Modes and Mechanisms of Pacific Decadal-Scale Variability

The modes of Pacific decadal-scale variability (PDV), traditionally defined as statistical patterns of variance, reflect to first order the ocean's integration (i.e., reddening) of atmospheric forcing that arises from both a shift and a change in strength of the climatological (time-mean) atmospheric circulation. While these patterns concisely describe PDV, they do not distinguish among the key dynamical processes driving the evolution of PDV anomalies, including atmospheric and ocean teleconnections and coupled feedbacks with similar spatial structures that operate on different timescales. In this review, we synthesize past analysis using an empirical dynamical model constructed from monthly ocean surface anomalies drawn from several reanalysis products, showing that the PDV modes of variance result from two fundamental low-frequency dynamical eigenmodes: the North Pacific-central Pacific (NP-CP) and Kuroshio-Oyashio Extension (KOE) modes. Both eigenmodes highlight how two-way tropical-extratropical teleconnection dynamics are the primary mechanisms energizing and synchronizing the basin-scale footprint of PDV. While the NP-CP mode captures interannual- to decadal-scale variability, the KOE mode is linked to the basin-scale expression of PDV on decadal to multidecadal timescales, including contributions from the South Pacific.

Multi-year El Niño events tied to the North Pacific Oscillation

Multi-year El Niño events induce severe and persistent floods and droughts worldwide, with significant socioeconomic impacts, but the causes of their long-lasting behaviors are still not fully understood. Here we present a two-way feedback mechanism between the tropics and extratropics to argue that extratropical atmospheric variability associated with the North Pacific Oscillation (NPO) is a key source of multi-year El Niño events. The NPO during boreal winter can trigger a Central Pacific El Niño during the subsequent winter, which excites atmospheric teleconnections to the extratropics that re-energize the NPO variability, then re-triggers another El Niño event in the following winter, finally resulting in persistent El Niño-like states. Model experiments, with the NPO forcing assimilated to constrain atmospheric circulation, reproduce the observed connection between NPO forcing and the occurrence of multi-year El Niño events. Future projections of Coupled Model Intercomparison Project phases 5 and 6 models demonstrate that with enhanced NPO variability under future anthropogenic forcing, more frequent multi-year El Niño events should be expected. We conclude that properly accounting for the effects of the NPO on the evolution of El Niño events may improve multi-year El Niño prediction and projection.

The causes of long-lasting behaviors of multi-year El Niño are still not fully understood. Here, the authors find that persistent two-way teleconnections between the North Pacific Oscillation and the tropical Pacific constitute a key source of multi-year El Niño.

The impacts of Extra-tropical ENSO Precursors on Tropical Pacific Decadal-scale Variability

Off-equatorial wind anomalies on seasonal timescales from both the North and South Pacific, known as “precursors” of the El Niño Southern Oscillation (ENSO), have been shown to independently trigger the ENSO feedbacks in the tropics and its teleconnections to the extra-tropics. However, the impacts of ENSO precursors on Tropical Pacific Decadal-scale Variability (TPDV) is still not well understood and quantified. We show that the dynamic sequence from extra-tropical ENSO precursors to ENSO (tropics) to extra-tropical ENSO teleconnections is not only important for ENSO, but acts as a primary mechanism to filter (e.g. reddening) the low-frequency variability of the seasonal precursors into the decadal-scale variance of the Pacific basin, accounting for the largest fraction of the TPDV (~65%) and its phase. This process, which contrasts previous theories advocating for a TPDV generated internally in the tropics (e.g. ENSO residuals), is inherently unpredictable and not well reproduced in climate models and raises challenges for understanding and predicting the role of internal TPDV in future climate change scenarios.

Enhancing the ENSO Predictability beyond the Spring Barrier

El Niño-Southern Oscillation (ENSO) is the dominant interseasonal–interannual variability in the tropical Pacific and substantial efforts have been dedicated to predicting its occurrence and variability because of its extensive global impacts. However, ENSO predictability has been reduced in the 21^st century, and the impact of extratropical atmosphere on the tropics has intensified during the past 2 decades, making the ENSO more complicated and harder to predict. Here, by combining tropical preconditions/ocean–atmosphere interaction with extratropical precursors, we provide a novel approach to noticeably increase the ENSO prediction skill beyond the spring predictability barrier. The success of increasing the prediction skill results mainly from the longer lead-time of the extratropical–tropical ocean-to-atmosphere interaction process, especially for the first 2 decades of the 21^st century.

Predictability of US West Coast Ocean Temperatures is not solely due to ENSO

The causes of the extreme and persistent warming in the Northeast Pacific from the winter of 2013/14 to that of 2014/15 are still not fully understood. While global warming may have contributed, natural influences may also have played a role. El Niño events are often implicated in anomalously warm conditions along the US West Coast (USWC). However, the tropical Pacific sea surface temperature (SST) anomalies were generally weak during 2014, calling into question their role in the USWC warming. In this study, we identify tropical Pacific “sensitivity patterns” that optimally force USWC warming at a later time. We find that such sensitivity patterns do not coincide with the mature SST anomaly patterns usually associated with ENSO, but instead include elements associated with ENSO SST precursors and SST anomalies in the central/western equatorial Pacific. El Niño events that produce large USWC warming, irrespective of their magnitude, do project on the sensitivity pattern and are characterized by a distinct evolution of the North Pacific atmospheric and oceanic fields. However, even weak tropical SST anomalies in the right location, and not necessarily associated with ENSO, can significantly influence USWC conditions and enhance their predictability.

