Abstract
The outstanding amplification observed in surface-enhanced Raman scattering (SERS) is due to several enhancement mechanisms, and standing out among them are the plasmonic (PL) and charge-transfer (CT) mechanisms. The theoretical estimation of the enhancement factors of the CT mechanism is challenging because the excited-state coupling between bright plasmons and dark CT states must be properly introduced into the model to obtain reliable intensities. In this work, we aim at simulating electrochemical SERS spectra, considering models of pyridine on silver clusters subjected to an external electric field E⃗ that represents the effect of an electrode potential Vel. The method adopts quantum dynamical propagations of nuclear wavepackets on the coupled PL and CT states described with linear vibronic coupling models parametrized for each E⃗ through a fragment-based maximum-overlap diabatization. By presenting results at different values of E⃗, we show that indeed there is a relation between the population transferred to the CT states and the total scattered intensity. The tuning and detuning processes of the CT states with the bright PLs as a function of the electric field are in good agreement with those observed in experiments. Finally, our estimations for the CT enhancement factors predict values in the order of 105 to 106, meaning that when the CT and PL states are both in resonance with the excitation wavelength, the CT and PL enhancements are comparable, and vibrational bands whose intensity is amplified by different mechanisms can be observed together, in agreement with what was measured by typical experiments on silver electrodes.

Abstract
Surface-enhanced Raman scattering (SERS) and tip-enhanced Raman scattering (TERS) have opened a variety of exciting research fields. However, although a vast number of applications have been proposed since the two techniques were first reported, none has been applied to real practical use. This calls for an update in the recent fundamental and application studies of SERS and TERS. Thus, the goals and scope of this review are to report new directions and perspectives of SERS and TERS, mainly from the viewpoint of combining their mechanism and application studies. Regarding the recent progress in SERS and TERS, this review discusses four main topics: (1) nanometer to subnanometer plasmonic hotspots for SERS; (2) Ångström resolved TERS; (3) chemical mechanisms, i.e., charge-transfer mechanism of SERS and semiconductor-enhanced Raman scattering; and (4) the creation of a strong bridge between the mechanism studies and applications.

Abstract
In this study, surface - enhanced Raman spectroscopy (SERS) was applied at the first time for estimation of how pH, temperature, and nanoparticle (NP) stabilizer affect an adsorption behavior of erlotinib (drug approved in a non-small cell lung cancer therapy) onto citrate-stabilized silver nanoparticles (AgNPs). Novel approach to improve cancer therapy assumes application of NPs as an efficient drug delivery system. This strategy requires designing stable drug/nanocarrier conjugates that can effectively interact in the target site. It is also important to perform deeply characterization of a drug orientation on the potential carrier surface and estimation how stable the appeared interaction is. Performed analysis, indicates that pH, temperature, presence of NP stabilizers, and time of incubation have an influence on the occurring adsorption geometry of the drug. However, the observed erlotinib/AgNP interaction remains stable regardless of the applied conditions. These considerations were supported by insightful physicochemical characteristics of the AgNPs and the erlotinib/AgNP conjugates by conducting transmission electron microscopy (TEM) imaging, determination of colloid stability conducted with the use of dynamic light scattering technique (DLS) and measurements of electrophoretic mobility. Such complex approach allows a better understanding of the stability of the erlotinib/AgNP conjugates and provides information how the investigated interaction is affected by the induced perturbations.

Abstract
Since the discovery of surface-enhanced resonance Raman scattering (SERS), elucidating the charge-transfer (CT) mechanism has been a challenging and controversial process. Different theoretical models have been proposed to explain the effect of applied electrode potential on SERS-CT, but achieving a high-quality conserved trend of experimental observations and explaining the nature of the selective enhancement of the signals is not a trivial task and the results and conclusions are still in dispute. We investigated recently the performance of time-dependent excited-state gradient approximation under the effects of a uniform finite electric field in a simulation of the experimental spectra of pyridine on an Ag electrode. The singular patterns of the experimental spectra for symmetric and non-symmetric benzene-like derivative compounds and the consistent trends of enhancements of their signals under various electrode potentials motivated us to extend our simulation studies to 4-methylpyridine, pyrazine and pyrimidine molecules on silver metal clusters. For these molecules, selective enhancement and de-enhancement of totally symmetric (υ6a, υ9a and υ8a) and non-totally symmetric (υ6b and υ8b) modes upon changing the field were obtained and matched well with experimental observations. The selective enhancement of each signal in a zero field was explained by means of excited-state vector gradients and excited-state charge density difference for the S0→ SCT transition. On-field calculations showed slight perturbations of the geometries and electronic structures of the molecules. These on-field calculations also directly affected the magnitude of specific excited-state vector gradients and dimensionless displacements, and moreover the patterns of the spectra. The results of this investigation provided insight into the nature of the selective enhancements of signals and may help researchers propose the selection rules of SERS-CT.

