Risk perception and social participation among women exposed to manganese in the mining district of the state of Hidalgo, Mexico

Inclusive Environmental Decision-making in a Developing Nation: Insights from the Ogoni Remediation Project, Niger Delta, Nigeria

Greater involvement of women is globally believed to enhance environmental management outcomes. Despite being disproportionately affected by environmental degradation primarily caused by oil spills in the Niger Delta region of Nigeria, women in the region are often excluded in environmental decision-making processes. Women involved in farming and fishing face increased vulnerability to contaminated land, food insecurity and conflicts driven by environmental degradation. Using a mixed approach, women, lawmakers, policymakers, regulators, civil society organizations, environmental management practitioners, and government agents responsible for environmental remediation were engaged through interviews, focus group discussions and questionnaires to examine women's inclusion in environmental decision-making and governance in the Ogoni contaminated land remediation project in the Niger Delta region of Nigeria. The results indicate that lack of trust and confidence in drivers of the environmental decision-making process could affect women's participation and involvement in environmental management. Although cultural beliefs and practices impede the participation of women in the region, their actual participation does not independently translate into inclusion in environmental decision-making due to limited capacity, confidence and trust in the process. Creating platforms for capacity building, developing gender policy, adapting appropriate communication strategies, initiating women networks and strengthening social cohesion could enhance women involvement in environmental decision-making in regions with similar cultural context to the Niger Delta region.

The Differences in Risk Perception between Practitioners in the Non-Coal-Mining Industry: Miners, Managers and Experts

Non-coal-mining accidents occur frequently in China, and individual unsafe behaviors are the direct cause. The cognitive diversity of practitioners in the non-coal-mining industry leads to various behaviors in work and hinders communication between groups. The aim of this study is to analyze the differences in risk perception (accidents and occupational diseases) between non-coal-mining practitioners (experts, miners, and managers) and to explore the contributing factors. The questionnaire survey method was used to collect the data on risk perception and influencing factors from 402 respondents working in non-coal mines and universities in China. Project analysis and exploratory factor analysis were used for preprocessing. A t-test and linear regression analysis were used to test the significance of the differences and assess the function of the factors, respectively. Regarding risk perception, two risks both have significant differences between the three groups. With the perceptions of accidents and occupational diseases ranked from high to low, the order of the practitioners is as follows: managers (3.88), experts (3.71), miners (3.55) and experts (4.14), miners (3.90), and managers (3.88). Regarding the influencing factors, risk attitude, risk communication, educational level, enterprise trust, and occupational satisfaction have great effects on the three groups. More precisely, three groups have different important predictors. Risk attitude has the greatest impact on miners (0.290) and experts (0.369), but sensibility preference has the greatest impact on managers (0.518). In summary, cognitive discrepancies are common among non-coal-mining practitioners, but the degree of deviation varies with the type and dimension of the risk. There are six factors that have a significant impact on all practitioners, but the effect is limited by specific risks and groups.

A systematic literature review of epidemiologic studies of developmental manganese exposure and neurodevelopmental outcomes

BACKGROUND

Neurotoxic effects of high-level occupational exposure to manganese (Mn) are well established; however, whether lower-level environmental exposure to Mn in early life causes neurodevelopmental toxicity in children is unclear.

METHODS

A systematic literature review was conducted to identify and evaluate epidemiologic studies of specific Mn biomarkers assessed during gestation, childhood, or adolescence in association with neurodevelopmental outcomes, focusing on quantitative exposure-response estimates with specific endpoints that were assessed in multiple independent study populations. Study quality was evaluated using the revised RTI item bank and the Cochrane Risk of Bias tool, and the overall weight of epidemiologic evidence for causality was evaluated according to the Bradford Hill considerations.

RESULTS

Twenty-two epidemiologic studies were identified that estimated associations between early-life Mn biomarkers and neurodevelopmental outcomes. Seven of these studies provided adjusted estimates for the association with child intelligence assessed using versions of the Wechsler Intelligence Scales for Children; no other specific neurodevelopmental endpoints were assessed in more than three independent study populations each. Among the studies of child intelligence, five studies in four independent populations measured blood Mn, three studies measured hair Mn, and one measured dentin Mn. Overall, cross-sectional associations between Mn biomarkers and measures of child intelligence were mostly statistically nonsignificant but in a negative direction; however, the lone prospective cohort study found mostly null results, with some positive (favorable) associations between dentin Mn and child intelligence. Studies were methodologically limited by their cross-sectional design and potential for confounding and selection bias, as well as unaddressed questions on exposure assessment validity and biological plausibility.

CONCLUSIONS

The statistical associations reported in the few studies of specific Mn biomarkers and specific neurodevelopmental endpoints do not establish causal effects based on the Bradford Hill considerations. Additional prospective cohort studies of Mn biomarkers and validated neurodevelopmental outcomes, and a better understanding of the etiologic relevance of Mn biomarkers, are needed to shed light on whether environmental exposure to Mn causes adverse neurodevelopmental effects in children.

Risk: For Whom? Representations of Mining Activity by Different Social Actors in the Molango Manganese District of Hidalgo, Mexico

Previous studies have shown high levels of manganese exposure and neurocognitive damage in the population living in the mining zone in Molango, Mexico. One of the objectives of the Intersectoral Group on Environmental Management for the mining district has been to provide public participation in the risk management plan. To achieve this, it is important to know how the different social actors represent the mining activity. The objectives of this study were to characterize the social representations of the mining activity by different social actors. A qualitative design was used based on in-depth interviews of residents, public officials, and a mining company representative. The analysis was conducted according to themes for each group of actors. Essentially, distinct social representations of the different mining activities were identified. Residents viewed mining activities as synonymous with contamination and, therefore, as having affected all areas of their environment, health, and daily life. These activities were seen as a collective risk. The public officials and the mining company held that there was no evidence of harm and saw mining activities as a generator of regional development. Harm to health and the environment were seen as a stance taken by the communities in order to obtain economic benefits from the company. These images of the "other" are shaped by social, political, and cultural factors. They make it difficult for the actors to reach cooperative agreements and thereby affect progress on the risk management plan. Decisionmakers need to take these differences into account when promoting social participation.