A Review of Atmosphere–Ocean Forcings Outside the Tropical Pacific on the El Niño–Southern Oscillation Occurrence

The El Niño–Southern Oscillation (ENSO) is the strongest interannual air–sea coupled variability mode in the tropics, and substantially impacts the global weather and climate. Hence, it is important to improve our understanding of the ENSO variability. Besides the well-known air–sea interaction process over the tropical Pacific, recent studies indicated that atmospheric and oceanic forcings outside the tropical Pacific also play important roles in impacting and modulating the ENSO occurrence. This paper reviews the impacts of the atmosphere–ocean variability outside the tropical Pacific on the ENSO variability, as well as their associated physical processes. The review begins with the contribution of the atmosphere–ocean forcings over the extratropical North Pacific, Atlantic, and Indian Ocean on the ENSO occurrence. Then, an overview of the extratropical atmospheric forcings over the Northern Hemisphere (including the Arctic Oscillation and the Asian monsoon systems) and the Southern Hemisphere (including the Antarctic Oscillation and the Pacific–South American teleconnection), on the ENSO occurrence, is presented. It is shown that the westerly (easterly) wind anomaly over the tropical western Pacific is essential for the occurrence of an El Niño (a La Niña) event. The wind anomalies over the tropical western Pacific also play a key role in relaying the impacts of the atmosphere–ocean forcings outside the tropical Pacific on the ENSO variability. Finally, some relevant questions, that remain to be explored, are discussed.

Influences of the North Pacific Victoria Mode on the South China Sea Summer Monsoon

Using the reanalysis data and the numerical experiments of a coupled general circulation model (CGCM), we illustrated that perturbations in the second dominant mode (EOF2) of springtime North Pacific sea surface temperature (SST) variability, referred to as the Victoria mode (VM), are closely linked to variations in the intensity of the South China Sea summer monsoon (SCSSM). The underlying physical mechanism through which the VM affects the SCSSM is similar to the seasonal footprinting mechanism (SFM). Thermodynamic ocean–atmosphere coupling helps the springtime SST anomalies in the subtropics associated with the VM to persist into summer and to develop gradually toward the equator, leading to a weakened zonal SST gradient across the western North Pacific (WNP) to central equatorial Pacific, which in turn induces an anomalous cyclonic flow over the WNP and westerly anomalies in the western equatorial Pacific that tend to strengthen the WNP summer monsoon (WNPSM) as well as the SCSSM. The VM influence on both the WNPSM and SCSSM is intimately tied to its influence on ENSO through westerly anomalies in the western equatorial Pacific.

Modulation of the relationship between spring AO and the subsequent winter ENSO by the preceding November AO

Previous studies indicated that the spring Arctic Oscillation (AO) exerts significant influences on the subsequent winter El Niño-Southern Oscillation (ENSO). This analysis suggests that the spring AO-ENSO linkage is highly modulated by its preceding November AO. When November and the subsequent spring AO indices are in phase, the spring AO has a pronounced influence on ENSO. However, when the November and spring AO indices are out of phase, the spring AO-ENSO connection disappears. Modulation of the November AO on the spring AO-ENSO connection is mainly through the constructive and destructive superposition of the November and spring AO associated sea surface temperature (SST) anomalies in the tropical central-eastern Pacific in spring and summer, as well as the SST anomalies developed further in the tropical Pacific via the positive air-sea feedback.

Persistent anomalies of the extratropical Northern Hemisphere wintertime circulation as an initiator of El Niño/Southern Oscillation events

Climates across both hemispheres are strongly influenced by tropical Pacific variability associated with the El Niño/Southern Oscillation (ENSO). Conversely, extratropical variability also can affect the tropics. In particular, seasonal-mean alterations of near-surface winds associated with the North Pacific Oscillation (NPO) serve as a significant extratropical forcing agent of ENSO. However, it is still unclear what dynamical processes give rise to year-to-year shifts in these long-lived NPO anomalies. Here we show that intraseasonal variability in boreal winter pressure patterns over the Central North Pacific (CNP) imparts a significant signature upon the seasonal-mean circulations characteristic of the NPO. Further we show that the seasonal-mean signature results in part from year-to-year variations in persistent, quasi-stationary low-pressure intrusions into the subtropics of the CNP, accompanied by the establishment of persistent, quasi-stationary high-pressure anomalies over high latitudes of the CNP. Overall, we find that the frequency of these persistent extratropical anomalies (PEAs) during a given winter serves as a key modulator of intraseasonal variability in extratropical North Pacific circulations and, through their influence on the seasonal-mean circulations in and around the southern lobe of the NPO, the state of the equatorial Pacific 9–12 months later.
