Challenges in Understanding Human-Algorithm Entanglement During Online Information Consumption

Most content consumed online is curated by proprietary algorithms deployed by social media platforms and search engines. In this article, we explore the interplay between these algorithms and human agency. Specifically, we consider the extent of entanglement or coupling between humans and algorithms along a continuum from implicit to explicit demand. We emphasize that the interactions people have with algorithms not only shape users' experiences in that moment but because of the mutually shaping nature of such systems can also have longer-term effects through modifications of the underlying social-network structure. Understanding these mutually shaping systems is challenging given that researchers presently lack access to relevant platform data. We argue that increased transparency, more data sharing, and greater protections for external researchers examining the algorithms are required to help researchers better understand the entanglement between humans and algorithms. This better understanding is essential to support the development of algorithms with greater benefits and fewer risks to the public.

A Normative Framework for Assessing the Information Curation Algorithms of the Internet

It is critical to understand how algorithms structure the information people see and how those algorithms support or undermine society's core values. We offer a normative framework for the assessment of the information curation algorithms that determine much of what people see on the internet. The framework presents two levels of assessment: one for individual-level effects and another for systemic effects. With regard to individual-level effects we discuss whether (a) the information is aligned with the user's interests, (b) the information is accurate, and (c) the information is so appealing that it is difficult for a person's self-regulatory resources to ignore ("agency hacking"). At the systemic level we discuss whether (a) there are adverse civic-level effects on a system-level variable, such as political polarization; (b) there are negative distributional or discriminatory effects; and (c) there are anticompetitive effects, with the information providing an advantage to the platform. The objective of this framework is both to inform the direction of future scholarship as well as to offer tools for intervention for policymakers.

The persuasive effects of political microtargeting in the age of generative artificial intelligence

The increasing availability of microtargeted advertising and the accessibility of generative artificial intelligence (AI) tools, such as ChatGPT, have raised concerns about the potential misuse of large language models in scaling microtargeting efforts for political purposes. Recent technological advancements, involving generative AI and personality inference from consumed text, can potentially create a highly scalable "manipulation machine" that targets individuals based on their unique vulnerabilities without requiring human input. This paper presents four studies examining the effectiveness of this putative "manipulation machine." The results demonstrate that personalized political ads tailored to individuals' personalities are more effective than nonpersonalized ads (studies 1a and 1b). Additionally, we showcase the feasibility of automatically generating and validating these personalized ads on a large scale (studies 2a and 2b). These findings highlight the potential risks of utilizing AI and microtargeting to craft political messages that resonate with individuals based on their personality traits. This should be an area of concern to ethicists and policy makers.

A computational analysis of Telegram's narrative affordances

This paper offers an empirical investigation of the narrative profiles afforded by public, one-way messaging channels on Telegram. We define these narrative profiles in terms of the contribution of messages to a thread of narrative continuity, and test the double hypothesis that 1) Telegram channels afford diverse narrative profiles, corresponding with distinct vernacular uses of the platform's features, and that 2) networks of Telegram channels sampled from thematically distinct seed channels lean towards distinct profiles. To this end, we analyse the textual contents of 2,724,187 messages from 492 public messaging channels spanning five thematic networks. Our computational method builds up the narrative profiles by scrolling down channels and classifying each message according to its narrative fit with the surrounding messages. We thus find that Telegram channels afford several distinct storytelling profiles, which tend to defy traditional notions of narrative coherence. We furthermore observe correspondences between the thematic orientations of channels and their narrative profiles, with a preference for disparate profiles in channels pertaining to conspiracy theories and far-right counterculture, a preference for coherent profiles in channels pertaining to cryptocurrencies, and mixed types in channels pertaining to disinformation about the war in Ukraine. These empirical observations thus inform our further theorization on how platform features allow users to construct and shape narratives online.

Incorporating Psychological Science Into Policy Making: The Case of Misinformation

The spread of false and misleading information in online social networks is a global problem in need of urgent solutions. It is also a policy problem because misinformation can harm both the public and democracies. To address the spread of misinformation, policymakers require a successful interface between science and policy, as well as a range of evidence-based solutions that respect fundamental rights while efficiently mitigating the harms of misinformation online. In this article, we discuss how regulatory and nonregulatory instruments can be informed by scientific research and used to reach EU policy objectives. First, we consider what it means to approach misinformation as a policy problem. We then outline four building blocks for cooperation between scientists and policymakers who wish to address the problem of misinformation: understanding the misinformation problem, understanding the psychological drivers and public perceptions of misinformation, finding evidence-based solutions, and co-developing appropriate policy measures. Finally, through the lens of psychological science, we examine policy instruments that have been proposed in the EU, focusing on the strengthened Code of Practice on Disinformation 2022.

Communication Is Not a Virus: COVID-19 Vaccine-Critical Activity on Facebook and Implications for the 'Infodemic' Concept

In February 2020 the World Health Organization declared an 'infodemic' in relation to COVID-19. The label infers that people are being contaminated by 'misinformation' as they would be by a virus. However, this metaphor conveys a simplistic empirical understanding of communication, which may encourage 'information control' responses. This article argues for the importance of understanding the diverse factors that impact the effectiveness of communication - including the context in which it is received, and the emergent properties created through communication processes. Analyzing 'vaccine-critical' Facebook activity in Australia between 1 December 2020 and 28 February 2022, we find that controlling access to or censoring vaccine-critical misinformation does not lead to a reduction in vaccine-critical narratives. Rather, discussions continue based on more tenable political and social arguments. Further, bans antagonize vaccine-critical Facebook users and encourage them to move to other platforms where they may be radicalized. Crucially, recruitment to vaccine-critical sites accelerated following both bans of 'misinformation' and the introduction of vaccine mandates, suggesting that such responses can lead to increased discontentment. Accordingly, we call for researchers, policy makers and media platforms to engage with a more nuanced view of communication, acknowledging the powerful role of audiences' uses and gratifications in determining the effectiveness of public health messaging.
