions, as ammonia gas concentration was not affected, but absolute humidity increased in the barn when rubber mats were present.
