Biofuels that cause land-use change may have much larger non-GHG air quality emissions than fossil fuels

An approach to the pollution haven and pollution halo hypotheses in MINT countries

This study examines the nonlinear relationship between foreign direct investment (FDI) and the ecological footprint (EF), trying to confirm the pollution haven hypothesis (PHH). We use a panel data model for MINT (Mexico, Indonesia, Nigeria, and Turkey) countries in the period 1990-2013 and an empirical framework based on the pollution haven hypothesis (PHH). Using the fully modified least squares (FMOLS) and dynamic ordinary least squares (DOLS) econometric methodologies, the empirical results confirm an inverted-U relationship between FDI and the ecological footprint. To reinforce our analysis, we check the connection between economic growth and the ecological footprint, validating the environmental Kuznets curve (EKC) hypothesis for MINT countries. Finally, we also confirm a negative connection between renewable energy use, the urbanization process, and the changes in the ecological footprint. These findings offer a series of useful recommendations for policymakers, where the promotion of clean industries and energy-efficiency actions are essential for reducing environmental damage in MINT countries. We highlight the viability of the ecological footprint as a first-order environmental indicator whose evolution is determined by demographic fluctuations.

China's air pollution reduction efforts may result in an increase in surface ozone levels in highly polluted areas

China, as a fast growing fossil-fuel-based economy, experiences increasing levels of air pollution. To tackle air pollution, China has taken the first steps by setting emission-reduction targets for nitrogen oxides (NO x ) and sulphur dioxide (SO2) in the 11th and 12th Five Year Plans. This paper uses two models-the Energy-Environment-Economy Model at the Global level (E3MG) and the global Chemistry Transport Model pTOMCAT-to test the effects of these policies. If the policy targets are met, then the maximum values of 32 % and 45 % reductions below 'business as usual' in the monthly mean NO x and SO2 concentrations, respectively, will be achieved in 2015. However, a decrease in NO x concentrations in some highly polluted areas of East, North-East and South-East China can lead to up to a 10% increase in the monthly mean concentrations in surface ozone in 2015. Our study demonstrates an urgent need for the more detailed analysis of the impacts and designs of air pollution reduction guidelines for China.

Impact of air pollution control costs on the cost and spatial arrangement of cellulosic biofuel production in the U.S

Air pollution emissions regulation can affect the location, size, and technology choice of potential biofuel production facilities. Difficulty in obtaining air pollutant emission permits and the cost of air pollution control devices have been cited by some fuel producers as barriers to development. This paper expands on the Geospatial Bioenergy Systems Model (GBSM) to evaluate the effect of air pollution control costs on the availability, cost, and distribution of U.S. biofuel production by subjecting potential facility locations within U.S. Clean Air Act nonattainment areas, which exceed thresholds for healthy air quality, to additional costs. This paper compares three scenarios: one with air quality costs included, one without air quality costs, and one in which conversion facilities were prohibited in Clean Air Act nonattainment areas. While air quality regulation may substantially affect local decisions regarding siting or technology choices, their effect on the system as a whole is small. Most biofuel facilities are expected to be sited near to feedstock supplies, which are seldom in nonattainment areas. The average cost per unit of produced energy is less than 1% higher in the scenarios with air quality compliance costs than in scenarios without such costs. When facility construction is prohibited in nonattainment areas, the costs increase by slightly over 1%, due to increases in the distance feedstock is transported to facilities in attainment areas.

Food versus Fuel: Toward a New Paradigm—The Need for a Holistic Approach

A key objective of this paper is to provide an assessment of the current and future situation on the “food versus fuel” debate and to contribute to possible alternatives to minimise or avoid future conflict. The debate has centred on three main areas: (i) food versus biofuel production, (ii) their positive and negative effects (i.e., GHG, climate change, and the broader environment), and (iii) a socioeconomic impact. The debate has been controversial because it has largely been driven by politics, ethical/moral considerations, and vested interests rather than by science. The paper focuses on food prices, land competition, GHG, energy balance, and energy subsidies and concerns with the rapid expansion of bioenergy for electricity and heat, climatic changes, the role of agriculture as a key factor, the potential of biomass energy resources, and the various alternatives to minimize or avoid conflict between food and fuel production. Biomass for energy is both “part of the problem and part of the solution.” It proposes a holistic approach: a new paradigm that takes full account of the diverse and complex nature of biomass energy sources and states that the fundamental underlying causes are social injustice, inequality, waste, and so forth, rather than land competition for food and fuel.
