The relationships between science, technologies and their industrial exploitation: An illustration through the myths and realities of the so-called ‘European Paradox’

The triple helix in developed countries: when knowledge meets innovation?

This paper deals with innovation viewed through the triple helix model as a milestone in the contemporary society of knowledge-based economies. Our goal is to empirically investigate the (in)efficient utilisation of academia, industry and government as three helices in order to boost innovations. Therefore, we construct a sample of 30 developed OECD countries with data covering the period from 2006 to 2018 and set up an input-oriented BCC data envelopment analysis that employs variables with non-negative average values over the entire period to calculate their efficiency scores. Our estimates from the radial models show that countries could reduce their inputs by a mean value of 11.9 per cent and keep their level of innovations in the triple helix model and by a mean of 5.8 per cent on average in the extended quintuple helix model. We find higher total inefficiencies in the non-radial models, which amount to 25.3 per cent on average in the triple helix model and 21.8 per cent on average in the quintuple helix model. The breakdown of the inefficiency score for different inputs reveals that countries have the largest potential for reducing CO₂ emissions and the least room to reduce the Education Index and Civil Society Participation.

Towards a Triple Helix based efficiency index of innovation systems

This article presents a novel application of a two-phase Data Envelopment Analysis (DEA) for evaluating the efficiency of innovation systems based on the Triple Helix neo-evolutionary model. The authors identify a niche to measure Triple Helix-based efficiency of innovation systems scrutinizing different methodologies for measuring Triple Helix performance and indicating different perspectives on policy implications. The paper presents a new Triple Helix-based index that engages a comprehensive dataset and helps provide useful feedback to policymakers. It is based on a set of 19 indicators collected from the official reports of 34 OECD countries and applied in a two-phase DEA model: the indicators are aggregated into pillars according to the Assurance Region Global and DEA super-efficiency model; pillar scores are aggregated according to the Benefit-of-the-Doubt based DEA model. The results provide a rank of 34 countries outlining strengths and weaknesses of each observed innovation system. The research implies a variable set of weights to be a major advantage of DEA allowing less developed countries to excel in evaluating innovation systems efficiency. The results of Triple Helix efficiency index measurement presented in this paper help better account for the European Innovation Paradox.

Mapping the sustainable development goals (SDGs) in science, technology and innovation: application of machine learning in SDG-oriented artefact detection

The sustainable development goals (SDGs) are a blueprint for achieving a better and more sustainable future for all by defining priorities and aspirations for 2030. This paper attempts to expand on the United Nations SDGs definition by leveraging the interrelationship between science and technology. We utilize SDG classification of scientific publications to compile a machine learning (ML) model to classify the SDG relevancy in patent documents, used as a proxy of technology development. The ML model was used to classify a sample of patent families registered in the European Patent Office (EPO). The analysis revealed the extent to which SDGs were addressed in patents. We also performed a case study to identify the offered extension of ML model detection regarding the SDG orientation of patents. In response to global goals and sustainable development initiatives, the findings can advance the identification challenges of science and technology artefacts. Furthermore, we offer input towards the alignment of R&D efforts and patenting strategies as well as measurement and management of their contribution to the realization of SDGs.

Engines need transmission belts: the importance of people in technology transfer offices

Over the last 20 years, universities and Public Research Organizations have increased their efforts to transfer their research results towards industrial applications in order to generate economic and social impact. Among many different actions, new technology transfer offices (TTOs) have been set up and existing ones strengthened. The present paper intends to evaluate the effects of a specific policy action launched by the Italian Patent and Trademark Office (UIBM) within the Italian Ministry of Economic Development (MISE), aimed at increasing the number of employees in TTOs to foster technology transfer in general and the valorization of intellectual property rights more specifically. Our results suggest that the impact of the UIBM policy action has been positive and that in some specific situations the impact was stronger. Our results therefore contribute to the technology transfer literature and can have implications for both academic research and decisions regarding investments in human resources in university TTOs.

