Financing for Sustainable Development Goals (SDGs) in the Era of COVID-19 and Beyond

The economic and social impact of covid-19 pandemic both on developing and developed countries has been significant. In addition to the impact of the pandemic, the current Ukraine war has also led to severe supply chain disruptions leading to a sharp increase in food and commodity prices globally. Due to a combination of external shocks and the impact of the pandemic global economic growth is expected to slow down from 6.1% in 2021 to 3.2% in 2022 and further to 2.7% in 2023 (IMF in: World economic outlook, International Monetary Fund, 2022). The above factors have led to a sharp increase in government expenditure constraining both developed and developing countries' fiscal capacity. This has further implications for the achievement of SDGs especially for low-income countries. The challenge for developing countries in the current scenario is to mobilise adequate resources both from domestic and international sources, not just for the achievement of SDGs as such, but also to sustain the livelihoods, health, and welfare of people. This special issue aims to examine some of these issues in the context of developing countries.

Effects of COVID-19 lockdown on weight in a cohort of allergic children and adolescents

BACKGROUND

COVID-19 lockdown caused sudden changes in people's lifestyle, as a consequence of the forced lockdown imposed by governments all over the world. We aimed to evaluate the impact of lockdown on body mass index (BMI) in a cohort of allergic children and adolescents.

METHODS

From the first of June until the end of October 2020, we submitted a written questionnaire to all the patients who, after lockdown, carried out a visit at the Pediatric Allergy Unit of the Department of Mother-Child, Urological Science, Sapienza University of Rome. The questionnaire was composed by 10 questions, referring to the changes in their daily activities. Data were extrapolated from the questionnaire and then analyzed considering six variables: BMI before and BMI after lockdown, sugar intake, sport, screens, sleep, and anxiety.

RESULTS

One hundred fifty-three patients agreed to answer our questionnaire. Results showed a statistically significant increase in the BMI after lockdown (20.97 kg/m2 ± 2.63) with respect to the BMI before lockdown (19.18 kg/m2 ± 2.70). A multivariate regression analysis showed that the two variables that mostly influenced the increase in BMI were sleep and anxiety.

CONCLUSIONS

For the analyzed cohort of allergic children and adolescents we obtained significant gain in BMI as consequences of lockdown, which can be explained by many factors: high consumption of consolatory food, less sport activities, more time spent in front of screens, sleep alteration associated with increased anxiety. All these factors acted together, although sleep alteration and increased anxiety were the most influential factors that led to the worsening or the onset of weight gain, creating the basis for future health problems.

Sustainable Circular Micro Index for Evaluating Virtual Substitution Using Machine Learning with the Path Planning Problem as a Case Study

Due to the problems resulting from the COVID-19 pandemic, for example, semiconductor supply shortages impacting the technology industry, micro-, small-, and medium-sized enterprises have been affected because the profitability of their business models depends on market stability. Therefore, it is essential to propose alternatives to mitigate the various consequences, such as the high costs. One attractive alternative is to replace the physical elements using resource-limited devices powered by machine learning. Novel features can improve the embedded devices’ (such as old smartphones) ability to perceive an environment and be incorporated in a circular model. However, it is essential to measure the impact of substituting the physical elements employing an approach of a sustainable circular economy. For this reason, this paper proposes a sustainable circular index to measure the impact of the substitution of a physical element by virtualization. The index is composed of five dimensions: economic, social, environmental, circular, and performance. In order to describe this index, a case study was employed to measure the path-planning generator for micro aerial vehicles developed using virtual simulation using machine-learning methods. The proposed index allows considering virtualization to extend the life cycle of devices with limited resources based on suggested criteria. Thus, a smartphone and the Jetson nano board were analyzed as replacements of specialized sensors in controlled environments.

Bringing Production Back into Development: An introduction

Production was at the heart of economics from the days of Classical economics. However, with the rise of Neoclassical economics in the late 19th century, production has lost its status as the ultimate interest of economics. Several opportunities for fruitful integration of alternative streams of economics research-Evolutionary, Structuralist and Keynesian in particular-have been also missed. Even the humanist approaches to development, such as Sen's Human Capability Approach, paid little attention to the domain of production. In this article, we argue that the fragmentation of the production-centred paradigm has weakened both academic research and policy-making related to economic development. We introduce and discuss eight articles developed around the special issue theme of Bringing Production Back into Development. We argue that a renewed 'productionist' agenda is essential to address the structural challenges faced by developing countries, even more so after the revelation of structural weaknesses by the pandemic.
