Exploring multidecadal changes in climate and reservoir storage for assessing nonstationarity in flood peaks and risks worldwide by an integrated frequency analysis approach

A novel multi-objective optimization framework for urban green-gray infrastructure implementation under impacts of climate change

Frequent urban flooding disasters can cause severe economic and property losses. Accordingly, the construction of sponge city has become critical to alleviating urban flooding. However, the functional and structural integration of Green Infrastructure (GI) and Gray Drainage Facility (GDF) is still a matter of concern. This study proposed a novel implementation framework for GI and GDF synchronization optimization (G-GSOIF) based on the SWMM and SUSTAIN models, and used data from Beilin District in Xi'an, China to verify the effects. The results show that the spatiotemporal integrated optimization design of GI and GDF proves to be effective in stormwater management. The total investment was reduced by 16.7% and economic benefit was increased by 15.4% based on disaster risk control, and the utilization rate of rainwater resources exceeded 40%. The Staged optimization model (SSOM) based on the SUSTAIN model established in the G-GSOIF was demonstrated to effectively cope with the impact of future climate change by adjusting and optimizing the design scheme dynamically in different simulation scenarios. Integrated LID (I-LID) measures are conducive for simulation of large catchment areas, and have the same implementation effect as distributed LID measures. The results of this study could support decision-making for urban stormwater management and sponge city construction.

Nonstationary Bayesian Modeling of Extreme Flood Risk and Return Period Affected by Climate Variables for Xiangjiang River Basin, in South-Central China

The accurate design flood of hydraulic engineering is an important precondition to ensure the safety of residents, and the high precision estimation of flood frequency is a vital perquisite. The Xiangjiang River basin, which is the largest river in Hunan Province of China, is highly inclined to floods. This paper aims to investigate the annual maximum flood peak (AMFP) risk of Xiangjiang River basin under the climate context employing the Bayesian nonstationary time-varying moment models. Two climate covariates, i.e., the average June-July-August Artic Oscillation and sea level pressure in the Northwest Pacific Ocean, are selected and found to exhibit significant positive correlation with AMFP through a rigorous statistical analysis. The proposed models are tested with three cases, namely, stationary, linear-temporal and climate-based conditions. The results both indicate that the climate-informed model demonstrates the best performance as well as sufficiently explain the variability of extreme flood risk. The nonstationary return periods estimated by the expected number of exceedances method are larger than traditional ones built on the stationary assumption. In addition, the design flood could vary with the climate drivers which has great implication when applied in the context of climate change. This study suggests that nonstationary Bayesian modelling with climatic covariates could provide useful information for flood risk management.

Nonstationary Analyses of the Maximum and Minimum Streamflow in Tamsui River Basin, Taiwan

This study aims to detect non-stationarity of the maximum and minimum streamflow regime in Tamsui River basin, northern Taiwan. Seven streamflow gauge stations, with at least 27-year daily records, are used to characterize annual maximum 1- and 2-day flows and annual minimum 1-, 7-, and 30-day flows. The generalized additive models for location, scale, and shape (GAMLSS) are used to dynamically detect evolution of probability distributions of the maximum and minimum flow indices with time. Results of time-covariate models indicate that stationarity is only noted in the 4 maximum flow indices out of 35 indices. This phenomenon indicates that the minimum flow indices are vulnerable to changing environments. A 16-category distributional-change scheme is employed to classify distributional changes of flow indices. A probabilistic distribution with complex variations of mean and variance is prevalent in the Tamsui River basin since approximate one third of flow indices (34.3%) belong to this category. To evaluate impacts of dams on streamflow regime, a dimensionless index called the reservoir index (RI) serves as an alternative covariate to model nonstationary probability distribution. Results of RI-covariate models indicate that 7 out of 15 flow indices are independent of RI and 80% of the best-fitted RI-covariate models are generally worse than the time-covariate models. This fact reveals that the dam is not the only factor in altering the streamflow regime in the Tamsui River, which is a significant alteration, especially the minimum flow indices. The obtained distributional changes of flow indices clearly indicate changes in probability distributions with time. Non-stationarity in the Tamsui River is induced by climate change and complex anthropogenic interferences.

NASA’s MODIS/VIIRS Global Water Reservoir Product Suite from Moderate Resolution Remote Sensing Data

Global reservoir information can not only benefit local water management but can also improve our understanding of the hydrological cycle. This information includes water area, elevation, and storage; evaporation rate and volume values; and other characteristics. However, operational wall-to-wall reservoir storage and evaporation monitoring information is lacking on a global scale. Here we introduce NASA’s new MODIS/VIIRS Global Water Reservoir product suite based on moderate resolution remote sensing data—the Moderate Resolution Imaging Spectroradiometer (MODIS), and the Visible Infrared Imaging Radiometer Suite (VIIRS). This product consists of 8-day (MxD28C2 and VNP28C2) and monthly (MxD28C3 and VNP28C3) measurements for 164 large reservoirs (MxD stands for the product from both Terra (MOD) or Aqua (MYD) satellites). The 8-day product provides area, elevation, and storage values, which were generated by first extracting water areas from surface reflectance data and then applying the area estimations to the pre-established Area–Elevation (A–E) relationships. These values were then further aggregated to monthly, with the evaporation rate and volume information added. The evaporation rate and volume values were calculated after the Lake Temperature and Evaporation Model (LTEM) using MODIS/VIIRS land surface temperature product and meteorological data from the Global Land Data Assimilation System (GLDAS). Validation results show that the 250 m area classifications from MODIS agree well with the high-resolution classifications from Landsat (R2 = 0.99). Validation of elevation and storage products for twelve Indian reservoirs show good agreement in terms of R2 values (0.71–0.96 for elevation, and 0.79–0.96 for storage) and normalized root-mean-square error (NRMSE) values (5.08–19.34% for elevation, and 6.39–18.77% for storage). The evaporation rate results for two reservoirs (Lake Nasser and Lake Mead) agree well with in situ measurements (R2 values of 0.61 and 0.66, and NRMSE values of 16.25% and 21.76%). Furthermore, preliminary results from the VIIRS reservoir product have shown good consistency with the MODIS based product, confirming the continuity of this 20-year product suite. This new global water reservoir product suite can provide valuable information with regard to water-sources-related studies, applications, management, and hydrological modeling and change analysis such as drought monitoring.