Might Europe one day again be a global scientific powerhouse? Analysis of ERC publications suggests it will not be possible without changes in research policy

Numerous EU documents praise the excellence of EU research without empirical evidence and in contradiction of academic studies. We investigated research performance in two fields of high socioeconomic importance, advanced technology and basic medical research, in two sets of European countries, Germany, France, Italy, and Spain (GFIS), and the UK, Netherlands, and Switzerland (UKNCH). Despite their historical and geographical proximity, research performance in GFIS is much lower than in UKNCH, and well below the world average. Funding from the European Research Council (ERC) greatly improves performance in both GFIS and UKNCH, but ERC-GFIS publications are less cited than ERC-UKNCH publications. We conclude that research performance in GFIS and in other EU countries is intrinsically low, even in highly selected and generously funded projects. The technological and economic future of the EU depends on improving research, which requires structural changes in research policy within the EU, and in most EU countries.

Like-for-like bibliometric substitutes for peer review: Advantages and limits of indicators calculated from the ep index

The use of bibliometric indicators would simplify research assessments. The 2014 Research Excellence Framework (REF) is a peer review assessment of UK universities, whose results can be taken as benchmarks for bibliometric indicators. In this study, we use the REF results to investigate whether the ep index and a top percentile of most cited papers could substitute for peer review. The probability that a random university’s paper reaches a certain top percentile in the global distribution of papers is a power of the ep index, which can be calculated from the citation-based distribution of university’s papers in global top percentiles. Making use of the ep index in each university and research area, we calculated the ratios between the percentage of 4-star-rated outputs in REF and the percentages of papers in global top percentiles. Then, we fixed the assessment percentile so that the mean ratio between these two indicators across universities is 1.0. This method was applied to four units of assessment in REF: Chemistry, Economics and Econometrics joined to Business and Management Studies, and Physics. Some relevant deviations from the 1.0 ratio could be explained by the evaluation procedure in REF or by the characteristics of the research field; other deviations need specific studies by experts in the research area. These results indicate that in many research areas the substitution of a top percentile indicator for peer review is possible. However, this substitution cannot be made straightforwardly; more research is needed to establish the conditions of the bibliometric assessment.

Entrepreneurial state vs liberal market

Purpose

This paper aims to assess the comparative position of the national innovation system of Chinese state entrepreneurship versus liberal market entrepreneurship. Based on the comparative institutional framework, it asks whether Chinese state entrepreneurship has a comparative disadvantage because of its incoherent institutions in liberal or coordinated economies. Hence, does the Chinese institutional system of innovation lag behind that of US or liberal countries of Organisation for Economic Co-operation and Development (OECD) economies in the transformation of national science into economic products measured as high-technology exports?

Design/methodology/approach

This study uses panel data analysis based on 29 OECD economies and the Chinese economy over 23 years. Regarding national science productivity (explorative capabilities), it includes published and patented science streams; regarding technological transformation (exploitative capabilities), it measures the percentage of high-technology exports in gross domestic product (GDP). The interactions between the types of entrepreneurship and national science institutions serve as predictors in the design.

Findings

The results show that Chinese state entrepreneurship has a comparative advantage over liberal economies in published science. However, Chinese state entrepreneurship has a comparative disadvantage compared to liberal entrepreneurship in patent science. Regarding the dyadic level of comparability between the national economies, there are mixed results in the transformation of national science.

Research limitations/implications

This study supports the three following theoretical points: national institutions differ regardless of the pressure of convergence through globalization; national science contingencies influence different paths of the transformation of national science to technology; and mixed economies, such as state entrepreneurship, can achieve high performance without fully conforming to liberal markets.

Practical implications

This study emphasizes institutional mechanisms for future research to support the innovation of incoherent institutions and suggests the benefit of cross-pollination of senior managers between state and private organizations for a defined duration.

