The local-neighborhood effects of low-carbon city pilots program on PM2.5 in China: A spatial difference-in-differences analysis

Low-carbon city construction, spatial spillovers and greenhouse gas emission performance: Evidence from Chinese cities

Low-carbon cities (LCC) are conducive to low-carbon development and reshaping the urban economic growth model. However, it is still unknown whether it has a synergistic mitigation effect on other greenhouse gases (GHGs). In this study, a dataset comprising 283 Chinese cities spanning the period 2003 to 2019 is chosen. We employ spatial difference-in-difference (SDID) modeling to investigate both the impacts and mechanisms of LCC on GHG emissions performance. The results show that (1) LCC notably lowers local GHG emissions, enhances emission efficiency, and improves GHG emissions performance in neighboring cities within a 1000 km radius. (2) LCC indirectly enhances the GHG emissions performance of local and neighboring cities through energy intensity and green technology innovation. Notably, LCC boosts the local GHG emissions performance by industrial structure upgrading and resource allocation but harms the positive spillover effects on nearby cities due to the siphoning effect. (3) The effect and spatial impact of LCC on GHG emission performance is notably pronounced in eastern cities, non-resource cities, and key environmental protection areas. The results of the study will further promote the development of LCC and provide an important decision-making reference for urban low-carbon sustainability.

Does environmental regulation lessen health risks? Evidence from Chinese cities

Introduction

Atmospheric pollution is a severe problem confronting the world today, endangering not only natural ecosystem equilibrium but also human life and health. As a result, governments have enacted environmental regulations to minimize pollutant emissions, enhance air quality and protect public health. In this setting, it is critical to explore the health implications of environmental regulation.

Methods

Based on city panel data from 2009 to 2020, the influence of environmental regulatory intensity on health risks in China is examined in this study.

Results

It is discovered that enhanced environmental regulation significantly reduces health risks in cities, with each 1-unit increase in the degree of environmental regulation lowering the total number of local premature deaths from stroke, ischemic heart disease, and lung cancer by approximately 15.4%, a finding that remains true after multiple robustness tests. Furthermore, advances in science and technology are shown to boost the health benefits from environmental regulation. We also discover that inland cities, southern cities, and non-low-carbon pilot cities benefit more from environmental regulation.

Discussion

The results of this research can serve as a theoretical and empirical foundation for comprehending the social welfare consequences of environmental regulation and for guiding environmental regulation decision-making.

Can industrial collaborative agglomeration improve carbon emission efficiency? Empirical evidence from China

Against the backdrop of low-carbon development, it is imperative to cultivate a modernized industrial system and new development model. Industrial collaborative agglomeration (ICA) between manufacturing and producer services may offer an opportunity to aid carbon reduction in this scenario. Using balanced panel data of China's 30 provinces and municipalities from 2008 to 2019, this paper attempts to investigate the influences of ICA on carbon emission efficiency (CEE), its heterogeneous effects, impact mechanisms, and spillover effects. Our main findings can be concluded as follows: (1) There is a U-shaped relationship between ICA and CEE; namely, ICA will inhibit first and then promote CEE. (2) The heterogeneity results further indicate that this U-shaped relationship is significant in the eastern area while there exists an inverted U-shaped relationship between ICA and CEE in the western area; however, the influence of ICA on CEE is not significant in the central area. (3) More deeply, the mechanism identification uncovers that industrial structure upgrading and green technological innovation are important channels through which ICA affects CEE. (4) Importantly, we unfold that ICA in the local area has spatial spillover effects; namely, it will influence CEE in neighboring areas, which also presents a U-shaped relationship. These findings provide not only new insights into understanding the environmental effects of ICA but also helpful inspiration for regional policymakers to scientifically formulate industrial development policies and effectively implement carbon emission control actions.

Air pollution control or economic development? Empirical evidence from enterprises with production restrictions

Production restriction is an environmental regulation adopted in China to curb the air pollution of industrial enterprises. Frequent production restrictions may cause economic losses for enterprises and further hinder their green transformation. Polluting enterprises are faced with the dilemma of choosing environmental protection or economic development. Using panel data on industrial enterprises in China from 2016 to 2019, this paper evaluates the impact of production restrictions on both enterprises' environmental and economic performance with regression models. The results show that production restrictions significantly drop the concentrations of SO2 and NOx emitted from polluting enterprises. Meanwhile, production restrictions have significant negative effects on operating income, financial expenses, net profit, and environmental protection investment. The mechanism analysis reveals that production restrictions mitigate air pollutant concentrations by increasing the number of green patents and improving total factor productivity, which also verifies the Porter hypothesis. However, there is a masking mediating effect of environmental investment, which indicates that the reduction of environmental investment hinders the enterprise's efforts to control air pollution. In addition, heterogeneous analysis shows that the economic shock on microenterprises is larger than that on small enterprises. Implementing production restrictions for microenterprises may be a way to eliminate their backwards production capacity.