Abstract
Surface-enhanced Raman scattering (SERS) has been widely established as a powerful analytical technique in molecular fingerprint recognition. Although conventional noble metal-based SERS substrates show admirable enhancement of the Raman signals, challenges on reproducibility, biocompatibility, and costs limit their implementations as the preferred analysis platforms. Recently, researches on SERS substrates have found that some innovatively prepared metal oxides/chalcogenides could produce noble metal comparable SERS enhancement, which profoundly expanded the material selection. Nevertheless, to tune the SERS enhancement of these materials, careful experimental designs and sophisticated processes were needed. Here, an electrically tunable SERS substrate based on tungsten oxides (WO3-x) is demonstrated. An electric field is used to introduce the defects in the oxide on an individual substrate, readily invoking the SERS detection capability, and further tuning the enhancement factor is achieved through electrical programming of the oxide leakage level. Additionally, by virtue of in situ tuning the defect density and enhancement factor, the substrate can adapt to different molecular concentrations, potentially improving the detection range. These results not only help build a better understanding of the chemical mechanism but also open an avenue for engaging non-noble metal materials as multifunctional SERS substrates.

Abstract
Vibrational wavenumbers of pyridine adsorbed on a silver electrode have been correlated to the calculated ones from different theoretical approaches based on DFT methods. The vibrational tuning caused by the electrode potential has been simulated by means of pyridine-silver clusters with different densities of charge or, alternatively, under applied external electric fields. Both methodologies predict correctly a qualitative red-shift of the vibrational wavenumbers at negative potentials. As a result, harmonic frequency calculations performed at the B3LYP/LanL2DZ level of theory by using a linear [AgnPy]q complex model with different densities of charge (qeff = q/n) have exhibited the best agreement with the experimental observations although the tuning amplitudes are overestimated. Electric fields calculations are unable to account for subtle details observed in the spectra related to the differentiated chemical nature of the metal-molecule bond at positive or negative potentials with respect to the potential of zero charge of the electrode.

Abstract
The electron donor-acceptor properties of 9,10-bis((E)-2-(pyridin-4-yl)vinyl) anthracene (BP4VA) are studied by means of surface-enhanced Raman scattering (SERS) spectroscopy and vibronic theory of resonance Raman spectroscopy. The SERS spectra recorded in an electrochemical cell with a silver working electrode have been interpreted on the basis of resonance Raman vibronic theory assisted by DFT calculations. It is demonstrated that the adsorbate-metal interaction occurs through the nitrogen atom of the pyridyl moiety. Concerning the electron donor-acceptor properties of the adsorbate, it is shown that the charge transfer excited states of BP4VA are not optically active, in contrast, an internal transition to an excited state of BP4VA, which is localized in the anthracene framework, is strongly allowed. The charge transfer states will be populated by an ultrafast non-radiative process, that is, internal conversion. Thus, irradiation of BP4VA interacting with an appropriate surface creates an effective charge separation.

Abstract
The goal of this study is to shed light on the charge-transfer (CT) mechanism of surface-enhanced Raman scattering (SERS) by considering the properties of CT excited states. The calculations have been done by means of an excited-state gradient approximation for a pyridine molecule interacting with a silver cluster, and provided a satisfactory improvement in comparison to previous work. The effect of electrode potential on the SERS-CT spectra has been modelled theoretically by applying an external electric field for selected CT transitions and the enhancement of the ν6a and ν9a modes and a decline in the intensity of the ν8a mode under a negative electric field (which is directed toward the cluster) have been observed. These results match well with the experimental studies and also explain the effect of electrode potentials on the patterns of spectra, as experimental evidence of the CT mechanism. Finally, this study demonstrated that the excited state vector gradient can be used as a distinguishing factor to explain the SERS selection rules.