Originality/value

Theoretically, this research combines an interdisciplinary and interinstitutional level of analysis, and in so doing, it deals with the transformation of national science in scientific publications and patents in the vertical value chain. Empirically, this study links the national published and patented science with the national economic artifacts in high-technology sectors. This novel approach to assess the national and discipline-level interaction sets a context for the future research in other settings. It also informs policy decisions regarding the growth of science, innovation and development.

How Can We Improve the Transformation Success Rate of Research Results in the Pharmaceutical Industry? The Game Theoretic Model of Technology Transfer Subjects

University–industry technology transfer (UITT) plays an important role in the construction of the national pharmaceutical innovation system. The speculations of a faculty inventor may hinder the successful transfer of pharmaceutical research results. This paper divides the specific process of the transformation of pharmaceutical research results into two parts: (1) an evolutionary game between faculty inventors and universities; and (2) a Stackelberg game between faculty inventors and pharmaceutical companies. Further, we carry out numerical simulations to analyze the impact of transformation success rate, income distribution coefficient, and a faculty inventor’s future working years on the transformation of pharmaceutical research results. The findings indicated that whether a combination of action strategies of faculty inventors and universities can evolve to the optimal equilibrium is determined by many factors, such as the technological transaction price of the pharmaceutical company and the reward or the income obtained by the faculty inventor. The transformation success rate and the income distribution coefficient are the key factors that affect the faculty inventor’s will and the behavior of the pharmaceutical company. The conclusions of this paper contribute to the research on how we can improve the success rate of research results and avoid resource waste, and provide a decision-making reference for the management of pharmaceutical research results in universities.

Multi-Omics Research Trends in Sepsis: A Bibliometric, Comparative Analysis Between the United States, the European Union 28 Member States, and China

"-Omics" research is in transition with the recent rise of multi-omics technology platforms. Integration of "-omics" and multi-omics research is of high priority in sepsis, a heterogeneous syndrome that is widely recognized as a global health burden and a priority biomedical funding field. We report here an original study on bibliometric trends in the use of "-omics" technologies, and multi-omics approaches in particular, in sepsis research in three (supra)national settings, the United States, the European Union 28 Member States (EU-28), and China. Using a 5-year longitudinal bibliometric study design from 2011 to 2015, we analyzed the sepsis-related research articles in English language that included at least one or multi-omics technologies in publicly available form in Medline (free full texts). We found that the United States has had the lead (almost one-third of publications) in the inclusion of an "-omics" or multi-omics technology in sepsis within the study period. However, both China and the EU-28 displayed a significant increase in the number of publications that employed one or more types of "-omics" research (p < 0.005), while the EU-28 displayed a significant increase especially in multi-omics research articles in sepsis (p < 0.05). Notably, more than half of the multi-omics research studies in the sepsis knowledge domain had a university or government/state funding source. Among the multi-omics research publications in sepsis, the combination of genomics and transcriptomics was the most frequent (40.5%), followed by genomics and proteomics (20.4%). We suggest that the lead of the United States in the field of "-omics" and multi-omics research in sepsis is likely at stake, with both the EU-28 and China rapidly increasing their research capacity. Moreover, "triple omics" that combine genomics, proteomics, and metabolomics analyses appear to be uncommon in sepsis, and yet much needed for triangulation of systems science data. These observations have implications for "-omics" technology policy and global research funding strategic foresight.

Threshold Effect of Knowledge Accumulation between Innovation Path and Innovation Performance: New Evidence from China’s High-tech Industry

In the process of transitioning from closed to open innovation, regions in developing countries need to understand how to choose the most effective path within the complex innovation system while considering their own innovation factors. Based on provincial panel data from China’s high-tech industry and the improved dynamic threshold model, we introduce the threshold of knowledge accumulation (KLA) into the non-linear mechanism between innovation paths and innovation performance to compare the dynamic threshold effect and its heterogeneity. This research provides interesting insights into innovation paths, showing that the relationship between the innovation path and innovation performance is significantly influenced by the threshold effect of KLA. As the level of KLA strengthens, its effects on each innovation path change. Overall, this article shows how KLA affects the relationship between the innovation path and innovation performance. The article concludes with a discussion of the implications of these insights for innovation management and policy.

