The impact of war on the environment and health: implications for readiness, response, and recovery in Ukraine

Environmental impacts of shifts in surface urban heat island, emissions, and nighttime light during the Russia-Ukraine war in Ukrainian cities

As recent geopolitical conflicts and climate change escalate, the effects of war on the atmosphere remain uncertain, in particular in the context of the recent large-scale war between Russia and Ukraine. We use satellite remote sensing techniques to establish the effects that reduced human activities in urban centers of Ukraine (Kharkiv, Donetsk, and Mariupol) have on Land Surface Temperatures (LST), Urban Heat Islands (UHI), emissions, and nighttime light. A variety of climate indicators, such as hot spots, changes in the intensity and area of the UHI, and changes in LST thresholds during 2022, are differentiated with pre-war conditions as a reference period (i.e., 2012-2022). Findings show that nighttime hot spots in 2022 for all three cities cover a smaller area than during the reference period, with a maximum decrease of 3.9% recorded for Donetsk. The largest areal decrease of nighttime UHI is recorded for Kharkiv (- 12.86%). Our results for air quality changes show a significant decrease in carbon monoxide (- 2.7%, based on the average for the three cities investigated) and an increase in Absorbing Aerosol Index (27.2%, based on the average for the three cities investigated) during the war (2022), compared to the years before the war (2019-2021). The 27.2% reduction in nighttime urban light during the first year of the war, compared to the years before the war, provides another measure of conflict-impact in the socio-economic urban environment. This study demonstrates the innovative application of satellite remote sensing to provide unique insights into the local-scale atmospheric consequences of human-related disasters, such as war. The use of high-resolution satellite data allows for the detection of subtle changes in urban climates and air quality, which are crucial for understanding the broader environmental impacts of geopolitical conflicts. Our approach not only enhances the understanding of war-related impacts on urban environments but also underscores the importance of continuous monitoring and assessment to inform policy and mitigation strategies.

Impact of war on HIV-related healthcare services and health workers in eastern Ukraine: a qualitative study

The 2022 Russian invasion of Ukraine has caused serious challenges for healthcare workers (HCWs) and HIV-related healthcare services. This study assessed the effects of the invasion on HCWs wellbeing and on continuity of HIV services, using in-depth interviews with HCWs from facilities offering HIV antiretroviral therapy (ART) and pre-exposure prophylaxis (PrEP) services in the Donetsk region of Eastern Ukraine. A directed content analysis, with both inductive and deductive approaches, was conducted. Ten HCWs (6 [60%] doctors, 4 [40%] nurses; 9 [90%] female) were interviewed. Six respondents were displaced from their homes and worksites, and all described stress and threats to emotional wellbeing. HCWs used online consultations, encrypted mobile communication, and multi-month dispensing to support continuity of ART and PrEP services. They noted immediate needs for psychological and financial support, and access to laptop computers and mobile communications to ensure continuity of HIV services. Priorities for restoration of services include repair of health facilities, restoration of laboratory services and supply chains, and return of personnel and patients. HCWs made innovative, rapid adaptations to HIV services to keep ART and PrEP services running, demonstrating the resolve of Ukrainian HCWs to maintain continuity of HIV services despite the disruptions of war.

The environmental health impacts of Russia's war on Ukraine

BACKGROUND

Russia's invasion of Ukraine in February 2022 ignited the largest armed conflict in Europe since World War II. Ukrainian government agencies, civil society organizations, and international agencies have gathered an unprecedented amount of data about the impact of war on the environment, which is often the silent victim of war. We review these data and highlight the limitations of international governance for protection of the environment during time of war.

METHODS

We performed an integrative review of academic, institutional, and media information resources using the search terms "Ukraine", "Russia", "war", "environment", "health", "human rights", "international humanitarian law", "international human rights law", "ecocide", and "war crimes".

Nearly 500,000 military personnel have been killed or wounded during the war, and more than 30,000 civilians have been killed or injured. Indirect health effects of the war have likely accounted for an even greater amount of civilian morbidity and mortality. The war has displaced more than 11 million people. Russia's military forces have caused extensive damage to civilian infrastructure. The war has devastated Ukraine's economy and reduced food and energy security in many countries. The war has caused more than $56.4 billion in damage to the environment. There has been widespread chemical contamination of air, water, and soil, and 30% of Ukraine has been contaminated with landmines and unexploded ordnance. Landscape destruction, shelling, wildfires, deforestation, and pollution have adversely affected 30% of Ukraine's protected areas. Russia's seizure of the Zaporizhzhia Nuclear Power Plant and destruction of the Nova Kakhovka Dam have posed risks of long-term environmental catastrophe. Most of these environmental impacts threaten human health.

CONCLUSION

In addition to enormous human costs, Russia's war on Ukraine has had devastating impacts on the natural environment and the built environment. International law mandates that methods of warfare must be implemented with due regard to the protection and preservation of the natural environment. A just and lasting peace necessitates, among other requirements, rebuilding and restoration of Ukraine's natural environment and built environment. The environmental consequences of all wars need to be investigated and more effective measures need to be implemented to protect the environment during war.

Using US Natural Resource Damage Assessment to understand the environmental consequences of the war in Ukraine

Military conflict has led to large-scale environmental changes throughout recorded human history. Pollution from war contaminates surface water and soil, releases large volumes of greenhouse gases into the air, and directly harms wildlife and biodiversity. Although much is understood about the human toll of war, numerous examples of postwar reconstruction suggest that underestimating the severity of wartime damages to ecosystems and natural resources results in prolonged or incomplete recovery of the environment. A data-driven scientific approach closely aligned with the evidentiary rules standard in western legal systems is needed to quantify the injury, destruction, or loss of natural resources and inform the estimation of the reparations necessary to restore the environment fully. The US Natural Resource Damage Assessment (NRDA) process and the European Union environmental liability directive are well-suited for a systematic and science-based analysis of the ecological injuries incurred during armed conflicts. Both approaches include a preliminary damage assessment process, which could be initiated during wartime to document and predict the likely severity of the injuries and prioritize, in advance, rehabilitation activities after the cessation of hostilities. In this article, we refer to news reporting of Russia's February 2022 invasion of Ukraine as an example of how a preliminary damage assessment could be conducted remotely and later modified by in-country inspections and analysis to verify and refine the scale of injuries and to develop reparation proposals.