Abstract
The competition for binding and charge-transfer (CT) from the nitrogen containing heterocycle pyrimidine to either silver or to water in surface enhanced Raman spectroscopy (SERS) is discussed. The correlation between the shifting observed for vibrational normal modes and CT is analyzed both experimentally using Raman spectroscopy and theoretically using electronic structure theory. Discrete features in the Raman spectrum correspond to the binding of either water or silver to each of pyrimidine's nitrogen atoms with comparable frequency shifts. Natural bond orbital (NBO) calculations in each chemical environment reveal that the magnitude of charge transfer from pyrimidine to adjacent silver atoms is only about twice that for water alone. These results suggest that the choice of solvent plays a role in determining the vibrational frequencies of nitrogen containing molecules in SERS experiments.

Abstract
In this paper, the S-complex of pyrimidine molecule absorbed on silver clusters was employed as a model molecule to study the enhancement mechanism in surface-enhanced resonance Raman scattering (SERRS). We described the chemical enhancement of SERRS through charge transfer (CT) from Ag20 to pyrimidine on resonance excitation, and electromagnetic enhancement through intracluster charge redistribution (CR) on the electronic intracluster collective oscillation excitation. It is shown that SERRS process of the pyrimidine molecule absorbed on silver clusters with different incident wavelength are dominated by different enhancement mechanisms. Both experimental and theoretical works have been performed to understand the CT process in SERRS.

Abstract
The surface-enhanced raman scattering (SERS) of benzoic acid/benzamide and salicylic acid/salicylamide on silver colloids show important wavenumber shifts with respect to the Raman spectrum of the band assigned to mode 1;ν(ring) when adsorbed on the metal surface (ca. +50 cm(-1)). In the case of the acids, this shift is originated by the deprotonation of the carboxylic group in agreement with the well-known fact that aromatic acids are adsorbed on silver as carboxylates. However, the main conclusion of this work is that a similar behavior is found for the respective amides that do not behave as acids in water solution. The here studied aromatic amides are adsorbed as azanions on silver nanoparticles even at pH 7 and link to the metal through the nitrogen and oxygen atoms of the ionized carboxamide group. This is a very surprising result given that amides are not significantly ionized even at pH 13-14. The deprotonation of these amides is not determined exclusively by the pH, but it is mainly caused by the strong affinity of the anionic species to the metal. Therefore, the SERS must be cautiously used as a universal pH sensor if the adsorption occurs through the ionizable group. In order to support this conclusion, theoretical DFT force field calculations have been carried out, confirming that deprotonated benzamide and salicylamide interact with the metallic surface.

Abstract
We reexamine the Herzberg-Teller theory of charge-transfer contributions to the theory of surface enhanced Raman scattering (SERS). In previous work, the Kramers-Heisenberg-Dirac framework was utilized to explain many of the observed features in SERS. However, recent experimental and theoretical developments suggest that we revise the theory to take advantage of the time-dependent picture of Raman scattering. Results are obtained for molecular adsorption on nanoparticles in both the strong confinement limit and the weak confinement limit. We show that the Herzberg-Teller contributions to the charge-transfer effect in SERS display a resonance at the molecule-to-metal or metal-to-molecule transition while retaining the selection rules associated with normal Raman spectroscopy (i.e., harmonic oscillator, as opposed to Franck-Condon overlaps). The charge-transfer contribution to the enhancement factor scales as Gamma(-4), where Gamma is the homogeneous linewidth of the charge-transfer transition, and thus is extremely sensitive to the magnitude of this parameter. We show that the Herzberg-Teller coupling term may be associated with the polaron-coupling constant of the surface phonon-electron interaction. A time-dependent expression for the Raman amplitude is developed, and we discuss the implications of these results for both metal and semiconductor nanoparticle surfaces.