Agent based Model for Estimating HEVs Market: Focusing on the Case of Korea

In this article, I have studied the impact of vehicle prices, subsidies/penalties and tax incentives that affect the hybrid car market penetration in Korea. I have adopted an agent based modelling to analyse dynamic interaction between market participants. To derive the analytical results close to the current, realistic context of Korea, I have used real statistical data from government agencies and private institutions. The analysis results show that the investigated factors affect consumer-purchase. Especially, vehicle price change has highly significant influence on the market share of hybrid electric vehicles (HEVs) in Korea. Subsidy/penalty policy of Korea turns out to have rather less effect on HEV penetration. Furthermore, unlike the research findings for other countries, fuel price changes do not nearly affect the penetration rate.

A Strategic Roadmap for Navigating Academic-Industry Collaborations in Information Systems Research

Research collaboration between industry and academia remains challenging despite progress being made on a number of fronts. We are not implying that all information systems researchers should be engaging in industry collaborations, nor should the value of critique and work exclusively addressing academic and other audiences be viewed as less valuable than those engaging industry. The intent is instead to encourage more industry collaboration, and for those considering such initiatives to roadmap the activities strategically giving consideration to the full range of activities required so reasonable tradeoffs can be made in the context of building longer-term sustainable relationships.

We develop a roadmap from literature that organizes the building blocks (component activities) needed to plan and implement strategic academic-industry collaborations over longer time horizons. Specifically, we identify the key themes or layers of (1) Strategic Business Problem(s), (2) Governance, (3) Funding Criteria, (4) Privacy, Security and Ethics, (5) Intellectual Property, (6) Research Design and (7) Recognized Outputs, which need to be in place if you are to succeed with academic-industry research.

The roadmap framework highlights the need to consider the implications of the components across each of the layers at a particular point in time (vertical slice), the relationship between layers (dependencies) and the need for aligning the various activities in a coordinated manner; otherwise success at one layer is often undermined by a lack of awareness or failure at another layer.

Our hope is that these themes (layers) facilitate organizing this collaboration in a systematic and coordinated manner to produce academic-industry collaborations that progressively improve over time.

SIMILARITIES OF SUCCESSFUL TECHNOLOGY TRANSFER THROUGH NEW VENTURES

Especially established industries, like the chemical and pharmaceutical industry, rely on effective and efficient technology transfer to maintain their competitiveness. Academic spin-offs, corporate spin-outs, and internal start-ups, as different types of new ventures, can be used for technology transfer from universities and research institutions to companies as well as between or within companies. Especially internal start-ups are a new approach for company internal technology transfer from research departments to business units. Based on 12 case studies from the chemical and pharmaceutical industry in Germany and Switzerland, which were identified and developed by narrative interviews with new ventures and parent organisations, like companies, universities, and research institutions, technology transfer through new ventures has been analysed. Despite the various backgrounds and challenges, the different types of new ventures show much more similarities than dissimilarities. Therefore, learnings from academic spin-offs can be transferred to corporate spin-outs and internal start-ups in the context of technology transfer.

The EIT ICT Labs — Towards a Leading European Innovation Initiative

In this introductory article to the EIT ICT Labs we outline its innovation ecosystem and recap the underlying motives for its foundation from the perspectives of industry, academia and society. The EIT ICT Labs are one of the initial Knowledge and Innovation Communities (KICs) of the European Institute of Innovation and Technology (EIT) that was founded in 2008. It bundles and facilitates the competences and resources of its 65 high profile partners from academia and industry to tackle the grand societal challenges such as ever increasing importance of ICT for various industries, the digitalizing energy environment and advanced mobility systems and the increasingly urbanized society.
